it certainly was a winning issue for the gop in 2010. now republicans are hoping the new report about rising obamacare premiums will rappel the party to victory once again. donald trump railed against the law for a second straight day yesterday, claiming the average increase in premiums is likely to be much higher than the reported 25%. >> obamacare's just blowing up, and even the white house, our president, announced 25 or 26%. that number is so wrong that it's such a phoney number. you're talking about 60%, 70%, 80% in increases, not 25%. >> you remember the promise that obama made. obama made the promise, you got to keep your doctor, got to keep your plan, and the average family was going to save $2,500 a year. well, you didn't get to keep your doctor. you didn't get to keep your plan, and the average family spends $4,500 more now than they did before. >> donald trump also released a statement saying in part the

architects of obamacare knew they were telling us lies because they are trying to move us towards a single-payer system where the healthy pays for the sick. this, my friends, is a rigged system. it's a change election, but crooked hillary is never going to change, never. there's a clear choice in this election, either we're going to help american families and tackle health care costs, or we're going to throw 20 million people off the coverage and let the insurance companies write the rules again. hillary clinton wants to build on the progress we've made and fix what's broken. while speaking at his golf resort in doral, florida, trump talked about the effect it was having on employees but had to clarify. >> we're going to repeal and replace obamacare. all of my employees are having a tremendousroblem with obamacare. unfortunately, a small number of the people that work at trump national in doral, which is

miami, they are on obamacare. small percentage. and as i said this morning, they are having tremendous difficulty. in fact, a lot of them have said, can you take me off obamacare? should i do it or not? should i take them off? >> i'd say 99% of our employees are insured through the hotel, through our insurance. maybe there's a few that are insured through obamacare, but very, very few, because we supply it. the company typically picks up almost 70% of the premiums, and the employee only picks up about 30%, so it's really a good deal for our staff. >> as politico points out, obamacare is designed to insure those who are not covered by an employer. louis? >> donald trump is adding some fuel to the fire over vice president joe biden's comments that he'd like to fight the presidential nominee. trump welcomed the challenge, despite mixing up where the vice

the point i was making is, he is trying to dumb down, he's insulting everybody in the neighborhoods i come from and the people who play ball, and that was the point i was trying to make. this is just absolutel unacceptable behavior, period. >> now for a look at the state of the race in the presidential battlegrounds and a poll released just moments ago shows donald trump pulling ahead of hillary clinton in florida. bloomberg politics poll conducted friday through monday shows trump in the lead 45% to clinton's 43% with libertarian gary johnson at 4% and jill stein at 2%. trump has been focusing on florida with a series of rallies this week, including multiple stops there yesterday. as hillary clinton's running mate said, winning the state would be check mate for democrats. trump seemed to agree. >> you have four events today in florida. >> right. >> that is a must-win for you, correct is this. >> i believe florida is a must-win. i think we're winning it. i think we're winning it big.

debate? the good news was, it was the last debate. oh, well thank you. yeah, you know, you're right. that last debate was like an early birthday present, right? >> talk about presents, this is fun, clinton attended the adele concert in miami last night and while it's unclear if the singer knew clinton was in the audience, she did say between songs, i can't vote, but i'm 100% for hillary clinton. less than two weeks until election day, but according to data analytics, nearly 8 million votes have already been cast. 5 million votes have been cast, democratic voters have outpaced voters in nine of the states. hillary clinton continues to outspend over the air waves. along with outside groups, they have spent more than $245 million on advertising. team trump has spent nearly $96 million. just this week alone, clinton's team is spending $22 million in

ads in battleground states compared with trump's $9.8 million. the clinton campaign has released a new ad to air and is narrated by actor morgan freeman. >> our children, they look up to us, what we value, how we treat others, and now they are looking to see what kind of leaders we choose, who will entrust our country and their future to. will it be the one respected around the world, or the one who frightens our allies and emboldens our enemies? the one with a deep understanding of the challenges we face, or the one who is unprepared for them? a steady hand or a loose cannon? >> so much of politics revolves around money and now "the washington post" reports the trump campaign will no longer schedule big fundraising events benefiting the republican party. later telling nbc news that

characterization is completely misleading, saying they continue to raise money for trump victory, which shares dollars raised with the party. meanwhile, throwing more money into endangered senate races putting millions into missouri and north carolina. and a super pac with ties to mitch mcconnell is dumping $25 million into six senate races as part of a last stand to save the chamber from falling to democrats' hands. $4 million in indiana, $5 million in pennsylvania, $7 million in nevada. in reno, john mccain and lindsey graham campaigned with joe heck, who's locked in a tight race there. earlier this month, heck yanked his endorsement of trump and on tuesday was called out by the audience to refuse to reveal who he will vote for. he also responded by being mocked by president obama on his home turf. >> i think the president demeaned the presidency by resorting to middle school name calling as he tries to prop up

pakistani police cadets and guards still in critical condition after 61 were left dead yesterday outside quetta. the unarmed cadets were sleeping when three bomb wielding attackers barged into their dormitories and opened fire, sending the cadets running from their beds and even jumping from the roof. senior officials suspect the attackers may have had ties to the taliban and al qaeda, although isis had also claimed responsibility. an intense man hunt continues right now for the man wanted in a series of brutal crimes in oklahoma. authorities are saying 38-year-old michael vance had an apparent hit list targeting several people. officials say they are providing protection for those on the list. vance shot and injured two

across the country as nearly 10,000 national guard members were ordered to repay reenlistment bonuses. the house oversight committee is asking the california national guard to turn over all documents related to the demand, calling it a serious matter and officials involved can be held accountable. nbc's anne thompson has more. >> reporter: the demand to pay back enlistment bonuses sparking fury online. it's a disgrace the way we treat our heros, i'm disgusted by this action. outrageous treatment of vets. iraq and afghanistan veterans of america calling on the defense department to forgive this error. >> if our government can bail out banks and so many other folks that have done wrong, it seems mind boggling they can't bail out service members who put their life on the line in defense of the country. >> reporter: one of 10,000 soldiers enticed by the bonuses for a second tour in iraq. >> we did our duty and now they

yesterday, they have not been identified or authenticated by nbc news. the clinton campaign and u.s. intelligence officials have continued to blame russia for hacking the alleged e-mails. in march of last year during an interview, the president said he'd learned about clinton's use of the private server from news reports. a hacked e-mail exchange suggests that may not have been the case. clinton's spokesman allegedly highlighted obama's comments in an e-mail to other staffers. "you probably have more on this, but it looks like potus just said he found out hrc was using her personal e-mail when he saw it in the news." cheryl mills, clinton's former chief of staff at the time immediately followed up in an alleged exchange saying, "we need to clean this up. he, meaning obama, has e-mails from her. they do not say state.gov." two days after that, ernst says the president knew because of their own e-mail exchanges.

speech backed clinton while condemning her republican rival. secretary clinton tweeted, "proud to have the endorsement of general powell." secretary powell, of course, served as secretary of state under george w. bush but endorsed president obama in 2008. louis? >> in the hotly contested battleground of arizona, a new poll gives trump the edge with 46% to hillary clinton's 45%. johnson at 4%. among those who have already voted, clinton is leading by a ten-point margin, 52 to 42, while trump is ahead with those who hav yet to vote. clinton is competing hard in the state with 32 field offices while trump has none. clinton is up with a new spanish language ad featuring a woman praising clinton's immigration plan and saying trump will deport millions. obamacare is facing more scrutiny with the announcement that 2017 will bring with it a 25% average increase in premiums

for people on healthcare.gov exchanges, not to mention fewer choices as insurance companies continue to withdraw from the program. tom costello tells us which states will get hit the hardest. >> reporter: occupational therapist says she's caught in the middle. she needs the coverage offered in kentucky, but her insurer, united health care, is losing money in the state and pulling out. now sarah will have to choose a new kentucky plan and her premiums are sure to rise above her current $340 monthly payment. >> it's called the affordable care act, however, it's not affordable for individuals such as myself. either premiums are going to have to come down or i'm not going to have health insurance. >> reporter: it's happening nationwide. come january, one in five customers will find one insurer offering coverage and premiums are rising fast. on average up 25%, down 3% in indiana, but up 116% in arizona.

pushing premiums up $50 to $300 per month in some cases. the reasons, while 11.4 million americans will be on obamacare in january, most are sicker than expected. younger, healthier adults are choosing to opt out and pay the tax penalty instead, despite president obama's efforts. >> and what that means is that the insurance pool is smaller and it gets a higher percentage of older and sicker people signing up. >> reporter: the white house says nearly all obamacare customers will receive tax credits to offset the higher premiums and most could find plans for less than $100 per month. >> most of the people enrolled are low income people who are benefiting from significant subsidies. >> reporter: of course, the vast majority of americans are insured through their employers, not obamacare. those insurance premiums also projected to rise 3% to 7%. tom costello, nbc news, washington. >> we'll have much more on the political fallout coming up next

on "morning joe." louis? let's turn to business, where the u.s. has approved volkswagon's buyback deal. it's now the largest settlement of an auto scandal in u.s. history. lisa joins us live from london. what else can you tell us? $14 billion is just a massive number. >> it is massive, and remember, it was agreed initially back in june, it's just been okayed by the courts now after they found out that they had software to cheat on emissions. the settlement itself under the arrangement they've now agreed to spend around $10 billion on buybacks to compensate owners and also an additional $4.7 billion goes to programs to offset submissions and, b, to what's called clean car projects, as well, so that money being distributed, as well. the deal was agreed a while back. now we have a judge that's approved the deal to go through, the settlement.

let's talk about apple, as well. shares closing off in yesterday's session. why is that? because they came through, we saw the third quarter in a row we saw fall in iphone sales and fallen revenues, as wellment they sold 45.5 million iphones, they forecast higher revenues, but revenues fell by 9%. it's the first fall speen in annual revenues in around 15 years. there's a slowdown happening in the smartphone market. they are seeing a lot more competition coming from china, for example, and especially the chinese figures were worrying. 30% fall in sales in china. this is a massively important market for them, so a lot of analysts have been worried on the back of that. also a lot of people saying no surprise we're seeing this plateauing happening in ifen sales. they also haven't released figures from the iwatch, could be because the figures are pretty poor. alex? >> lisa live from london, thanks
