wasn't? >> as someone who covered trump, he talks about the rigged system. talk about making sure we have integrity in the ballot box. as we've seen in our government, a lot of questionable things is interaction between the state department, between the clinton foundation, between the clintons making all this money. there is a rigged system. there is a divide between washington and what everyone else is seeing around the rest of the country. going back to secretary clinton and politicalizing this investigation, you seem to glossed over the point i raised. they don't need to go to the director of the fbi to ask for these documents to be revealed.

that were found on anthony weiner's computer. that's why the fbi director had no choice but to come out 11 days before the election and say he is looking into them again. do you find it to be responsible for trump and his campaign to be deciding what potentially are in those e-mails? >> i think conspiracy theories are mother's milk to the trump campaign. they gathered the support they gathered, largely by causing the american public to trust their government even less than they already did. and to distrust the process, to distrust all these institutions, the news media, the government, politicians, all of that works in donald trump's favor. so if they can point to this as some further evidence that there's some smoking gun there, i don't think we've seen anything in the comey letter or in anything that the fbi has said that's indicated they actually found any evidence that's new, that could be harmful to hillary clinton. only that there's been new

evidence that needs to be investigated. i think they are reaching, but of course they are, with one week left to go where he they are trailing in virtually every poll in every swing state, it's what they have to do. >> who is going to look at this new news and say, i can't vote for hillary clinton, i'm going to vote for donald trump. >> where this does have impact is with republican voters who, if you've seen some of the recent national polls, they show donald trump is struggling to coalesce republicans. he is somewhere in the 70% in terms of republican support. mitt romney had 93% of republican voters. john mccain had about the same. if you're not in that range, you're not even in the hunt. both candidates lost at the end of the day with 93%, 94% of republican voters. donald trump needs to coalesce republican voters. there are a lot of republicans that distrust hillary clinton, don't like hillary clinton, think she is dangerous, but have been on the edge because they think the same things about donald trump.

any suspicion and question might help to bring those voters back into the fold. will it be enough on election day? i don't think so, but i expect they'll keep drilling this home. >> anything that can come out the next ten days that will make it a sure thing that these republicans are going to come home if director comey does say there were e-mails that pertained to national security? is that something that will make these republicans vote for trump? >> certainly. i think if there was something that concrete, i think that would be very helpful in terms of bringing the republican vote home. i don't think it's likely. if he was that close, he would have said something more substantive. i think the reverse is more likely. in the next couple of days, there will be pressure for him to say one way or another we've got something to point to. i don't think he can let this hang out there. >> how surprised were you he would come out 11 days before the election and decide to say they are looking into more e-mails? does that imply something

significant was there or is this procedural thing on the part of the fbi? >> i think comey in his heart is a decent guy. i think he felt a lot of pressure after the last press conference where he cleared hillary clinton. he said if there was anything new, that he would present that to the folks that have congressional oversight. i think he tried to do that. i don't think there was political calculation on his part. that can be a good thing and bad thing sometimes. when you're this close to an election, leaving something out there by implication that could be, could have an impact on a national election can be almost as dangerous as keeping it to yourself. it's hard to say what was the right decision here. only history will ultimately tell us. at the end of the day, i don't think it will make the difference between one side winning or losing. >> i want to play more of what donald trump was saying. he was talking about anthony weiner specifically. every opportunity he had, he

called him a sleaze, a pervert. >> pretty easy target. >> but they found by looking at anthony weiner -- a major, major, major sleaze -- they found what may be some of the 33,000 missing and deleted e-mail. is she going to keep huma? huma's been a problem. do we agree? huma. huma's been a problem. i wonder if huma's going to stay there. >> he went on to say they found e-mails on anthony weiner's dot, dot, dot, wherever. when you speak to people close to this campaign, they will tell you oftentimes donald trump is his worst enemy in these cycles. he steps on his own message when he should back off and allow hillary clinton to wallow in a negative news cycle. comments like that on anthony

weiner's whatever usually distracts from trump's message. have you ever seen a political candidate who does this as often as he does? >> certainly not a candidate that's risen to this level. usually candidates run for office at a lower level and you learn this about them. they don't ultimately succeed at a higher level. so the fact that he's out there today, speaking off script. they had a speech that was a teleprompter speech written by somebody else, designed to be very on message and not interfere with hillary clinton's negative news cycle. he went off script there. this will be covered and it's a further example of the unpredictability of donald trump that frightens people. >> say he does win and this changes the polls in his direction, changes the momentum, what does this mean for donald trump as president of the united states? are there going to be ongoing outrageous statements like this that people are going to be covering?

will it in any way affect -- how will it affect the status we enjoy overseas and diplomatic relations? >> it can be a very scary thing. sometimes these things can go one way or another. if you remember the big speech ronald reagan gave before the berlin wall where he said mr. gorbachev, tear down this wall. that was not a line state department folks thought was a good line. he made the decision to keep that in the speech. it became to be one of the most epic moments of is presidency. that was a very different kind of candidate. donald trump doesn't tend to make those mistakes in a positive, thought-provoking way. he makes those mistakes in ways that diminish him and make him look bad. it will be a frightening thing for people working around him to rein that in on a world stage. >> thank you for waiting with us. we wanted to talk about the affect this race is having on republican women going forward. we have to save that for next

week. thank you. >> thanks. >> i want to bring in our "new york times" national reporter. let's talk about fbi director comey. what is the calculation here? how is this potentially going to affect the race? >> i can tell you, i've been talking to voters in charlotte in suburbs surrounding the city. this it going to affect the race by making people feel like their candidate is doing well or doing not well. i've been talking to clinton supporters who don't like the idea this is out here. they are upset the fbi has done this. they think they don't think she is going to lose supporters. they think at this point in the race, most people made up their minds. i want to talk to trump supporters. they are feeling great about this. they were feeling anxious about the race. hillary clinton had a good couple of weeks. now they feel like the tides are turning and donald trump might be able to convince moderate and those people undecided to come on to his campaign instead.

>> speaking of that, katie packer and i were talking about that. if donald trump is able to use this to his advantage to find the moderate republicans he hasn't convinced to get him to 95% of republican voters, does the clinton campaign see this as a real threat right now, this idea there could be at least how donald trump is portraying it, some smoking gun out there? >> i think the clinton campaign, if you heard and if your viewers heard what hillary clinton said yesterday. she was adamant she wanted the fbi to quickly come out and explain what's going on, explain to the american people. so that to me shows she is concerned about this issue. this is not now just republicans talking about her e-mails and feeling like a political football. this is now the director of the fbi stepping in and saying there is a little more we want to look at. clinton campaign is upset about that. i should say a lot of her supporters i talk to here, they feel as though she's weathered

so much of the criticism that donald trump has thrown at her. this is not the first time donald trump brought up her e-mails or saying she is corrupt, saying she is hiding something. even though the fbi coming in changes things, donald trump could have begin that same speech on thursday without the fbi stepping in. >> what do we know about the investigation right now? what has fbi director comey revealed? do we know how many e-mails he is looking at? do we know definitively there were e-mails between huma abedin and hillary clinton they discovered on this new computer? >> it's interesting. i heard your exchange with jason. donald trump is saying there were newly-discovered e-mails, this is a smoke gun. jason was talking about the idea there might be national security issues at risk. it seems as though it's vague. the fbi has not been clear about

what they found, whether or not it's connected to hillary clinton. whether or not this is something that turns into charges or something just happened to be on huma's computer. in some ways, it's hard to tell what the fbi found. they haven't said much which is frustrating hillary clinton. people are making it up. i spent time talking to voters, asking them what is the news from yesterday? some people thought the investigation had been reopened. some people thought missing e-mails had been found. that is a bad place to be if you're hillary clinton. you want people to have a clear understanding of what's going on. most people don't understand, even her own supporters don't understand what's going on. >> i want to be clear these e-mails were not found in connection to an investigation into hillary clinton's private server. that was all but closed before now. they are not e-mails revealed from this wikileaks hack. this was found in a separate investigation done into anthony

weiner over alleged inappropriate conduct between him and a woman who was underage, sexting, i guess, controversy. thank you so much for joining us. >> joining us is jeff rowe, former campaign manager for ted cruz's campaign. do you think this is going to sway anyone's opinions of donald trump? is it going to bring republicans home as the gop might hope? >> i think it does two things. i think it fires up trump's own voters. if you look at three of the billy bush tapes, trump had about a 13-point advantage on intensity. i would take a deficit in the polls if i had an advantage in intensity. i think you've seen that intensity come back. this will only help with that. second thing this does, most of the battleground states, it's

45, 42, a slight clinton advantage in some of these battleground states trump needs. i think this caps her out. i don't think to your point earlier, i don't think anybody says that's it, i was for hillary, what is not. i think it's about 13% of votes out there hanging around, hang around in undecided, hang around with gary johnson and hang around with jill stein. those typical third party candidates should only get 1%, 3% of the vote, like ralph nader got. stein is not going to lose any over this. johnson could lose some to trump. then take the undecided voters. habitually have been about 65% lean republican. that's where this makes it up. that's why this is significant 10 days out to have this occur. >> let's talk about a larger question. donald trump has been saying on

the campaign trail our political system is rigged. he's questioned the fbi, questioned the doj, questioned polling places. saying everything is fine because this may work to his advantage. what does this mean for our political system, that we can have a candidate who goes wherever the wind blows him and talks about whatever is most advantageous to him at the current period? is this a problem going forward or is this all going to go away after november 8th? >> for be it from me to call into question what politicians do to take advantage of current circumstances. that's what every politician does. there's video of mr. obama saying the same thing during his campaign and mr. bush and mr. kerry. it's not unusual. what is unusual is the hyperfocus we have on these two candidates and they are already disliked. that allows us to focus more deeply on what they say.

good saturday to you. i'm richard you looky. october 29th. yes, we are 10 days from election day. donald trump, he is campaigning in the west. he just wrapped up in colorado, golden, colorado. this is what he said.

>> nobody to blame but herself for her mounting legal troubles. her criminal action was willful, deliberate, intentional and purposeful. hillary set up an illegal server for the obvious purpose of shielding her criminal conduct from public disclosure and exposure. >> expect to hear that again. he will do that speech, a similar one in phoenix later this evening. hillary clinton will be spending all day in florida. she'll hold a rally in daytona beach in just a few hours from thou. we are keeping an eye on that. head to miami for a get out the vote concert featuring jennifer lopez. there is a lot to unpack in this story at this hour. 20 minutes after the hour for you. here are things we do know about director comey's letter. first, the fbi is not reopening

the clinton e-mail case because they say it was never closed. the batch of new e-mails was found during an fbi investigation in an unrelated case. director comey did not say what that case was, but law enforcement officials tell nbc news it involves former congressman anthony weiner. they were looking at whether weiner sent sexually explicit pictures to a minor. agents were looking at one of weiner's laptops. in that process, they found that his wife, long-time hillary clton aide huma abedin used the same computer to e-mail clinton's private e-mail server. the fbi has not yet examined this new batch of e-mail. it's not known whether these e-mails are the same already reviewed by the fbi or not. a full review of them not expected to be finished before election day. a former assistant attorney general general joins us right now.

you looked through director comey's three paragraphs coming out on a friday afternoon. what stood out to you? >> what stood out was the existence of the letter. you put the media and world on notice that there has been something found, even though he can't yet assess it, it's too soon. >> it has been said why director comey, why did you do this? what legal obligation did he have to do what he did? >> there is not a compulsive legal provision other than the general provision to uphold the constitution and follow the rules and regulations of the department. in doing that, what he did say to congress was, i will be transparent and let you know what's happening. i think he did the right thing. it's impossible for him to try to cover this up, and by the way, what would have happened had he tried to cover it up and it became transparent? >> you're giving a head nod to the unwritten rules, the accepted practices of the

agency, right? as an assistant attorney general, and your multiple touch points over the year, what is that acceptable practice? >> typically, you don't talk about an investigation or content of an investigation. it's not untypical to acknowledge there is an investigation. many times, dozens of times going back to watergate, in my experience, as well as the cia investigations, the existence of investigations is frequently leaked to the press. but you don't talk about content. director comey doesn't talk about content. >> should he now respond as democrats, republicans also saying we want to hear more? >> yes. he might. it depends on what he's got. if he has nothing and he's been able to scour the information that's been brought to his attention, he might do so. i don't think he's going to be able to do that. he says this isn't going to happen fast. >> all eyes on director comey.

thank you so much for joining us today. >> hillary clinton's rivals are pointing to the news of fbi director comey's letter how she cannot be trusted. with me is former new mexico governor and current libertarian candidate for president gary johnson. governor, thanks for joining us today. good to speak with you again. when you look at these headlines, you may have watched donald trump speak earlier as well as others who have come out against hillary clinton and her candidacy after this development. how does this news impact what you're doing in your candidacy? >> i've been saying for a long time, weeks, we offer an honorable alternative to donald trump, believing trump was toast. with 11 days to go, the fact that the fbi comes out and says this, i mean, that is really significant because what they are saying is they do have something but they don't know

what it is. clearly, they would not have released this if it isn't something. having exonerated her in july, clearly, they did not want to have this investigation as part of the campaign, as part of whether or not you vote for hillary. so very significant is that this is on the table. she will be under investigation. i just think if she takes office, this is going to hang over her head for four years, that we are going to be talking about impeachment for four years. the wikileaks, all this information -- >> if she does become president, will you want her to be impeached, governor? >> what i've got now on the table is an honorable alternative to both of them, hillary clinton and donald trump. history will look at johnson

well choiced as being principled. you are not going to change anything if you don't vote for the person you believe in. we are offering -- >> if she is elected, would you want her to be impeached? >> nobody wants to see their president impeached or see their president break the law. we want to see equal treatment under the law. based on hillary clinton that, doesn't seem to be the case. that's been my issue with hillary. hypocrisy. saying one thing to wall street, saying another thing to main street. all these e-mails to that extent and the fbi. >> do you want director comey here to do more? what do you want him to do next? >> well, clearly, he can't release the information that he has. it can't get played out in the media. he recognized that ahead of

time. clearly. he's a smart guy. they applauded him for being nonpolitical when he dropped the investigation in july. now he's the pariah because he reraises it. this is a nonpolitical guy. hes re-raising it. what can he do? he saw all this ahead of time. he can't release way has. he doesn't know what he has other than it's significant or he wouldn't have done it in the first place. >> i apologize for interrupting you. we have a shortened amount of time because of the events of the day. we've seen a give and play between you and hillary clinton. when she gains you lose, when you gain she loses. >> it's an honorable choice to make.

next hour, hillary clinton will be making her first public appearance of the day in florida. secretary clinton getting off her plane last hour as you see here, telling reporters it was a, quote, beautiful day. as her campaign publically calls on fbi director comey to explain this "extraordinary" step. >> this is a very concerning situation. the more information that comes out, the more overblown this entire situation seems to be. that in turn has raised more

questions about director comey from his colleagues in law enforcement circles to take extraordinary step 11 days out from the presidential election. >> kristin welker joins us with the campaign in daytona beach, florida, where secretary clinton will spend most of her day there. the question might be, what's the mood after the last 24 hours? >> they seem defiant and determined to fight this, richard. their strategy moving forward is to ratchet up the pressure on fbi director james comey to release more information. they are calling on the democratic allies, cbc holding a press conference, chc calling on director comey to release more information. i think you are going to see more democrats jump on that bandwagon. i'm told they are going to look to some republicans, as well. you have a number of republicans

saying we need to know more about what it is james comey is looking at. what we do know is that this probe centers on former congressman anthony weiner in the wake of his latest sexting scandal. he is married but estranged from top clinton aide huma abedin. she was not on our plane today. donald trump trying to seize on all of this. listen to what he had to say earlier today. you. >> i wonder, is she going to keep huma? huma's been a problem, do we agree? huma. huma's been a problem. i wonder if huma is going to stay there. and i hope they haven't given huma immunity. because it seemed that everybody that walked down the sidewalk got immunity. i hope they haven't given huma immunity because she knows the real story. >> of course, there is no indication that's going to

to energize the base as they move toward november? >> i have to tell you, this will be a joyless week for democrats, but the idea of democrats now being complacent is out the door now. even myself, i went out to vote yesterday because of this baseless fbi letter. so i think for us, it's definitely it's all hands on deck. democrats need to stay the course and focus on and telling the voters what's at stake. i think that is what this has done. if you think about it, richard, this wasn't dropped 11 days before election day. this was dropped on election day. we have close to about 20 million people who have already early voted. the numbers are good for democrats because women are voting in high numbers. latinos and hispanics are voting in high numbers which is good for democrats. we know 40% of people of the

general electorate will vote early. >> those not in the 20 million you're probably looking at, curtis, john podesta talking about huma abedin's connection to this new inquiry, addressing the concern of those who have not voted and what they're thinking. >> there's absolutely nothing that she's done that w think calls into question anything that she's done with respect to this investigation. she's been fully cooperative. and of course we stand behind her. >> what are you hearing? what is the campaign worried about right now? that mood kristin was talking to us earlier about? >> huma abedin is a close ally to hillary clinton. she's been with hillary clinton for years now. the campaign really is stressing that they want more information to come out. they feel like this letter is unfa irto them, that director

comey released it 11 days before election day. a lot of states are already voting. they want information to get out there. they want more transparency from the fbi director. that's what they are pushing in these last 24 hours. >> adolfo, as you look at the republican base, any way would you like to segment it for us today what do you this gain today. the trump campaign hoped it would stop being a referendum on him and instead hillary clinton. right now, that's the potential here because for instance just looking at a new poll this week it showed that 2-3 voters still believe clinton still was not honest and trustworthy. is this the right pivot he needs to get some of those conservatives that are not right now in his camp? >> well, there is no question about this. this is about the best news donald trump possibly could get.

the idea, frankly, that this is going to energize democrats or clinton supporters in my view is utter nonsense. donna brazile got it right. if anything, some of those supporters talking about the democrats, quickly, will shift to gary johnson or jill stein in small enough numbers to make a difference in a couple states. as you said, i think this will help a lot of undecided and reluctant republicans come home this was happening. this will now be, as you stated, a referendum frankly on hillary clinton rather than what it's been for the last couple of months, at least, a referendum on donald trump. so this couldn't be better news. lastly, independents, talking about the small number of independents and undecided voters. this is actually going to reenforce those very high negatives about her trustworthiness. i think will also be able to have donald trump either be the beneficiary, not participate

with some of those independents or go to third party candidates. this is no way it will energize hillary clinton supporters. they are already energized. >> you're shaking your head saying no. we have to leave it there. >> no, no, no. i totally agree with donna brazile. to say what i'm saying is nonsense, that's disrespectful. let me finish. you went on. what i'm saying is 08% of voters have definitely come around and it's pretty much baked in. what i'm saying when it comes to early voting, which is incredibly important for democrats, and when democrats early vote, it's actually a win for us. we saw it in 2008. we saw it in 2012. that's what i'm talking about. now there will be some sort of, hey, let's get out there and get our vote early, which is important. that's what i was talking about. a he grow with donna brazile 110%. >> i appreciate all your

donald trump makes campaign stops in colorado and arizona today, but it's a stop earlier this week that raised a lot of eyebrows. trump attending a ribbon cutting for his company's latest project, the trump international hotel in washington. it's not the first time, as you might know, he's promoted his own properties while in the

middle of a presidential campaign. last month to clear up days of controversy surrounding his birther comments about president obama, trump did hold a news conference and chose that same hotel in washington. trump took questions about the brexit referendum outcome at his golf course in scotland. those are just three of many events where the line of candidate trump a businessman trump wasblurred. founder of 15 minutes public relations. if he wins, what happens to his brand? clearly, it gets better. should he divorce himself of all those business interests he has? >> from a legal and moral point of view, yes, he should absolutely divorce himself. but i don't know that he's capable of it. this is a guy who likes to micro manage. does his own tweeting. it's hard to think he's not going to stick his tiny little fingers in the business operations and just let his kids run it.

his kids are competent. i think he likes to retain that veto power he has. >> with a flip side. if he loses, he wins. name's bigger, it's more global and definitely on everybody's mind. what does he get out of that and what might he do with that in a losing situation when it comes to the election? >> i have to respectfully disagree if he loses he stills wins. i predicted this about 18 months ago. his brand, the trump brand, i would call an aspirational suburban brand. kind of a country club brand. the country club brand is the very people who he thought he could count those suburban families, particularly suburban women, who would support him. now he's got a working class base and that's certainly not the people who patronize his hotels and not the people who are buying his condos and renting his apartments. so i think he's got some

building to do. i've been doing research on the travel business. the travel business is very much a women's business in terms of the people who are the travelwo. in tern in terms of the -- they're not staying at his hotels. they don't want to and headlines, going down. talk about a tv network. does that make monetary sense here for him? >> it absolutely does. if he can aggregate tens of millions of people, you have a tv network at the same time fox is going through a lot of flux with new leadership, a lot of dissension from within with the murdoch kids running it. it make it is a very interesting time to possibly launch a alt right tv network for him. >> it's been said, keep half of those who will vote for him, to

this week, hillary clinton received a surge in support from younger voters. a vote she was previously lagging in. clinton showed an uptick in support rivaling president obama collective support in 2012. in an interview with the christian science monitor, founder of run for america, david bersteen attributed his support to people realizing "there's no other option." joining me the man behind that analysis. thanks for being with us now. this letter coming from director comey. any impact on certain groups when you look at millennial voters?

>> no impact with millennial voters. we're talking about turnout and people feeling that the system is not what people would like it to be, that our leaders are doing backroom deals. i think people find that frustrating. >> no other option. doesn't seem to be what we think of when we think of millennial voters. not why i should not be voting for that person? >> what you've seen, right, hillary clinton on policy views aligns strongly with millennials. bernie sanders did i think in a more pronounced way, buthe enthusiasm gap is real. the enthusiasm is not there and donald trump totally misaligns with millennial values. people saying the choice is clear as the election gets closer. >> perennial question about the millennial. will they turn out on voting day. right? we've looked at this data with early voting targets withes wi news voters. not turning out, younger voters?

>> yes. a large frustration with both candidates. record levels of dissatisfaction and untrust among both people running for president and makes it hard for people to engage in what is an important but high-cost barrier activity. >> which subgroup of millennials are you watching closely? by state, by ages? because millennials constitute obviously a white range of ages. >> the thing to look at, what happens with first-time voters. a millennial generation, people who voted already three, four times. what happens with the first-time voters? once you form a pardon, more likely they'll turn out. first-time voters are important for this election and elections to come. >> 3x tends to be the magical number. >> exactly. >> those who voted three times. which states? >> new hampshire, among young voters, numbers there, also in places like florida. millennials can make the
