good morning. it is tuesday, november 22nd. i'm alex witt alongside ali vels velshi. heartbreaking story from chattanooga, tennessee, five students killed when their school bus crashed yesterday. the bus driver, 25-year-old johnthony walker, is charged with reckless endangerment and reckless driving. walker is cooperating. 35 students from woodmore elementary were on the bus when officials say it turned over on its side and struck a tree. 23 of the 35 students were taken to the hospital. last night the chattanooga police chief was asked about the possible factors that could have led to the crash. >> it was clear and dry. you saw the conditions today. there did not appear to be any roadway conditions. but it is a complicated crime scene that covers a significant area. i can't tell you if there were any issues. there were none that jumped out.

right now it appears that one contributing factor may be speed. but that is part of an active ongoing investigation. when we have more about that, we'll let you know. >> the police chief says a war rapt has been issued to get a video and information box from the bus. federal traffic investigators are expected on the scene this morning. in marathon, new york, a chartered school bus taking students from ro chest tore new york city crashed and overturned along an icy upstate highway. police say the crash happened yesterday morning when the driver swerved to avoid two other vehicles that veered out of control in front of him. the driver and 10 students on board suffered-mile-per-hour injuries. politics, president-elect donald trump has released a video message detailing his plans within the first 100 days of his presidency. in the two and a half minute video trump vows to create jobs, renegotiate trade agreements, roll back energy regulations and the more, all by executive action. >> on trade, i am going to issue

a notification of intent to withdraw from the transpacific partnership, a potential disaster for our country. instead, we will negotiate fair bilateral trade deals that bring jobs and industry back onto american shores. on regulation, i will formulate a rule which says that for every one new regulation, two old regulations must be eliminated. so important. >> in the video, trump steered clear of some of his biggest campaign promises, cluding repealinobamacare and building a wall along the u.s./mexico border. his transition briefly offered only this on immigration -- >> on immigration, i will direct the department of labor to investigate all abuses of visa programs that undercut the american worker. >> the video was created and distributed bit president-elect transition team and was closed to the press. trump has not held a formal news conference since july.

with five appointments named, rampant speculation continues over who will land where in the trump administration. nbc news reports you can now add director of national intelligence to the list for rudy giuliani who was rule who are rumored for attorney general and secretary of state. yesterday the president-elect-elect kept speculation alive that one of donald trump's strongest critics could run the state department. >> all these reports he would consider him for secretary of state, that kind of shocks me. especially when you have somebody like rudy giuliani who's on standby. >> well, there's a number of people that he's considering for that role. these are two people both of whom have run for president nationally. i think they're two people that have both said some tough things along the way. but what i saw in that room was in president-elect donald trump and the graciousness of governor romney was two men that are completely focused on the country. >> then chris cobah, kansas' secretary of state, who has had the president-elect's ear on immigration issues.

they met sunday and he's rumored to be in the mix to head the department of homeland security. and an eagle-eyed observer noticed this. check out the subtle headline on the paper in his hand. democratic congressman gabbert who backed bernie sanders over hillary clinton. she and the president-elect discussed the catastrophic situation in syria in their mutual opposition to a no-fly zone. the vice president-elect sought to reassure americans they would be pleasantly surprised by the work being done already. >> to people who are feeling genuinely anxious about the future, i would just tell you i wish they could be a fly on the wall in the room. we were up in new jersey all weekend long as one impressive american after another came in. to see the way our president-elect is asking the tough questions, he's driving forward, he's assembling a team around him. >> president-elect trump is denouncing racism in the wake of a new video that has surfaced showing members of an all-white conference with attendees seen giving nazi-like salutes and cheering "hail trump."

the video was released by "the atlantic" showing the annual meeting of the national policy institute on saturday. the southern poverty law center describes the group as one of the most influential promoters of academic racism in this country. here is an excerpt of "the atlantic's" video. >> hail trump! hail our people! hail victory! >> the mainstream media, or perhaps we should refer to them in the original rman. to criticize trump and say things he's not willing or able to say. the u.s. holocaust museum is condemning the rhetoric of the conference in a statement they say in part, the rhetoric mirrored adolf hitler's view of jews and history is a racial struggle for survival. the statement read "the holocaust did not begin with killing, it began with words." a washington, d.c. restaurant is apologizing for playing host to members of that conference saying it was not aware the group was tining there and promised to donate to the anti-def face league to fights racism. yesterday afternoon san antonio police arrested 31-year-old otis mccain for the shooting of 50-year-old detective ben marconi. suspect was pulled over on an interstate driving with a woman and a baby in the car and was arrested without incident. police released this surveillance video they say is of the suspect pacing outside

the san antonio police headquarters on sunday evening, even walking inside for about 20 seconds. four hours later, while the detective was writing a traffic ticket to another driver, officials say the suspect walked up to his police cruiser and fired twice. the san antonio detective was one of four law enforcement officials gunned down in three states over a 24-hour period this weekend. we'll have more on that coming up in the next half hour. tsunami warnings in japan have been lifted after a massive earthquake hit off the coast near fukushima. the 7.4 quake hit just before 6:00 alabama and triggered evacuations. small tsunami waves were documented but no major damage has been reported. some areas may still sea slight sea level changes and there have been a handful of nonserious injuries reported. fukushima was the site of the devastating 2011 earthquake and tsunami which killed nearly 19,000 people and caused a nuclear power plant to suffer

meltdowns. iraq, the battle to liberate mosul from isis control continues. nbc news foreign correspondent lucy cavenaugh is in iraq about 25 miles north of mosul. there are reports this is the only functioning hospital that's not under isis control in the area. >> reporter: that's right, ali. inside mosul the battle is raging. here at the hospital civilians and soldiers are literally fighting for their lives. as you say, this is the only non-i.s. controlled hospital. it used to be a tiny clinic under 100 beds, now transformed into a frontline facility struggling to cope with some of the worst things that war can do to a human body. we've seen injuries from car bombs here, gunfire, shrapnel wounds, and of course ieds some of the favorite weapons used by isis. a lot of soldiers have been taken casualties, many of them

brought here. more and more civilians are starting to arrive here as areas are cleared. this morning as we pulled up to the hospital, two ambulances zooming in. we saw three soldiers pulled into the facility, and unfortunately as we were right there, one of the young men did not survive. a lot of emotions here inside the hospital. his mates, his friends, obviously so tragically upset about this loss. but these are stories the soldiers are experiencing every day that civilians are experiencing every day, the doctors here risking their lives, giving it their all to try to give help to these civilians who are fleeing moles sul. >> lucy cavenaugh in iraq. still ahead, parts of the northeast are buried under thick snow this morning. bill karins will have the latest. we'll also ask him about his basketball skills and show you why. football fans flooded mexico city last night for a monday night clash between the raiders and texans. we've got game highlights in sports.

french officials announced seven people were arrested over the weekend accused of plotting a terror attack in france. the men all between 29 and 37 years old, and either french, moroccan, or afghan citizens, were arrested in marseille and strasbourg. officials add the attack has been in the works for a while and six of the suspects were previously unknown to authorities. while a moroccan suspect was flagged by a partner country. the location of the planned attack has yet to be revealed although the mayor of strasbourg says it appears the plot focused on the paris region. here at home, a car service driver in new york city was arrested facing charges of providing material support for terrorism. mohammad rafiq naji of yemen and a legal u.s. resident is accused of traveling overseas in an

attempt to join isis. he also allegedly expressed support to an informant for an attack in times square that could have been similar to the july terror attack in nice, france, involving a heavy truck. parts of the northeast, they are digging out this morning after the first major snow storm of this season. more than two feet of snow has fallen in parts of upstate new york and more could be on the way. the snowfall numbers are expected to range from .5 inches in albany to double digits in other parts of the state. northern new england, whiteout conditions were reports according to national weather service. with thanksgiving two days away, frigid temperatures, aislesy roads, could make travel plans difficult. keep that in mind. let's get a check on the wither with our injured nbc meteorologist bill karins. can we show the pictures? it's prebreakfast for most people. >> that was before the doctor, when i was curious if it was broken or not. >> curious, huh. >> then the x-ray.

there west of minneapolis. but later today, wecht get severe weather. areas from austin to tyler, waco, maybe the dallas area. i think a little east of you we could see severe storms late today. the snow is flying in wyoming and colorado. i know this holiday weekend is a big time for skiing. we could see another 6 to 12 inches. then later today we're going to have a little stretch, maybe the same spots that got hit by the blizzard, but areas to the north of minneapolis are going to get more snow. yesterday was a nightmare at the airports because of the winds in the new york city area. today is better. the airports will be doing catch-up. showery weather late around chicago and st. louis. as we go throughout the day tomorrow, busiest travel day of the year, the light rain moves into areas of the great lakes. icy stuff in the northern great lakes. overall good on the east coast. we'll watch the storm moving through the intermountain west. thanksgiving day, worst weather in the country, heavy rain in the northwest. we'll have showery weather through the east. unfortunately we do have a chance of showers for the macy's

in other nfl headlines andrew luck is in jeopardy of missing thursday's game against the steelers after serving a concussion in sunday's 24-17 win against the titans. luck along with clayton geathers must completion the league's concussion protocol before being cleared to play. nba hall of famer dennis rodman making dubious headlines this morning. nothing to do with north korea. facing misdemeanor charges filed for an alleged hit-and-run incident on a california freeway in july. orange county prosecutors say rodman was driving on the wrong side of the road, forced another vehicle to crash into a dividing wall, and then he fled the scene. his attorney says the incident occurred on a poorly signaled exit ramp and rodman stopped and spoke to the people in the other car. rodman, who was also charged with driving without a valid license and giving false information to police, could face up to two years in jail. to the nba, the spurs notched a 96-91 win at home against the mavericks last night

americans traveling to europe over the holiday season, "credible information indicates the islamic state of iraq and the levant, al qaeda, and their affiliates continue to plan terrorist attacks in europe with a focus on the upcoming holiday season and associated events." president-elect donald trump has released a video detailing plans for his first 100 days in office. in that video created and distributed by the president-elect's transition team trump pledged to withdraw from the transpacific partnership and renegotiate trade agreements, roll back energy regulations, and investigate the visa program as part of his immigration plan. trump's announcement was closed to the press and he has not held a formal news conference since july. breaking developments coming in late last night in the shooting death of a san antonio police officer who was gunned down late sunday in an ambush-style attack. the texas detective was one of four laymen shot in three states in a 24-hour period.

nbc news's jacob rascon has more on what's been a deadly year for u.s. law enforcement. >> reporter: after a two-day manhunt, police have captured the man they say execute one of their own. >> we arrested 31-year-old otis tyrone mccain. >> reporter: the suspect seen in new surveillance video pacing nervously outside san antonio police headquarters sunday morning. walking inside at 7:45 for just 20 seconds. four hours later, detective ben marconi was shot twice in the head. >> i've got an officer down in front of headquarters. i need ems right now. >> reporter: his killer taking off in this black mitsubishi. fbi, texas marshals, and others searching nonstop. >> this was nothing short of an assassination of a police officer. >> reporter: marconi was the fourth law enforcement officer shot in 24 hours. an ambush in st. louis, missouri. a drive-by shooting in sanibel, florida. another officer shot in

gladstone, missouri. so far this year, 58 officers across the u.s. have been killed by gunfire compared to 36 such killings all of last year. detective marconi graduated from the san antonio police academy 20 years ago. retired detective roy nailer was there with him and worked alongside marconi for 20 years. >> it was tough. because it wasn't -- it wasn't the way somebody should go. especially somebody that was respected as well as he was. >> reporter: ambushes like this one have a chilling effect, nailer says. >> people see this and they're like, why do i want to be a cop if i'm just going to get shot for no reason? -- thanks to nbc's jacob rascon. new questions continue to rise surrounding president-elect donald trump's business empire. the potential it could present a conflict of interest once he assumes the oval office. the "new york times" reports when trump read with british

"he just did not like them spoiling the views." a spokesm for trump initially disputed the subject of the meeting but later declined further comment when presented with details from those in attendance. the president-elect tweeted last night, "prior to the election it was well known that i have interests in properties all over the world. only the crooked media makes this a big deal." meanwhile, a trump spokesman yesterday denied an argentine news report that trump sought a business favor when that nation's president macri called to congratulate him on his election victory. reports allege trump asked the president to authorize a building he's in planning stages of in buenos aires. trump and the argentine spokesman deny the issue was part of the call. last week trump met with indian

partners building a trump complex in mumbai. the trump organization said there was no business meeting, rather, a brief exchange of greetings. bookings in the new trump hotel in washington, it was being viewed by foreign diplomats as a way to garner favor for the incoming trump white house. what was supposed to be a meeting to address concerns between president-elect trump and members of the major u.s. tv networks reportedly became at some points tense. a tense sit-down between both sides. the president-elect welcomed more than two dozen executives and anchors including some from nbc to trump tower. according to the "new york post," insiders called the meeting "a blanking firing squad." politico says mr. trump told those in attendance that he wanted a "cordial and productive relationship with the media." he reportedly did air some complaints, including his annoyance with the protective press pool following the uproar over him ditching reporters when he went to dinner last week. politico says the

president-elect expressed the possibility of a reset in the relationship, a sentiment senior adviser kelly ann conway expressed right after the meeting. >> there's no need to mend fences. it was an off the record-meeting, very cordial, very productive. also very candid and very honest. from my own perspective, it's great to hit the reset button. >> the president-elect is seto meet with another frequent subject of his twitter criticism today. he sits down with the leadership of the "new york times." meanwhile, bernie sanders who these days identifies at an independent senator continues on his quest to shape the future of the democratic party. >> i think there are many people in the working class who say, you know what? yeah, maybe we're better off today than we were eight years ago, but i'm still working two or three jobs, my kid can't afford to go to college, i can't afford child care, my real wages have been going down for 40 years, middle class is shrinking, who's standing up for me? democratic party, are they going

to take on wall street, take on the drug companies who are ripping me off? the perception was no, they would not. >> sanders went further monday in boston, according to "boston magazine," explaining how to fight trump, "one of the struggles that you're going to be seeing in the democratic party is whether we go beyond identity politics." he goes on, "it is not good enough for somebody to say, hey, i'm a latina, vote for me. that is not good enough. i have to know whether that latina is going to stand up with the working class of this country and is going to take on big-money interests." he said, "this is where there's going to be division within the democratic party. it is not good enough for someone to say, i'm a woman, vote for me. what we need is a woman who has the guts to stand up to wall street, to the insurance companies, to the drug companies, to the fossil fuel industry." it wasn't just democrats who took note. >> bernie sanders today was quoted as saying that he thinks

they should stop the identity politics in the democratic party, whoa. he can call, we'll tell him how to do that and win. >> we've talked a good bit about donald trump's transition to the white house. last night the man who once led that effort talked about what if any role he will have in the administration going forward after reports trump was frustrated over the bridgegate trial. >> all this stuff where he was disappointed in you because of bridgegate, angry, all of that, none of that ever -- >> crap. >> none of that ever happened? >> crap. >> have you ever -- has he ever talked to you about it? >> sure we have. we talked about it while it was going on. and i told him what was going on and he believed me. i mean, we were friends for 14 years. it's not like i would tell him something that was untrue. and when the videotape came out for billy bush, we talked about that too. >> have you told him basically, i don't want to be a part of the administration? or has he said, chris, there's no room for you? >> no. neither one of those things. i have said to the

president-elect, reminded him that i have 14 months left on my term and that it's my desire to finish my term. >> you don't ever look at the president, at least i don't, look at a president of the united states and say to them, under no circumstances will i consider anything you ask me to do. now to business. after yesterday's record day on wall street, a trifecta on u.s. markets. the dow, s&p, and nasdaq closing at record highs on the same day. the dow up more than 88 appoints. the s&p gained 16. the nasdaq added 47. also passing its record. "the wall street journal" calls it a hat trick. you can see the trend since february. all major markets took a dip on june 27th following the brexit vote. they began to rebound on november 8th. we know what happened then, the election of donald trump gave the markets an initial shock and they have been climbing ever since. for more we bring in cnbc's l s louisa boyes.

what i wide receiver seeing oversea in the wake of what happened on u.s. markets last night? >> we've seen some positivity here as well. also important to note that the u.s. futures are indicating a higher start to euro sessions stateside in a couple of hours once you start trading. we could be looking at new fresh all-time highs again tomorrow if the same thing happens. as you point out, we keep going through these key levels to the upside. also 2000, broad-based index full of smaller companies, seeing its 12th positive session in a row, the first time we're seeing that in 13 years. 11 of the 12 s&p sectors were positive yesterday. we were led higher by energy. that sector was up in the region of 2%. real estate the only negative sector, down by a hair. financials hitting their highest level since may 2008. so the financial sector, the banks, et cetera, back to the levels where we were before the financial crisis. so that's pretty telling as well. industrials hitting a new all-time high in trade. year to date, 9 of 11 sectors

through the day. improving conditions especially wednesday evening. the airport will likely be doing catch-up throughout the day. other airports of concern, detroit, we talked about this. possible delays due to a mix. could start a little bit of snow or sleet mixing to rain. heaviest will be rain in the evening on wednesday. east coast airports look fine. as far as the west goes, we could see problems there. st. louis to pittsburgh, driving the interstates, rainy travel through the day wednesday. maybe a little bit of low visibility too. other interstates that we could have issues on, 94 looks like. anyone traveling west on i-5, rain for lower elevations and the snow in the passes. hopefully chains won't be needed but i think we'll be looking at a few trouble spots. again the snow today, colorado, tonight and tomorrow in minnesota. we have ice, we don't have any huge storms going to cause problems, but isolated spots. we mentioned those airports on wednesday too. >> bill, you were showing that snow up in upstate new york. i hail from toronto.

tsunami warnings in japan have been lifted after a massive 7.4 magnitude earthquake hit off the coast near fukushima. nbc's janice mackay 48er joins us live from iwake port in fukushima. what are you seeing? >> reporter: the people have returned to this area from higher ground after evacuating earlier today that had been ordered to and they heeded that tsunami warning. there were waves of about 4.5

feet that hit some par of the island. you compare that with the earthquake in 2011 and tsunami warning when waves were 30 to 60 feet high. so there's actually very little damage to see. it was the anxiety that was triggered today. japanese television following the protocol from the government where they're instructed to issue very emphatic warnings to people. you saw broadcasters like nhk with live stream, cameras all over the country, explicit graphics telling people to move to higher ground. the main focus of concern was the dinai nuclear power plant. reactor three was knocked offline temporarily. officials say it was back in operation after 90 minutes and it was purely procedural, that there was no sign of damage and things are back to normal.
