other, but downtown, inside the county jail, that's not necessarily a good thing. >> what did you say? >> most of the 1150 inmates here are only charged with crimes and are awaiting trial at the resolution of their cases. samuel wesson tries to fly under the radar both in jail and on the outside, but all too often, he pops up. >> i went to toene east mall to a store called von maar, and i had a $200 pair of jeans, a $270 shirt, and i was leaving with itment the guy that worked there, actually had been trying to find me for four years and never caught me, but he saw me on camera and got me. he knew who i was by name. ♪

it's all i've been arrested for, petty theft, taking stuff from walmart, wherever. >> he is a long history of stealing and getting caught, nine prior convictions and recently pled guilty to felony theft anow awaiting sentencing. >> the objective is to be in and out faster, go and get what you got to get, go out the door. >> tvs, computers, stuff like that. i don't run out or anything like that, i just walk out, smile, wave, look like a normal customer. >> now he's caught on camera stealing again. but this time, it was inside the jail. it involved a tin of chewing tobacco. >> looks like he stole some deputy's can of chew out of his bag. he snuck behind the deputy's desk and shrinked down, crawling on the belly where the deputy had the bag, comes back, see the object in the hand that's round, looks like the can of tobacco, and then ended up going into the jail with it, which lord knows what happened to it after that.

and forgery, crimes she says she committed to support the drug addiction. she was sentenced to 16 months probation, but back numerous times for violating probation. >> i've been arrested ten times. a lot of those were failure to appear warrants, and because i get out and get high, and i don't like to go to court. >> due to the latest violation, lynch will soon appear in court again, this time, her judge will decide whether to send her to prison or assign her to drug court, an intensive probation period that involves more rehab and incars ration, but that could be a long shot. >> he told me as i left his courtroom, if he sees my face again, that he'll sentence me to prison because of my higher education and my past career. >> i honestly didn't know she was a cop until, like, a week ago, and we were in the gym playing basketball, and she just, like, blah, and, like, what? >> okay, here's the thing with the former cop, i'm not afraid

sheriff whose office is located in the jail complex. >> walked through the door, get my id, deputy told us we were not allowed to talk to him. >> next, they posted their video on youtube. the following day, it caught local news media, but had no luck generating interest. >> if it's not news, doesn't get people's attention, steal kids from people's schools, maybe it's news when citizens get together and march around the courthouse and demand the sheriff arrest. >> one reporter called the sheriff's office with a different account of how delaney acted. the sheriff was in a conference when he heard the news. >> i get a phone call at 3:30 saying mr. delaney had threatened me, that he was going to go get a shotgun, his ak-47 and come up here to the sheriff's office and drag me out of the office and arrest me. >> it's our right to to put the

corrupt government out. >> he was located and arrested 45 minutes later. he denied that he threatened to actually harm the sheriff. >> no reference to guns? >> armed civilian, that's a possibility, but even then, that's not against the law. kansas is an open carry state. because i'm a felon, doesn't mean everybody else is. i have five, six guys with me all the time. take armed civilians and demanded this sheriff be arrested, that's not against the law. if i said, oh, let's go, you know, do bodily harm to him, then, yeah, i can see that. >> when the alleged threat came in, the sheriff's office took swift action. >> dispatched a sheriff's deputy out to my house. i'm capable of taking care of myself, but i can't be there to protect my family. that's what i'm more concerned about. coming up, head on.

inside wichita sedgwick county jail, inmates are not allowed contact visits with their families or friends. but inside each housing unit are video visitation stations that they can sign up for in 20 or 30 minute long sessions. their visitors can either speak to them from similar stations located outside the secured portion of the jail, or from their own homes with the proper internet connection. >> tell my daughter i said i love her. >> being locked up, the single most important thing is outside mail or these visits. >> today, manda lynch has a visit scheduled with her girlfriend, leah greenfield who is seven months pregnant and

like lynch, struggled with meth addiction. >> i have questions because of the company she was keeping. i mean, they are old using friends. >> leah has not had a permanent home since lynch's arrest and currently stays in a hotel about half a mile away, on wichita's broadway street. a part of town known for drugs and crime. >> what's this? you are guys hiding cards? >> meanwhile, lynch has grown closer to her friend and drug dealer on the streets, jennifer wood. >> when lee and i first got together, jen would come and i would get drugs from her and she would stay for a few minutes, and there was some text messaging. leah got in my phone and found some messages. from that point on, jen has been kind of an arch enemy because she is everything that i am attracted to so when i come to jail and i'm put in the same pod with her, leah freaked out.

hi, richard with your hour's top stories. today's pro-muslim rally in new york city is just one of several this week against president trump's immigration policies. the mayor, susan ser ran don and rustle simmons one of the speakers there. the new york senatorments the white house to ensure the federal government picks up the tab for additional security costs at trump tower. adjacent to the sedgwick county jail is what some might call hallowed ground. it's the law enforcement memorial. a reminder to the deputies who pass it about the honor and peril of their chosen careers.

cast in bronze are the boots of local law enforcement officers who died in the line of duty. above each pair are plaques with the officer's name and date of his or her death. one pair of boots has special significance to sedgwick county sheriff jeff easter. they belonged to his younger brother, kevin. >> kevin had a great personality. he joked all the time, always had a smile. he did really well in school. just an overall really good guy. most everybody liked him. i couldn't say that about me all the time. some people didn't care for me. but i looked up to him actually for that, that he was just able to really talk to anybody, didn't matter who you were. >> the easter brothers followed their father, who was a major with the wichita police department, into law enforcement. jeff worked for the wichita pd. four years later, kevin became a deputy with the sedgwick county sheriff's office. >> he was on the job for almost three years and had just gotten married.

his life was really starting to take off. >> kevin easter was on patrol when he spotted a car that had been reported stolen. >> kevin chased the vehicle. the driver exited the vehicle, took off running from kevin. kevin chased him over a fence. was able to get him on the ground. they were pretty much face-to-face. kevin started to get his mace out. the individual had a gun in his pocket, took the gun out, shot him one time in the wrist area where he had the mace and then shot him at least two, if not three more times in the neck and upper chest area. couple real good friends of mine were first on scene from the police department. they started trying to find out where kevin was at because they couldn't raise him on the radio or anything. they located him back in a fenced-in area where there was a porch. kevin was talking to them about how he was going to die. >> easter was revived twice on the way to the hospital but died during surgery. >> it was brutal. i don't know how else to describe it. it was horrible. worst thing i have ever been through in my life. my brother and i were close.

he's my only brother. i have no other siblings. my sister-in-law and his wife was devastated. my mom was devastated. it actually led to her death three years later because of the stress of it. >> today, sheriff easter keeps a memorial in his office made up of kevin's personal effects. in the first years after his brother's death, he says he couldn't have done that. >> i had a lot of stuff that i couldn't look at, i couldn't look at his picture for almost ten years because it was just -- just reminded me of bad times. so i had a lot of the stuff, his uniform, i kept in my closet. i finally came to the point i had kind of overcome my grief so i hung his stuff up. always behind me, never in front of me, because i don't want to be reminded of it every day. i want to remember the good things. we all knew that this could happen. we all knew the possibility's there every day but never really thought it would happen. >> though he no longer patrols the streets like he used to, sheriff easter is still not

get delaney out of jail. >> all together, we have a little over three grand. >> the total is $5,000 but the bonds company will accept $3,000 now and the rest later. >> here's my business card. it's got his court date right here on the back. make sure he makes all of his court dates, because you're responsible for not just the first one but all of them until the case is finished. >> with the bond paid and the paperwork completed, delaney is a free man for now. when samuel wesson leaves jail, he doesn't think he will be a free man at all. he expects to be transferred to prison after pleading guilty to his ninth theft charge, and it's starting to wear on him. >> man, i've had enough of this. i don't have any more chances. most of the people right now, they look at me and think i'm 55 years old or so. i'm 42. but i have lost my teeth to drugs and things like that.

i have already had two heart attacks the last year. i can't live that lifestyle anymore. >> but for now, wesson has another issue to deal with. he was recently caught on camera sneaking behind the deputy's desk in his housing unit and stealing a can of chewing tobacco. earlier, deputies allowed him to review the evidence against him. >> they brought me down to the sergeant's office or whatever, whole bunch of tv screens in front of you and said stand right here and watch this. man, it was embarrassing. >> i already spoke to the guard that i even took the chewing tobacco from. he knows i did it. i know i did it. we even spoke about it. no hard feelings between me and him. >> today, wesson has a disciplinary hearing on the matter. despite insurmountable evidence, he says he will stick to his story that he only went behind the desk looking for toilet paper. even though that would also be an infraction. wesson figures maybe a less serious one. >> probably not going to work but give it a shot. >> have a seat for me, please. >> all right.

>> lieutenant walker conducts the hearing. >> looks like they served you a dd notice for theft but since there is a possibility this could also be charged in court as well, you have some rights. >> wasn't aware this had anything to do with court. i thought i was just 15 days in the hole. >> the answer to that question is they also cut it for theft of the tobacco products from the deputy so a copy of the dd paperwork and copy of the tape recording is going to be forwarded along to the detectives. the detectives present that to the d.a.'s office who ultimately decides whether charges will be pressed. >> wesson has learned the stakes have just risen. in addition to time in disciplinary detention, he might also be charged criminally for stealing the tobacco. meaning possible prison time if found guilty. like a new arrestee outside the jail, he is read his rights. >> you have the right to remain silent. anything you say can and will be used against you in a court of
