all of that, much of that is people here illegally. >> but just hours later, sean spicer and john kelly who was in mexico did damage control. >> no, repeat no use of military force in immigration operations. none. yes, we'll approach this operation systematically in an organized way. and the result-oriented way. and in an operational way and a human dignity way. this is the way great militaries do business. the united states, mexico and many others. >> the president was using that as an adjective, it's happening with precision and in a manner of which it is being done very clearly. we have made it clearly in the past, the president is clearly describing the manner in which this was being done. and so just to be clear on his use of that phrase.

i think the way it is being done on all accounts is being done with a high degree of precision and a flawless manner in terms of making sure that the borders are carried out and it's dominating in an extremely efficient manner. >> amid the mixed messages from the president and his administration, a new poll from cbs news shows that 60% of voters believe that mr. trump does not understand the complicated problems that a president faces. yesterday secretary kelly elaborated on the trump administration's new immigration policies ruling out mass deportations. >> let me be very, very clear, there will be no, repeat, no mass deportations. everything we do in dhs will be done legally and according to human rights and the legal justice system of the united states. all deportations will be according to our legal justice

system, which is extensive and includes multiple appeals. the focus of deportations would be on the criminal element that have made it into the united states. >> the comments came as kelly and secretary of state rex tillerson wrapped up their meetings with mexican leaders amid the recent tensions between the two neighboring nations. tillerson acknowledged the strains on otherwise strong ties. >> in our meetings, we jointly acknowledged that in a relationship filled with vibrant colors, two strong sovereign countries from time to time will have differences. we listen closely and carefully to each other as we respectfully and patiently raised our respective concerns. our conversations covered the full range of bilateral issues. >> all eyes on a conservative conference this week as the trump administration seems to permeate its ideas in the republican party. in a joint appearance at cpac, senior counselor to the

president steven bannon labeled reporters the opposition party. and reince priebus joined in to slam journalists. >> we're hoping that the media would catch up eventually, but we're so conditioned to it, i'm personally so conditioned to hearing about why president trump isn't going to win the election. why one a controversy in the primary is going to take down president trump. i lived through it as chairman of the party. and it really hit me because it was maybe the summer of 2015, and you remember the media was constantly pounding president trump. and the polling kept getting better and better and better for president trump. >> it's not only going to get better, it's going to get worse every day. and here's why, the internal logic makes sense, their corporatist media, they are adamantly opposed to an economic nationalist agenda like donald

trump has. >> then he laid out the sum of the trump administration, which he called deconstruction. >> the first is kind of national security and sovereignty. the second line is economic nationalism. the third, broadly, line of work is deconstruction of the administrative state. and if you look at these cabinet appointees, they were selected for a reason, and that's the deconstruction, the way the progressive left runs is if they can't get it passed, they are going to put it in some regulation in an agency. that's all going to be deconstructed. >> interesting commentary. joining us now from washington, kasie hunt at cpac yesterday. help us understand reince priebus and steve bannon. on camera they have a good working relationship, but some have been saying just the fact they have to appear together suggests something else. >> reporter: ayman, i don't

quite want to call it a buddy comedy routine, but i almost think there were ways they were going for it, or at least reince priebus was. he was asked, what is the biggest misconception of the trump administration in the immediate gentleman media, and he said, actually, steve bannon and i get along pretty well. and if anybody embodies what was the accomplishment of the republican party, it's probably reince priebus. he was running the party. he was somebody close to a lot of the other people who ran against trump and lost in the primary. and even the way he talked about donald trump and the conservative movement yesterday. it had echoes of coming out of that world. take a look at how priebus kind of focused in on donald trump. >> president trump brought together the party and the conservative movement. and i have to tell you, if a

party and conservative movement are together, similar to steve and i, it can't be stopped. >> so notice he's really focused on unity and the idea that he's bringing together the activists in the room with another piece of the grassroots of the republican par tip. it was in very sharp contrast to how steve bannon seemed to talk about his own world view. take a look at bannon's version. >> if you think they're going to give you your country back without a fight, you are sadly mistaken. every day, every day it is going to be a fight. and that is what i'm proudest about donald trump. all the opportunities he had to waiver off this, all the people that said, you have to moderate. every day in the oval office he tells reince and i, i committed to the american people, i promised this when i ran and i'm going to zlideliver on this. >> and bannon very much has the president's ear. he was also asked to say something kind about reince priebus at the end, they both

were, but steve bannon praised his diligence and aggressiveness in the day to day, but also mentioned that priebus is running the trains on time. which isn't always high praise for people behind the scenes in washington. >> kasie, i wanto talk about the alt-right withichard spencer, you were right there and he was shown the door, let's say. what happened there? >> reporter: he was. and i sort of walked out with him as he was being thrown out. you're looking at a little bit of it here. richard spencer a white nationalist. he's somebody who kind of adopted the term alt-right as well. he ran a website around this. and they frankly didn't want him at cpac yesterday. they wanted the headlines to be that he was thrown out, not allowed to stay. he was holding an impromptu press conference when he was stripped of his credentials. guys? >> kasie hunt, thank you for being there from d.c. for us. meantime, john boehner is casting doubt on the republican effort to repeal and replace

obamacare at a health care conference in orlando, florida. the ohio republican said obamacare would survive due to the difficulty of getting lawmakers to settle on an alternative version. >> in the 25 years that i served in the united states congress, republicans never ever one time agreed on what the health care proposal should look like. not once. and all this happy talk that went on in november and december and january about repeal, repeal, repeal, yeah, we'll do replace, and i started laughing because if you repeal that, first, anything that happens is your fault. the effects of obamacare, i shouldn't have called it repeal and replace, i shouldn't have said that because they are basically going to fix the flaws and put a more conservative box around it. >> all right. town halls continue to be heated across the country. in fact, our own cal perry was

out on the road at one in north dakota where passions were running high. he joins us now, cal? >> reporter: ayman, good morning. this was a town hall like many of the previous ones we have seen. quite a bit of an nimosity in t room. there's been 413 of these held, 170 more than any congressman here, but we have been speaking to those coming to the town halls and they said this is just as tense as a town hall they've heard the congressman hold. they talked about affordable care act, planned parenthood and a discussion about president trump, his campaign and the potential relationship there with the russian government. people here very interested to hear about that. we caught up with the congressman after the town hall and i asked him specifically if he thought that republicans, specifically in congress, were perhaps getting distrangted by the town halls instead of pushinging through t ining thro.

here's what he said. >> this is why in congress i say do not get overly concerned. pay attention. don't shy away from it. but remember, we are all here. because of obamacare. this position i hold was held for 30 years by democrats until people voted for obamacare. >> reporter: the congressman will continue to hold town halls and wants to hear from hemopepe here. i would say 70% are democrats. this place was packed. the capacity around 100 people, we saw double than that. some people stood outside to try to hear from the congressman himself. ayman? >> cal, thank you very that. next half hour, we'll talk about one republican congressman who opted to cancel a public town hall. and multiple sources are telling nbc news that new york city mayor bill de blasio is expected to interviewed by federal prosecutors today. the meeting comes as part of a federal probe into whether the mayor and his aides traded government favors for donations.

a wide-ranging corruption investigation has been in full swing for over a year and is likely in its final stages. according to nbc new york, de blasio will attempt to convince federal prosecutors there was never any quid pro quo nor any trading of government favors during his time at city hall. the mayor also reportedly plans to answer questions without the protection of immunity. he said his fund-raising followed the law. but the spokes person for the mayor's office has declined to comment. well, still ahead, it's been a violent start to the year in chicago. the city just marked the deadliest day of 2017. the number of shooting incidents is unbelievable. plus, we're learning new details about the death of north korean leader kim jong-un's brother. those stories and more are coming up when we come right back.

in the latest twist in the murder mystery of kim jong-un estranged half-brother, the weapon vx nerve agent was used in the killing. it is banned in the united states and classified as a weapon of mass deconstruction. it is deadly and can be from a few deadly salts. it was detected in his eyes and face and accused one of the women in the attack fell ill and suffered from vomiting. this footage from japan's fuji tv shows the attack. while it is strange neither of the attackers died from exposure, they may have been given the anecdote. they are decontaminating the airport right now despite the murder occurring 11 days ago. at least two people in chicago were shot last night following the city's deadliest day of 2017.

13 people were reportedly shot in nearly as many separate incidents on chicago's south and west sides on wednesday alone. seven died of their wounds including 20-year-old wiltia jones nine months pregnant with her first child. the unborn baby girl did not survive. last night president trump tweeted seven people shot and killed yesterday in chicago. what is going on there? totally out of control. chicago needs help. illinois democratic senator tammy duckworth responded within an hour tweeting, won't stop the violence. how about working to address the root causes of violence like economic justice and gun trafficking? as senator durbin and i recently wrote, if you are serious about stopping the violence, there's a lot we can do. through wednesday there have been 379 shooting incidents in chicago this year. according to the police department's numbers, that's up from 365 a year earlier. bu early by the "chicago tribune's" account, 495 people have been shot in the city of chicago so far this year. just an absolute tragedy. >> it is shocking what is happening there in chicago.

also this morning, the justice department has rescinded the obama administration order to phase out the use of private prison contracts. in a memo, jeff sessions says the order, quote, imparped the viewer's ability to meet the needs of the future correctional system. the old memo written by former deputy attorney general sally yates said more private facilities were dangerous and expensive and didn't provide the same level of services. they say the reverse in course was to give the bureau of prisons more flexibility to manage the prison population. shares of two of the leading prison companies shot up in after hours trading yesterday. time to get a check on the weather now with bonnie. can you bring us the good stuff. >> well, look at what is happening in milwaukee. lightning, thunderstorms and just to the north, snow. we're watching for blizzard conditions to work their way through a good portion of the upper midwest and the plains.

welcome back. i'm alex witt alongside ayman mo mohyeldin. two officers are dead after a shoot-out on the northeast side of the city in d.c. a weapon was recovered from the scene and two officers are in stable concern. and ready to fight any action the white house takes to crackdown on federal law against recreational miles per hour. during the campaign, donald trump said he would no go after states that have legalized marijuana, but yesterday the white house press secretary sean spicer said to expect, quote, greater enforcement.

recreational pot is legal in seven states including washington, d.c. and the remaining dakota access pipeline protesters have been cleared out. some left on their own and others were carried out. 46 people were arrested during the three-and-a-half hour operation. protesterses were ordered to leave by thursday in anticipation of spring flooding. the president is raising eyebrows on two very important issues. when discussing the immigration crackdown. he described deportation as a, quote, military operation. and on nuclear weapons, he told reuters we must be, quote, top of thing pa. peter alexander has more on both of those. >> reporter: hey, ayman, good morning to you. president trump doubling down on his desire to beef up the nuclear punch saying he wants to expand america's arsenal to make clear the u.s. is top of the pack. meantime, the secretary of homeland security was on a mission to mexico with the secretary of state where he walked back something the president said raising eyebrows about deportations.

either side on what, if anything, was accomplished. ayman? >> peter alexander, thank you. the new fbi official asked to pour cold water on publish stories that trump advisers were in touch with government officials throughout the election. cnn was the first to report the story and that the fbi refused to bat under pressure. the associated press said reince priebus said the admistration it believed the new york times was describing the context was not accurate. the official asked mccabe in a meeting at the white house if the fbi could knock down aspects of "the new york times" report, and mccabe declined to discuss the case in any way. the fbi is not commenting on the story. and today a big day at cpac where the president is set to speak before the conservative conference. joining us from washington, capitol hill correspondent kasie

hunt. good morning to you, we'll talk about yesterday and then set up today for us. >> reporter: alex, you had kellyanne conway as another person who presented yesterday. she opened remarks by saying that by the time this was over, the conference would be called tpac for trump pac. and you saw the beginning of that yesterday. in the evening, we heard from vice president mike pence who talked a little bit about how the expectations for whipping the election played out. take a look. >> you know what? the establishment never saw it coming. i mean, the media, the elites, the insiders, everybody else who profits off preserving the status quo, they dismissed our president every step of the way. and in dismissing them, they also dismissed millions of the hard-working, forgotten men and women who make this country great. >> and pence, of course, has a lot of ties to the republican establishment, still does. has been maintaining them, but one of the real power centers i the white house as well,

somebody who is kind of breaking those ties in talking about how things need to change, that is steve bannon who made a rare public appearance yesterday at cpac. take a look at how he characterized it. >> there's a new political order being formed out of this and it's still being formed. if you look at the wide debris of opinions in this room, where you are a populist or limited government or economic nationalist, we have wide and sometimes did version opinions. but i think the center core of what we believe that we're a nation with an economy, not an economy in a global marketplace with open borders, but we are a nation with a culture and a reason for being. and i think that is what unites us. >> you heard that repeatedly from steve bannon, nationalist, and there was uneasy tension between establishment conservatives and the new bannon wing of the party. the question is, is donald trump a one-time thing or is this

going to change conservativism in the long run? >> kasie hunt, appreciate that. the last time ted cruz spoke at cpac he was a favorite to be one of the last candidates standing as his party's nominee, but he praised much of the president's agenda so far including the mexican city rule and the nomination of gorsuch to the supreme court. >> the first month has been very strong. you look at the cabinet appointments, this is the most conservative cabinet we have seen in decades. >> but early in the day, cruz reportedly said, do i wish president trump's rhetoric more clearly articulated that putin is a kgb thug? yes, that clarity is important. and during aninterview, he said this about his democratic colleagues in the senate. >> it's the anger on left, i have never seen anything like it. i mean, they are right now opposing everything. democrats in the senate are

filibustering absolutely everything. their base, there's a technical term for their base. >> moscow. >> i was going a different direction which is back crack kraiz. right now senators are more dared of the base than the vote voters. many are asking questions on those who deeply opposed the administration's efforts. bill cassidy at times was shouted out with demands to do his job. his office sent out a letter saying, stop shouting. the liberal groups are trying to keep the white house from doing the job we were elected to do. by comparison, he was in smaller towns in parts of the state far from the big cities with much smaller and quieter crowds.

self-driving unit under alphabet, stole intellectual property information. we're talking about information tied to secret designs when he left to found a company called auto, which in turn was purchased by uber. these allegations were filed in a san francisco court alleging that he stole some 14,000 confidential files he took to an external server. uber takes the allegations seriously and will review the matter very carelly. elsewhere, keep an eye on oil prices today pairing back some of the gains we saw in the session yesterday. this is as information comes that the u.s. exported a record amount of crude oil last week topping that 1 million barrel mark for the second week in a row. it also comes as producers continue to ramp up to levels not seen since april 2016. this, of course, is offsetting some of the cuts we have seen from opec members. back to you for now. >> nancy hungerford live from london. thank you so much. still ahead, she advised president obama as part of the

so a firefighter in china is being called a hero after doing this, literally risking his life to bring a burning gas can out of the apartment building. they found the tank with a broken valve and knew they needed to get it out of there. once the tank was outside, firefighters were able to distinguish it in ten minutes. authorities believe the tank caught fire while the homeowner was cooking dinner but the case is still under investigation. and amid numerous reports of turmoil in the early days of the trump white house, new reports

say the military men in the president's cabinet and inner circle acted as a calming force. jim mattis, homeland security chairman tom kelly and tom dumpford have filed a novice to help calm donald trump. they agreed to watch the number of executive orders being issued. and the president is going to be presented with a range of options to speed up its strategy against isis. one of the options is expected to be sending additional u.s. troops to syria and iraq. joining us live from london, nbc news foreign correspondent matt bradley. m matt, great to have you with us. what else is on the table in terms of possible options? >> reporter: good morning, ayman. the trump administration is considering a few different options, most of which do look like an escalation. now, if you remember, shortly

after his inauguration last month, president trump signed an executive order that pledged to ramp up the fight against isis. he gave generals 30 days to come up with a plan. general joseph ortel, the head of america's central command said he may increase the number of u.s. troops deployed on the ground in syria and iraq. there were already 5,000 to 6,000 american soldiers advise and assist in iraq. and 500 special forces troops in syria. the u.s. may also deploy these soldiers in more forward, more active positions where they would be confronting isis directly rather than just assisting local fighters. but putting more boots on the ground could mean more american casualties, and that is not the only idea on the table. the white house apparently wants to loosen restrictions meant to protect civilians in air strikes against islamic state. president trump is also considering a proposal he floated as a candidate to carve out so-called safe zones for
