is hitting back. and north korea launched four ballistic missiles into the sea angering south korea. it's the latest in the round of tests. and jeff sessions to address russia questions after meeting with the russian ambassador last year. hey there, good morning, everyone. it is monday, march 6th. i'm alex witt alongside ayman mohyeldin and louis burgdorf. james comey is the highest ranking official to push back against president trump's allegations of politically motivated surveillance of trump tower in the final stretch of the presidential campaign. a senior u.s. official tells nbc news that comey asked the justice department to publicly refute trump's claims that former president barack obama ordered the tapping of his phones as false and needing

correction, reportedly making that request on saturday, insinuating that the fbi broke the law. "the new york times" was first to report the request. no official statement has been made by either comey, the fbi or the justice department. the white house press secretary sean spicer released a statement, quote, reports concerning potentially politically motivated investigations immediately ahead of the 2016 election are very troubling. president donald j. trump is requesting that as part of their investigation into russian activity, the congressional intelligence committees exercise their oversight authority to determine whether executive branch investigative powers were abused in 2016. neither the white house nor the president will comment further until such oversight is conducted. well, deputy press secretary sarah huckabee sanders everyone sized the need for a congressional investigation into president obama. >> we're taking the reports that places like "the new york times," fox news, bbc, multiple outlets have reported this, all

were saying, let's take a closer look. if this happens, if this happened, this is the biggest overreach scandal. >> the president of the united states is accusing the former president of wiretapping him. >> i think that this is, again, something that, if this happened, martha, this would -- >> if, if, if, if. >> i agree. >> why is the president saying it did happen? >> look, i think he's going off information he's seen that has led him to believe this is a very real potential. >> a senior u.s. official tells pete williams the president apparently did not consult with people in the deposit who would know before tweeting. well, a former obama official tried to tap down the statement as a spokesperson said, a cardinal rule of the obama administration was that no white house official ever interfered with the independent investigation led by the department of justice. as part of that practice, neither president obama nor any

white house artificial ever took part or ordered surveillance on any u.s. citizen. any suggestion otherwise is simply false. >> there was no such mounted activity mounted against the president-elect at the time as a candidate or against his campaign. i can't speak for other title three authorized entities in the government or a state or local entity. >> there's no court order. >> not to my knowledge. >> of anything at trump tower. >> no. >> the chairman of the house intel committee says the claims will be looked into. david nunes said they will make inquiries into whether the government was conducting

surveillance activities as any political party's campaign officials or surrogates and they will continue to investigate if it warrants it. and senator ben sasse said, quote, we are in the midst of a civilization-what we civilization-warping crisis of public trust and the president's allegations today demand the thorough and dispassionate attention of serious patriots. >> i have never heard that before and i have no evidence or no one has presented anything to me to indicate anything like that. but obviously in the days to come you'll ask him, and i imagine they are going to answer. >> i'm very worried that our president is suggesting that the former president has done

something illegally. i would be very worried if, in fact, the obama administration was able to obtain a warrant lawfully about trump campaign activity with foreign governments. >> i've seen no evidence of the allegations we have seen in the media, chris, whether that's a potential court application or denial of that application or resubmission of that application. it doesn't mean that has hasn't, it simply means i have not seen that yet. >> we'll bring in msnbc news investigative reporter joining us from washington, ken, we'll talk about a fast-moving week. we couldn't keep track of the news breaking about this particular issue. so help us understand exactly what we tangibly know after all of the back and forth over this weekend. >> sure. good morning, ayman. well, when i first saw the tweets on saturday morning, i was sure that the president was trying to tell us something about the russian investigation. even discounting the way he

described it, which was not possible. obviously, the president cannot order a wiretap on a presidential candidate, which is what he alleged happened. but i thought, is he trying to suggest that he was just briefed on surveillance with the russian investigation, whether they are trying to figure out associates between trump's advisers and russia? the answer is no. he was repeated unsubstantiated reports he had seen on breitbart. my first indication was when i called the senior trump official, he had no idea what he was talking about and whether it was true. and pete williams didn't consult us and we would know about this. and then you had james clapper, the former director of the national intelligence, saying definitively there was no warrant and he would know about it. so people are wondering, is there anything to this? is there something behind this? is there some kind of surveillance? and there is certainly surveillance. the fbi has intercepts.

it's been reported between trump associates and russians. but there appears to be no surveillance directed at trump tower, which would be an explosive development and just simply is not true. >> can you explain a little bit about the fisa court to our viewers and the president tweeting like this? >> it's not a wiretap, but there's a foreign intelligence surveillance court, which would approve surveillance, directly generated to foreigners but could be to americans for spying. he would need to go to a judge to decide that the target was an agent of a foreign power, you know, probable cause of an agent of a foreign power. the judge would make that conclusion, not the president of the united states. >> and as you heard there, james clapper on "meet the press" said as the head of the 17 intelligence agencies, he was not aware of any fisa court. ken dilanian, thank you very

much. the reports that donald trump pushed his national adviser is considering a tougher stance on russia. european leaders urged the president not to make any concessions or influence anything of james mattis or from h.r. mcmaster. during his first meeting with national security council staff, mcmaster described russia as well as china as a country that wants to upend durnt world or r order. the president said in the oval office meeting that russia's recent violation of the 1987 arms control treaty made any new agreement with russia tougher to achieve. and according to the south korean military, four missiles were launched at 6:00 a.m. local time traveling about 620 miles before crashing into the sea of japan. and the defense department says the launch did not pose a threat

to north america. south korea's acting president says the launch signals, quote, a real and imminent threat to our people's lives and safety. this comes after the uprk launched a ballistic missile into the sea of japan last month. now the north that is previously conducted missile launches during that time. meanwhile, "the new york times" reports that the united states does not have the ability to effectively counter north korea's nuclear and missile programs. which the paper reports is far more resilient than many experts previously thought. as early as today president trump is expected to issue a new version of his executive order that restricts travel from several muslim majority nations. the trump administration officials says the new order aims to overcome legal challenges brought by the initial effort. this verse reportedly doesn't include iraq and gets rid of extra restrictions on syrian refugees. just over a month a federal judge in seattle issued a

temporary restraining order on the ban. and since then white house officials said numerous times the new executive order would be drafted to replace it. and also this morning we are learning the department of homeland security is considering a proposal to separate women and children caught crossing the mexican border together illegal lie into the united states. the news was first reported by reuters. under the new proposal, the women and children would be leaving the mother to choose to return to their country with their children or be separated while in retention. and hillary clinton is reflecting on her 2016 loss. she appeared at wesley college outside of boston on thursday. now witnesses tell nbc news that when asked by a student on what she would change if she were to run again, clinton responded, i would win. she apparently also discussed how her campaign had underestimated the effect that russian hacking and fbi director james comey's announcements about her e-mails would have on the results.

marine le pen discussed her current poll position last night on "60 minutes." take a listen. >> translator: yes, they said that brexit wasn't going to happen, that donald trump wasn't going to be elected, wasn't going to be his party's nominee. well, they are saying that less and less now. they are much more cautious, much more cautious. >> when donald trump says make america great again, are you saying make france great again? >> translator: yes, of course. i have been saying that for many years. we are a great nation which has a lot to offer to the world. but to offer something to the world, france has to remain france. >> all right, joining us now live from london with more on this particular issue, nbc news correspondent matt bradley. matt, good morning to you. >> reporter: good morning, ayman. the french elections are less than two months away, and marine le pen has often been thought of france's donald trump ranks among the top contenders. despite what she said last night in the "60 minutes" interview, she faces considerable challenges to becoming

president. the french election on april 23rd, we'll see a fight between five main candidates and le pen could very well win that vote. but if no one wins a clear majority, there will be a runoff vote two weeks later between the two top candidates. and that's when historically more mainstream voters expect to consolidate behind one candidate who can more easily defeat the popular outsider like le pen. because of that runoff, many say le pen won't be president, but she could get lucky. the current left wing socialist president is extremely unpopular and won't be running again. and francois fillon has been damaged by accusations of fraud. le pen will remain an extremely powerful politician, an expression of france's populist bid. here she is again on last night's "60 minutes."

but this storm is causing all the problems today. the life-threatening weather will be later this afternoon and this evening. pretty typical severe weather outbreak. unfortunately, a lot of the tornado threat will come after the sun sets because this year it's still pretty early. about 6:00 p.m. or so. and the tornadoes could happen after that. the storm chasers don't have visuals on them and gets less of a heads-up for the areas of greatest concern. if you're in little rock, springfield, joplin, st. louis, kansas city, des moines, ames, as far north as rochester, minnesota, all at risk of severe storms. the real tornado risk is out of the ozarks. 19,000 people. if we don't get a lot of tornadoes, we'll have the typical large hail and wind damage with the storms. so here's the timing on it. i mentioned the 6:00 p.m. hour, just a little spotty storm will start to form here on the massachusetts as we go throughout the evening hours, up until 10:00 to 11:00, this is when the line of storms gets more intense and we could have super cells to the south of that. then during the overnight hours, all this plows through the ohio

welcome back, everyone. i'm alex witt alongside ayman mohyeldin and louis burgdorf. the defense department is investigating a scandal involving marines sharing nude photographs of their marine colleagues and other women on facebook. they have since been deleted in a facebook group title marines united with some 30,000 members. the women were featured in various stages of undressed. some captioned with their full name, rank and duty station. the military photos were called distasteful and received calls from capitol hill to investigate. and the white house is expected to sign the revised

version of donald trump's executive order travel ban. it's expected to address issues raised by the legal challenge. there are also reports that iraq could be removed from the list of countries. and the state department is finally responding to the proposed 37% of budget cut to its budget. according to the associated press, the secretary of state rex tillerson wants to spread it out over three years starting with a 20% cut in the next budget year. the reductions in foreign, aid and diplomatic spending as the administration looks to pay for the $50 billion increase in military spending. and fbi director james comey is the latest national official to push back against president trump's allegations of politically motivated surveillance of tump tower in the final stretch of the presidential campaign. the senior u.s. white house official said that comey asked to publicly refute president trump's claims that president obama ordered the tapping of

2016 campaign mere hours after the president said he should not. in a heated oval office meeting before leaving for florida, the post reports the president was anger angered. and "the washington post" reported on saturday that the white house council is looking into what they can learn about possible surveillance of trump. "the new york times" reported a senior white house source said councilman don mcginn authorized some form of surveillance related to trump. later a different official said that characterization was overstated. last night the house democrats on the judiciary committee said they planned to ask mcgahn to

detail contacts with the justice department involving the probe. and the white house's request for an investigation into president obama was the third the president had asked for this weekend. on friday the president contended to congressional democrats chuck schumer and nancy pelosi who called for attorney general jeff sessions to resign over testimony on russia to be investigated themselves. the president tweeted a photo of chuck schumer and russian president vladimir putin, quote, she would start an immediate investigation into schumer's ties with vladimir putin. a total hypocrite. and then nancy pelosi met with others after she said she never met with them. i hereby demand a second investigation after schumer and pelosi for her close ties to russia and lying about it. schumer replied, happily talked

with regard to my contact mr. putin and his associates. took place in '03 in full view of press and public under oath. would you and your team? for the record, they were krispy kreme donuts. >> the president is in trouble if he falsely spread this kind of misinformation. that is so wrong. it's beneath the dignity of the presidency. it is something that really hurts people's view of government. on the other hand, if it's true, it's even worse for the president because that means that a federal judge independently elected has found probable cause that the president or the people on his staff have had probable cause to have broken the law or interacted with a foreign agent. now that is serious stuff. so either way, if the president makes it worse with these

tweets. >> intelligence and national security reporter for the investigative unit, ken dalanian, and political analyst for msnbc is mark halperin. a good morning to both of you, guys. okay, this is not the first time we have seen president trump go off on twitter. but is there an indication that, because of the past and how he sees that play out, he's going to let this just lie or going to ramp it up? >> well, some people looked at the white house statement that came out after ward that said they were doubling down. basically they are trying to throw it to capitol hill to say this should be investigated. the president has shown that he can focus on something like this and move on. so my hunch is that this is not going to be sustained, but it certainly leaves a mark because of the implications of what he did are so grave. >> speaking of marks, the relationship between the president and the intelligence committee did not get off exactly on the right foot. are we expecting this is only going to deepen the rift between the two? >> i think it's pretty clear

that it will, ayman. i mean, the bottom line here, the president tweeted, essentially, what has been found to be fake news. and the reason we know that is the director of national intelligence, james clapper, went on "meet the press" to say there was no surveillance order here. so the next time there is an aspect of intelligence that he needs to report to the nation on, for example, if he has to disclose that north korea is posed to attack seoul and here's why he ordered a military strike, how are we supposed to believe what he's saying? it raises a whole list of questions, ayman. >> you know what? i want to know, how does this play out on the world stage? i mean, ken is talking about the questions it raises and you have to say, foreign leaders must look at this and say, what do we believe coming out of the white house? do we believe the president? do we believe tweets? his advisers or spokespersons? >> every president is shaped by a crisis or more than one. and if the world does not take the president seriously because

of this incident, it's not going to be bad just for america but for the world. the president and his advisers will look at the fallout of this. and that is why they are trying to move on. his relationship with the fbi director now will change somewhat because comey is being so open about wanting to dispute what the president said. the world looks at something like that, a dispute between the american president and the fbi director, and it does cause concern. >> can i ask how this is playing out with the fbi and the perception of james comey? one of the first things that popped to my mind was a bit of an about-face considering what happened just prior to the election. the people can say that he was largely responsible for bringing down hillary clinton. >> well, remember that moment in the oval office when the president and comey had a warm exchange, the president called comey over. no president wants to be at war with the fbi but yet that's where the president is at this morning. >> ken, let me ask you quickly about that particularly with the

fbi, what are the chances that the faa comes out categorically and refutes this to put them at odds with the white house? >> nbc news confirmed that report that comey was furious and felt this was such gross misinformation he wanted to correct it. but he feels like it is not his place to do that, the justice department has to do that because this is about a fisa order that would have gone through the justice department. so far we have not seen a statement from the justice department. >> ken and mark, thank you for both being here this morning. thanks. all this overshadowing work the republicans are trying to do on the hill. the republicans are expected to introduce their long-awaited bill to repeal and replace the affordable care act this week. a senior house republican aide tells nbc news they are quickly approaching a consensus. there's a large staff meeting at the white house friday to resolve outstanding issues and health care committees on the hill worked through the weekend to tie up loose ends. meanwhile, house speaker paul ryan is responding to senator rand paul's claims that the

republican leaders drafted the bill in secrecy and then prevented him from seeing it. >> this is being presented as if this were a national secret, as if this were a plot to invade another country, as if this were national security. that's wrong. this should be done openly in the public and conservatives who have objections who don't want obamacare light should be allowed to see the bill. i think there's a bill in there, but i asked for the copy of the bill and i'm being told i can't have a copy of the bill. >> i like rand but think he's looking for a publicity stunt here. what's happened is the committees of jurs diisdiction drafting legislation. when the committees write their bills and put them out there to mark up, everybody will see what they have done. i'm not really worried at all. we are doing this hand and glove with president trump, with tom price as secretary, and with the counterparts in the senate. we are all working off the same

a twitter battle erupted over the weekend between president trump and arnold schwarzenegger after the california governor announced he will not host future sessions of "celebrity apprentice." in a statement schwarzenegger wrote, everyone from celebrities to the crew to the marketing department was a straight ten. and i would absolutely work with all of them again on a show that doesn't have this baggage. baggage seemed to be a reference to the president's history and executive producer status on the show. the next morning the president tweeted, arnold schwarzenegger isn't voluntary leaving "the apprentice," he was fired by his bad pathetic ratings, not by me. sad end to a great show. to which schwarzenegger replied, you should think about hiring a new joke writer and fact checker. i guess that friendship is long over. >> i can't believe it. just terrible. >> okay, you mean there's nothing more to be concentrating on. >> what happened to the

dark which makes them more dangerous. so today's forecast, we get up to 58 in d.c. after a cold morning. boston with a windchill of 3 this afternoon. it will feel like a heat wave, feeling like 38 degrees. and look how warm it is in the middle of the country. that's why we are getting the severe weather. the cold air in the rockies colliding with the warmer air in the middle. we have a lot of high winds. don't be surprised to see pictures today of wild brush fires spreading rapidly. we are under a critical risk. the stuff from the fall died over the winter, so we have a lot of fields and brush to burn. winds are gusting 40 to 50 miles an hour. that is a threat in the middle of the country. for everyone in the east, the storms will weaken and slide to the east coast. we'll see rain and possible airport delays, but at least it will be mild. i have to tell you, alex and ayman, all the long-term models think a cold shot comes down friday and saturday into the northeast. and it may be tied with one or two snow threats. so if you have plans next

of asia where north korea fired four missiles off the coast into the sea of japan this morning. we'll go live to beijing. janice is joining us, a good day to you. this is launch number two by north korea just within the last month. >> alex, the four missiles landed in the sea of japan. so about 200 miles from land. that proximity has alarmed japanese officials about what they see as this new and rising level of threat from north korea. now, north korea had warped that it was going to fire missiles in response to the massive joint military drills that south korea is currently doing with the u.s. but south korean officials say that this is all more proof that they need that u.s. designed missile system deployed by the end of the year. the problem, of course, is that china is strongly opposed to it. so it will make it difficult for the u.s. to pressure beijing to do more to rein in the north.

this test is the second since president trump took office. the state department saying that it will use its full range of capabilities to the u.s. in order to go against this growing threat. the problem, of course, is that chi in is going to play a key role in this. they say that, yes, they are strongly opposed to today's lawn ch, but they also noted the joint military drills as being an issue. so overall, this is becoming a more tangled web within asia, and this latest test and the frequency of the missiles under kim jong-un is a threat nationally. >> now this with the u.s. and the south korean military exercises, janice, thank you for being with us. and those tensions on the korean peninsula are weighing on the markets this morning.

louisa bojesen is joining us live with reaction. what kind of reaction are you seeing? >> we saw slightly mixed markets in asia, so not weighing quite as much as what you would anticipate just hearing that report. but nevertheless, there are still nerves and people are on high edge with regards to what is happening in asia. here in europe we saw the markets opening slightly to the downside this morning. lots of big deals being announced, the likes of, for example, in the insurance space, the fund management space, standard life and asset management teaming up to the tune of 11 billion pounds. that speculated to be a big deal. speaking of deals, psa group, they have sealed a deal to buy gm's european business and will be paying $2.2 billion euros for the unit. it will create a massive car giant and the second largest in europe. and it will also be able to see gm's exit from the region and from what has been a loss-making arena to be in here over the last couple of years.

gm operating under vauxhall-opel in europe. deutsche bank has by far been the biggest story this morning. they are raising $8.5 billion this morning and overhauling their business as well. this is the third capital raising exercise in four years. they are including 2 billion euros worth of asset sales and reversing their decision to sell the bank community they announced earlier this year. a big change for that stock around 6% this morning. >> louisa bojesen, thank you so much. several countries near yemen are already in crisis. south sudan and somalia are already in drought and a food crisis due to war. >> reporter: a region shattered by war now aching with hunger. >> we don't have enough to eat.
