hello. i'm keir simmons at msnbc head ghaurs new york. we're minutes from hearing from mike pence who has traveled to west virginia to meet with businesses leaders. these will be the vice president's first public comments since the decision yesterday to pull their health care bill.

>> obamacare is the law of the land. it will remain the law of the land until it's replaced. >> while republicans regroup after yesterday's political defeat, democrats and independents like bernie sanders are celebrating what they see as a major victory for americans. >> as a result of the efforts of millions of people who stood up and fought back, we defeated a disastrous health care proposal. >> and as we wait for the vice president to take the stage in west virginia, we turn first to the fallout over the republican party's stunning failure on health care and what is next on the president's agenda. the white house you and speaker ryan unable to build enough support to the american health care act. the proposal to repeal and replace obamacare. while accepting defeat yesterday, paul ryan acknowledged the challenges facing his party. >> we were a ten year opposition

obamacare. democrats who are up beat that it is in place and staying the law of the land feeling that they won by having a pressure put on many members of congress and that led to the bill being pulled, no vote being taken, the place where we are. republicans who wanted to see this repealed for a long timing are frustrated and uncertain about what comes next. so the president tweeted w eed obamacare will explode, and we will all get together and piece together a great health care plan for the people. t do not worry. so there are notes of bipartisanship that are slippin in to donald trump's conversation in par from the oval office yesterday and in this tweet. the big question, how serious is he about that, can that happen, will democrats respond? at least in the first blush we expect that there will be more of an effort to turn the page, to move on to other topics. tax reform being one of those. he would like to see some tax cuts and changes to what is we

this point. so when trump said yesterday that it was the democrats' fault, he was making a takes ce acknowledgement that he will have to eventually bring democrats along here. now, of course the other aspect of this is the reforms or dismantling i guess you could call it that the health and human services secretary tom price can do to this law through police own unilateral action as sect and i think thsect and i to come next. >> and we were showing a graphic from the "new york times" which shows that theepublicans that were opposed to the vote. and it suggests that there were moderatesnd hard liners. so what does that tell us about the disputes within the republican party and how the president is going to get his agenda through going forward? >> the divisions here and the cracks within the republican

coalition are far deeper than they had been on other legisl e legislative issues. it's always been that you have this faction of hard line conservatives that really would block anything that leadership put forward. this though extended into the moderate section of the party, it extended into rural districts, suburban districts, earn members ever the paof the leadership were opposed. so this is a wide -- this was a widespread revolt. >> jonathan, we're just getting ready to hear from the have nvi president. what do you think he needs to say? >> what he needs to do which is what he will do is move on as quickly as humanly possible. i mean, i don't buy the idea that donald trump is that wounded, personally feels that aggrieved by this. obviously it was embarrassing

he with ju we just had great conversation. we talked with these job dreecrr about less regulation, lower taxes, fair trade, better infrastructure and renewed focus on american energy. and i heard again from these west virginia small business owners about the need to repeal and replace obamacare. they told me how obamacare stands in the qway and stifles growth. it's a burden to job creator and to the american people. and i frankly -- i wasn't surprised to hear it. because every promise of obamacare has been broken. you all remember what they were. seven years ago after obamacare was signed in to law, they told us if you like your from, you can keep him. not true. they said if you like your health plan, you can keep it. not true. we were all told the cost of health insurance would go down.

grateful for speaker paul ryan and all the house republicans who stood with us in this effort to begin the end of obamacare. but as we all learned yesterday, congress just wasn't ready. you saw it. with 100% of house democrats, every single one and a handful of republicans actually standing in the way of president trump's plan to repeal and replace obamacare. we're back to the drawing board. you know, nancy pelosi actually said yesterday was a victory for the american people. but west virginia knows better. yesterday wasn't a victory for the american people. it was a victory for the status quo in washington, d.c. and the victory for the disaster of obamacare. but i promise you that victory won't lost very long.

next up we'll get part to jobs, jobs, and jobs. for every american. and wyche be we've been on that agenda. amazing to see jobs coming back to the country. last month the economy added 235,000 jobs,booming again. companies are canceling plans to move jobs and factories overseas and they are building them right here in america about once again. businesses and consumers haven't been this confident in years and by some measures for more a decade. the era of slow growth is over. and a new era of american growth and jobs has already begun.

on day one president trump went straight to work rolling back reams of red tape that have been killing jobs in small business america. he instructed every bureaucracy in washington, d.c. to find two regulations to get rid of before issuing any new regulations out of our nation's capital. he's already taken gdecisive action to protect jobs and workers and we will not stop until we end illegal immigration once and for all. just this week, the president trump authorized the keystone pipeline creating tens of thousands of jobs and protecting our energy future.

and folk, we're just getting started. next up, as the president said yesterday, we'll roll our sleeves up and we'll cut taxes across the woboard for work families, small businesses and family farms. working with this congress, president trump will pass the largest tax cut since the days of ronald reagan. and we'll get this american economy moving again. we'll reform the tax code and make it flatter and simpler and fair. i guarantee you there isn't anyone here including the fosters who could make sense of the tax code. there is an old joke about how the tax code in this country is ten times the size ever the bibof the bible with none of the good news. truth is our taxes make it far

so it's about job, it's about energy, our national defense. and president trump is also keeping one more promise i wanted to mention. and that is the promise that he made to nominate to the supreme court someone who will be faithful to our constitution by nominating judge neil gorsuch, president trump has kept his word to appoint a justice to the supreme court who will keep faith with the constitution and who will uphold the god given liberties that are enshrined there. you saw this week. my daughter was off work, she got to watch c-span. she told me she watched a lot of judge gorsuch's testimony. three days of powerful testimony before the senate.

>>s vice president wrapping up his words in west virginia, still vowing to repeal and replace obamacare. describing yesterday as a victory for those opposed to the president but saying that victory will not last. jonathan swann is back with us. and beth is on the road where lindsey graham just wrapped up a town hall. we'll get to graham in a minute, but first i want to ask you about what we just heard from the vice president. >> yeah, he's very good at projecting a reassuring demeanor especially after the big debacle yesterday. you could hear his voice sooth, calming, saying everything is still on track. president trump will make good on his promises. he said that he would make good on his promise to repeal and replace obama care which is kind of shocking given what happened yesterday the chances of that happening anytime soon are very,

very low. he also talked with wanting to say that the coal would survive and thrive under president trump, that jobs would come back. that neil gorsuch would be confirmed to the supreme court, all in the matter of wanting to make sure that people believe that president trump will complete his promises, complete what he said to the american people he would do when he was elected. and that that setback yesterday around health care is not the only thick that is going on, that there are plenty of other things that will happen that will make president trump prove that he has people eye intere's at heart. >> and jonathan, he said that the president made many calls. did he call any democrats? he also described the opposition as a handful of republicans. actually there was 14 republicans. >> there was zero outreach to democrats at any point in this process. and the opposition was substantial both within the house freedom caucus on the right and in the moderate

tuesday group. there was a view within the whip team in house leadership that if this thing went to the floor, it could crater. usually when you are close to a vote, people start to fall in line and start to vote. the opposite actually was probably going to happen whereby members sensed that this was dying and there was going to be a jail break. so both of those statements by the vi presint not aligned with reali. >> but the vice president getting back to i guess the agenda that has worked best for the president and that is jobs. >> yeah, look, i thought the most interesting thing -- two things that were interesting in that speech. one was when he said that we will pass the biggest tax cut since ronald reagan. this is trumpian in its promises, but they will have -- tax reform won't be easy. i mean, they still -- there is no agreement on how to pay for these large corporate and individual tax cuts.

house leadership wants to introduce what is called the border adjustment tax which would raise about a trillion dollars over ten years. but there are people including t gary cohen who don't like that idea and a lot of republicans who don't like it. so there is no agreement on how to pay for this massive tax did you tell. and gary cohen has said publicly that it has to be revenue neutral which means that it can't add to the deficit. now, i don't know how they will do this and i don't think republicans do either. >> and the question really is the president ran on being able to break the deadlock in washington to send the do nothing congress if you like. the question, is he going to be able to deliver on that promise. >> again, this is what he learned yesterday is that it's not as ease eas easy as making estate deal. this is a group of people on the hill who don't respond to normal political incentives. taking members of the house

i guess the question continues to be can nunes be a friend of president and true to his role as chair of that important committee? >> that is a good question. and i think have to lkt this and say look, we have to balance the obvious public appetite to know and understand what exactly happened. and frankly, the question of did the russians actually do something, which i think they did, and what was that thing and more importantly, look, we understand that -- obviously the russians interfered with our election with the dnc the and the e-mail stuff, but i think it was to frankly manipulate u.s. persons. and if that occurred, then to me that part of the russian operation is still ongoing. so we have to balance this call to inform the american public with frankly understanding the second part of that attack and obviously neutralizing it.

>> the fact that the russians are doing that, you know from your own experience, is that a surprise really though? that is what you would expect of foreign government to be trying to do. >> absolutely. and to that point, i've often said that when it comes to russian espionage and human collection, they recruit spies. we do the same thing. and ite's almost like being a traffic cop. you don't get promoted for writing less tickets. they look at this process. and when it comes to u.s. persons, when it comes to meeting with manafort or roger stone, were those people actually tasked. and that would have been illegal. if a foreign intelligence service gives you specific tasking and says go do this, that is illegal. i'm not so sure that it rose to that owe days. ju

what they're asking you other than that they're tasked for something that purely benefits russia. it's not -- there is a very clear klelinend the dancean take years. so the fact that they are meeting with those people and they have been exposed, and i'm assuming they're still not meeting with any russian, may have ended that part of the operation. and look, it could have progressed a certain lefrlvel. so in those meetings, did it reach that level and i don't know the answer. >> and members of donald trump's campaign are volunteer to go testify. what might we hear from them, how important would those testimonies be? >> it is important, but i wonder if this is a bit of showmanship that says we want to be open. but clearly they're not going to admit to a crime. i'm assuming they will have couns counsel. so i kind of wonder here. i think one of the things that we can get from this, did they
