council is expected to hold a meeting in a few hours on the suspected chemical weapons attack in syria. just this morning russian officials blame the incident on syrian rebels. the white house is placing the blame on president bashar al assad for what will be one of the worst attacks in that country's six-year civil war. nbc's foreign correspondent richard engel has more and a warning that some of the video you're about to see is deeply disturbi disturbing. >> reporter: this was a chemical weapons attack and in the video it appears to bear all the hallmarks. this boy using all his strength just to breathe. first responders douse the victims with water, stripped off their clothes to wash off what they said was a chemical weapon. medics and volunteers in this rebel control part of syria rush

the bashar al assad regime are a consequence of the past administrations weakness. >> that was richard engel reporting this morning. breaking this morning north korea launched another ballistic missile. it crashed into the sea of japan. the missile traveled only around 37 miles before it crashed. u.s. pacific command said it tracked the launch. it was a medium range ballistic missile. this is the dpr's fourth missile test and comes as the u.s. and south korea conduct its joint military drills. in a statement secretary of state rex tillerson said very succinctly north korea launched yet another intermediate range ballistic missile. the united states has spoken enough about north korea. we have no further comment. secretary tillerson said, quote, the policy of strategic patience

has ended and adding that all solutions including military action and preemptive strikes are on the table. days ago president trump told the financial times that the u.s. is ready to deal with the north korean threat alone if needed. if china is not going to solve north korea, we will. the presidt is hosting xi jinping. talk to us about the reaction. how is this all playing out in beijing in particular ahead of their leader's visit to the united states? >> reporter: well, aymon, china says it sees no link. a regular press briefing today the foreign ministry reiterated its long held stance that all parties should exercise

restraint and refrain from escalating tensions on the korean peninsula. north korea has test fired ballistic missiles. this comes one day before the summit between president xi and president trump. trump and his advisors have already been indicating north korea is going to be on the agenda. rex tillerson has long called on china to put more pressure on north korea to curb its nuclear ambitions. in fact, overnight we had heard from a senior administration official who said all options were on the table and that the clock is quickly running out. aymon. >> eunice, when you talk to american allies, they are concerned about the north korean threat. is china perceiving that as the same, that it is a threat to china and its security as well or do they not see it the same way as the s. and its allies do? >> reporter: well, you know, that is going to be the key question for these talks because

we have to know whether or not china -- china would only move if it really does feel that cracking down on north core reis a within its own interests. so far we've been hearing some noises by beijing that they've been getting frustrated with pyongyang. the foreign minister only recently had called the u.s. and north korea two trains on a collision course so that is really going to be the key question at the meeting tomorrow. >> all right. cnn senior correspondent eunice eun. thank you very much. vice president mike pence was back on capitol hill in an effort are to resuscitate health care talks. he met with several key players. the lawmakers said no agreements had been reached. in their discussions administration officials have talked about allowing states to opt out of several obamacare regulations. the latest white house proposal would let them request a waiver to drop obamacare's community rating provision which would allow insurers to charge sick

people more money in order to keep the costs lower for healthier people. jonathan swan, good morning to you. we're not even looking at trying to bridge the divide between republicans and democrats. pence went to capitol hill to try to bring the gop factions all together. do you sense there's been any progress made there? >> based on the text messages i received between 11:00 p.m. and 1:00 a.m. this morning the talks went abysmally last night. if anythi, some people feel even more disheartened than they did walking into the room. no progress was made despite people saying as they came out that, you know, things are heading in the right direction. progress was made. nothing substantive was done in terms of bridging the huge policy gulf between the moderates in the house republican caucus and the ultra conservative freedom caucus. >> what does that say about the likelihood of the deal being

brokered between republican factions before the congress goes on break, what, three short days now on friday. >> you wouldn't put any money on it, put it that way. look, the freedom caucus, we're already out of time effectively because the freedom caucus would require based on what they wrote themselves 72 hours to review the text. we don't have any text. the reason we don't have any feks text is because anyone has anything. >> we can agree we appreciate you. thank you. susan rice firmly denied political calculations factoring into her handling of intelligence reports. the trump stras uncovered a pattern of her requests to reveal or unmask the redacted identities of u.s. citizens in intelligence documents. >> the allegation means that somehow the obama administration officials utilized intelligence for political purposes. that's absolutely false.

when the intelligence community would respond to requests from senior national security official for the identity of an american, that would come back only to the person who requested it and it would be brought back to them directly. it was not typically broadly disseminated throughout the national security community or the government so the notion which some people are trying to suggest that by asking for the identity of an american person, that is the same as leaking it is completely false. there's no equivalence between so-called unmasking and leaking. >> did you seek the names of people -- to unmask the names of the people in the trump campaign, people surrounding the president-elect? >> let me be clear. >> in order to spy on them, to expose them? >> absolutely not for any polical purposes to spy, to expose. >> did you seek the name of mike

another round of thunderstorms and possible tornadoes are expected today hitting some of the same areas damaged by monday's severe weather. the storm system began tuesday out west with reports of baseball size hail near tulsa, oklahoma, and a possible tornado causing major damage in goodman, missouri. more tornadoes, damaging winds are reaching into the northern gulf coast and as far as northern ohio and ohio valley. alabama, georgia, south carolina all pose the risk for storms this evening. may continue tomorrow and moving

into the northeast with flood watches for much of new york and new england. let's get a check on your weather with nbc meteorologist bill karins. when is this going to stop? >> about 48 hours. first tornado threat, large hail threat and then tomorrow flood threat up in the northeast. the life threatening weather is with the tornadoes as we go into the afternoon and evening. starting early this morning. this is a sign of how primed and how rich the atmosphere is. when we already have baseball size hail being reported in portions of alabama in the georgia area. strong storms in missouri, that has weakened. we'll fire that back up. here's the big map, the one that shows how many people are at risk. 55 million people. the area of red is the moderate risk. that's the second highest category. if things go in the wrong direction this could be upgraded to a high risk especially areas of central georgia. the fear is not just tornadoes

but a strong tornado that is on the ground for a long period of time. long track tornado and typically those are the most deadly and destructive we have in the country. here's a map i don't show all that often. this is the tornado threat map. what we're looking at on this map here is the hatched areas. this is where we have the best possibility of significant tornadoes. this is the fujida scale. it goes from the ef-0 to ef-5. they devastate the landscape and only leave the foundations. the odds of the strongest tornadoes is greatest in the hatched areas. east of nashville, huntsville and georgia border. this whole section of central georgia. the bull's eye being on macon, georgia. they're getting ready to play at the master's. the way this map works is it's the probability of a tornado

should assad be in or out. been there and done that, right, in terms of what the u.s. has done, but i will tell you that he is a big hindrance in trying to move forward and i have to tell you, when you have a leader who will go so far as use chemical weapons on their own people, you have to wonder if that's somebody you can even work with. >> i think the status in the longer term -- longer term status of president assad will be decided by the syrian people. >> so i want to ask you, ayman, your insights on all of this. you have president trump, he's essentially flip flopping from what he said in 2013 to what he's recently saying. he's blaming this on the obama administration. this particular attack happened on his watch. where does it go here. >> he's blaming president obama for inaction. the reality is this chemical attack is happening on his watch. the administration has tried to strike a positive tone with russia, reckon sill le lel.

states are saying. russians and syrians have not provided anything to counter that. >> thank you, ayman, for that. the white house continues to push to revive the plan to repeal and replace obamacare but it appears to be running into the same problems. vice president mike pence spent the second night on the hill. after last night's discussions lawmakers appeared optimistic despite no deal being struck. >> i want to make sure i'm clear there were no agreements tonight and no agreements in principle and certainly no agreements in terms of a foundation. there was a general agreement that the progress we're making is certainly progress. they're good discussions but understanding there's a whole lot of things that we have to work out in terms of differences. >> administration officials have discussed allowing states to opt out of several obamacare regulations. one popular provision that could be weakened is protection for

people with pre-existing conditions. the latest white house proposals would let states to drop obamacare's community rating division which would allow insurers to charge sick people money in order to keep costs lower for healthier people. some of the proposed changes would alienate moderate republicans. there's no dmeel place yet. >> i don't want to put some kind of artificial deadline because we're at the consensual stage. we have productive conversations happening among our members. that doesn't mean we have language in text that's ready to go. get members talking, that's happening. get everybody engaging with one another, that's happening. now we're throwing around concepts to improve the bill. that's occurring right now but that is not to say that we are ready to go. >> those healthier discussions are expected to continue today on capitol hill. joining us is national political reporter for axios, jonathan swan. jonathan, the sticking points at the top of the agenda on 9

health care talks are what? >> you mentioned the so-called community writing provision which prevents insurers from charging sick people higher rates. now there's an argument over definition essentially between the moderates and the house conference and the conservatives. esident ump promised that he would continue to protect people who have pre-existing conditions and both sides, the conservatives and moderates say they're doing that. the moderates say if you're allowing insurers to charge people who are very sick a lot more money, that's effectively even though you still are technically protecting pre-existing conditions in practice you're not because you've priced them out of the market. the conservatives say, no, that's not the case. we're going to put more money into high risk pools and that will take care of these people. so it's a very fundamental argument. and i don't see a clear bridge

and, frankly, nor does the house or leadership. >> there's a little bit of an irony because they say they campaigned on repealing and replacing obamacare. a new gallup poll said most americans approve of the affordable care act. what do you think this means for republican efforts to overhaul the plan and how the country is now seeing the law. >> jonathan martin in "the new york times" wrote what i thought was pay very smart piece at the time and has proven to be pressing. it was in february he wrote that once you take the obama out of obamacare, the debate becomes about care and it actually changes the dynamics and you're seeing this right now in the republican conference. you've got really when it comes down to it a lot of moderates in the house that really quite like a lot of the elements of obamacare. >> all right. jonathan swan, good to see you this morning. thanks for joining us. >> pleasure. still ahead, two more additions to the growing list of struggling retailers, one high

been raining almost nonstop in the northeast. all of this mess is going to head up into new england where we have flooding risks. the life threatening weather is this afternoon and evening. >> let's hope it goes okay for the people in south and georgia and south carolina. let's turn to business where u.s. retail continues to struggle. payless shoe stores is filing for chapter 11 bankruptcy and ralph lauren says it will cut an undisclosed number of jobs and close the flagship new york city store. when you see stores like ralph lauren and payless making these kinds of cuts, it signals a shift in the retail industry and kind of how difficult the retail market is for regular companies that rely on brick and mortar stores. >> we're seeing with the way payless shoe store is going to file for chapter 11. they're going to try to restructure their debts by 50%

reductions. the company ceo said the difficult decision was driven by, quote, the continued challenges of the retail environment. another corporate leader feeling those challenges is 77-year-old ralph lauren. he is currently witut a ceo. he's part of a $317 million shakeup for his business. he's trying to refocus energy on ecommerce. he sees that as the opportunity. clearly another story that we're following today is the latest development in seattle about the fight between workers like uber and lyft. he would like to restrain a temporary halt on city drivers that allows the drivers to unionize. this is from a request from the u.s. chamber of commerce. although the temporary halt is not an indication of the future ruling, he would rule on this which is all wiabout the fight whether they should be treated as independent contractors or employees. >> live from london.

so did you ever think you'd see a president who knows how much concrete and rebar you can lay down in a single day? believe me, i know. i know. we're a nation of builders, and it was about time we had a builder in the white house, right? >> president trump was in his comfort zone yesterday talking with a conference of builders in washington. one by one the president called out the construction workers, the painters, operators and brick layers out in the audience, urging them all to get behind his $1 trillion infrastructure plan. he pledged to bring back construction jobs and even used a chart to illustrate his point about the need to cut red tape.

>> this is, if you want to build a highway in the united states, these are some of the permits that you need. it's a process that can take way over ten years and it just never happens. then at the end of the period they vote against it. we're getting rid of many of these regulations. you have to go through 17 agencies, many permits in each agency. >> that was the second time the president pulled out his flow chart. he used it earlier in the day to back up statements in a meeting with ceos at the white house. the president signed a roll rolling back internet privacy rules. internet providers can sell your history to marketers without your consent. just how at risk is your personal browsing information? nbc's tom costello has the

details. >> the last time you shopped online for a pair of shoes, did the ads follow you for days or weeks? your internet provider knows far more about your browsing habits than google, facebook or amazon. now that provider can legally sell that information without your permission. privacy advocates are so outraged, adam mcel haney has raised over $200,000 on a good fund me page to buy internet histories of members of congress that passed the law. >> i think that sells a signal that people are very upset that their data is not theirs anymore. >> reporter: it's unlikely internet companies would ever sell personal browsing histories because they're sworn to protect personal information. privacy experts warn it may not be enough. >> sbod which a sophisticated program and algorithm could find out who you are just by the bread crumbs lying around about
