good evening. i'm katy tur in for chuck todd. welcome to "mtp daily." could you argue that president trump is in a crisis. whether it is syria, russia or china, he has abruptly veered from practicing mattism to interventionism and every where in between. he is unpredictable and unpopular according to many polls of the he is on unfamiliar terrain. and now he faces perhaps the biggest test of his presidency on the world stage. right now there are newly escalating tensions with a nuclear north korea. kim jong-un's regime announced would it ignore barngs were set off by a failed missile test this weekend. a parade of military artillery and concerns of a nuclear test. a top official in pyongyang told the bbc that would it now

conduct missile tests on a weekly basis. that official warned of an all out war if the u.s. intervened militarily. also, the envoy to the u.n. announced nuclear war may break out at any moment on the korean peninsula. that comes after vice president mike pence had this message for the regime. >> you a options are on the table. in the last two weeks the world witnessed the strength and resolve of our new president in actions taken in syria and afghanistan. north korea would do well not to test his resolve. we will meet any use of conventional or nuclear weapons with an overwhelming and effective response of the. >> the vice president took questions from reporters in the demilitarized zone. he floated possible negotiations kim joung and he wouldn't roll out a preemptive strike. >> terra of stratic patiee

>> what would it take to restart talks in. >> i'm not going to get ahead of the policies right now. >> i'm joined by nbc white house correspondent kristin welker. big question. what is the white house policy toward north korea? >> great question, katy of the based on my questions behind the scenes. they are focused on getting clean to ramp up pressure on north korea. neth the fact president met with the president of clean two weeks ago, has had subsequent conversation, is starting to pay off. but they acknowledge there's a lot more they can could. they've sent a men to north korea but also start on with hold some oil shipments to north korea. so they're taking some strategic steps in that regard. but having said that, a lot of analysts don't believe they've

gone far enough. andou saw this latest provocion over the weekend. so north korea clearly not stepping down. clearly not listening to what has been a lot of bluster. based on my conversations, it seems like military sacks a last resort. they don't want to go down that path with north korea which has a nuclear weapon of at the same time, the statement by mike pence is certainly significant. it indicates you are seeing a shift in thinking behind the scenes. that they would potentially, if they felt north korea was capable of launching an intercontinental ballistic missile. that the white house might take some action of its own. the white house doesn't think they're in that situation yet. trying to turn up the heat on china. the counter opponent to that, i was having a conversation here. some people think that's a strategic error.

that china doesn't have the same interests. so the question is, will these tensions continue to escalate? this is a situation that president trump very much needs monitor behind the scenes as he approaches the first 100 days in office. i'm joined now by anna from tokyo. i want to hear from you. we've heard a lot of sabre rattling. is this time different? >> we don't know yet. certainly north korea has a history offer bluster, threats one of the few reliable exports it has. it is a master of propaganda. in the past when they've done this kind of they know, to try get something out of the u.s. to. try to get a reward for stop

ratcheting up. this time does feel a little different. in that kim jong-un has made it clear, he doesn't want to return to denuclearization talksest doesn't want to bargain his way out of this. the program we're seeing with these missile launches, with the huge parade. that he is hell bent on this nuclear program. the different thing this time is that we have an unpredictable leader. not just in pyongyang but in washington as well. the idea in south korea, people are worried that donald trump is a more unpredictable president than america has had before. they look at syria and what happened and they wonder whether he might do something rash with north korea as well. >> leaving many to wonder which shoe will drop if one is going to drop.

talk about vice president pence. he talked about having negotiations with kim jong-un. and given tt kim jong-un doesn't soap to want to have anything to do with it. what would those conversations look leak? >> well, so there's been talk, self years now about, restarting nuclear negotiations. north korea has always put kods this of for example, they've been saying, come back to talks if you stop the military exercises that do you with south korea. which is just a nonstarter for the u.s. so they've been making these ridiculous offers, which of course will be declined. even then, they've said, we'll come back to talks as long as denuclearization is not an option. they'll talk begg else but about giving up their nuclears. so it seems like very hard

bargain. but the people i've talked to who are working on this behind the scenes, they say it is just to get people sitting at the tab. and see if the conversation can go from there to talking about the nuclear weapons program. and part of the celebrations in pyongyang, there was a failed missile test. threat a lot of speculation that the u.s. might have had a chance of that. >> there is a lot of speculation. the experts i've talked to say it highly doubtful that they could sabotage some individual launches but perhaps there's a way to get some malware where they have the perhaps. maybe there is a way the program itself has been infected rather than within by one. >> thank you.

>> you've heldhe rank of ambassador and was special assistant to bush 41. thank you for joining us. >> thank you. >> help us if you can decode the president's options. what can he do? what might he want to do? >> essentially he has three sets of options. one is to let it happen and to basically turn to deterrence and missile deterrence. the other is to use military force in one way or another to prevent it. the third sopoption is diplomac with chinese help, with sanctions torsion basically enter into a dewith north korea. not that would denuclearize them as a first step but rather some kind of a freeze of no production of nuclear weapons. no testing of weapons or missiles. no sale of any nuclear material

to any third party. we have to agree on how it would be verified. in exchange, maybe direct talks, maybe a peace agreement ending the korean war. >> would trump have a political an tied to negotiate a deal that would look something like the iran deal some he slapped tell iran deal oh and over again saying would it ultimately lead the a nuclear holocaust. >> again, it is not a solution to the problem. it would cap it. it would be a first step. what we would tell north koreans. if we wanted sanctions elimination, that would have to await denuclearization and the rest. at least this would avoid a situation where north korea gained the ability to be able to shoot a missile with a nuclear warhead that could reach california.

factors. here in north korea, that's not so bad. this has been drifting for 25 years. i would argue even if hillary clinton were the president, the united states would be selling naturaling that what north korea is about to achieve would be intolerable. >> there's always a learning curve of they'll always challenge their in policies somewhat when they get into the over office. when i ask about ignorance, i'm referring to something donald trump said with his meetings of president xi of china. he said after listening for ten minutes, i realized it is not so easy. talking about the chinese relationship with north korea. and the history and why it is not so easy to control north korea. when you hear about donald trump saying, i listened for ten minutes and then i changed my mind. i realized there was more going

on. what does that say to you? >> i'm glad this is happening. this is a learning curve of it cops from listening. they have an important interest in north korea. different from ours but to some extent, overlapping. i think it is important the president get a feel for this. you know and he know there is a fundamental difference between campaigning as an outsider and governing as an insider. we're seeing the transition. we are seeing it take place before our eyes. >> i don't argue with that. but he had to have the chinese leader explain this to him. does he have his own advisers? >> sure. i expect he got that. but there is something very powerful hearing the chinese leader talk about the korean war from a chinese perspective. going across the river and so forth, to say here's what counts

with korea. the actions are pretty contained. >> is it boots on the ground? >> well, that's always the line that we all draw in terps of looking back at past presidents. it is very hard to see boots on the ground in north korea. however, the stand-off over a nuclear weapon is very frightening. and yet he's been winning prove from pea like mccain msnbc. he is definite winning points on that. official base is not yet fully comfortable with it, he is getting a lot of support elsewhere. >> are his more hawkish moves overseas a true scene that the bannon contingent within the white house is losing influence? or is it just that he's in the white house now and he's getting presidential daily briefings and seeing what's going on in the world? >> we're thinking it might be more of that.

he said he was not into nation building. president obama said he would close guantanamo. he didn't. i think a lot of people, you applaud what looks like some maturing on his part. president obama promised to do something in syria and didn't do anything. i think it concern someday democrats is that republicans alike. korea is different. is he right? how far does he push? are we able to engage china in a more constructive way? some have said that he has changed on trade. so i think we'll give him some room there. whether or not it means bannon is winning or jaesh is winning, what i think it means, you were probably thinking. mcmaster and mattis are finally playing bigger and constructive and more meaningful role. >> are they in charge of the

say they're learning something about the world from the chinese president? >> okay. so republican voters like him. the people who voted for him still like him. they're not fleeing from him. peep interested in foreign policy matters are as disturbing as anyone else by the notion the president could say we had a nice piece of cake and he talked to me for ten minutes and it turns out i can't just tell china to fix north korea ask they'll fix it. which is the wrong message. so president xi says it is so complicated for me. and trump could say, i don't care whether it is complicated for you or not. this madman is going to get a nuclear weapon with icbms. >> it was very sip mr. black ask white. this is way it's going to be and i'll fix it. >> even the people who don't like trump os opposed to his base. one as to think, there is a lesson of maturity here.

i think it is a matter of getting things put together smartly and we'll see a replay. >> are there any issues where you don't see eye to eye with donald trump? >> in his speech zwroenlt sessions of congress, i think the whole country saw him grow into the role. he outlined 22 promises. pass characterizes his grend, there's not a single one that i disagree with. >> do you have anything so far during his time in the white house that you do not agree with? >> no. i wouldn't say that. but i will say that as we've seen even today, more concern around north korea, an area that i would like to see greater development in is cyber security. that missile is going to get launched someday. and i would much rather see it from taking off than hope we can shoot it down. so that's a significant area of
