we know that police were pursuing this white ford fusion that everyone was looking for, and we learned moments ago that it is steph stephens in that car, and that at some point during or after the police pursu pursuit, he shot and killed himself. he had at least one weapon, the weapon that he used inhat facebook post. he uploaded that video on sunday of him shooting at random. this man, robert goodwin, while his family was preparing easter dinner. it turned into a nationwide manhunt. we know that nearly 400 tips poured in. what we hope to learn is whether or not it was a tip that lead police to this white ford fusion and thousand all worked out. we know they offered a 50,000

reward. now we know that steve stephens is dead. >> do we know anything about how they tracked him to erie? >> all we know, when we heard from the fbi and the u.s. mar shalls that they would have it, and they were coordinating with law enforcement across the country. we know from the last press conference that they weren't able to track his car, for example. that is one of the first things they looked at. whether or not it had a gps that would allow them to track it where ever it was. they weren't able to do that. so it appears that law enforcement spotted the car or someone else did. that is what we hope to find out and we expect to shortly in this press conference. >> and joining us now, an

experienced former fbi profiler. what do we know about him? what do we know about steve stephens and what could have motivated him to this random and senseless killing. >> one of the things we know is his demise at his own hands is something that i think many in lawsuit anticipated. as you suggest, it was a random act of violence. and because of that, because it was unplanned, and because his life, it appears in the last few yea years, he informs financial trouble, he was

that. and andrea, it was an apparent unplanned act, he also had no plan of escape. it was the perverbal nowhere to run to, nowhere to hide. law enforcement finds him in the same car we know was listed to him. he has probably been traveling around aimlessly. there was a ping from a cell phone in pennsylvania. law enforcement probably put a lot of finvestigative effort in that area. he did not switch cars. he may or may not have switched license plates, but the act of a

very challenged, us fromstraited, and likely depressed man. the murder and the taking of his own life when he was faced with the choice of sbreurrender or d. >> let's talk now with a former atf official, from your experience, the weapon that we used here and the way he was traced, how did law enforcement narrow it down. >> he had reports that his phone pinged in erie, pennsylvania. just like clint said. he has the car, a pistol, a tank of gas, he is basically broke. he has nothing. he is alone, his cell phone battery is dieing.

he gets pipged if that report is true. what happens then, law enforcement has the state troopers, pennsylvania state police, they're out there on the road. cleveland pd was always over aft. what was picked up on the road, this guy, he was a koud argue, he took a cowardly way out if is awful to see and watch, and of course you take the cowardly way out. he informs a death spiral. we talked about it yesterday on the air. he told his mother she would probably never see him again. and then after he called him, he

posted on his facebook, sort of a confession, from his vehicle. one thing that he said that struck me is when he called a friend and he said "i screwed up real bad, man, i screwed up. i'm paraphrasing here, but when i saw that, i thought okay, he has taken in the gravity of this homicide. this vulgar homicide. he has just seen the gravity of this. when he said that, i knew that he informs a death spiral. so he was, it had affected him. and he never really got anywhere, it doesn't look like. i think it is a positive sign that he is still in that car because it means that he didn't

kill someone for a car or money at some opponent. but at least he didn't kill someone for a car. so that is one positive side. >> and we don't know whether or not his claim in that first video, the claim to have killed other people, no evidence of that yet. we hope that is just bravado. >> you're spot on. that is the biggest concern that we have seen. i think the bureau should be commended for reaching out to this killer and calling him on the phone. they reached him and talked to him. so a great job there they don't see recovery of that many people. so it is less leekly that it is true.

i don't think they're really sure at this time. >> stand by as we await the briefing from officials here. and pennsylvania governor tom wolf tweeting out thank you to the brave pennsylvania state police troopers in their vigilance pursuing the facebook killer. jacob rascon in cleveland, i think you have more details on how he was tracked down. >> we were talking about whether or not it came in as a tip. they just tweeted that steph stephens was spotted this morning. they say he shot and killed himself. there we have our answer. it was simply spotted, and he put it well about what was likely going on there. members of law enforcement themselves spotted the car and then there was a pursuit that was brief, and he killed himself.

that little update on how he was found this morning. >> and the fact that the detectives in cleveland reached out to him, how did they contact him? they talked to him in the initial hours when he was fl fleeing. >> we asked this in the press conferences. we know it happened after the murder itself. the ex-girlfriend came forward and was cooperating with police. i'm guessing they had his number because she had his number, but they were able to talk on his cell phone. and that was the last time they saw him. >> did he have a criminal history? what do we know about his background? >> no, he had a criminal

history, somewhat consistent with about what he was and what he was going through. he had vehicle and traffic arrest tickets, but this is a guy for ten years who was a social worker. they may have had an emotional challenge himself, it is a very interesting situation here where he was put on the shield thiysel position. and this would not have been just one pennsylvania state trooper, once they saw that car and identified it, they would have dropped back, staid on it,

and you would have had six, eight, or ten. as far as i'm concerned, law enforcement would not have tried to do a one on one stop. and i'm sure whhe knew he could surrender or take your own life, and unfortunately he chose the latter of the two. >> and the broader issue that is the facebook issue. mark zuckerberg scheduled today do a briefing at 1:00 eastern. he may well address this. the fact is that facebook acknowledged they have problems with facebook live and the posting of this murder was posted and up for two hours. if we look at the time line here. up for more than two hours before it was taken down.

for these technology companies and facebook. >> here is the thing they have to look at objectively. they're not the government, so sensoring is not their problem. they are a private company providing a service. so their ability to stop these videos go on their service, they should revisit it. maybe hire a couple old detectives, put them on their staff, and get a different perspective. there is a wire reporter, talking about the algorithms and artificial intelligence that can

be used to screen these things initially and it can be kicked over to human reviewers, and still facebook has the capabilities to do that. to shorten the time so that no videos used by their customers that should be up timely are done with undue delay. it takes away part of the thing that the terrorists use that the killer uses, it takes away a thing they try to levage against all of us. their attention graping, and i think facebook can do it. and the videos maybe not posted instantaneously, but they're better cou better corporate citizen.

i hope they revisit that. the government is different on the first amendment and free speech and what can be sensored and letting the courts rule. but a private company, they can make their own decisions about what goes on their air. just like msnbc does and nbc does.

>> no not that i'm aware of, no one was was injured. >> and they potted him because of the car? is that the initial sighting? >> yes, because of the ka car and the license plate. and that is how everything started. >> what we're being told is that at this moment there is no other deaths associated with him. is that what you believe? >> i don't have any other information on his actions before this morning other than what was reported in the media. to my nothing there was nothing else involved at least here in pennsylvania for the time being. >> had he gone into the mcdonald's? had anyone called in a sighting that he was in the car pulling up to the mcdonald's when the police spotted him. >> it was a citizen tip, and then we were able to get a patrol unit out there on scene, and that is when the pursuit

happened. >> was it a tip from someone in the establishment? >> that i don't know at this opponent. >> thank you so much, we are awaiting the press conference from the officials. these companies in silicon valley that have to deal with this. mark zuckerberg with a keynote address. >> and certainly a lot of pressure for him to address the ongoing issue. and more than two billion users, and other sights like instagram that allow you to go live and allow you to be a live contributor. some of these incidents go viral, and it's not just shootings like we saw in the killing in cleveland.

there have been rains, tortures, other assaults captured live on social media, and now many of the platforms are having to cope. they were originally saying social media should be there for him to share and get the information out, but now certainly a different tune. >> and we see the officials coming in. they're preparing for the news conference i belief we're about to hear from sheriffs and local officials. they did such a great job reaching out to the suspect when he was still fleeing. now we learn from adam reed that itas a citizen tip that led to calling the state police to that mcdonald's and tracking him about a two mile chase, i believe they said, and then finally he used his handgun on himself. we believe it was his handgun. let's hear what they have to say. steve stephens, the facebook shooter case this afternoon.

please bear in mind this investigation is in the very early stages and we will take questions, but there is still some information to be gathered. speaking this afternoon will be mayor frank jackson, chief calvin williams, steve anthony, and pete elliott, u.s. marshal. mayor? >> we have closure in regards to the search for steve stephens. the chief in law enforcement will give you the detales of that. i want to give our con ddolence for the godwin family, and the way they have handled this tragic situation for them and for the community at large. also want to thank the community. there was a lot of support in terms of family, law enforcement

effort, and the information and tips that we were given. and i want to thank our partners. the federal, state, county losers and other state law enforcement agencies that helped in this regard. finally i want to emphasize the fact that this particular incident received a lot of attention and rightfully so because it was a loss of innocence. an innocent victim we, however, have many, many homicides in cleveland and throughout this nation. ultimately, i believe one of the things this taught us is tt we cannot resolve this under lying issue of gun violence if we do not function and operation with the same compassion and

commitment that we have shown here as a community. and finally i want to thank you, the media, you were helpful to us in keeping things straight. keeping the facts straight, reporting the stories in a way that really helped us to be able to do our job. >> thank you. i want to officially announce that the search for steve stephen has ended. at proximately a little bit after 11:00 today, pennsylvania state police officers received a tip that the vehicle that we were looking for, the white ford fusion, was in a mcdonald's parking lot near erie pa. the officers responded, the vehicle fled, there was a short pursuit. as the officers approached,

steve stephens took his own life. we're grateful to the people that gave this tip to the pennsylvania state police. we're grateful this ended. we would have preferred it not ended this way. there are a lot of questions for the family and the city in general that they would have had for steve as to why this transpired. again our condolences are still with the family, mr. godwin. you heard them on the news lately. they were forgiving. excuse me. they were forgiving of steve for committing this atrocious act, and we need to follow their lead. as the mayor stated, there are other victims in the city and around this country, and we continue to work hard to bring closure to those families, also. there are a lot of things about this we don't know. a lot of circumstances that

we're still gathering. we're in the early stages of this. it has been probably less than an hour since this transpired. as we get that information, we'll get it out, but i know that my partners here, steve and pete, would like to come up and say a couple words. steve? >> just real quick as we discussed, the goal from 2:00 easter day was to make sure that no one else was a victim of violence by mr. stephens. the investigation is continuing, but we believe that to be the case. that was the number one goal. the other goal was to bring mr. stephens in safely. unfurnitu unfortunately he chose for that not to be the case. we thank the public from day one. less than 45 hours ago that the public would be key.

>> just real quick. i want to thank all of the men and women standing up here for dedication, and i want to thank all of the deputy u.s. marshals. all of the officers that have been up all night the last couple nights pursuing everything lead in this case. i want to thank them for their dedication and service. thank you. >> we'll take questions just really quick. no information regarding law firm tactics will be discussed. we'll open it now for questions. >> chief, tell us more about the pursuit. i know you weren't there, but -- >> again, we're. we're trying to get that information from the pends state police officers. we initially got the information that it was a short pursuit in

whice vehie s stopped. steve took his own life. >> were you expesuspecting that was there because of the ping yesterday? >> we searched that area prior. we searched that area initially on sunday when we got that ping in that area. we were in a process today of going back and doing a more thorough search of that area. both ground and air assets when this transpired. >> you said previously that steve stephens killed himself or he was being helped, do you believe anyone harbored him? >> we don't know, anyone that has been that way, east -- and the erie, pa area knows there are a lot of places to hide. there are a lot of remote areas, a lot of woods, farms, barns, things like that. so until we can get our

investigators up there to confer with the officers, look in the vehicle itself, track back some people that may have seen him along the way today, we won't actually know where he was. >> did he shoot himself in the head? >> i don't know. we don't know that. >> did he die on the scene? >> yes. >> you talked about border control was notified because we didn't know where he could be. how did you narrow it down? >> i can't comment on that. >> if you had narrowed it down, is there a reason he would not want that information out to everyone. >> we put out the information first locally here. we put out the information statewide. and then we came back and we expanded that search. as we got information through leads, our investigators working day and night on this, we

expanded that search area. >> was there any information where he was? >> not that we have right now. >> does he have any ties there. >> not that we know of right now, but again we're taking a slow, cautious approach with this right now. we're making sure that we go back and retrace as much as possible. there may be connections that we don't know about. and if people in that area have maybe seen him and not put two and two together in the last couple days, we're still encouraging them to call that fbi tip line. >> so this was a private citizen that called like 911? >> i don't know, when we get that investigation we will put it out to you guys. i don't, i would not say a higher level of alert, but we had people on the ground in that area on several occasions looking at not only the surrounding area, but that immediate area for the ping. >> did you have a police presence in erie since sunday?

>> not a police presence, but our federal partners were engaged in that area. >> chief, had he done anything to alter his appearance other than shave his head? >> i don't know. it happened less than an hour ago. our investigators are on their way now. we have several of our federal partners already there conversing with the state police in pennsylvania. and as soon as we get all of those details we will push that back out. >> have you spoken with the family? >> we have spoken with all of the families involved. all of the people that are really involve nevada this case. they have been notified and we ask that you guys give them a little space in this because for them it is not over into we ask you give him space. >> are you disappointed it end this way? >> it started with a tragedy and

ended with another person taking their life. loss of life is a loss of life. we would have liked today have brought stephen in peacefully and talk to him to find out why the it happened. there may be other people throughout in similar situations that we can help by finding out why he did what he did. and what kind of drove him to this. we talked about this a little bit a couple days ago. there are people throughout who are in, what we call a dark place, or they think they need help, they need to reach out and call. they can call the division of police and we can forward them to people here. but if you're feeling, you know, not quite right, if there are things going on in your life that you need assistance with, you need to reach out and call somebody. we will get you that help. >> the pennsylvania police -- >> that was just the police chief in cleveland calvin williams wrapping up that part

of the q and a, and the news conference they announced the death just a little over an hour ago in erie, pennsylvania after a brief police chase follow ag citizen's tip that steve step n stephens was in that white car and the suspect had been found in erie, pennsylvania. we heard from the chief agent of the fbi and the major of cleveland. jacob rascon is in cleveland with the latest. jacob, this is an extraordinary series of events that started a little over 24 hours ago with this horrendous brazen murder of a total stranger, a random killing, and a man coming to the end of his ropes. >> and we can now look back at the time line of all of this. it was midday on sunday, easter

sunday, when this murder happened and the video was uploaded. shortly after that police were able to talk to this person and try to get him to turn himself in and of course that failed. on the following day on monday, they were able to, as i said, they had a pink from his phone in erie pennsylvania. they were looking into it, coordinating with law enforcement in that area, but they still expanded the search to pennsylvania and the surrounding states. then last night after not fighting anything in pennsylvania, or elsewhere. they expanded the search nationwide. and of course we have been reporting that. and then they received nearly 400 tips. just now, about an hour ago, a citizen tip led police near erie to a mcdonald's parking lot where his white ford fusion was parked. he was inside, and after a two-mile pursuit he shot and killed himself.

in the middle of all of this, we were talking about facebook now on defense, saying we know we have to do better, this is not the only video where a murder or a suicide or something else that they don't want on their social media has been there. so they're working on that. meanwhile the investigation or the search is closed. steve stephens is dead, and the family was out here. pleading with people to come forward, pleading with people who may know anything about him, talking to the police, it appears the public responded in force. that is a lot tips in the last 24 hours or so and it paid off. all of those press conferences. all of that reaching out to the public seems to have paid off. thank you for continuing to follow this. a major story, and a conclusion

to a horrific murder of a man on easter sunday in broad daylight. now following the congress, president trump slammed democratic congressional candidate john ossoff who is the new national face for the trump resistance. the political stakes are sky gh for both sides, the present trying to dismiss any talk of a referendum just three months into his term, and the democrats are did desperate to prove that enthusiasm translates to results at the polls. joining me now chris jansing.

robert costa is in georgia. mark halgren. robert costa, first to you, what is the feeling you're getting there. this is a tough race for a democrat. even though president trump only one by one point, it is a republican district once held by newt gingrich. >> in 1978 gingrich won the seat and ever since it has been held by republicans. mostly main stream conservative republicans and you have a field of 11 gop candidates splitting the republican vote. democrat johnson ossoff has been able to come up the side and get some support, and you saw a lot of college students and democrats middle aged and older saying this is their shot, this is their shot to be part of the antitrump movement. that means ossoff needs 50% of the vote today.

>> mark hal parpren, we have se the movie before. the polling shows him shy of the amount. >> he is well funded, he may get there, and low dollar donations. so he has a chance to get to 50, if any, he does, it will not be overread, i think to say, it is a referendum to some extent on the president and a warning sign for the republicans that it is unpopular right now. we will have to figure out t keep republicans from being panics. if he doesn't goat 50%, there is a lot of regrouping to see 23 they have a real contest or not. >> a jungle primary where the

top two will face off against each other. we have seen the tweets, the robo calls, and the president cares. beyond what most other democrats, he mentioned a former congressional aide by name. i think born and raised in the district, but not of the district now. >> we heard him repeating what the republicans who are running in this race have said about him that he is not currently living there, he is living with his girlfriend near by. he was born and raised there. the president has sweeted to track how much this means to him, four times in the last day or so, he said that he would be very weak on trim and illegal immigration. and and he wants to make sure they force a runoff with him. they think that will be the key for them if they have a chance in beating him, and they

emphasized and we heard this repeatedly that much of the money that he raise, in fact the majority of it, came from outside. this is very important to democrats as well. so that has been one of the key talking points here at the white house. she someone that. this does matter. the foiks here at the white house, the president is chief among them. >> and the president has a lot of other things on his mind as well. the take that he did with fox and friends along the easter egg roll and speaking about north korea. i want to talk about how this balancing act, mike pence arriving in japan, reassuring them the u.s. has their back. also wanting a peaceful resolution. but they're concerned as they go

into this election. here, first, the president is kind of getting the fame or the identity of the north korea leader, i think concerned with his father who is the person negotiating with the clinton white house. >> i think there will be peace. they have been speaking with this gentleman for a long time. they said we made such a great peace deal and it was a joke. looking at different things over the years with president obama. they have all been out played by this gentleman. >> or by another gentleman known as his father. it is true that in the clinton years in 1994 they did a deal, and the north kraeians violated it, and they cheated on the agreement. >> as much as this is a big story in the united states, if you spend time in south korea or japan, you know is existential.

so all he needs to do is balance the tensions. in this case, the relationship is strong, and there is no doubt that any speaking he does on the issue is maybe a little less severe. because the president who has a steady hand on this stuff is meeting with the leaders and at a time when there is a lot of focus on -- okay, the administration says they will do something different what is it. >> basically it is wait and see what china does, which is what we have done for decades. >> and a ript between the two leaders that from surface appearances is stronger than we have soon in the past. >> robert costa in georgia,

vice president mike pence reassuring japan today that they will work together for a peaceful solution to the north korea crisis while pence repeated his vailed threats about a military response. as he travels throughout the region, they're voicing conflicting conflicting signals. janice mackie is watching all of this in seoul. what is the reaction there, is it reainsurance? >> there was a degree of reinsurance. they found comfort less in what the vice president was saying than what he didn't say. suggesting that north korea

could get the same treatment at syria and average. the idea, but deputy ambassador to the united nations, it will be his behavior and that of the u.s. that could bring. and i don't thinkian is suggesting that the war would be met with all out war and that as far as the regime is concerned they will continue missile testing every week, month, and year. so there is a sense of defooins growing on both sides, but mike pence scaling back a bit today in the message that he brought to tokyo, agreeing with shinzo abe that china needs to play a greater role to bring calm to the situation.

outside of the polling station in sandy springs. talk about dianne feinstein, popular senator in california but with a liberal constituency in san francisco warning a real fight with the white house and she is more effective, she believes, going through the process and working across party lines and getting things done that way. >> i love that line, you're very good at yelling, and it's -- i think she's going to get a lot of handshakes and back slaps from some of her democratic colleagues who wish they could be quite so tart, but because, let's be clear, there was a very energized and somewhat rebellious and frustrated democratic base that doesn't want sort of business as usual, just like republicans don't. they want to see their senators and members of congress really resisting and dng everything else, that's not sort of the normal senatorial behavior. so it's going to be really interesting to see how this

organization does not buy american or hire american, right. it hires foreign workers, buys steel from overseas, makes ties in china, and overseas, so, you know, we should probably start at home on the buy america thing i think. >> we should point out, i don't know the legalism of it, but she has stepped back from running her company but it's her brands, it's her products. >> correct. businesses are in a trust. >> but it's not a blind trust. >> exactly. she is a beneficiary of the trust. >> and she has an annual opt out where she can take action to step back from products that she thinks are a conflict so she's, obviously, in a managerial role where she's getting information. >> absolutely. >> on the management. >> there's no simple way to do it except to sell the business off or put it in a blind trust and somebody else's hands. even then if she still has the business assets in a trust there's a problem here. every other past president has decided that the presidency is worth giving up all these other rewards and giving up a business, and this president hasn't and his family has not. >> and kasie hunt, with all that

on the line, you've got this first test, t democrats want this to be a referendum on what has been a contentious, early start, it's not 100 days yet of the trump presidency, the president now weighing in, robo call and tweets all morning, what are you seeing on the ground there in the georgia sixth? >> i think you can tell that the democratic activist base is really fired up at this opportunity, and it's -- i think both local and national, the ossoff campaign i think has gotten a little far away from the local district. they feel like they've had to emphasize that they do have volunteers who are from around here, a lot of their money has come in from those national activists across the country, but being at this polling place all day long you can tell that there is a level of excitement around jon ossoff that doesn't exist for the republicans. i think the question and in

talking to national republicans who have been watching this closely, for a couple of months now who came in relatively early to try and kind of stave off the flipping of this district over to democrats, their view is at this point that ossoff could potentially get to 50%. you i think what to watch for over the course of the night is low propensity voters. the question is going to be, do they show up in ways that are similar to 2016 and, therefore, not getting picked up in a lot of these public polls and so potentially i think there's a sense that those voters might break for owe sofr in this -- ossoff in this case. waiting to see how that will all shake house and how much that plays into kind of the broader narrative of whether democrats can retake the house in 2018. but you certainly can tell there's a big difference on the ground in georgia. >> kasie hunt, we'll be watching all night, tuesday night, an election night. nick and ruth and casey, it's

chosen to try to seize the moment, right now the opposition labour party is weak. there are concerns the economy will weaken in the days ahead so she appears to have gambled if she acts now and gets a strong mandate from the british public that will strengthen her hand when it comes to negotiating with the rest of europe. >> as we're hearing from france, in fact, there's already signs of russian interference in the french election, we think there will be as well in the german election, probably less so in the uk. the uk also saying today that they have real concerns, there are observers on the ground in turkey, that turkey's referendum may have had a lot of voter fraud, a lot of improper control from the top, from erdogan, the referendum giving him unprecedented powers. this as the state department also expressing their concerns, human rights concerns, and president trump calling erdogan

and congratulating him in complete disregard of the state department's own -- >> well this is -- >> own concerns and also what you're hearing from throughout europe? >> well, this call by donald trump, president trump, has, indeed, caused concern in europe. now, it's important to say this was already a prescheduled call to talk about syria. but he did come out, the president, and essentially congratulated erdogan on his victory. it was a narrow victory. there's a lot of speculation that there was some kind of manipulation, who knows, but certainly that speculation is out there, and what is clear is that the rest of europe has been very cautious about congratulating erdogan. the only other country from the u.s. that came out quickly and congratulated him are people from qatar and . >> thanks from london. and from 10 downing street to
