good morning, everyone. it is friday, april 21st. i'm alex witt alongside richard lui and louis burgdorf joins us in studio as well. new details are emerging about the man say carried out the deadly shooting on police officers in paris as the country remains on high alert, days before its presidential election. the shooter pulled up beside a parked police car last night before opening fire, killing one police officer and wounding two others. officials have not identified the suspect who was shot and killed by police while trying to flee on foot down the famed champs-elysees. the gunman was french and three of his members have been taken into custody for questioning. in the wake of the attack, police have been looking for possible accomplices. isis released a statement

claiming credit for the violence. u.s. law enforcement briefed says he was known to french authorities and was reportedly under investigation, by anti-terrorist officers for having shown an intention to kill police. joining us now from paris, foreign editor for "the daily beast," christopher dickey. a good day to you. in is just the latest attack to hit france in terms of terror. what is the latest in this investigation? what are you hearing from the people of paris this morning? how frightened are they? >> well, don't think people are terrified, but everybody is worried and they've been worried for some time. i mean, the front pages of newspapers yesterday morning were talking about arrest in marseille of two isis operatives and the way terror had come back as an issue in this election campaign so people were already concerned. and to have an incident like this on probably the most famous avenue in the world, obviously, that's disconcerting. i was just talking to people who

run the double-decker buses here. they've got about as many customers as they always do. the trouriourists are still out force. >> we mentioned the elections coming this sunday, the first round of them. what will the impact be on the election sunday? >> well, clearly is the kind of thing that works to the benefit of candidates who have been emphasizing insecurity and the need to crack down on immigration and crack down on muslims in this country, where there are probably 6 million muslims. it's incredibly divisive. and if isis gets its way, it will help marine le pen win this election, which she might well do. she's the most extreme far right candidate running who has any chance of winning. in fact, she has quite a good chance of winning even before this, better now. >> you mentioned the connection to marseille and we had gotten word about the gunman's family

being brought in for questioning. are they one in the same or is there a paris connection? >> no. the paris -- the marseille incident doesn't seem to be directly connected to paris and may not be directly connected to this incident. it's very hard to know especially since nobody has told us who this particular shooter was on the champs-elysees. they identified him as belgium, meaning he came from belgium, but they were saying he's french. who knows. one man captured said he was chechen jihadist. who knows. >> we'll talk again. meantime, officials in grer ger mane arrested the man they say carried out a botch attack on the soccer team's bus, in hopes of manipulating the club's

stock. federal prosecutors announced a 28-year-old german/russian citizen has been charged with attempted murder, inflicting serious bodily harm and carrying out an explosion. they say the man attempted to blow up the team's bus last week with the goal of driving down the price of the club's stock so he could profit. windows on that bus were shattered in the blast, injuring a player and police officers accompanying the team. president trump took on global issues yesterday in his news conference alongside the italian prime minister. when questioned by reporter, the president declined to take a dig at the sanity of north korean dictator jim jong-un. >> you believe the leader of north korea is mentally unstable. is that one of the reasons you're so concerned about these latest developments? is he a man who can be reasoned with? >> as far as north korea's concerned, we are in very good shape. we're building our military rapidly. a lot of things have happened over the last short period of time. i've been here for approximately

91 days. we're doing a lot of work. we're in very good position. we're going to see what happens. i can't ask your -- answer your question on stability. i hope the answer is a positive one not a negative one. >> well, instead president trump pivoted to talk about the work china is doing to resolve the north korean crisis. talking about the incentives he gave them. >> i really have confidence that the president will try very hard. we don't know whether or not they're able to do that, but i have absolute confidence he'll be trying very, very hard. and one of the reasons that we're talking about trade deals and we're talking about all of the different things but we're slowing up a little bit. i actually told him, i said, you'll make a much better deal on trade if you get rid of this menace or do something about the menace of north korea, buzz that's what it is. >> officials tell nbc news that chinese military is on a heightened state of alert as

part of the exercise. they say the exercise is defensive in nature and not focused solely on the region of north korea. president trump also sending a message to iran. two days ago the state department informed them the iranians were compliant to roll back sanctions. then secretary of state text rirl son denounced iran as state terrorism and more. yesterday president trump said iran is not living up to the spirit of the nuclear agreement. >> as far as iran is concerned, i think they are doing a tremendous disservice to an agreement that was signed. it was a terrible agreement. it shouldn't have been signed. it shouldn't have been negotiated the way it was negotiated. i'm all for agreements but that was a bad one, as bad as eye ever seen negotiated. they he are not liare not livin spirit of the agreement, i can

tell you that, and we're analyzing it very, very carefully and we'll have something to say about it in the very near future. iran has not lived up to the spirit of the agreement. >> administration says a comprehensive review of iran policy is under way. president trump is mounting a second push for health care reform as congress is consumed with the deadline to fund the federal government. the money runs out in eight short days on saturday, april 29th, which also marks the end of trump's first 100 days. politico says the white house is pressuring gop leadership to pass a health care reform bill before that date. axios says a hearing on tax reform has been postponed to focus on health care instead. in his news conference yesterday, trump said congress can fund government and pass health care reform at the same time. >> there's a great plan and this will be great health care. it's evolving. there was never a give up. the press sort of reported there was like a give up. there's no give up. we started -- remember, it took

obamacare 17 months. i've really been negotiating this for two months, maybe even less than that. >> this as new jersey congressman, tom macarthur and north carolina's mark meadows of the freedom caucus floated a compromise with an amendment that prohibits denial of coverage due to pre-existing conditions, allows dependents to say on their parents' plan until age 26 and reinstates obamacare essential health benefits yet also allows states to seek waivers from benefits like maternity care, hospitalization. it says bans on people with pre-existing conditions can be waived but only if those states participate in a high-risk insurance pool. a lot of people still out there feeling the bern. bernie sanders continuing with big crowds, 6,000 in omaha, nebraska, last night. over the course of his week he drove home his message of rebuilding the democratic party

saying donald trump didn't win, democrats loss. with him was keith ellison, new deputy chair of the dnc. ellison is turning heads saying while president trump was great at getting himself elected he left the party in need of serious repair. >> look, i'm a great pan of president obama. i'm totally voelgtsted for thin supported, lilly ledbetter fair pay act, wonderful achievements, but barack obama could have been a better party leader. and i think that the fact that he wasn't has put his legacy in jeopardy. i mean, in -- your legacy's not a building he's going to construct in chicago housing his presidential papers. his legacy is the work that he has done, which i believe is tremendous. but given that we do not -- we lost a lot of state house seats, governships, secretary of states, his true legacy is in

which french president hollande calls a terrorist attack. joining us from paris, foreign editor for "the daily beast," chris dickey. first up, what do we know about this gunman? >> well, we may know many things. there are a lot of rumors floating around. marine le pen, the presidential candidate on the far right in a very extreme statement named somebody. the police have not named anybody but she named somebody. and said that he -- he had been arrested before for trying to attack police officers, bit just wasn't kept in jail long enough. whether that's true or not, whether that's just her playing politics, i can't tell you. but that's the kind of thing that's floating around. >> a couple things here. there was a name that was put out. we, of course, at nbc news have not authenticated that but somebody was identified. who did the identifying originally? >> well, there have been leaks out of the interior ministry and police, it seems, that have

started putting out names. but there's also a name that was put out by isis itself, by the so-called islamic state. but that's abu yusuf albajiki, meaning the father of yusuf from belgium. that's the reason there's been a lot of confusion about one of the shooters or the shooter was from belgium. that's why the french keep saying, no, he's french. >> christopher, marine le pen you say has put out a statement. in terms of the election on sunday, does she stand the most to gain by this? her message out there, will people, perhaps, more coalesce behind her as they head to the polls sunday? >> yeah, i think there's a good chance of that. her statement's very clear. calls on the current government of francois hollande to close the borders of france, seal it off and, i think there are a lot of people who would sympathize with that at this very moment, even though it probably would

have not no effect on this attack. she wants everybody who has an s-file, meaning their suspected of involvement with islamist and jihadist movement she wants them deporteded and if they're dual nationals she wants their french citizenship taken away now. that's the kind of measures a populist candidate can exploit successfully and she's doing it. >> this is building on attacks the "charlie hebdo," the b bataclan, does this heighten people's concerns or is this just sort of a norm? >> no, it's not a norm. certainly the kind of attacks we saw in nice last summer at the bataclan in november of 2015 and at "charlie hebdo" and the kosher super markets, those are major attacks by people who to some extent -- not the nice

thing but people to some extent are trained as soldiers as the so-called islamic state or al qaeda. what this fits into is somewhere in between because the guy who did the shooting seemed to know what he was doing with a c kalishnikov and isis called him a soldier of islam. not just a sympathizer, someone inspired by isis. so, that's one thing. but it also fits into a pattern of attacks on police that date back to 2012, where you had three soldiers actually killed by mohammed mara and then last year and this year attacks on police and soldiers here. >> hard to reconcile the beauty of the champs-elysees and the terror of this attack. christopher dick y thank you. the tension remains on the korean peninsula as taking on

the significance of another number north korea test. hallie jackson for us. >> reporter: a military message off the korean coast -- ongoing joint exercises with the u.s. and south korea as the north appears to position itself to conduct a nuclear test with little or no warning. according to multiple u.s. intelligence officials tell nbc news the military is deploying a special sniffer aircraft that can detect evidence of a nuclear explosion along with drones and u-2 spy planes. president trump -- >> as far as north korea's concerned, we are in very good shape. we're doing a lot of work. we're in very good position. we're going to see what happens. >> he basically says, nothing to see here. in fact, the situation remains very tense, very dangerous and we are i long way away from resolving that crisis. >> reporter: to convince north korea to turn down the temperature, the administration's leaning on china. >> some very unusual moves have been made over the last two or three hours.

and i really have confidence that the president will try very hard. >> reporter: the president didn't specify what chinese moves he meant and isn't saying what he would do if north korea does test a nuclear weapon. the first time under his presidency, instead, preserving to preserve the element of surprise. that's been a hall mark of his foreign policy so far. on the iran nuclear deal, another startling break. >> they are not living up to the spirit of the agreement. i can tell you that. >> reporter: but just days ago, his own state department acknowledged iran is holding up its end of the bargain. another step for donald trump toward developing a doctrine of unpredictability. u.s. military officials telling nbc news that the chinese military is on a heightened state of alert as part of a nationwide exercise, stressing the alert is not solely focused on north korea. this morning there are reports that the justice department at the moment is considering an array of possible charges against wikileaks founder julian assange. according to the washington post, the department wants to

pursue charges of espionage for disclosing classified documents leaked by chelsea manning but they say lesser charges are also on the table here. assange is currently living in the ecuadoran embassy in london to avoid extradition to sweden on accusations of rape. miami herald has been reporting on the secret meeting between president trump, and the man who arranged is, marco rubio. it comes before the sitting colombian president visits the white house next month, a part of farc but rubio is not. the white house saying it was nothing but a hello but the president was on twitter thanking him about cordial and frank problems about problems in colombia. they deny there was any peace deal with farc.

university of california berkeley has reversed their decision to cancel upcoming speech by conservative author ann coulter. on wednesday it announced it would cancel her april 27th speech due to safety concerns. violence flared on the campus back in february when right wing writer milo yiannopoulos was invited to speak. wednesday berkeley said if it could have the speech on may 2nd in a different location. both colter and those who invited her rejected the offer.
