continue to build. the u.s. warned kim jong un to stop testing nuclear weapons and that is based on the agreement with the united nations. he's so far refusing to do so and in response the u.s. sent the "uss carl vinson." an aircraft carrier to the region up. today north korea fired back with a new verbal threat. nbc's kelly cobiella is in seoul, south korea, with more on this. give us the breakdown of the breaking news on the detained american. >> reporter: well, thomas, most of this information is coming from the yonhap news agency here in south korea. they're identifying this man only by his last name -- kim. they say he's in his 50's's. that he was in north korea for about a month. working doing some relief for aid work. and that he was arrested on friday at pyongyang international airport as he was trying to leave the country. now, no governments have confirmed this yet. nothing from the state department or officials here in south korea. but the associated press is

reporting that the swedish embassy in pyongyang has confirmed to them that the north koreans had recently detained a korean american. now, if this is confirmed it will mean that the north koreans are now holding three americans. the college student otto warmbier was arrested over a year ago now. he's a year into the 15 year sentence for hard labor. the north koreans accused him of trying to steal a banner as a souvenir. another man, a businessman in his 60s, kim dong chul is also being held. serving a ten year sentenc e north kores accused him of spying. now, on top of all of this, with the "uss carl vinson" on its way to this region, the north koreans issuing a new threat today. threatening to sink an aircraft carrier with a single strike as a show of their military might. we understand the carl vinson is due in the region within days.

>> nbc's kelly cobiella reporting there in seoul, south korea, for us. north korea expected to be a hot topic when president trump speaks with china's president and japan's prime minister in calls this evening. and he sits down with the entire u.n. security council tomorrow. it comes as he nears the first 100 days in office. this is a traditional benchmark and the administration is now trying to down play and this may be why look at this. many adults believe he's off to the rough start. his approval rating is not good. 40%. now the historical perspective, the context it's the lowest job approval rating for a new president at the 100 day marker in the history of the poll but before he reaches that milestone, the president faces a budget battle. they must have a deal done by friday or the government shuts down and a major sticking point is funding the southern border wall.

>> it's a political stunt an obsession for the president that should not shut down the government. >> the president talking about this wall is expressing a sign of weakness. he's saying i can't control our borders. i have to build a wall. >> and then some administration officials appearing to back away from the hard-line stance. >> we have seen progress in regard to getting money for border security within the cr. so i'm pretty confident we'll get something that's satisfactory to the president in regard to border security within -- >> but it may not be the wall itself? >> it will be enough in the negotiation for us to move forward. >> so there we have reince priebus talking about border security within the cr. the cr being the acronym for the continuing resoluti, that would keep the government's lights on beyond friday. nbc's kelly o'donnell has the very latest from the white house. kelly? >> reporter: good afternoon, thomas. budget negotiations happening on

twitter. well, sort of. today president trump who had no public events used the twitter feed to talk about the priorities for him as budget negotiations are under way behind the scenes. there's been a lot of activity here behind the scenes this weekend as members of the trump team are negotiating with those on capitol hill to secure some kind of spending package that can pass before the deadline friday when government funding runs out. for president trump, top priorities include more money for defense, and for border security and that for him also means a border wall on the southern border. now as a candidate of course he always said it would be mexico paying for that wall. the process of governing means the u.s. has to put the money up first. and so here's how he addressed this. eventually, referring to mexico paying for the wall, but at a later date so we can get started. mexico will be paying in some form for the badly needed border wall. he notes democrats are opposed to it on many levels. don't want money for a border call and he also tweeted the

democrats don't want money for budget going to border wall despite the fact it will stop drugs. this is the kind of thing that the president does, using his platform on twitter to sort of outline his argument. behind the scenes there are officials here who say they do not expect a government shutdown. there are ways to some kind of a first step progress on some of the president's goals. is there more money for border security that can be agreed to? without the wall, we'll have to see. the president would have to sign whatever spending package congress can get through. so for all of the talk of 100 days this next week will be focused in a great degree on making certain the government stays open with the spending package that here at the white house they say reflects the president's goals. but is also something that congress and democrats can live with. thomas? >> kelly o'donnell at the white house for us. this next week is a big one as we close out april with the trump administration packing in a lot of ents over the next six days.

knowing that this administration will be judged as they reach the 100 day benchmark. whether they like being judged by that 100 days or not, joining me is msnbc contributor and "new york times" national reporter, and npr reporter jessica taylor. i think you telegraphed -- you both kind of got matching outfits on. i don't know if you can see this. so we're all color coded here. the president's meeting with the u.n. security council symbolic or do you think that this will be substantial? >> well, it depends on what he says and what he does and i would think how he's received. this is the president who really has changed his stance on international affairs and even the role of a lot of these international bodies. he's -- i'm thinking about his comments on nato. i'm thinking about the fact that he didn't -- that was bad to go into syria and really be involved in that and then he goes and orders air strikes. he of course dropped the mother of all bombs so i think there's all the things that has left a lot of our allies and people and

world leaders like north korea really scratching their heads. so it's really all about what president trump wants to say and do. >> and jessica, what do you think of this signal from the president obviously nikki haley has gotten a lot of praise for the hard-line attitude she's taken toward russia during her time as ambassador to the u.n. do you think that the engagement here is going to again be more about what's taking place with our attitude toward russia and syria, the north korean situation? or the myriad of other problems that seem to be popping up within the first three months of this presidential cycle? >> well, i think that you have gotten a lot of conflicting signs on foreign policy coming out of the administration oftentimes you do have ambassador haley saying one thing different from what if administration is saying. she was very -- she's been very forceful on russia. a lot more forceful than the white house has been. and going and -- and then the syria situation as well. so that seems to be the most

pressing of what's going on. then you have the situation that's obviously escalating with north korea so i think that is of concern. of the whole security council. so you know i think what you're lookg for is is there going to be more -- going to be one more coherent, cohesive foreign policy coming out of the trump administration we haven't seen yet? >> when it comes to the budget we have the administration still pushing for the border wall funding. although we saw reince priebus on "meet the press" talking about border security and the fact that they feel that that has definitely shown a substantial heft to deal with any type of illegal immigration and those being deported. but we have seen the president admitting that the u.s. would be paying for that wall and mexico paying later. how much of this is a problem for president trump to overpromise and underdeliver? >> i think it can be a lot of the problems. you have the one camp that's very fiscally conservative and does not want to think about paying for a border wall when they're thinking of money for their districts, when they're thinking of all the things they

haven't been delivered. you any of health care and all the things they want to get done. they don't see the funding for the border wall as something they want to pay for but also the republicans who very much i think that a border wall is not going to stop drug trafficking. i talked to some terrorism experts -- or even border experts that have said that a lot of the mexican cartels are really good at building tunnels. they're good at trafficking drugs under all the fences up already. so there's an idea that building the wall isn't going to be effective when you think of border security. there's two things working against president trump and then the fact that he promised over and over again there was going to be this wall. i think it's going to be a big issue this week. >> also another issue that may come up once again, health care. and what the administration would like to see happen with congress. reince priebus had this to say on "meet the press" today. >> i would like to have a vote this week and i think the leadership knows that we'd like to have a vote this week, but it's not -- on monday we'll still be here working for the

american people. so whether health care repeal and replace comes on friday or saturday or on monday, in the grand scheme of things it's a marath not a sprint. >> speaker ryan just said they ed me ti to do ts. i'm not sure the american people realized they have had so much time to work on this because they had all of the obama years to work on it. and then not come to an agreement when they have control of the senate and the house and the white house. so do they just have too much on their plate to make this happen? >> you know, i was out at some of the town halls in february and that's what i was hearing a lot from voters, they have had seven years to do this. they have everything in place to make this happen. and we saw it collapse you know just a month ago. and, you know, one of the problems with that was is that there was sort of an arbitrary deadline taken on this, they wanted to take the vote on the seventh year anniversary of the pass and place and they wanted

this down in the 100 days and really the most pressing thing is keeping the government funded and keeping it open. so, you know, i think that speaker ryan has telegraphed that as the most important thing to him. i think he'll be the one that we see setting this and the fact that there he's no real bill out there unless they revive the old one which had a lot of problems between the moderate and conservative wings of the republican party. so what would people be voting on? you know, it's a great idea to say they're vote on this, but we have no concrete bill or anything out there of how they would go about this. >> you know, it's kind of a wait and see mode right now. the president can say he's still trying to get his sea legs on all of this. but it's a steep learning curve. we have the benchmark coming up whether he wants it or not. coming up next, the historic presidential election in france. we know the two candidates who will move on in the runoff that happens in two weeks. we take you to paris live next.

so happening right now, french voters have spoken. far right candidate marine le pen will advance to the final runoff election against emanuel m marken. now le pen took to the stage to salvage civilization from the globalization. referencing thursday's terror attacks along the champs elysees. and when have we heard from marcon's camp about when he'll speak out? >> we haven't heard anything

from him but we heard from le pen, who said she accepted victory moving into the second round of the vote. already, the reaction is flowing in. we are seeing protests, violent protests. in fact, the police have been firing tear gas at people who are calling themselves anti-fascist protesters. liberal and conservative members of the political elite here in france, they have already come out just in the moments after this result was announced and called on french voters to gout in the next two weeks and cast their ballots not for le n, but for macron. now, really the victory here goes t the outsiders. now, both emmanuel macron, he's a centrist politician and while he's not an outsider in the traditional sense, he's a former economy minister, he never held elected office. he didn't run with one of the major political parties. he developed his own political stream which he's called en

marche. he was a late entrant into this race last year. he's squaring off against marine le pen. that was the most anticipated outcome of the vote. she's the far right populist. the very stridently anti-eu far right leader who has been called the france's donald trump. now, this is a very divisive election. as americans know very well. a lot of the same topics are going to be up for discussion here. of course, immigration, the rule of islam, multiculturalism, but more than anything else the real debate here is going to be focused around the european union and france's role in that going forward. now, emmanuel macron has been championing the european union and he said that france's place is within the union and the economy will thrive and do better in the european union. but le pen has said that if she becomes president in two weeks she's going to put union membership to the referendum. she's going to try to replicate

attendant yanked a stroller out of the woman's hands nearly hitting the baby. nbc's steve patterson has more. >> reporter: the video is tough to watch. a woman historically crying holding a screaming child at the front of an american airlines plane headed from san francisco to dallas. the mother of twins and this flight attendant allegedly clashed over bringing a baby stroller on board. what is not on the video -- witnesses say the flight attendant ripped the stroller out of her hands, striking the woman and nearly striking the child. leading to the conflict. on board, a passenger interje interjects. >> you almost hurt a baby. >> hey, bud, you do that to me i'll knock you flat. >> come on. >> reporter: sources say the pilot calmed everyone down, but upon in dallas, the flight attendant was suspended. american said quote, what we see on this video does not reflect

was trying to leave the country from pyongyang's airport. this comes as the president gets ready to speak with the japan's prime minister and china's president over the phone. as president trump reaches the 100th day in office, obama is ending his vacation. he will lead a discussion with the students about community organizing and civic engagement. critics say he doesn't plan to criticize his predecessor. here with me is a former communications director for chuck schumer and ed martin, former chair of the missouri republican party. and the author of "the conservative case for trump." gentlemen, good to have you with me. timing is everything. what do you make of how much people should read into president obama's showing up right before the benchmark of

100 days in office for president trump? >> i don't think we should read too much into it. i think the president took a well deserved relaxing vacation and now he's about to get back into the public spotlight, advocating for the things he cares about. i think a lot of folks are expecting he'll come out and perhaps sort of tacitly criticize the current administration. i don't think you'll find him doing that. i think he's actually going to model himself a bit after george w. bush which is sort of not -- sort of not doing anything overtly critical, but i think he'll talk about how do we get the energy moving, how do we get people energized and advocated and working and i think you will see that him do that with his work with eric holder around redistricting and look at the mechanics of energizing the progressive base but not overtly criticizing president trump. >> as mike points out with george w. bush, he really went away to texas. started painting. we did not hear from the former president. i think when he showed up for

jeb in south carolina, people were struck by how much he had aged. we had not seen him in public life. and he came out on the stump for his brother. president obama is not going to be a shrinking violet but do you think he'll remain public, but not active in terms of verbalizing any type of political disdain for a trump presidency? >> well, i think it's interesting, you know, i mean i agree with mike he'll model himself on "w" in this sense. both were surprised -- and in obama's case shocked that his successor was not hillary. and in ws case he thought it would be the republican, mccain. and his legacy every day is being reversed in executive orders, in legislation n the repeal of obamacare, whatever that looks like. so i think obama is in a position where he feels like he has to defend his legacy. and because it's slipping away.

it's profoundly slipping a way twri him. he was ready to celebrate for four or eight years and the bigger question is what he's said when he talked about community organizes. obama never shied away from saying he was an activist. even as a president he used organizing for america, obama more america in a way very different than anyone else had. i don't know how a 50 something guy like him steps away. i think we'll see something very different than "w" in the sense he'll be a public figure. engaged dramatically and going to start leading that party again. i do think we'll see that. >> alsoi, we were showing piures of michelle obama. what do you think -- a lot of people are interested to see if former president but also interested to know about what the former first lady intends to do with her time. >> a lot of us are interested in the former first lady getting out there. i think she's made it pretty clear she doesn't anticipate -- any elected office any time soon. look, i do not think that barack

obama is going to be a wall flower and sort of painting somewhere in texas. i think he's going to be out there. he's going to be aggressive. but let's remember right now republicans are in control of congress, republican in the white house. what the democrats need not the former president being out there, but energizing the next generation of leadership in the democratic party. >> they get to be ivanka's neighbors, they're staying not too far from the white house. as we think of the first 100 days for the president trump, keeping the government open beyond friday, most likely this will happen by continuing resolution. but has the administration come a little too strong for insisting funding for this southern border wall to be included in the spending bill? >> i guess we're talking about obama, my mind was on michelle and barack obama as you were asking that question. so i was thinking about i think it's a great problem for the democrats if elizabeth warren anders bernie sanders are the , people are craving obama, either one of them. just pure politics the president

of the united states knows that the border wall does sell. i'm here in missouri, i'm in sort of middle america. it really sells to say, hey, we need -- not like we're talking about funding something esoteric. build the wall and fund it. i think he knows politics. i think i saw -- i saw jeff sessions this morning on -- on msnbc -- maybe nbc, talking about how they would build that wall, they may not make mexico expend money, but my take it out other ways. the american people want that done. i think there's a little bit of politics going on. ryan will get a deal cut, schumer will cut a deal i think in this one in some way. they'll keep charging ahead. >> you're shaking your head because the president did tweet about the fact we may end up paying for it, but somewhere down the lineexico wil pay for it -- >> right. the president promised that mexico would pay for this wall. no in fact, the taxpayers will pay for this wall. the american public does not

support the wall. >> sure they do. >> the polling shows they do not support the wall. >> the polls are wrong. >> i think the dollars should be directed towards policies that matter. there will be no funding for a wall. and at the end of the day he's going to back track -- >> should the democrats go for a shut down? >> i think at the end of the day the administration is not go -- this is all bombast and rhetoric. donald trump -- >> i mean, look -- >> the republicans in congress know there's no wall. this is a great talking point that agitates a very fringe element of the base. >> well, i think mike's quoting polls the polls said that hillary clinton would win missouri and the whole shooting match. i don't put much stock in the stocks, the place out here in mississippi, michigan, pennsylvania, working people say okay, finally someone who is going to get serious, put a guy like sessions in charge. that's winning politic, guys. we may disagree on the policy, but the politics is winning. and trump is making the momentum go his way on that.

>> but for -- >> i don't think the polls would indicate that. >> the polls are wrong. >> but the americans you're talking about in missouri and wisconsin and in other red bellwether states do they want to pay for it? that's what it will boil down to. the fact that it will come out of their pockets and with the potential -- the overpromise of mexico will pay for it some day. are they that into it -- >> yeah. of course. yeah, sure. no problem. we'll pay for the wall. building the wall now and making mexico pay by keeping their illegal criminals and everybody else in their country, americans want safety. they want the wall. like trade. we want the -- we want china and all the other places to play fair. and if it means that some of the costs of goods go up at walmart, i think american people will say that's fine. because we'd rather have jobs. by the way, mike, that's a position that some of the democrats in the old days would join us on. so this is why trump is transforming the politics even z -- by the way every day he's doing the policy changes in office. people don't realize. judges appointed. the fcc, executive orders.

it can stop a high velocity round in theory. >> what kind of reaction are you getting? >> we have gotten a good reaction. inciting debate and raising the conversation up again which was the intent of this. >> when we think of the intent and the different policies that have taken place, in working to get conversations moving, where do you see change potentially swaying in terms of policy for campuses tt have made alterations touggest that kids can carry concealed weapons? >> one of the things that we're hoping to do, the reason we launched it when we launched it is during a time when students and parents are deciding where to go to college in the fall. if they ultimately wade into the decisions the fact that there's going to be guns on campus and don't choose universities in those states that have campus carry laws it will ultimately cause the states and the schools to think twice about having campus -- >> we are showing concealed gun permitted by state right here. kind of making a broad sweeping

connection to what we have seen happen over at fox news. advertisers pulling out of the "o'reilly factor" forced fox to make a switch. you think by drawing this type of attention to students, to their parents and where these laws are enacted is kind of like that. where do they want to spend their money to invest in the education? >> exactly. that's the intent is to use the power of where they go to school as their vote, as to what they feel about campus carry laws. >> other satirical type of campaigns that you have done before that we have heard of, that have worked? >> yes. yes. couple of years ago i did something called the gun shop which was a gun store in new york city. we did it to draw attention to the wisdom of buying a gun to protect yourself for first time gun buyers. >> all right. thank you very much, ari. very interesting. i think parents will be paying attention to it and kids as well. the issue that is facing folks about gun control, joining me is

anti-campus carry student activist at the university of texas, jessica gin and trevor burress with the cato institute. the law in texas, the state allows weapons on a public university campus as long as they're not visible, is over 21, meets federal qualifications. has also received training but here we have what ari has done with campaign they started out. this is the texas you know satirical hoodie that's supposed to be body armor. what would it take for you to back campus carry laws? >> is this -- hello? >> that's for you. >> for me, sorry. you know, when you say that they have to meet the federal training requirements that's kind of an overexaggeration. because in texas, you only need four hours of training and no continued training and in kansas you won't need any training at all. and in texas right now they're trying to remove training

requirements entirely. if you're talking about as a measure of safety i don't think that being untrained is going to make any campus any safer. >> trevor, as we look at the pew research analysis tracking gun rights and gun control, it shows the americans evenly split on this. gun rights at 52%. how do you think the gun rights are so popular despite recent school shootings or is it because of recent school shootings and the type of the nra the only thing to stop a bad guy with a gun is a good guy with the gun? >> i think the gun rights have a deep tradition in america but i wanted to point out that this is not a question about whorntdz these campuses are allowing concealed carry on campus, but about where people can carry into the restaurant, not a federal courthouse, any reason that a campus is particularly unique.

i sympathize who think that guns taint the environment. i'm okay with students deciding not to go to schools that they have guns. i don't think people should be worried because the concealed carry owners are more law abiding. they're 79% more law siding than the average texan. someone who would go through the process of the ten point fingerprinting check, have to do a class, that makes more sense that they'd be more law-abiding. we're talking about the permit holders who have been double-checked but if they want to go to a different campus i'm okay with that. >> jessica, right now we have two pro campus carrying legislators. and you have to complete that gun safety class that doesn't have continuing education, are

you doing anything actively to fight those changes and fight that legislation? >> we think there are lots of finger pointing about whose fears are more valid. is more valid to feel afraid of going to class without a to fee afraid to go to class without a gun or more valid to say if we buy into the gun culture it makes our entire community unsafe. i think what our organization is trying to do is help people just laugh at themselves a little bit and until we can deescalate finger-pointing, how do we have conversation about what community safety really means. there is really very little evidence that makes campuses safer. i would site an institute study from just last year or a few years ago whe they only found 14 instances after college student defending themselves with a gun over an eight-year period. one, they shot a dog. other one was road rage incident

where he tried to defend himself with a guy with a baseball bat. so it makes campuses safer or that you actually even need a gun to survive class. there is ample evidence that campus carry does create detrimental to campus community and academic environments. at ut austin we've had so many professors, quit, or withdraw application to teach at the school. >> for a lot of american college kids, there is a lot more attention that needs paid for more of surviving school than more of having a conceal carry per hit or knowing that another student may. thank you very much. we're back in a moment, right after this. >> thank you. my sweetheart's gone sayonara.
