throwing their support behind macron. both conceded defeat yesterday are condemning macron condemning le pen. joining us now from london, tammy lightner. good morning to you. what's been the reaction to all of this? these two worthy expected front runners and they won. they did it. >> reporter: that's right, alex. good morning. you know, i can tell you the french people are tired of business as usual. which is evident by the two candidates moving on in this election. neither candidate represents a mainstream party. and that says something about the french voters. and with this heightened tension, we've already seen clashes between protesters and police. thousands of security officers patrolled french polling stations following thursday's terror attack in paris. and likely there will be a heavy police presence moving forward in the final round of the french

presidential election which will be held may 7th. now, this will be a showdown between far right populist marine le pen. and manuel macron. french politicians on both the left and right are already urging voters to block le pen's path to power. macron is considered a novice. he had a grassroots campaign and had no support from a major political party. if elected, what does this mean for france? well, he has an optimistic vision for a tolerant france and a united europe. one with open borders. le pen on the other and has a different vision. she wants closed borders, less immigration, and tougher security. you know, this election really is changing the country's political landscape in a way that's never happened. and moving forward, one big question that's on everybody's

mind, what will france's participation be in the european union. back to you. >> that is the question. thank you for that. all right. back in the u.s., as he nears the first 100 days milestone, president trump's approval ratings are near record lows. in a new "wall street journal" poll, 40% approve. 54% disapprove of his performance so far. that is a negative 14-point rating. it is the worst for a president at this point in the 25-year history of the poll. 42% is still the lowest recorded number at this stage of a presidency that dates back to eisenhower. the president has positive 85 point net approval rating among his own voters. and 69 point rating among republicans. he is a negative 23 points with independents. when trump voters were asked by

"the washington post" poll about the decision to back him, only 2% regret their support. 96% say it was the right thing to do. and when asked who is out of touch with the concerns of most people, the 67% say the democratic party. that's higher than the 62% who say republicans. 58% label donald trump as out of touch. president trump commented on the new polling on twitter sunday afternoon saying, new polls out today are very good considering that much of the media is fake and almost always negative. he continued he would still beat hillary in popular vote even though he lost it by 3 million in november. he voted it was wrong big on election and said i'll stand by their vote on me and 53% said strong leader. funding for the government ends out at the end of this week requiring them to act to avert shutdown. there's hope it can be done before trump's 100 days rally

saturday night in harrisburg, pennsylvania. white house chief of staff reince priebus saying we want to get to a place this week where border security money is being directed to the department of homeland security for surveillance on the structure. asked friday whether he would sign a bill that did not include funding for the wall, he said, quote, i don't know yet. my base definitely want this border wall. the thing they want more than anything is is the wall. but he won't get support from congressional democrats with chuck schumer urging the president to stay out of their discussions with congressional republicans. >> i'm very hopeful we can get a budget done by friday. we've asked the president not to interfere. if he doesn't interfere, we can get this done. if he demands things poison pills like the wall which not only democrats but republicans oppose. every republican on the border.

texas, arizona, new mexico oppose it. we could get this done. we ask him to let us do our work, not throw in some last-minute poison pills that could undo it. >> the democrats do not support the wall. and i think that the republicans on the border states do not support the wall. the republicans had the votes in the house and the senate and the white house to keep government open. the burden to keep it open is on the republicans. the wall is, in my view, immoral, expensive, unwise. and when the president says i promised a wall during my campaign, i don't think he said he was going to pass a billions of dollars of cost of the wall onto the taxpayer. >> well, late sunday morning the president clarified his position on funding the wall. quote, eventually but at a later date so we can get started early, mexico will be paying in some form for the badly needed border wall. the trump administration is also making a renewed health care push. white house officials have

suggested there could be a vote by wednesday. mick mulvaney said yesterday the administration sees no structural reason why the house could not vote on this issue this week. >> there is bill language. in fact, we know, i believe, senate budget committee delivered some language to the house last night in detail. keep in mind, these are all tweaks to the bill that was taken up four weeks ago which does exist in bill form. if we could have an agreement by the end of the day today to keep the government open. and if the house could get its ducks in a row this week, they could do that on health care as well. >> health care, do you have to have a vote this week? or are you comfortable if speaker ryan says i need the votes. >> i would like to have a vote this week. but it's not -- you know, on monday we're still going to be here working for the american people. so whether health care repeal and replace comes on friday or saturday or on monday in the grand scheme of things, it's a marathon, not a sprint.

political accomplishment. independent candidate emmanuel macron has advanced after securing roughly 24% of the vote. if he's victorious could become france's youngest president. faces marine la pen. sit the first time in six decades neither of the left wing or right wing party has had a candidate in the second round. joining us from paris, matt bradley. i'm curious what's next for the two candidates. just under two weeks to get this done. i imagine a debate in that future, right. this is going to be a major major battle coming up over the next two weeks. about a little less than two weeks now you're going to see the final round of this vote. already the media here using language like tsunami, earthqua earthquake, and sounds like an exaggeration, but really it's not.

as you just mentioned the major parties the ones that have been fixtures in french politics since the second world war. they've been pushed to the side. over these next two weeks, both of these new contenders are going to be in the ring. fighting against each other for the nearly 50% of the voters. slightly more than 50% of the vote that didn't go to them. they're going to be picking up the pieces from those establishment parties that are now going to be wondering what happened. the conservatives and the liberals have both been pushed aside. not exactly clear that everybody is going to go in exactly the way the polls are predicts. while it's true marine le pen is far right populist candid. also stands for essentially stripping down and dismantling the european union and political establishment. the far left candidate who got votes. some votes might actually be going to marine le pen.

the justice department's latest threat did not sit well with the mayor of that list. letter went out to nine cities friday warning they would lose federal grant money if they did not approve or cooperate with federal immigration officials. press release signaled out several cities including new york saying it continues to see gang murder after gang murder and victim of consequence of the city's soft on crime stance. here's new york mayor bill de blasio's response. >> we did not become the safest big city in america by being, quote, unquote, soft on crime. i've never met a member of the nypd that st on crime. this police commissioner is not soft on crime. this is an insult. i would say to president trump and to attorney general
