good morning. it's wednesday, may 3. after congress struck a bipartisan deal to fund the government through september, president trump got defensive yesterday explaining his reasoning for compromise and threatening a standoff when the money runs out in the fall. he tweeted the reason for the plan negotiated is that we need 60 votes in the senate which are not there, we either elect more republican senators in 2018 or change the rules now to 51. our country needs a good shutdown in september to fix the mess. now, the source of the president's agitation was spelled out later by budget director mick mulvaney in an impromptu press briefing. >> i think the president is frustrated with the fact that he negotiated in good faith with the democrats and they went out to-to-try to spike the football and make him look bad. i think it's a terrible posture to take. if we're trying to prove to

the struggle in the u.s. >> is it looks like president trump is working to repair what he had hoped to be a warmer relationship with vladimir putin. he spoke with putin yesterday by phone, the first conversation since the u.s. launched an air strike against the syrian military last month. according to a read out of the call, they agreed that both sides must do all they can to end the violence in syria, but that failed to mention that president trump and mr. putin also discussed the possibility of meeting in person at the g-20 summit in germany later in july. a spokesperson for the national security council later confirmed that discussion but said nothing has been solidified. north korea's state run news agency has confirmed reports from last month that the country has detained a third american citizen for, devote, hostile acts. the announcement comes after a north korean tv anchor accused the u.s. of driving the sensitive situation to a point close to nuclear war.

while a north korea state newspaper warns south korea will be submerged in a sea of fire, japan will be reduced to ashes and the u.s. will collapse. the remarks come after the u.s. air force conducted bilateral training missions with south korea and japan earlier this week. back at home in just the past few days, president trump has both praised the north korean dictator calling him a, quote, smart cookie and it would be an honor to meet him while also saying he's a big threat to the world. joining us here onset is director of the global strategy project. mark, great to have you with us. so do you think that one day when we look back at these first 100 dies of president trump, how would his foreign policy doctrine be described? >> first of all, there won't be a trump doctrine anytime soon. it will take time to develop over a four year period. but what i think you can say is many of the questions, a lot of the skepticism at the beginning, by the end of the 100 days, there was a sense of a level of

welcome back. a manhunt is under way in chicago after two on-duty police officers were shot last night in the south on side. the officers were conducting a followup investigation into a previous incident and were sitting in their car when two other vehicles pulled up and opened fire. the officers returned fire although it is unclear if they hit anyone. one of the officers was shot in the back, the other in an arm and hip. both are in serious but stable condition. police say they are talking to multiple people of interest and have covered multiple -- recovered i should say multiple weapons that splay bemay have b involved in that shooting. a police officer who fired a 15-year-old has been fired. the police chief says that the officer identified as roy oliver violated several departmental policies when he shot a rifle into a moving vehicle full of teenagers, killing jordan edwards who was seated in the front passenger seat. police officials initially stated that the car was driving,

quote, aggressively toward the officer prompting the officer to fire. but after reviewing body camera footage, the chief said he misspoke and that the video showed that the vehicle was actually driving away from the officers. let's get a check on your weather now with bill karins. and bill, some bad weather for the middle part of the country. >> once again, it's not going to be as horrible as this past weekend, but we will have light threatening weather today and into tomorrow morning. we're still dialing with these rivers that are still rising in some areas. meramec river set a record high in areas of missouri, this is just to the southeast of st. louis. that is a bridge. and you can see this water is still very high, still at record level ts levels. and a new storm is coming in about that will dump another 2 to 4 inches on the same area. so just very cruel to these people, trying to wait for the rivers to go dund n down and no will go back up. the storms exploded overnight in kansas and oklahoma. flash flooding is under way.

tulsa, strong storms to your north and this is heading into missouri all day today. we have a flash flood watch in almost all southern missouri through st. louis, southern illinois and now spread all the way through indiana and even a sliver of ohio and southern michigan. some areas could get as much as 5 inches additional rainfall. and late today, thunderstorms roll through missouri and mississippi, so much more coming off the gulf that we have more people under a flash flood watch. in total, 16 million people. here is the rafinfall predictions. up to 4 inches of rain st. louis. and the other area is between houston and new orleans. and then on top of all of this, we have life threatening weather with severe storms in the same region from houston to new orleans, many ina few tornadoes later today. so yeah, east coast is great, west coast is great, the middle of the country though a lot of issues and hopefully we won't lose any lives today like we did over the weekend. >> and that footage was incredible when you see how high
