good morning, everyone, it is friday, may 5th, i'm alex witt along with ayman mohyeldin. seven years in the making, this morning the first credible push to overhaul obamacare is on its way to the senate. nbc white house correspondent kristen welker reports. >> reporter: president trump taking a victory lap. >> this is a repeal and a replace of obamacare, make no mistake about it. >> reporter: it's only a first step, but mr. trump turned it into a made-for-tv celebration flanked by republicans in the rose garden. >> how am i doing? am i doing okay? hey, i'm president. can you believe it, right? i don't know. i thought you needed a little more time, they always told me. more time, but we didn't. >> reporter: the event came after a dramatic vote in the house that went down to the wire. >> the ayes are 217, the nays

are 215. >> reporter: democrats lashing out, warning people could lose coverage. >> i guess their desire to give a tax break for the rich just trumped everything. >> reporter: on the house floor, some even singing and waving good-bye to house republicans, saying they'll now be voted out of office for supporting the bill. outside the white house, chants of "shame." what does the bill do? republicans say it will lower the price you pay for health care. two popular obamacare provisions remain, children can stay on their parents' plan until age 26 and caps on lifetime coverage are still prohibited. what's changing? it scraps the individual mandate meaning you're no longer required to have health insurance. it changes the way people with pre-existing conditions are covered.

$8 billion in federal funds will help them pay for their increased costs. the controversial medicaid expansion will be frozen immediately. instead, each state will get a fixed amount of money each year to help pay for lower income americans. >> under this plan, the winners are younger, healthier and higher income people. the losers are those who are lower income, have pre-existing conditions and older americans. >> reporter: the gop has vowed to overhaul obamacare for seven years and their first shot at it failed spectacularly in march. >> we did not have quite the votes to replace this law. >> reporter: since then republican lawmakers have faced fierce backlash from constituents back home. the president one step closer on the pledge that intept him into office. you break it, you own it. if they take apart obamacare, they own it. anyone that lose their health care as a result of this, will

speed. lindsey graham tweeted, a bill finalized yesterday has not been scored, amendments have not been allow allowed. those in the caucus say they will begin writing a bill of their own. >> generally the senate has waited to see what the house thought was doable and found to be doable. but at the end of the day, i think there will be a senate bill and then those two bills at some point will have to come together and we'll get started on that senate bill immediately. >> i think the house freedom caucus made it a lot less bad, one of the nicest things i can think to say. the insurance company gets to socialize their losses and privatize their gains. so, those are things i still don't like about the product but i'm hopeful we can make it better in the senate. >> the senate will write its own bill. that's the way it works, right? they'll pass theirs, we'll pass ours and we'll go to conference. i don't think the house bill necessarily predicts what is in

the senate bill. and we have only 52 senators. there has to be consensus. >> we promised the american people, and i promised the people of arizona, we would repeal and replace obamacare. >> do you like the house bill? >> i frankly, haven't paid that much attention. really, there's no reason for me to because we will take it up here. >> joining us from washington, capitol hill reporter for "the hill," molly hooper. good to have you with us. is there any timeline for the senate to get to work on health care? how does this impact the other agenda items on capitol hill and for president trump. >> it's interesting because i don't think a lot of senate republicans thought the house would actually pass this bill. eeb a lot of republicans in the gop conference were 50-50 as to whether it would happen. moving forward, the senate really does now have to take action because the house has acted. that doesn't necessarily mean they're ready to take actions on this bill.

the reason that's important is because the house and the senate want to pass this measure using reconciliation which would only require 51 votes. that means there's very specific rules you can -- under which you can bring this measure up on the senate floor. they have to be consistent with, again, certain guidelines, dh is one of the reasons the house had a tough time passing their bill. that said, it's unclear what the timeline is. yesterday i ran into reince priebus walking out of the gop cloakroom. i this, are you getting to work with the senate? he just kind of took a breath and said, tomorrow. but it was -- i mean, it was a big deal for the house to pass this yesterday, for house republicans. it builds momentum going forward on their future items like tax reform. >> before we even get to the senate, let's check out the political fallout in the house and listen to democratic leader nancy pelosi who said this -- >> the public will now see what they gave their name to. they put their name next to your

paying more for less. and will make sure the public is aware of that. i think they walk the plank. they were -- you don't know -- duped into walking the plank for a bill that will not become law. the trickle-down crowd is now having a beer party in the rose garden. >> what are the democrats go in terms of plan of action to stop this, to try to keep this repeal from happening, or are they just going to focus now on the midterms next year? >> they're focussing on the midterms next year. the senate democrats can do more in the upper chamber. the house democrats are politically, they're sort of elated because, keep in mind what happened when house democrats passed a bill in president obama's first term. it wasn't the health care bill initially. it was the climate change carbon tax bill, the one the senate never took up. that was actually really what prompted that summer in 2009, in

2009 of the town hall meetings and democrats were hurt by it. they'll go after districts in which trump -- in which hillary clinton won represented by republican members and they already started launching digital ads tying those members to the house vote. >> certainly the tea party in 2010. right you are. thank you for that. after the day's big win, president trump met with australian's prime minister turnbull, celebrating the 75th battle at coral sea. the president made a comment about australia's health care and it it got quite the reaction from bernie sanders later. >> maybe even better. it's a very goods bill. premiums will come down substantially. the deductibles are going to come down. it's going to be fantastic health care. right now obamacare is failing. we have a failing health care. i shouldn't say this, to our great gentleman, my friend from

there's a shield of heavy rain extending from washington, d.c. into the baltimore area through pittsburgh, cleveland, buffalo, a stead y soaking rain that will eventually move into philadelphia today. a lot of travel delays. the dangerous storms are more in north carolina. by 5:00 p.m., notice the heavy rain is out of new york city. you're done pretty early in the day. probably by noon hour in washington, d.c. heaviest rains in philadelphia during the early morning to about early afternoon. same for new york city. the steader rain through northern new england and showery through nashville and cleveland. by saturday morning, all the heavy rain is gob except for cape cod. still dealing with showery type weather. this will linger through the ohio valley and northeast. rainfall totals could be as high as 1 to 2 inches causing localized flooding in poor drainage areas. there's great weather this

a post-victory rally in the rose garden yesterday even before this becomes law? we're still far away from this becoming the law of the land. >> that's true but it was a big victory yesterday for donald trump. and, you know, we could say the republican party and the house, but really for donald trump because he proved that he's almost a better whip than folks in leadership on the house side. the whole idea that he did have a phone booth basically set up in the gop cloakroom on hand yesterday. we had hhs secretary tom -- tom price and the chief of staff, reince priebus, they were both in the cloakroom watching this unfold. donald trump called members all the time. he didn't wait around. he didn't care what rank they were. he went to the rank and file and he listened to them. that's different than what's been happening in the past with the republican leadership. so, really, in the eyes of the conference, i think that he has built a lot of trust. moving forward with tax reform, that's going to be huge. you know, earlier i said reince

had told me that he was going to be working with the senate, you know, tomorrow, but actually that was an aide with him. he was kind of laughing, but he basically said, we're getting back to work. that's what they're doing. hands-on work with the senate and with the house republicans. but in particular, house republicans. this is a big day. this was a big day for donald trump, especially in the eyes of those members. >> yeah. as you know, the president had a lot to say, including this about paul ryan yesterday. take a listen. >> i want to thank paul ryan. he has worked so hard. [ applause ] i was joking, i said, paul, for the last week i've been hearing, paul ryan doesn't have it. it's not working with paul ryan. he's going to get rid of paul ryan. then today i heard paul ryan is a genius. >> i'll take whatever. >> so, i just want to introduce somebody to say a few words who really has been, i think,

treated very unfairly, but it no longer matters because we won and we'll finish it off and we're going to go onto a lot of other things. we're going to have a tremendous four years and maybe even more importantly we're going to have a tremendous eight years. >> so, give me a sense, molly, of their relationship going forward. how is this going to play into that? >> i mean, it's kind of like the relationship has -- as it has been. it's gone through so many different rocky periods. it just keeps getting better and better. it seems, until the next fight that goes on. again, remember, paul ryan and reince priebus are very close. they've known each other for years. paul ryan was giddy when reince priebus was voted to be head of rnc and asked him to speak to members and big hugs and very excited. so when we're talking about paul ryan, we're also talking about reince priebus to an extent

because they are so connected. this is a victory for them. i think going forward president trump and paul ryan will continue to builds that relationship. keep in mind, paul ryan really is a policy guy. he loves policy. he doesn't like compromising on the policy, necessarily, because he knows every detail about everything. that said, the fact he can sort of step away and let other people deal with the policy matters and let trump do some of the whipping and get involved in the way he needed to be involved was huge. i think that's going to be a lesson they -- they use going forward. >> i was going to ask you about the bud light, like, really, bud light? i guess i don't have time to do that. molly hooper, thank you for that. meanwhile, hillary clinton appears poised to jump back into the political fray. the former democratic state and presidential nominee is forming a new political group dedicated to funding grassroots activists and those opposed to donald trump's agenda. it's expected to be named onward
