say. >> just so you understand, i never mentioned the word or the name "israel." never mentioned it in our conversation. so you had another story run. never mentioned it. >> while the president looks for a reset overseas, breaking news on capitol hill. general michael flynn to plead the 5th and deny a second subpoena. we have reporters and analysts. joining me live is kelly o'donnell from jerusalem and bill neely. bill, let's start with you. this is a pretty historic moment for the president to make jerusalem one of the first places he goes to on his foreign trip. in your estimation, having covered this city and state for

as long as you have, how did it go? >> well, i think it's gone pretty well so far. there's certainly a very warm welcome here. he's got very ambitious plans, of course, for that ultimate deal. but everything has been highly scripted until, katy, that moment. no one knows why he decided to do that, but if everything is all right, why did he feel it necessary to make that comment, and why did benjamin netanyahu, the prime minister, feel it necessary to back him up if, indeed, everything is fine with israeli intelligence relationship with the united states? if you listen to his remarks closely, katy, he really wanted to say that. he said four times "just so you understand, i never mentioned -- i never mentioned the word or the name israel during that

conversation." nobody claims that he didn't mention the word israel, yet they were all saying i did. then netanyahu chimed in and said intelligence cooperation is terrific. it must be they don't protest too much, because' been talking to two people today with intimate knowledge of israeli intelligence, and they say things are far from good. one former chief from the israeli intelligence service said israeli intelligence officials were so furious about this leak that they shouted -- in a meeting they actually shouted with their american intelligence colleagues, another man with intimate knowledge of israeli intelligence said that it is affecting what is happening today, that israeli intelligence officers are reluctant, they are hesitating every day to send secret intelligence to the united states. this has rarely, if ever, happened before. that 100% trust between these

two nations has been broken for now. this is a serious issue. >> as we're watching video of the president's first foreign trip to israel, and the stops he's made throughout the day, kel kelly o'donnell, you've been on the road with the president now. this moment where he says "i didn't mention israel." h.r. mcmaster talk to go reporters said the president didn't know the source of the information, so he didn't know it was israel. is the white house reacting this late hour to this latest headlin headline? >> reporter: we have not heard directly from any senior advisers to game out how the president handled that, but i think one of the reasons it sort of popped out is there is no plan for the president to take questions while he is on this trip, and this is a nagging question, and benjamin netanyahu is very sensitive about american media and the lingering questions as well as his own domestic media. he knows that question needs to

be resolved. the doubt is hanging in the air. the comments that bill just talked about from the israeli intelligence community are serious. and so they took the chance to respond either to the din of reporters asking questions at a non-press conference situation and responding. we couldn't discern a specific question, but the typical thing, you know, katy, we've all been in these positions if there is no plan for questions, if there is a pertinent question, we try to ask it. then they each chose to respond. then later it seemed president trump was very closely sticking to his prepared remarks even for topics that seemed quite familiar to him in terms of the relationship between the u.s. and israel, sort of a not wanting to commit any sort of an error, an unforced error. so i think this question had to be asked or answered in one form or another, and they preempted it, certainly benjamin netanyahu, the host here taking the offense, if you will, and trying to reduce questions and

concerns about a rift if there is one between u.s. and israeli intelligence. i think it was bound to persist until it was dealt with, and then the president responding in a way that was not a direct response to the situation. no one ever said he said israel. it was only after the fact that we learned that the israeli intelligence product was what the president was referencing with russia. no one said he claimed that it was israel. we don't even believe he used the word israel, so he was speaking truthfully in that as best we know, but he was responding to something that isn't exactly the issue, and that makes it even more curious and interesting. >> arguably, just a not so wonderful headline for the white house while they are there in israel. bill, there is a couple other topics that will no doubt be discussed. number one is the iran deal. donald trump campaigned on ripping it up. he's done nothing to really back away from it as of now, even though he's had some pretty tough talk for iran the past

couple of days. secondly, there is also moving the embassy to jerusalem. donald trump said that he would do that during the caaign but he's backed away from that also. could that cause any sort of diplomatic hiccup between the two men going forward, between benjamin netanyahu and president trump? >> reporter: i don't really think so, katy. i think that's a case of removing any potential political poison from this visit all along. for example, during president trump's walk to the western wall today, there were thoughts initially that benjamin netanyahu would accompany him. u.s. officials, i think, wanted to take the political aspect of that away so donald trump went on his own and touched the western wall. and i think the same thing goes for this highly contentious issue of jerusalem. you know, this is one of the most contentious issues in any

future peace deal, whether jerusalem should be the capitol of a palestinian state as well as the capitol of israel. and i think any possibility that he would revisit the issue of moving the u.s. embassy to jerusalem is simply -- i think it was simply judged an unnecessary irritant at a time when the president is actually trying to bring the two sides, israelis and palestinians, together for those vital talks to reach what he calls the ultimate deal. >> bill neely and nbc's kelly o'donnell, both in jerusalem. thanks, you guys. this is a former assistant secretary of state for east asian pacifica fairs and diplomacy. ambassador, thank you for joining us. let's react to that meeting donald trump just had with benjamin netanyahu. obviously it was quite warm. the two men have a relationship that have gone back years. he came to the prime minister's

residence, signed the guest book. was presented with a 150-year-old bible as a gift and then they held that press conference. they want to project this image of a very close relationship between the united states and israel. but we have to talk about the headline, which is that donald trump today essentially confirmed that he did discuss intelligence with the russians in the oval office by saying he never mentioned israel. how problematic is that? is that problematic? what sort of tensions could there exist that we're just not seeing? >> i think there are probably a lot of problems within the intelligence services, especially, the israelis saying maybe their sources and methods have in effect been burned. but it was pretty clear that prime minister netanyahu wants him to get beyond this and maybe just start this notion that somehow this is a president who is coming to the region to see what he can do about creating

peace. i think that's a really tall order. certainly it was very interesting to hear his comments in saudi arabia where he had included hamas, who was one of the palestinian groups as a terrorist group. it's a fact, but he didn't need to say that again. you sort of wonder, does he have something in mind? is he going to be able to do something with this process or not? but certainly that little intelligence snafu, it was kind of odd to see him go off script and kind of have the headlines stolen away. >> what do you make of the trip so far? the first stop in saudi arabia, the second in israel. how would you grade it? >> human rights often is in second place compared to a $100 billion arms deal, but you certainly got the impression that human rights may be in last place with this administration, so that's one thing. the second thing is he seemed -- the vociferousness of attacks on

iran, especially as iran just completed a very heartily fought election, and he's talking about iran in a place that, frankly, doesn't have elections and doesn't have a parliament. so it's kind of an odd place to attack iran. and then he seemed to wade rather gleefully into the whole issue of shia enmity in the u.n. one would expect him to be a little more careful handling these issues. this is ain't planot a place wh take warm-up shots. you might work on that somewhere else. he's going into the crucial issues he may definitely face in the coming four years, and hard to say if he thinks they're easier than they are or he thinks he has some solution to them, but really, it's hard to see where we go from here. >> ambassador, what do you make of his chances in actually

brokering a peace deal between the palestinians and israel? >> well, you know, i've been in enough of these peace deals, and i hate to hear people bet against me on these things, so i'm not going to bet against it except to say these are very tough issues. usually you would want underlings to go there before, kind of scope out how tough the issues are, and of course, what is the hallmark of the trump administration is that they don't seem to have a staff, and they don't seem to have the people to do this sort of stuff, so we're -- >> there was a report, though, of benjamin netanyahu having to pressure some of his more conservative members of his party to at least present donald trump with ways in which they can, you know, move a little bit more towards finding a way to strike a deal with the palestinians, easing away with some security. what do you make of that? >> i think it's very much in keeping with the fact that for

many americans, netanyahu represents some extreme hard line, but actually within israel, he's more of a moderate voice on these issues. so it didn't surprise me at all, and frankly it's a good sign that netanyahu wants to work on this issue. the issue, of course, will be what do the palestinians think? >> and the president is meeting with the palestinian president, president,president, alamud abas. he once said he would pledge immunity. now michael flynn plans to pledge the 5th. anyone can dream. making it a reality is the hard part. northrop grumman command and control systems

the president and his team may want all the focus to be on his foreign trip this week, but the russia investigation headlines are stealing some of the spotlight. the latest, the president's former national security adviser mike flynn is planning to invoke the 5th amendment in response to the subpoena from the senate intelligence committee. according to the associated press, flynn's letter to the committee cites escalating public frenzy in refusing to turn over the records. joining me now with the latest, capitol hill correspondent kasie hunt who we've missed desperately these fast few weeks. nice to see your face. twitter will be happy to see it as well. >> thank you, katy. i've missed so much.

>> not at all, it's been very quiet. mike flynn said he would pledge immunity but that's not going to happen. tell me how that's going. >> they sent for documents related to this investigation, it was not a subpoena to have flynn come and testify himself, but they decided a couple of days early to formally let them know that they were not going to be offering up those documents, skpin ste and instead, that he was going to invoke the 5th amendment. we have members of congress still coming back into town after the weekend. senator james lankford, member of the senate intelligence committee, said in a tweet, it is mike flynn's right to plead the 5th. we'll get to the truth one way or another. we need facts, not speculation and anonymous sources. so important to point out, katy, invoking your 5th amendment rights does not assume guilt,

this is done to protect certain people. of course president trump has suggested otherwise in several tweets in the last couple months, but flynn's lawyers saying, look, there was this escalating public frenzy. there were all these calls from members of congress for osecution, f investigation. according to a source close to flynn, and that that is part of the reason why they wanted to invoke these 5th amendment rights in this instance. katy? >> kasie hunt, and for all you watching, she was on her honeymoon. that's why she was not here for two weeks. don't give her grief, everybody needs a break. great to see your face. >> nice to see you, too. >> we haven't heard from flynn on the decision to invoke the 5th amendment, but here is a little bit of what he had to say during the campaign when expressing former clinton aides who did so. >> when you have your staff

taking the 5th amendment, taking the 5th so they're not prosecuted, when you have the man who set up the illegal server taking the 5th, i think it's disgraceful. you see, the mob takes the 5th. if you're in this, why are you taking the 5th amendment? >> wall street reporter for the wall street journal, and author of "the fbi at war in the age of global terror" and also the author of politico magazine. donald trump obviously had a lot of opinions about pleading the 5th during the campaign. he had a lot of opinions during the campaign that they seem to be either trying to walk back or ignore or -- ignore, i should say, at least in this case so far. this news about flynn, how much does it stand to overshadow the president's trip overseas? >> well, the drumbeat of news is going to go on here at home. a lot of that news is about the foreign trip when the president is out there sort of

interjecting during the photo ops and saying things like, i didn't mention israel, to the russians, that also steps on the news about the trip and reminds us of the controversy swirling here back in washington. think wh it comes to this, you know,ichael flynn, i he had a good story to tell would probably tell it. the logic and simplicity that donald trump and so many others said about taking the 5th amendment still sort of stands for the public, so you're going to have fbi director james comey testifying on the record, and you're going to have people who perhaps could tell a different story not testifying on the record, at least in the case of flynn. and, you know, whether or not that's good for the white house or not remains to be seen. i would remind you about the president, you know, sending the messages to flynn to stay strong, continuing to kind of, you know, not really say anything too harsh about flynn to suggest that he regrets firing him. a lot of people think he's been sending signals to his former

adviser in large part because of the possibility that flynn could go public with something that could hurt this white house, perhaps knowing that he could take some sort of plea deal. flynn at this point taking the 5th could be a good thing for this white house if he doesn't have a story that would exonerate him. >> and so far the reports about flynn that have come out have only shown him to be standing pretty strongly beside the president as of now. garrett, what do you make of this move by flynn? is it a good idea for him to invoke the 5th and deny the subpoena by the senate? >> it's certainly the safest move he can make right now. we have seen, it seems, a dramatic escalation of these probes within the last couple of weeks, and of course last week we saw former fbi director robert mueller being made special counsel to lead these investigations going forward. so i think you are going to begin to see people batten down the hatches on the possibility that they may be wrapped up in parts of this investigation. we don't know exactly where it's going to lead, who they're going

to be focused on, and it is unclear at this point, even, what exactly the scope of the charges is going to be involved. there are some hints in the "new york times" reporting about the deputy attorney general today, but it sounds like maybe even the president's decision to fire jim comey is going to be part of the fbi -- former fbi director mueller's search and investigation. >> garrett, i'm really glad you brought up fbi director, former fbi director now, special counsel mueller. you wrote the biography on him, and if anybody hasn't read your politico magazine article about what donald trump needs to know about bob mueller and jim comey, you should go out and read it because it really is the definitive story about why he could be so problematic. i want to read one portion of it. you said, it is as if after having an unrelated disagreement over movie trivia in a bar, trump has challenged usain bolt

to a 100-yard dash or john cena to a cage match to the death. it's a colorful quote. what you're saying is this is serious to have bob mueller appointed. this is not something to be taken lightly. he is thorough and somebody who will come down with a decision based on what he thinks is just, not having given in to any sort of political pressure. >> yeah, and again, this is sort of directly related to mike flynn taking the 5th. this is territory that jim comey and bob mueller know well. they have spent their entire careers as federal prosecutors leading federal investigations. these are complicated matters, and they understand the rhythms of them, they understand the processes and the traditions. and this is largely unfamiliar territory for white house aides, for president trump and for people like mike flynn particularly to be on the receiving end and under the microscope of a large, sprawling

federal investigation. >> elam, what is the white house's concern about this? are they concerned about robert mueller? >> they are concerned. that's the meeting they had last thursday, and it explains prior comments he's made to people expressing regret about having picked this fight with the intelligence community which, again, predates his presidency and goes back to the transition and even the campaign. there is this sort of kneejerk reaction to sort of shoot off his mouth and not really think things through that we've seen from this president over and over again through his campaign and now his presidency, and that sort of cavalier approach to language and to sort of acting before thinking things through, that is something that continues to come back to bite him, and i think that there is a realization that that may be the case internally, although there is a lot of concern also from people around the president that

people. and in turkey where the u.s. ambassador was summoned to the foreign ministry today, that country is condemning what it calls, quote, aggressive acts against its bodyguards in d.c. due to president erdogan's visit earlier this month. there are pretty contrasting versions over how the chaos actually unfolded. turkey is now calling for an investigation. and turning back to one of our top stories now. former trump national security adviser michael flynn plans to invoke the 5th amendment and exercise his constitutional right against self-incrimination. sources tell nbc news he will not cooperate into the senate probe into russian meddling in the 2016 election. joining me now is a democrat from washington and member of the house intelligence committee. congressman, thank you for joining me. i want to get to michael flynn pleading the 5th and denying immunity from the senate.

>> there is one thing we know about mike flynn, and that is that he is putting sensationalism ahead of patriotism. my question is what happened to you? you were in a uniform for three-plus decades. is this the way to honor fellow soldiers, the men and women who put themselves into harm's way, withholding the truth? what happened to you? >> congressman, his lawyer, in a letter to the senate intelligence committee, cites what he calls escalating public frenzy surrounding this news and surrounding testimony from the general. what do you make of that? >> i think mike flynn knows something about frenzy. didn't he lead the chant locker up at one point? this is the guy who claimed no one would ever ask for immunity who did not commit a crime and now he's asking for immunity. i think it speaks for itself. katy, we've been living under the wisdom of william shakespeare for 500 years, and i think it's as relevant today as

big number on social security. they want to do it on medicare, they want to do it on medicaid, and we can't do that. i'm not going to cut social security like every other republican and i'm not going to cut medicare or medicaid. save medicare, medicaid and social security without cuts. have to do it. get rid of the fraud, get rid of the waste and abuse, but save it! >> he said that a lot. well, that was then and this is now. a new "washington post" report revealing the president's budget proposal is set to be available on tuesday, and it will include drastic cuts, the very program he vowed to protect in that video you just saw. vice president pence is expected to the hill in just a couple hours to discuss that budget, tax reform and other issues with the ways and means committee chairman. msnbc anchor and chief correspondent ali velshi is here with me. ali, make sense of this for us. >> it's pretty simple.

the things you said about donald trump saying he will save medicaid is not going to happen. this is what we heard about when we first heard about the american health care act, the replacement for obamacare, this is now just putting it in the budget. medicaid is going to lose $800 billion in cuts over the next 10 years. supplemental social security income, which pays benefits to people who are poor and disabled, we don't know where the cuts are coming from, but it will be stiffer requirements, perhaps, for the 66,000 people who qualify for those. snap is supplemental nutrition assistance program, that's food stamps, now. again, there are going to be work requirements and other requirements for 44 million people who qualify. now, not all the 44 million will find cuts, but if you're able-bodied, you're able to work, they're going to add some requirements to you. remember, before the recession, there were only about 23 million people on food stamps. we're now up to 44. it's actually come down in the last two years. but that's a lot of people, 44

million people are food-insecure in this country. for some there is a fear we've created an emergency plan that is just continuing and there is no way out of it. it's going to satisfy a lot of conservative nz ts in the house. it's going to hit a lot of walls in the senate. >> is there moderate contention that will not think this is fair? >> there is a reality that 44 million people are on food assistance, for instance. you may think that's not fair, you may think those people can go work and get their own money, but it's very hard for moderate republicans to do that. it doesn't feel right for them, especially since the president is not cutting medicaid, not cutting medicare or services to the poor. so this is a real push and pull between moderate conservatives and republicans in the house. >> i know there are things donald trump is moving away from. how does he justify this to his base of voters, many of whom are likely to use a number of these benefits?

it is a big week for president trump who has been signing deals and calling for peace on the world stage, but this trip is also critical for someone in the background of those photo ops, his senior adviser and son-in-law, jared kushner. as the president visits the west bank, the 36-year-old hopes to play a critical role in what has been called the ultimate deal, peace between the israelis and the palestinians. and among all this, there is conflict at home. david corn, washington bureau chief for mother jones. david, let's start with you.

the "washington post" had a report out last night about kushner and his real estate dealings, and it said basically nearly 90% of his vast real estate holdings, even after resigning from the family business and declining his public duties, he hasn't done that. how could this complicate his ability to broker deals overseas? maybe not to broker deals overseas, but complicate things back here at home? >> i think it affects everything that he might do. it's the same situation with the president. they have these real estate holdings, which the president also still holds, which literally millions of dollars could flow into these holdings from foreign or domestic buyers, people who are seeking or want to seek favor or influence within the trump-kushner administration, and the public has no way of knowing what's happening on their private side. i mean, they each have, you

know, hundreds, or i think in jared's case, only 124 shell companies. any one of them can take money from other shell companies to buy properties, to invest, to pay off loans, and the public d know what's happening with any of these investments. so say you're a saudi businessman who is really quite happy with the arms deal, because remember, donald trump said he is giving a discount rate to the saudis and you want to reward someone. you can buy a kushner property or a trump property without anyone really knowing. so you can put millions of dollars into their pockets and the public wouldn't know. but of course they would know. so there's no way of telling if they're following ethics laws and doing things just in the public interests. >> or potentially for the interests of their own pocket. you don't know. >> on top of that, he has the task of bringing peace to the middle east.

obviously they're trying to make it look like today they can forge relationships out of folks who have historically been enemies, with saudi arabia and israel. maybe they can find a way to work together with a common enemy of iran. what sort of pressure is on jared right now? is it appropriate for the son-in-law to be the one handling this? >> we really haven't seen this before. jared kushner's portfolio is very expansive and of course this trip is very important for him. we saw a rare statement released from him on behalf of the white house today. that was very interesting, showing his role. he is a quieter, we haven't heard him talk much. but what is really interesting about this, he has been tasked with among many other things, being in charge of hanginging this middle east peace agreement. something that the president has talked about. this comes as kushner faces not

only ethics challenges, there have been reports, as we know, of his sister. she said that she was 200ing the relationship when talking about immigration laws. there was also a report in the "new york times" that a chinese based immigration policy was also kind of touting. and we know that kushner did not disclose his meetings with the russian ambassador during the zprangs his meetings with the russian state bank. he said he didn't talk about sanctions but the failure to disclose raises questions with everything going on with russia trailing them overseas. >> to play devil's advocate, a lot of people saying this is not appropriate for jared kushner doing this. but truth be told, peace has never been broken in the middle east. could dramatically different ideas or back grounds be the

solution? is that an unreasonable thought to have? >> you know how much i respect your reporting. but it sounds like -- >> it is a question. it is not reporting. >> it sounds a little like trump saying, what have you got to lose? there have been people who actually understand the middle east and the conflicts and the dilemma there's who have tried for decades to hammer out details. no ultimate success and a lot of failure. there's nothing that we can about jared kushner. he doesn't give interviews or talk about ideas that would give you any indication that he has any notions with how to proceed or any ability to do this type of diplomacy. we know he inhaired his daddy's real estate company and to donald trump that may signify a lot. we haven't seen anything in public life that would allow him to say do you know what this problem needs?
