today as voters go to the polls for the run-off in georgia's sixth congressional district where jon ossoff and karen handel are neck and neck. handel has a slight advantage in the final real clear politics polling average. 49% to 48%. 48.8% i should say for ossoff. this is in a district where tom price won with 61% last november. a margen of 23 points. but where president trump won with roughly 48% and by a margin of about 1.5 points. now, the race has broken fundraising barriers with ossoff pulling in more than $23 million and handel personally raising over $4.5 million. most of that with outside spending. the atlanta journal constitution says the final amount will top $50 million, which is a historic figure. 42 million for tv and radio ads in the race. and intense interest from across

the country. more than 140,000 early ballots have already been cast. 150%. 36,000 did not vote on april 18. some believe we'll top the mark. donald trump says democrats want to stop tax cuts and good health care security. he first misspelled handel's name while attacking her opponent for living outside the district, and he rounded out the night by noting a big day in georgia in the far less competitive race to fill a vacancy in south carolina's fifth district. tweeting, "obama care is dead. dems want to raise taxes big. they can only obstruct. no ideas. vote r." this morning 22 -- we are now learning that the university of virginia student otto

warmbier who was detained in north korea before being released last week has died. he was convicted by north korea in march of 2016 of attempting to steal a propaganda poster and was sentenced to 15 years hard labor. he was evacuated out of north korea in a coma and arrived back in ohio with extensive brain damage and his family says he was unable to speak, unable to see, and unable to react to any verbal commands. north korea claims warmbier fell into a coma after taking a sleeping pill after contracting botulism. american doctors say there is absolutely no evidence of that. president trump weighed in on warmbier passing just yesterday. take a listen. >> otto warmbies ar has just pad away. he spent a year and a half in north korea. a lot of bad things happened. at least we got him home to be with his parents where they were so happy to see him even though

he was in very tough condition, but he just passed away a little while ago. it's a brutal regime, and we'll be able to handle it. >> senator john mccain says in part, "let us state the facts plainly. otto warmbier an american citizen was murdered by the kim jong un regime. in the final year of his life he lived the nightmare in which the north korean people have been trapped for 70 years. forced labor, mass starvation, systematic cruelty, torture, and murder. the united states of america cannot and should not tolerate the murder of its citizens by hostile powers." three other american citizens are currently detained by pyongyang. the chinese tour company that held the trip warmbier was on says it will no longer take americans to north korea. in a statement they said the way warmbier was detained was "appalling." back here in terms of politics, it the democrats took to the floor to draw attention

to the health care bill that republicans are working on behind closed doors. republican leaders are racing to prepare the bill for a vote as early as next week, and democrats are vowing to fight it. >> we're rushing something through that fundamentally affects life. >> our job right now is to make sure this disastrous republican proposal never sees the light of day. >> to say to your constituents i'm not going to show you the bill because i know you won't like it, i'm going to keep it secret, and i'm going to bring it out at the last minute. >> why are my constituents not allowed to see the constituende what's about to ppen to their lives. why are just a select group of americans able to have a voice inside that room? >> at one point last night chuck schumer and mitch mcconnell went back and forth over whether or not the senate will have enough time to review the measure before it goz to the.

how realistic are democrats' chances of actually blocking action on health care this week, and what does the republican leadership have planned? >> so republicans want to hold a vote on this bill next week before the july 4th recess. they want to get this off their plate. democrats don't have that much power to stop it, but they're going to use, you know, their public microphone and say, you know, why are we trying to hide this bill? this is going to affect millions of americans. ironically if this passes, this lps democrats politically next year. it's almost like they want it to pass because they could gain more seats next year. >> daniel, i want to turn to the race in georgia today. there's been a substantial swing to the democrats in some recent special elections as ayman was talking about earlier. what are the expectations heading into today? >> i think democrats feel like they've had a number of special elections where they have come up short, and they really want to get this into their win column. they've spent so much money that

if they don't, it raises real questions as to when can they win? i think even if it's very close, democrats will point to the fact that this is a very republican district, and if it's close here, then those dozens of other districts that they are aiming for, that candidates are going to announce in the next few weeks, that they're going to run, that is a good indication for them in november. >> before we let you go, i know you have some news coming out this morning in politico's playbook about the white house communications office. what can you tell us about it? >> so yesterday my colleague reported that sean spicer is looking at people like laura ingram and david martosco of "the daily mail" to take over his job as he tries to elevate himself. today we're reporting that scott jennings, who is a bush administration white house alum, he turned down the job of a senior communications role in the white house last week. this is an indication that it's hard for them to recruit mainstream republican talent into the white house because

those republicans don't want to work for donald trump. >> and not to mention that it would also be the fe of t administration, which is in itself a hard position, as sean spicer has learned. >> daniel lipman for us. thanks so much. we're learning new details about the man who drove a van into pedestrians in london killing ten people. the suspect has been identified as 47-year-old darren ozborne of wales. ozborne was initially arrested on suspicion of attempted murder after police say he slammed into worshippers who had finished prayers at a mosque early yesterday morning. meanwhile, london's mayor said he joined muslim worshippers at the same mosque. khan said the city would not allow any such action to divide communities. also, prime minister theresa may also visited just yesterday. let's go to lucy cavanaugh. what more are we learning about the suspect, darren ozborne? >> well, that's right. british media identifying the suspect as 47-year-old darren

ozborne. a 47-year-old father of four from cardiff in wales. he has been charged with a commission, preparation, or instigation of terrorism, including murder and attempted murder. he is in custody. we know he has been taken to a hospital and is undergoing a mental health evaluation as a precaution. british authorities are treating this as a case of potential terrorism against muslims. we do know in just a recap, this attack taking place shortly after midnight on monday. they were gathering after prayers. this is the holy muslim holiday of ramadan. this driver darren ozborne the alleged driver plowing his truck down seven sisters road. that's the street that you see behind me. the family now releasing a statement, actually, saying the nephew of darren ozborne saying his uncle has been troubled for a long time, that he was not a

racist. that it was "sheer madness." i know that's going to be a sensitive topic for the community here. people quite concerned this attack would be treated somewhat differently because it was perpetrated against muslims and not by them. >> lucy, speaking of the community there, talk to us about how they're recovering. we obviously saw the visit by the mayor of london, prime minister theresa may as well. obviously important signs of solidarity, but is it enough to calm some of the fears and ang zbliets of the local community? >> well, in order to calm the fears and ang zbliets of the local community, i think based on what i have heard from speaking to locals here is they will want to see more actions by the authorities. from speaking to religious leaders, residents who have been living here, they have described a rise in islamaphobia and attacks. they would like to see more resources to protect the local mosques in the areas here. now, we did hear that this is going to be taking place, but

it's going to -- they're really going to need to see changes in the way that these communities are policed in order to feel more safe in their own communities. amman. >> lucy cavanaugh for us. thanks so much. all right. in paris one man is dead after police say he rammed his car into a police convoy in a shopping district in what they're calling a terror incident. >> this video captured by a bystander moments after the car ran into the police as officers stormed the vehicle. authorities say the man behind the attack was a 31-year-old from a paris suburb who had been flagged for extremism. they have not released his identity. in fact, they add that he -- that the man had a number of weapons and explosives in the car. no one else was injured in the attack. this latest attack on follows a similar incident back in april when a man opened fire on police parked on the street killing one and wounding two. >> senator john mccain is continuing his crusade against the trump administration strategy or lack thereof for the war in afghanistan. in a statement, mccain says, in part, "after nearly 16 years of

war, we are at a stalemate in afghanistan. worse, we have no strategy to end that stalemate, and achieve victory. the recent deaths of three brave american soldiers underscore the urge ans for a strategy to turn the situation around in afghanistan. six months into the new administration, it still has not delivered a strategy. we cannot keep going like this. if the administration fails to develop a strategy for success, congress will need to play a greater role." his remarks come less than a week after president trump granted secretary of state jim mattis unilateral authority to set troop levels in afghanistan and also after mattis testified before the senate armed services committee last week that "we are not winning in afghanistan right now" and that a plan should be ready by mid-july. still ahead, a man gets charged with murder after a muslim teenager disappeared on the way to a mosque over the weekend. police have found an apparent motive. plus, pro golfer tiger woods says he is getting professional

concluded that sleep apnea and including other factors, including drug use, contributed to her death. in a statement ruled the manner of death was undetermined but says fisher tested positive for cocaine, methadone, alcohol, and opiates. her daughter billy lord linked drug use to the cause of fisher's death saying her mother battled drug addiction and mental illness her entire life. she ultimately died of it. carrie fisher died last december at the age of 60, days after collapsing on an international flight. >> tragic story. yesterday we were watching for severe weather in the east coast and west coast. now let's go to bill carins. >> did you enjoy the thunderstorms last night? >> no comment, bill. >> let's just say i was riding my bike because bill karins said 8:00 p.m. was going to be the rain time, and it wasn't. >> you probably shouldn't be outside riding your bike. >> it was sunny, and then it turned, bill. >> it did turn quickly.

the story today is obviously the clean-up from the storms yesterday, but now we're turning our attention down to the gulf. yesterday the hurricanes issued new tropical storm warnings for the northern coastline of louisiana and also a little portion there near mississippi. again, this is going to be a minor tropical system as far as the winds are concerned. right now it's not even classified. it's still a potential tropical storm. as we go throughout the day today, it will probably become either tropical storm cindy or subtropical cindy. rainfall is going to be the issue. this green is a heavy band of rain that are already approaching the coastal areas. it's going to be a rainy two days in a row here from new orleans to pensacola, mobile, back to tallahassee. here's the new forecast path just out from the hurricane center. they do bring it up to about a 45-mile-per-hour tropical storm with landfall sometime late thursday night. it's not even going to be a noticeable landfall. no damage whatsoever, and it's going to be gusty and squally. it's the rains to the east that is the concern. here's the rainfall forecast. this is through friday.

time for sports. one year ago today the cleveland cavaliers woke up as newly crowned nba champions. a year later the team has announced it is parting ways with its general manager david griffin. griffin, who oversaw the cavs' signing of lebron james and trades for players including kevin love, j.r. smith, and kyle corbar, said the team has reached a point where the fit is not right for us to continue with one another. cavs owner dan gilbert thanked grifb p for his many contributions and added that he will not yet name a replacement. gilbert will reportedly meet with chauncey billups later today. golfer tiger woods has

$50 million. let's talk about some of the voting. more than 140,000 early ballots have been cast, and a major increase from the first round. already with 36,000 new voters. turnout expected to be high. meanwhile, the shooting of steve scalise has factored into the special election. the chairman of the republican party in the neighboring 11th congressional district has issued an apology after comments he made to the washington post over the weekend saying, "i'll tell you what, i think the shooting is going to win this election for us. after a saturday get out the vote rally for karen handel, "because moderates and independents in this district are tired of left wing extremism. i get that there is extremist on both sides, but we're not seeing them. we're seeing resistance to everything this president does." yesterday he told yahoo news, "politics, human tragedy, and violence do not mix. i should not have said what i said. i apologize for my remarks."

ad trackers tell nbc there was only a palletry amount spent to air the ad over two days. congressman scalise being kwheel e wheeled off on a stretcher said in a statement we agree the ad is completely inappropriate, and we appreciate that this has been the overwhelming bipartisan reaction, including from both campaigns." also, the battle over health care reform is not a factor in georgia's special election today. that's per karen handel. she told breitbart news, it hasn't been that much of an issue on the ground for voters in the sixth district. the biggest issue is that john ossoff is from outside the district. meanwhile, ossoff expressed the closeness of the election and said he would be willing to work with the president on some items. take a listen. >> it's a neck and neck race. it's all going to come down to turnout, and folks need to make a plan to vote tomorrow. i hope to have the opportunity to work with the president on issues of mutual interest and by the same token, i will not hesitate to stand up to the president if i think he threatens my constituents'

interest or values or embarrasses us on the world stage. back in april democrats had hoped that jon ossoff might avoid a runoff. he fell short. democrats have seen a boost in special elections in republican districts. in fact, in kansas back in april a district president trump won with 27 points in november, you may recall, went to the republican candidate by only seven points. in montana a 21 point advantage for president trump faded to merely six points for the gop nominee there. today the republicans are expected to hold south carolina's fifth district where trump won by 18 points last fall, and in georgia's sixth district the president won by a little more than one point suggesting this is one of the best opportunities democrats will see until 2018. joining us now from whington d.c., once again, daniel lipman, co-author of politico's playbook. good to have you back with us. should democrats expect to win today, and if not, why is this district different? what are the lessons democrats can take away from this if, in fact, they do fall short?

>> democrats and republicans don't know what's going to happen tonight. it's a real toss-up. this district is interesting how it's becoming a demographically much more liberal district than it used to be. it's becoming more wealthy. there's more immigration in that district. i think the lessons democrats can take away is that an untested candidate like jon ossoff who had previously not run for office much and doesn't even live in the district can do really well. this is a heartening sign because lots of these untested democrats are going to be announcing next month across the country. >> daniel, we just mentioned to handel saying the race is not about health care, but i want to talk about health care. said democrats are taking a firm line against the republicans' plan. bernie sanders being one of those. he demonstrated that last night. let's take a listen p to him. >> i will do everything humanly and legally possible to make sure this horrendous piece of

legislation, which will be close to what the house passed, never sees the light of day. this is the houseass bill, chris, that is the worst piece of legislation, by far, that i have seen in my lifetime, and i will do everything i can, and i think i speak for a number of other people in the democratic caucus to make sure that legislation like this never ever sees the light of day. >> as we're seeing publicly, both sides here really digging in. what do you think is going to happen next? >> i think republicans really want to get this passed because there's been such a shortage of legislative accomplishments for president trump. i think the interesting thing is that we all expected the senate to make this bill much more moderate, but there's really no indications that they have done so. this is basically the most of the structure of the house bill, and so those cbo scores we haven't gotten them either because they haven't released the bill yet.

>> let me ask you about jared kushner. he is a senior advisor to the president. obviously one of the most powerful people in the administration tackling so many different portfolios. yesterday was the first time that we've actually heard from him as a white house official. do you think that in some way, shape, or form this is going to be the beginning of a more public role for him? >> i think he realized that it was untenable that one of the most powerful people in the country hasn't even spoken on camera for months since he has been in this role. he wants to escape the cloud that engulfed him because of some of his russia ties, and so he is going to the middle east later this week, and he really wants to asser himself as not embarrassed to be out in public and really, you know, sees the public atmosphere in terms of saying that he has a voice. he is not this mysterious figure that no one has ever met, and so i think that's a good sign for him that he is actually not embarrassed of the camera.

the camera is your friend. >> well, he was on the world stage with president trump in saudi arabia and the middle east, but now he will be alone on the world stage when he goes to the west bank in israel starting on wednesday. >> seeing how different a trip that's going to be this time around. daniel lipman, thank you. >> thank you. there are new questions slounding michael flynn and whether he failed to disclose foreign contacts. two democrats in the house are speaking more information about why the retired general did not list extensive contacts in saudi arabia and other countries. it follows an investigative report in "news week" about flint's consulting firm and u.s. and russian companies to build nuclear power plants in the middle east financed by saudi arabia. meanwhile, donald trump's one-time campaign chairman paul manifort reportedly met with ukrainian business associate with close ties to russia back in august. the washington post says that dinner, which was undisclosed, happened as tensions mounted over russia role in the u.s. presidential race. he said the ukrainian official

bill, good morning. >> good morning, lewis. the heat is the story, but all attention is on the gulf of mexico. any time you get a tropical system in the gulf of mexico, you pay attention closely. water is so warm. thankfully conditions are not favorable this time around for any rapid strengthening. very slim and no chances it would become a hurricane, but it is likely to become a tropical storm or a subtropical storm cindy as we go throughout the day today. already heavy rain in the northern portions of the gulf and from new orleans. all the way to pan in a city, pensacola, biloxi, and all those areas will be drenched over the next couple of days. here's the new forecast path from the hurricane center. the key is here only 45-mile-per-hour wibdnds. that's not enough to do a lot of damage. we'll get beach erosion, stuff like that, but it's the rain that we'll have big issues. the storm system is asymmetrical. all the heavy rain is on the right side of it, so the texas coastline may get hardly any rain, where areas will get drenched far away from the center. already we have tropical storm warnings for the louisiana coastline and a tropical storm watch right around the beaumont,
