republican karen handle fends off jon ossoff and democrats hopes for a wave against the president. and the gulf coast is bracing for flash flooding from tropical storm cindy and the heat wave across the southwest turns historicing. breaking overnight, uber ceo resigns, after major investors reportedly told him it's time for new leadership. good morning on a very busy wednesday. it's june 21st. i'm ayman mohyeldin. well, in the most expensive house race in history, karen handel has nearly kept the district in republican hands. she becomes the first woman ever elected to the capital of georgia fending off jon ossoff after a blizzard of spending that topped more than $50 million in all. the turnout was enormous. also the five polls in first

round of voting getting 48% of the vote. in spite of a ruling adding 32,000 votes as of this morning, his percentage increased only by 0.01 of a percent. last night karen handel thanked the president and was gracious of the victory. at one point ossoff struck an ominous tone. >> the more than 12,000 of you who as darkness has crept across this planet have provided a beacon of hope for people here in georgia. for people across the country. and for people around the world. at a time when politics has been dominated. by fear. and hatred. and scapegoating. and division. this community stood up. women in this community stood up.

>> now, it marks the latest in a disappointing run for democrats trying to get special election seats that once belonged to lawmakers appointed to the cabinet post by the president. also in south carolina in a race that was less closely watched, democrat archie purnell stunning those. and ralph norman with the win. we go to gabe gutierrez in roswell. gabe, the attempt by democrats came up short once more. ry there ayman, you're right. after all the hype and money, democrats coming up short again. karen handel pulling this off. republicans across the country taking a victory lap. democrats had wanted to see this as a referendum on donald trump. they wanted to show this was

resistance in their words. more than 140,000 people turned out but as the early returns started to come in yesterday, ossoff folks knew there was a problem. one of the areas he was supposed to come away with a huge victory, over 50%, he came in under that. and things got worse throughout the night. now karen handel in her victory speech thanked donald trump even though she had not embraced the president during the campaignby she alsoing thanked steve scalise. >> right after that tragic day on the ball field, steve would drop me a text message every single week. really and truly what happened on that ball field was a terrible tragedy. and we need to all continue to lift up steve and the others who were injured that day. and we need to also lift up this nation, so that we can find a

more civil way to deal with our disagreements. >> reporter: and that shooting in alexandria played a role in the last couple of days of this race. there was that controversial ad, a small ad by a fringe group, that tried to tie jon ossoff to extremists saying if he won on tuesday that the unhinged left would take over. both campaigns denounced that ad. but it shows that at least some voters thought that the conservatives were able to paint ossoff as somebody that lived technically outside of the district. and was tied to nancy pelosi. again, karen handel pulling off a key victory for republicans here as they said into next year's midterms. >> thank you very very much from rosswell, georgia. let's turn to weather with nbc meteorologist bill karins.

bill, we're watching tropical storm cindy carefully. what can you tell justice. >> more concerned with the rainfall. the wind not going to cause any problems at all. we do have tropical storm warns from mobile bag to galveston to the houston area. the storm does not look like a tropical system. notice the center of the storm, there's hardly any clouds in the center. everything is quaye from the center. more like a subtropical storm. over where the worst would be, pensacola is getting nailed. here's the new forecast path update from the hurricane center. winds at extinct miles per hour. winds outside of the northwest at 8 miles per hour. the forecast path does take it onshow around 2:00 a.m. around the texas/louisiana border. rainfall is the biggest concern. i'll touch on that as we go throughout the rest of the morning here. i'll let you know who's at risk the most. we want to turn to washington where senate majority leader mitch mcconnell says a

discussion draft will be available tomorrow morning over complaints of secrecy over the bill's language. mcconnell says they will vote after receiving it from the budget office likely next week. he could not say how long the members of congress or member people would have to read the bill, take a listen. >> how long will the american public have to read this bill? >> they'll have plenty of time. yeah, plenty of time. we've been discovering all of the elements of this endlessly for seven years. everybody pretty well understand it. everybody will have an adequate time to take a look at it. i think this will be about as transparent as it can be. no transparency would have been added by having hearings in which democrats offered analysts single payor system amendment. >> saying quote do you know what the health care bill looks like

republican senator lisa murkowski asked reporters, because i don't. murkowski was not alone on the republican side including the governor from utah one of the 13 members on the working group. >> i haven't seen the bill, it's becoming increasingly apparent in the last few days even though we thought we were going to be in charge of writing a bill within this working group. it's not being written by us. it's apparently written by a small handful of staffers for members in the senate. so, if you're frustrated by the lack of transparency in the process, i share your frustration. i share it wholewholeheartedly. >> are you satisfied with the health care right now? >> no, no. >> why not? >> he used to complain with the democrats on the affordable care act. now we're doing the same thing. >> let's dig deeper into this.

capitol hill reporter from the hill, molly hooper. molly, good to talk to you this morning. what are the biggest concerns you're hearing about from members of the senate republican caucus? >> you're hearing people like senator mccain, lisa murkowski, mike lee complain about the fact they don't know what's in the bill. at the same time, mitch mcconnell is saying, listen, we've been talking about this for seven years. and what he plans on doing in 0 order to get the bill to the floor is essentially to bring up the house-passed bill, the american health care act. and the senate republican leader will offer the gop version as an amendment to that. so, you know it limits the amount of debate they can have on that measure because it's going to be considered under special budgetary rules. only 20 hours of detail. even though republicans and democrats can offer, quote, unlimited amendments it has toe fit within that 20-hour time frame. and that leaves a lot of republicans uncomfortable,

especially the moderates. >> molly, let me ask you about paul ryan, he addressed criticism that the president, you may recall made about the house republican bill. he called it privately mean. take a listen to how paul ryan responded? >> i don't think that actually reflects the president's center attempt about the health care bill. i think that was kind of some kind of a misinterpretation of a prior meeting. >> do you think republicans on the hill in particular feel they have a strong ally in the president on the health care bill they passed? >> well, i think the collective response among house republicans was -- sigh. it was like -- come on. we have russia. we have the tweets. really, mean? is that what you're saying, just mean? mean? but they can't really say that. so, you know, again, again, they just want to pass this. they want the senate to move their bill. get to conference and get this over with and get on to tax

reform. and they can't move on to tax reform due to special budgetary rules until they pass the american health care act. so, privately, they're sort of frustrated by what will president trump said, but, again, he said a lot of things that they've been outwardly frustrated as well. >> molly, the conversation was everything with the cbo score and we're hearing mitch mcconnell saying we're going to get the cbo score. for the democrats is there anything they can do to slow the whole process down? >> not much. what they are doing, their highlighting the matter, going to the senate floor, they're using time and trying to make this the big issue of the day. and that's all they can pretty much do at this point. again, because they're limited by that 20 hours debate. it's going to be interesting to see how they try to get on the winning sides of this message. >> molly hooper for us, thank you. breaking news this morning,

trav travis kalanick resigns as the ceo of uber. after a shareholder revolt by major investors. "the new york times" first to report the ceo stepped down after five of uber most prominent shareholders demanded kalanick's resignation. he said he loves uber more than anything and accepted the request to step aside. it comes amid levels of controversy, including sexual harassment and an internal investigation as well as a lawsuit from google's parent company over its self-driving vehicle project. he will remain on the board of directors. counterterrorism police in belgium are investigating the background of the man shot and killed by troops in a brussels train station after carrying out what officials are calling a terror attack. the city's main station was evacuated around 9:00 p.m. local

time after prosecutors say police set off a small explosive device. officials there saying the suspect who was a 35-year-old moroccan man was shot by an officer. investigators say he also had gas canisters and nails in his bag. they're identified the suspect but withholding his identity as of now. it culls a year after three coordinated bombings at the airport and another train station that left 32 people deed dead. a russian fighter ship intercepted over the baltic sea. the russian jet reportedly flew five five feet of the u.s. plane. the incident happened the same day president trump met with ukrainian president poroshenko, white house officials called it a drop to the oval office. ahead of that meeting,

times he should not reach for the weapon. the release of that video comes just day after the officer was found not guilty of manslaughter in castile's death. let's turn to weather with nbc meteorologist bill karins. bill, a dangerous heat wave in the midwest and we're watching the tropics as well. what can you tell us about it? >> yes, yesterday was the peak of the heat. we had roads buckling in california. the hottest 127 degrees in death valley, california typically a hot spot. 1796 only 92, they didn't reach their all-time high. this is sky harbor airport where flights were cancelled because it was too hot. las vegas did hit 117 degrees. pretty off the charts it's not like it's over with. today is one or two degrees cooler. 40 million people under heat advisories from around the areas around san francisco and

oakland. not at the coast. you can grow to the coast where it's 60 degrees. then about 12 miles inland it's like 40 to 50 degrees warmer. that's the case all the way down through california. today, as far as the dome goes, we'll call this a heat dome because it's literally a dome of hot air. the jet stream far to the north. and that's why ode, 118 phoenix. 115, vegas. sacramento, you feel like phoenix, 108. that's 20 degrees warmer than you should be this time of year. even salt lake city, near 100 degrees. thursday, slightly cooler in a few spots. fresno. tucson, 110, even the heat drifting out to the middle of the country. as far as the heat wave this weekend. vegas we drama you to 111. tucson goes from 108 and actually increases this weekend. you really have to feel. this is a very long duration for this extreme heat in the west. as we mentioned earlier in the show. we're still watching, of course,

we're following breaking news out of the business world. travis kalanick is resigning as the ceo of uber. after five of uber's most prominent shareholders demanded kalanick's resignation in a letter yesterday. the 31-year-old defense minister and the king's son has been named the new crown prince. the reason has not been announced. >> the president yesterday tweeted that china failed to persuade north korea to rein in their nuclear program. trump criticize the warmbier's case a disgrace andblaming president obama for not demanding the release. jon ossoff has come up with his bid for flip the seat in georgia. it proved to be the most expensive race in history and

leading technology business leaders on monday, president trump allegedly told them that the senate health care bill needs more heart. at the white house said press secretary sean spicer said he didn't know if trump had seen a draft of the bill but agreed it was the sentiment the president of the united states expressed. >> the president clearly wants a bill that has heart in it. he believes that health care is something that is near and dear to so many families and individuals. he made it clear from the beginning that was one of his priorities. >> republican majority leader mitch mcconnell responded to the comment in light of the president's reported remarks that the house care bill also, quote, being mean. >> i wouldn't want to compare it to the house bill. it will speak for itself. it will be different. and take a different approach based upon the analysts' discussions we've had with the only people interested in changing the law which is republican senators. >> now senate democrats were doing their best to draw attention to the health care

debate cory booker of new jersey and brian schatz took to facebook. mur with tweeted they went to the cbo headquarters, quote, on outside chance they will share the secret gop health care bill with three nice guys. and chuck schumer seized upon the president's description of the house bill to apply to the senate. >> in my entire career in politics, i've never heard of a more radical or more reckless process. senator mcconnell basically confirmed to me last night, in a discussion on the floor, that he's planning to allow only ten hours of total debate time for democrats on a bill that would affect one-sixth of our economy. and the lives of millions of americans. i think president trump summed up his health care bill best with one word. mean. for once, on the topic of health care, my colleagues and i find

ourselves agreeing with the president. this bill is mean. >> but the white house said senator mcconnell said democrats' complaints were actually about fate. >> look at what schumer said about moveon.org call. say nothing democrat is going to go near this. what he said in a letter may 9th saying no democrats would be part of an effort that would repeal obamacare. so they have chosen to not make themselves part of this process. >> we know they don't want to participate in what we're trying to achieve which is to change obamacare and make it better. >> joining us once again, capitol hill reporter from the hill, molly hooper back with us. molly, we're hearing that republicans and democrats are frustrated about this rush time line. talk us through how quickly republicans are trying to get this pushed through and why considering how polarizing it is. why not come to some sort of

consensus here? >> well, the time line does seem rushed but keep in mind as mitch mcconnell has said. the republicans have been talking about this for seven years. i've been covering them for seven years and they talk about it all the time. with the house having passed their version of the american health care bill, now, it's up to the senate to put out their discussion draft which mitch mcconnell said is going to come as early as thursday. hopefully, they'll have a cbo score by monday. mitch mcconnell said that the senate will not vote on that bill until there is a cbo score on the senate version so, again, it looks like hopefully, if all goes as mitch mcconnell would like it to go they'll have a vote before next week. >> molly, i know democrats are battling how the bill is being written. speaking with craig melvin, take a listen -- >> who's actually -- to your knowledge, who's working on this legislation? >> i think my colleagues from hawaii called 12 or 13 dudes, i

think is what he said last night on the senate floor. i don't know of any women who are in the room. but, you know, this isn't about having a country club health care bill. this is about an open process. >> so, as you heard there, no women. but there's also some criticism about the process from 13 republican senators as well. it's not just democrats that are complaining about this. >> absolutely. some of those dudes, so to speak, senate dudes, are not very happy with what could come out of discussion draft. you people like senator portman who want this phaseout to be over a seven-year time span. and people like ted cruz who want to exempt states from these -- now, the words -- from the special ratings that would allow people to exempt people from preexisting conditions from being included in it. so, this group is not

homogeneous. in fact, quite a few of them say they don't even know what's going to be in this measure. mike lee has been quite critical of this process. but again, when it comes down to it, mitch mcconnell can only afford to lose two republicans. and that's going to be tough to hold that conference together. especially when you have senators like mike lee. and ted cruz, who tend to be -- how shall we say -- committed to to their perspectives and not willing to necessarily vote against something they don't believe in. >> i think a lot of dudes are go to be waiting to see the cbo report. that's for sure. but i'm wondering how much is going to affect the vote when that cbo vote comes out. molly hooper thanks for joining p us. charles cooper a longtime friend of sessions an advocate of conservative causes confirmed he is representing sessions but he would not specify if he's

assisting in legal matters. cooper whose name has been floated for solicitor general was spotted behind sessions when the attorney general testified before the senate just last week. white house press secretary sean spicer said yesterday he cannot answer whether the president accepts the u.s. intelligence that in fact russia meddled in the election. >> just plainly, a yes or no answer, does president trump believe that the russian government interfered in the 2016 elections? >> i have not sat down and talked about that specifically. obviously, we've been dealing with a out of other issues. >> generally speaking this conversation about russian interference in our elections, there's 16 intelligence agencies that say that they did. the former fbi director said without a doubt -- >> i understand, i've seen the reports. >> does the president share those views? >> i've not sat down and asked him his specific reaction to them. so, i'd be glad to touch base and get back to you. >> didn't he say it was fake

news, sean? didn't he say fake news? >> and five months into the presidency. spicer said the public will soon know whether the president made recordings of his conversations with fired fbi director james comey. something that trump warned comey about last month through twitter. >> tapes between the president and james comey, were those tapes made? do they exist? and will the president be released them to the house intelligence committee by friday? >> president has said he will make an announcement on this. i expect it this week. when he's ready to make that announcement, we'll let you know, how's that? let's turn to business and breaking news we're following uber's founder travis kalanick has resigned. it seems like kalanick's resignation punctuates an extremely tumultuous time for the company. what does this mean for the future of uber? >> that's an interesting

question, isn't it. we'll go back a second. we know we did have confirmation late last night from uber that he has in fact resigned. leading up to that it's said by sources that five of the company's major shareholders wrote a letter on tuesday demanding he steps down immediately. now, this follows months of allegations of discrimination and harassment, as well as illegal practices in terms of workplace and competition. so, many scandals for the company at the moment. kalanick is currently on a leave of absence, indefinite leave of absence, i would ad, following the tragic death of his mother in a boating accident. he's going to retain his seat on the board. the board members have sent messages of support but it's felt he should be out of the lime light for now. louis, back to you. >> live from london, thanks so much. still ahead everybody -- the latest on congressman steve scalise's recovery as he remains in the hospital after being shot.

he was upgraded from critical to serious over the weekend. the shooting took place, of course, at a congressional baseball practice last week as you can all remember. let's get a check of your weather with nbc meteorologist bill karins. bill, you're following severe weather from the heat out west to flooding from tropical storm sindzy. >> yeah, that's just beginning now. now we're starting to get flash flood warning. every tropical system is a little different. some bring the threat of wind. some bring storm surge and some bring fresh flooding from rainfall. that's the concern of this storm. the only big concern is how much do we get and if in one area that could cause problems. the storm itself is not impressive. all of the heavy rain bands are well away from the storm. it doesn't even look like say tropical system but producing tropical force rains. it does weaken to 50 mile per hour winds. those winds won't do any damage along the coast.

storm surge, one to three feet. minor issues with that. so the issue is the rain. it's not often we get a high risk of flash flooding but that's the case. mobile all the way to biloxi. that's the target area, for the worst of the potential at least for flash flooding. a moderate risk from pensacola, then a slight risk from houston to panama city. the potential from 6 to 10 inches to a foot of rain is right around that area of bill l lox biloxi to mobile bay. we'll have to watch houston because they're problem to flooding. that's tomorrow. and the flash flooding has begun in the north gulf coast. the rest of the country, we have the heat wave going on in the west, guys, areas in the north, northeast, no problems whatsoever. all of the concerns down on the gulf. still ahead, a very close call between a u.s. spy plane and a russian fighter jet amid
