fourth of july, i'm dara brown. thanks for joining us. breaking overnight, north korea launched another ballistic missile. u.s. officials say it landed in the sea of japan but the technology test could be the most successful yet. and given its potential range to reach alaska, it sends another message to washington, president trump responding on twitter saying, does this guy have anything better to do with his life? hard to believe that south korea and japan will put up with this much longer. perhaps china will put a heavy move on north korea and end this nonsense once and for all. nbc's ali arusi is in london. good morning. this isn't the first time north korea has tested missiles on the fourth of july? >> good morning, dara. that's right. they tested a flurry of missiles in 2009 on the fourth of july and this latest test, the 11th one this year, seems to be designed to have maximum geopolitical effect. again on the fourth of july, just after president trump spoke with the leaders of south korea and japan on sunday, about how

to deal with north korea and ahead of the g-20 summit later this week. now according to u.s. pacific command, there was a land-based missile that was fired from the airfield that flew for about 37 minutes. japanese officials say the missile may have landed in waters claimed by japan, as its exclusive economic zone. the u.s. and south korea and japanese officials say the missile reached an altitude of 1500 miles which would be longer and higher than any other similar test previously reported. it covered a distance of almost 600 miles. u.s. and south korean officials say it was an intermediate missile, but north korea claimed they've tested an intercontinental ballistic missile that conflicts with u.s. reports and south korean reports. if confirmed to be a test launch of an intercontinental ballistic missile, it would be a significant step forward in developing a nuclear armed

missile. nonetheless, it seems to have been a very successful test. >> ali, thank you so much for that. well back home, here president trump wakes up in the white house this morning just in time to ring in his first fourth of july as commander in chief. with a packed agenda as trump prepares for an overseas trip that is sure to make waves including his first presidential face to face with russia's vladimir putin. nbc's chief white house correspondent hallie jackson brings us up to speed. >> reporter: president trump not seen but heard from his new jersey home making calls and making waves with three international hot spots making headlines. in russia, europe and north korea. the president's first face to face meeting with vladimir putin set for the sidelines of the g-20 summit this week. now today, new tough talk from the kremlin, a warning it's running out of patience with the diplomat diplomatic compounds the u.s. shut down as punishment for moscow's meddling in our election, an open question as to whether and how president trump will bring that up in his talk

with putin. the president's already laying groundwork for conversations with france and germany on the phone with their leaders, chancellor angela merkel acknowledging those discussions won't be easy, given u.s. positions on trade and climate. and the president also calling japan and china this holiday weekend to focus on north korea. the u.s. signaling it will get tougher on pyongyang, strongly suggesting beijing do the same. but president trump today is wading into a different international controversy, over a little boy named charlie guard in london who has a rare terminal disease. his parents want to take him to the u.s. for treatment. his doctors want to take the boy off life support. >> he's still fighting over there, believe me. he's still fighting. >> reporter: president trump tweeted the u.s. would be delighted to help charlie if possible. his most recent tweet coming after several others too. including one featuring a cnn logo, a fake fight generating real controversy, and threatening to overshadow that

critical overseas trip. >> with this president the attention he draws with his tweets, he can do certainly some damage with that, but he can do some great good in advancing u.s. interests on the foreign policy domain. >> reporter: the president on-line also is taking another jab at what he calls the fake news media. while taking credit for some strong wall street numbers, but worth remembering he may end up curbing his twitter habit when he heads overseas. remember the first foreign trip he hardly tweeted at all. instead letting his message abroad speak for itself. >> hallie jackson, thank you. so, now some breaking news on this july 4th, new jersey's budget standoff just ended and the day's long shutdown is lifted. governor chris christie just signed a $34.7 billion budget into law, this after the state senate and legislature came to an agreement sending a budget to him without any major line item vetoes.

the resolution caps off days of suspended services across the state including shuttering state beaches and parks over the extended holiday weekend. the move made difficult for governor christie after pictures emerged of him and his family at a state beach unavailable to residents due to the shutdown. christie, known for his brash persona is defending his decision while brushing off the controversy. >> i think i've proven over the last eight years i don't care about political optics. i care about right and wrong. i think i've proven over the last eight years i have a choice to make between my family and political optics i will pick my family. >> state beaches and areas are open to the public today. the battle for mosul entering its final stages and the forces are close to fully recapturing the city. now a first look after three years of occupation. nbc's chief foreign correspondent richard engel reports from mosul.
