[ no audio ] >> to washington. president trump responding on twitter saying does this guy have anything better to do with his life? hard to believe that south korea and japan will put up with this much longer. perhaps china will put a heavy move on north korea and end this nonsense once and for all. nbc's ali is in london this morning. good morning, ali. this isn't the first time north korea has tested missiles on the fourth of july. >> good morning, dara. that's right. they tested a flurry of missiles in 2009 on the fourth of july and this latest test, the 11th one this year, seems to be designed to have maximum geopolitical effect. again, on the fourth of july, just after president trump spoke with the leaders of south korea

and japan on sunday about how to deal with north korea, and ahead of the g-20 summit later this week. according to u.s. pacific command there was a land-based missile that was fired from near panghyon airfield. it flew for about 37 minutes. japanese officials say the missile may have landed in waters claimed by japan as its exclusive economic zone. the u.s. and south korea and japanese officials say the missile reached an altitude of 1500 miles, which would be longer and higher than any other similar test previously reported. it covered a distance of almost 600 miles. u.s. and south korean officials say it was an intermediate missile but north korea claimed they've tested an intercontinental ballistic missile that conflicts with u.s. reports and south korean reports. if confirmed to be a test launch of an intercontinental ballistic missile it would be a significant step forward in developing a nuclear armed

missile. nonetheless it seems to have been a very successful test. dara? >> ali, thank you so much for that. back home, here president trump wakes up in the white house this morning just in time to ring in his first fourth of july as commander in chief. and with a packed agenda as president trump prepares for an overseas trip that is sure to make waves including a face to face with russia's vladimir putin. hallie jackson brings us up to speed. >> reporter: president trump not seen but heard from his new jersey home making calls and making waves with three international hot spots making headlines. in russia, europe and north korea. the president's first face-to-face meeting with vladimir putin, set for the sidelines of the g-20 summit this week. now today, new tough talk from the kremlin, a warning it's running out of patience with the diplomatic compounds the u.s. shut down as punishment for moscow's meddling in our election. an open question, as to whether

and how president trump will bring that up in his talk with putin. the president's already laying groundwork for conversations with france and germany on the phone with their leaders chancellor angela merkel acknowledging those discussions won't be easy, given u.s. positions on trade and climate. and the president also calling japan and china this holiday weekend to focus on north korea. the u.s. signaling it will get tougher on pyongyang, strongly suggesting beijing do the same. but president trump today is wading into a different international controversy, over a little boy named charlie in london who has a rare terminal disease. his parents want to take him to the u.s. for treatment. his doctors want to take the boy off life support. >> he's still fighting over there, believe me. he's still fighting. >> reporter: president trump tweeted the u.s. would be delighted to help charlie if possible. his most recent tweet coming after several others too. >> oh, my god. >> reporter: including one featuring a cnn logo, a fake fight generating real

controversy and threatening to overshadow that critical overseas trip. >> with this president the attention he draws with his tweets, he can do certainly some damage with that, but he could do some great good in advancing u.s. interests on the foreign policy domain. >> reporter: the president on-line also is taking another jab at what he calls the fake news media, while taking credit for some strong wall street numbers, but worth remembering he may end up curbing his twitter habit when he heads overseas. remember the first foreign trip, he hardly tweeted at all, instead letting his message abroad speak for itself. >> hallie jackson, thank you. so now some breaking news on this july 4th new jersey's budget standoff ended and the day's long shutdown is lifted. governor chris christie just signed a $34.7 billion budget into law. this after the state senate and legislature came to an agreement sending a final budget to him without any line item vetoes that were major concerns for the democratic majority.

the resolution caps off days of suspended services across the state including the shuttering of state beaches and parks over the extended holiday weekend. a move made all the more difficult for governor christie after pictures emerged of him and his family at a state beach that was unavailable to resident deuce to the shutdown. still christie, known for his brash persona is defending his decision while brushing off the controversy. >> i think i've proven over the last eight years i don't really care about political optics. i care about right and wrong. i think i've proven over the last eight years i have a choice to make between my family and political optics i will pick my family. >> state park beaches and other recreational areas are opened to the public today. the battle for mosul is entering its final stages and iraqi forces are close to fully recapturing the city that they advanced on a few pockets that remained under isis control and a first look after three years of occupation. nbc's chief foreign correspondent richard engel reports from mosul.

tacoma, washington -- >> all my fingers blew off except for my pinky. >> reporter: 17-year-old curtis lost most of his left hand last week, his head and chest covered in shah nap nel wounds. >> i knew i was doing something dangerous but didn't know it was going to go off that fast. i thought i would two or three seconds to throw it. >> reporter: nationwide as many as is 1 people die and more than 11,000 people are injured in fireworks accidents each year. in fairfax county, virginia, a demonstration of fireworks bought legally in some states and then driven across state lines. starting with a mortar bought at a fireworks stand. to replicate someone's hand the same explosion in a watermelon. somebody would lose a hand or finger with that. >> very easily. >> i didn't really feel it because i was in shock. >> reporter: in colorado 9-year-old hailey is still recovering from second and

tears. the remarks after her round one victory at wimbledon. williams is facing a lawsuit from the family of 78-year-old jerome barson who died after sustaining injuries in the crash. williams was found at fault but has not been charged or cited for any crime. new this morning a federal court has ruled the environmental protection agency must enforce a rule limiting methane emissions by oil and gas wells. epa chief scott pruitt tried to delay the obama-era regulation by two years to give the agency time to reconsider the rule but a three judge panel said while the epa has the right to examine the rule it cannot delay implementation. the ruling seen as a win among environmental groups and an epa spokeswoman said its reviewing its legal options. tiger woods announced he completed inpatient treatment to help manage his pain medications an a sleep disorder. this comes a month after the golf star was arrested in jupiter, florida, for driving under the influence. two breathalyzer tests did not detect any alcohol. instead, woods claims that he had a reaction to several

prescription drugs. he's scheduled to appear in court next month. in the meantime woods says he will continue to work on health issues. and nba super star kevin durant is reportedly taking a huge pay cut to help keep key players for the champion golden state warriors. according to espn durant is expected to sign a two-year, $53 million contract, that's a pay cut of $9 million for the finals' mvp. the move reportedly gave the warriors room to sign andre iguodala and shawn livingston for three more years. it comes after the team signed a blockbuster deal with star steph curry worth $201 million over five years. good news for american manufacturing and also a major update on the long awaited tesla model 3. cnbc has more on that. good morning, karen. >> thanks, dara. a key survey of manufacturing climbed to a three-year high. we saw the u.s. manufacturing index at 57.8, that's the highest level since august 2014
