the way she's conducted herself. not so much for chris christie. thank you both for being with us. thank you all for watching. the "hardball" starts right now. >> high noon in happenburg. let's play "hardball." good evening. i'm chris matthews in washington. donald trump is facing some of the biggest tests of his presidency this week north korea tests firing a missile that could reach alaska. and a meeting with vladimir putin set for friday. this afternoon, air force one touched down in warsaw. on friday, the president heads to the will g-20 summit in happenburg, germany, and it is there that he will face the the most important meeting so far, face to face with putin. originally it was only going to be a brief informal chat in the

hallway. yesterday it was upgraded to a formal bilateral meeting of the two presidents. president trump has been briefed repeatedly. his advisers have alerted him to the web of potential risks, complex issues and diplomatic snags. even his top aides don't know precisely what mr. trump will decide to say or do when he meets president vladimir putin. that's a quote. it comes at a precarious time. he is tunneled scrutiny of special counsel robert mueller as well as the senate and house committees. republicans say he should confront putin about russian interference in last year's election. can the president afford to play nice with putin? for months, president trump has expressed optimism that the relationship with russia could improve. >> if putin likes donald trump, i consider that an asset.

not a liability. we have a horrible relationship with russia. as far as again, putin and russia, i don't say good, bad or indifferent. i don't know the gentleman. i hope we have a fantastic relationship. that's possible and it is also possible we won't. president putin called me up very nicely to congratulate me on the win of the election. and probably putin said, you know, he's sitting behind his zpeks he's saying, you know, i see what's going on in the united states. i follow it closely. it will be impossible for president trump to get along with russia because of all the punish he has with this fake story. probably putin assumes he won't be able to make deal with me because it is politically unpopular. we're not getting lane with russia at all. we may be at an all time low with russia. i'll see with putin, it would be fantastic if we got along with putin and with russia. >> anything president trump says

or does is likely to be leaked of course. in may he met with the russia foreign minister. it was shortly after that that he fired comey. the fbi director. according to the "new york times," he told his visitors, i just fired the the director comey. i'm not under investigation. that's the start of the meeting with putin. where does he go from that? the director of national security at the third way and a former director. and the reporter for axios. howard, my friend, this is a big question. i think we have to say the last time they met was with kislyak and the foreign minister will have a will have a rove.

now they are saying they say i can't be friendly with this guy because it will look like i'm on the take in the last election. where's the bar? can he be a great representative or has he boxed himself into being the one who can't succeed? >> he can't allow himself to be boxed in. russia can't win. i've traveled pretty extensively over the years. they can't win. the only way they can win is by having everybody else lose in democratic countries in western europe. >> they are playing a losing hand. and he is playing it by trying monkey around with the mechanics of western democracies. donald trump's number one mission is to protect the legitimacy of the united states, its rule of law, its

constitution. he is in a way boxed this politically but he can't allow himself as president to behave that way. he has to be tough with putin. he has to say, look, i know what you're doing. you can't do it anymore. putin will come back and say you guys, you monkeyed around and trump has to have a comeback. he has to have a long game with putin. >> he has to punch putin in the face with this. putin must know it's coming. what comes next? if that doesn't come, i think trump will be laughed at. >> there's a bipartisan consensus you'd have to do. first you want to go after the hackers that messed with the election. >> personally. you want to go after organized crime that's putting money in putin's coffers and you want to stand with nato and make clear,

we stand with our allies against russian aggression. that's the way it has been historically. >> you've been running democracy lessons around the world and you've the gone everywhere else. we're just fighting back with your own medicine. >> we want the people of the countries to decide. what you did was mess with our election. you were trying to suppress the ukrainian people. so we teach people how to be politicians. >> i would be stunned if donald trump punches putin in the face rhetorically. that would require him to have a fundamental change in world view between now and friday. he doesn't believe russia interfered in the election because he sees them, it is too much cognitive.
