being questioned on the senate side. and later, is attorney general sessions' job on the line according to a new report that the president's advisors are floating ideas for possible replacements. good morning, it's tuesday, july 25th. new overnight, senator john mccain announced he'll return to d.c. just last week it was announced the senator was diagnosed with an aggressive brain tumor. his office released a statement saying senator mccain looks forward to the returning to the united states senate to continue working on important legislation including health care reform, the national defense authorization act, and new sanctions on russia, iran, and north korea. senator mccain is expected to vote in support of a motion to proceed to the health care bill,

but republicans aren't as sure. now, senator ron johnson said i don't have a clue what we're going to be voting on. senator murkowski said i would like to more. senator susan collins said we don't know what we're voting on tomorrow, or at least, i still don't. and senator rand paul said he's still a no vote on a motion to proceed unless they go straight to a clean repeal. >> if they want my vote, they're going to have to come and talk to me and they're going to have to say yes, we're willing to have some compromises. i've gone to them many times, and i'm not getting anything back from the leadership that shows they're interested in my vote. they're going to be much more interested in the next 24 hours or i'm not voting to go to their bill. i don't think their bill is much good anyway. >> a group of moderate senate republicans met to discuss the planned health care vote. their meeting came after president trump once again railed against obama care and his party in a speech at the white house.

scratch. we're going to draft our own bill. >> we're all involved in discussing the way forward. >> it's a rejection from the house bill. joining us molly hooper. great to have you with us this morning. >> thank you. >> obviously a lot of questions surrounding what is actually happening today on capitol hill. today's vote by some accounts is a motion to begin debate on legislation, but nobody knows what that legislation exactly is. are they essentially voting on a bill passed by the house in may, do you think? >> well, the thing that's interesting about the senate is it's unlike the house in that when you go -- when you want to bring a bill to the house floor, there's a rules process where a committee decides what is discussed and debated on the floor. the senate, it's basically open for all. technically, yes, they will be moving on to the house bill, but that doesn't mean that what the final product will be the house bill, because republican senators, democratic senators, are free to offer whatever amendments they want. so when rand paul says i want my

leaders -- i'm not sure if they really want my vote, they haven't been in contact with me. he wants to know at what point in the debate after the senate would move on to the actual bill, at what point would his amendment to full stop repeal the bill would -- full sop repeal obama care would come up for a vote. >> i assume final pitches are obviously still being made about today, but how should we expect this to play out going forward? i mean, we're listening to some senators and they're kind of saying we don't know where to tally the votes because we don't know what they're voting on. and i'm not sure how this is going to play out today. >> that's actually what's going to be interesting to watch and fun to watch for those of us who cover the senate and the house. this is an unusual debate, because normally the leadership, especially on the senate side, know where exactly every vote is, who is going to vote which way, and they don't bring up a

piece of legislation or a motion to proceed unless they know they have the votes. so there's a few people we'll be watching for. lisa murkowski, susan collins is a no. he's not going to move on to the motion to proceed. the republicans can only lose one more vote and still have vice president break a tie. that's where john mccain's vote will be key. by all intents and purposes, it looks like he'll be in the chamber to vote for the motion to proceed. >> all right. molly hooper live in washington d.c. we'll see you again in a half hour. stick ard. >> excellent. >> republican congressman of texas is facing criticism for remarks about republican colleagues on the fence or against their party's health care plan. here's what he said in a radio interview on friday. take a listen. >> the fact that the senate does not have the courage to do some things that every republican in the senate promised to do is

just absolutely repugnant to me. some of the people that are opposed to this, there are some female senators from the northeast, if it was a guy from south texas, i might ask him to step outside and settle this. >> last week susan collins and lisa murkowski said they would oppose the plan to repeal obamacare without an immediate replacement. susan collins is the only one from the northeast. she released a statement in response to the congressman's remarks saying in 20 years in the senate, i have had a lot of people make suggestions about how to resolve legislative disputes, but until today, nobody suggested a dual. jared kushner is before the house intel committee today. yesterday he was on the senate side and confronted critics after. kristen welker has more.

scout with the white house saying i can assure you po us the was not telling this boy scout about his electoral college victory. back at home lawmaker in the house are set to defy president trump when they vote on a bill issuing tougher sanctions against russia for the metaltli in last year's election. the bill targets moscow for the military aggressions in ukraine and syria. president trump had previously objected to the bill's limits on his ability to lift or ease sanctions against russia without congressional approval. for the moment, the president isn't expected to veto the bill. if he does, he risks sparking backlash from both republicans and democrats who may have votes to overrule his decision. in addition to russia, the bill also adds sanctions against iran and north korea. still ahead this morning -- >> we are back.

later today. we have a slight risk in yellow. enhanced risk in the orange. this area is where we'll see the best chance of wind damage. that's in areas of south dakota through minnesota. this storm system then treks further east and to the south on wednesday. the area of yellow is under a slight risk of storms. and that includes a lot of big cities in the midwest. that's why there's 24 million people at risk. from chicago to champagne through almost all of iowa. by the time we get to thursday, we take this storm system and the cold front through west virginia, virginia and through philadelphia, d.c., baltimore, and new york. we'll track the storm system. there will be wind damage and an isolated tornado or two. it won't be horrible. the storms this time of year only last about a half hour or so. the central plains is the target. there's a couple heat advisories. dallas at 98. the southeast is beautiful. it's not that bad.

lawmakers in the house are set to vote on a bill issuing tougher sanctions against russia for the mettling in last year's election. the vote comes after leaders from that chamber and the senate reached a bipartisan agreement on the legislation over the weekend. president trump previously objected to the bill's ability on the ability to ease sanctions on russia without congressional approval. president trump has confirmed he has ended an obama era program to fund opposition forgss fighting bashar al assad. the president tweeted the amazon washington post fabricated the facts on my ending massive dangerous and wasteful payments to asaad. among the most influential and least heard figures in washington's modern history, jared kushner spoke out yesterday declaring that he did not collude with russia to help swing the 2016 presidential election. kushner will speak to the house

washington, capitol hill reporter "the hill" molly hooper. jared kushner headed back to capitol hill. what should we learn based on yesterday? >> well, it's interesting. shortly after kushner met with the senate intelligence committee staffers, keep in mind, it was staffers, not the senators, ron wyden, one of the lead democrats in senate intel basically said looking at kushner's 11-page statement, this was, quote, clever lawyering. they would like to see him up before the senate intel in a public hearing. i think the house democrats are scouring that statement looking for holes in the quote, dleclev lawyering and will be aiming their questions at kushner. what did he know about the meeting in 2016? why did he think it was a bad idea? and i think they'll try to drill down on his role in this -- any

contacts that he had with russia. to find out what other people knew among the trump campaign staff. >> let's talk a little bit about the russian sanctions bill. congress and the white house have differing opinions on this. give us an idea of the pressure on president trump now that congress is set to pass the legislation, pretty much against his o.kbjections. >> this is one of the things where bipartisan support for a bill that if trump decides to veto it, they can override it. president trump is backed into a corner. if he doesn't sign it, it will further the narrative that there's something with russia. that's not what he wants. that's the last thing he needs to have right now going on. and so, again, he would be that veto would be overridden. for your first veto to be overridd overridden, that's not a good sign. in addition to the sanctions bill, the reason he has

objections is because it gives congress more power to weigh in on whether he could lift sanctions. they would have 30 days to review any sanctions he would want to lift toward moscow, iran, north korea, anything like that congress would have a role in that, and it wouldn't just be the president's decision. >> quickly, let's talk about the health care debate. we're expecting senators to come back today to vote on what exactly, we have no idea. is that correct? >> yes. that is correct. technically it's going to be the house-passed bill, but that will change immeasurably and john cornyn floated the idea that if the senate passed a version of the health care bill, they could conference with the house and, again, we could have something that might even be more paired back and they could move forward with greater overhaul later this year. >> all right. live on the hill, the hill's molly hooper. thank you for joining us this morning. >> absolutely.

"the washington post" reports they are floating the possibility of replacing them and rumors over who it could be are running rampant. the post speculated -- rudy giuliani could also fill the role. he pushed back saying sessions was right to recuse himself in the russia probe. as it plays out, sessions was reportedly at the white house monday. according to politico, he did not meet with the president. last night, we were told the attorney general has the president's vote of confidence and brand new communications director scaramucci said sessions' fate would be up to the president and sessions, and the president remains disappointed in some of the way the attorney general has handled certain situations. meanwhile feinstein wants the top attorney to come before the

judiciary committee to discuss his role in recusing himself from the russia investigation. it's two days into the job and the reports. the new white house communications director is ready to clean house. they say anthony scaramucci is poised to purge staffers suspected of leaking stories and being disloyal to the president. he's planning to weed out those who don't make the cut. some of the first to fall would be those allied with reince priebus. the post says the potential shakeup is stirring up tensions despite a public display of unity. criticism for a new campaign ad that includes audio of the shooting of steve scalise. take a listen. >> get down. man down. man down.
