the path forward for health care after friday's defeat. new this morning, president trump expected to sign a bill with new sanctions on russia which restricts the president's abilities to lift sanctions. congress passed the bill by an overwhelming margin. sarah huckabee sanders says, president jondonald j. trump ha read early drafts of the bill and negotiated regarding critical issues and approves the bill and intends to sign it. president trump encouraging police to take an aggressive approach with suspects. >> when you see these thugs being thrown into the back of a paddy wagon, you just seen them thrown in, rough, i said, please don't be too nice, like when you put somebody in the car and you are protecting their head, don't

hit their head and they have just killed somebody, don't hit their head. i said, you can take the hand away. okay? >> not long after that speech, news broke that reince priebus was officially out as white house chief of staff and his replacement, homeland chief of security, john kelly. >> i have just had a conversation with the president and john kelly. i have been talking to the president for a few days about this. ultimately, i formally re-sigsi yesterday. >> here is nbc's kristen welker. >> reporter: a major staff shake-up in the embattled west wing. chief of staff, reince priebus,

is out. president trump announcing his new pick in a tweet. i am pleased to inform you that i have just named general secretary john f. kelly as white house chief of staff. he had served as his secretary of homeland security. the president spoke about the big changes moments after returning to washington after a trip to new york. >> reince is a good man. john kelly will do a fantastic job. general kelly has been a star, done an incredible job thus far, respected by everybody. a great, great american. >> a source close to priebus says he privately offered his resignation after anthony scaramucci offered a profanity-laced tirade against him. kelly is seen as a stabilizing force. a 45-year-veteran who has

carried out tough on crime as a leader of homeland security and wants to crack down on leaks. his event in new york, the focus was gang violence. he also sang kelly's praises. >> truly one of our stars. john kelly is one of our great stars. >> that was nbc's kristen welker reporting. joining me now, chief washington correspondent for bloomberg news and congressional reporter for "the washington post." great to have you here. >> kevin, let's start with you. did the anthony scaramucci interview where he skewered reince priebus push him to re-sign or did the president straight-up fire priebus? >> i think it was a combination of both. i don't think there is anyone in the west wing department thought that that interview with "the new yorker" was something that was an assess to the white house

and team in accomplishing their mission. when you take a broader step back at the departures from chief of staff, reince priebus, to communications director, sean spicer, this is the president looking at a new direction. he had brought on these folks during the transition period from the republican party. they were essentially the republican party in terms of leadership because of their connections with congress and house speaker, paul ryan, and their ability to pass a legislative agenda through congress. there is more in line with the failure of health care reform passing than "the new yorker" story. >> how did president trump land on john kelly for this job and what does this mean for scaramucci going forward? >> this is someone who is very well respected within the military community and someone who from the president's perspective has not had any political drama at the department of homeland security

and this really earned him the respect from several of the president's top advisers including those in his inner circle such as first daughter, ivanka trump and that contingency in the west wing. in terms of where if goes moving forward, it is anyone's guess. this is someone very well respected within the military community. >> how much did the failure lead to priebus' departure? did trump blame his chief of staff at least partly for that? >> there is a certain amount of responsibility that the president puts on reince priebus' shoulders for not getting this done. he was supposed to understand the inner workings of washington and the legislative battles work more than some of the other trump advisers that are new and don't understand congress. certainly, it is a big blow. the bigger picture is that it

never seemed like reince priebus was in control of the white house. you are talking about somebody who is the chief of staff. somebody that is supposed to be the top executive. from day one, it never seemed like he was in control, that you had these warring factions that were constantly lobbying broadside at each other. there was this war playing out in the press. you never had m the understanding he was in control of his own staff. republicans divided on whom to blame for health care defeat and who to blame next. what is next? a lot of people are scratching their heads. a lot are saying, where do we go from here? there were some that were hopeful they could pass this scale back of obamacare. that did not happen as we saw

play out in dramatic fashion. there is a sense of aimlessness. some are hopeful that maybe we can get something done and maybe we can get something to trump's desk by september. a lot of republicans are sort of privately conceiting defeat at this point and looking at the situation and saying, look, we are not going to get a whole scale repeal of obamacare. we have to work with democrats and come up with something that is narrower and a little bit more bipartisan. what that looks like? i don't think anybody has a clue. >> on this white house so-called intrigue, is steve bannon next to go? he was also skewered by scaramucci. >> i think it depends on whether or not the president can accomplish his legislative agenda. when you look at health care in particular and now they are turning the page to tax reform and you saw senior

administration officials including treasury secretary, steven man u shin outlining a tax proposal. i have spoken with several that say behind the scenes they are trying to correct the political policy blunders that the reince priebus crowd made during the health care debate for tax reform. i can tell you that steve bannon has been carefully in the mix on those discussions. where does this all go from here. essentially, this is a president who wants to turn the page and wants to have some type of or. i any he hit it on the head of whether or not reince priebus had full control over the messaging status. you talk to some of these staffers that had been supportive of then candidate donald trump from the very beginning and they were very perplexed as to why the president even aligned himself with the former heads of the rnc when they were undermining him

from their perspective. >> is the white house likely to abandon the obamacare and move on to tax reform or is this another potentially dead snend. >> if you look at the president's tweets it sounds from what he is saying that he is content to let obamacare fail. that's what he is saying. he might come under pressure from some conservatives and some in the freedom caucus that might try to say, give this one more try. one of the republicans i spoke to seemed to be hopeful that they could still get something done. i think the white house is desperate for a win. if they don't see the ability to win in health care and there has been no evidence that they can win, they are going to try to move on to tax reform. that is going to be a monumental challenge. there are going to be a lot of complicated disagreements among republicans there. it is not clear that is going to produce the kind of victory they are badly seeking right now. >> six months behind us, who knows what the future will

bring? sean sullivan, thank you so much. kevin, great to have you both this morning. the day's other big story happening now, north korea claiming that a new intercontinental ballistic launch is a stern warning for the u.s. experts warn it reveals an advantage in north korea's ability to attack the united states. jeanette maki is in seoul, south korea with more. good morning, janice. >> good morning. there is no question that this latest test by north korea was significant. raising the stakes not only for regional security but for the trump administration which has made little progress in dealing with the north. this flew 620 miles at an altitude of 2300. if its trajectory was flattened, it could be capable of reaching cities within the united states, places like san francisco, denver, even miami.

it does stress an urgency to come up with options. so far, there have been few. today, there was video from north korea state media and also statements from kim jong-un saying his weapons assets can't be bartered for anything. his goal is to teach the united states some manners. this icbm has been something that north korea has promised or warned for years. the goal is to be able to show the capability of delivering a nuclear warhead to the united states. this is something that the defense intelligence agency just last week warned could happen within a year. the question is, as ever, what to do know. the u.s. has denounced this latest as well. south korea's president has said, seoul would consider deploying additional components of the u.s. designed thad system. the anti-missile defense system that is very controversial.

to bring a different stature and order to west wing operations. he noted his 45 years of service saying he is honored to take on this role. in a light moment at a security conference, kelly's cell phone rang white on stage. he joked about a call from president trump. >> you need to take that call? >> no. it might be the president. i do want to miss the call. >> i suspect he will be answering all the presidents calls now. we did learn that the president intends to sign a sanctions bill that goes after north korea and iran. it punishes russia for election interference. the white house says it was able to negotiate changes that are helpful to american energy businesses. the president is willing to sign it. it would have been a political nightmare given all of the russian investigation if he had not. it was passed overwhelmingly by

the u.s. is reviewing military options after a new missile launched by north korea suggests that much of the u.s. is now within striking range. general joseph donford and admiral harry harris held a meeting to discuss responses and reaffirm the united states intention to defend south korea. colonel, great to have you this morning. what is the capability of this missile and can it reach, say, chicago as some reports say that it can? >> well, it can. the question is whether or not the north koreans can put a missile on top of it.

it's very difficult to mate a miniature nuclear device to a missile. it is more difficult to have a weapon be able to survive the reentry stresses for the missile to hit anywhere. it sounds like it is difficult but they have been working on it for so long. they are very close to being capable of doing that. we estimate 12-14 months at the most. some time ago that would appear to be ridiculous. now, it appears it is certainly possible. >> 15 years, you think it would be sooner than that? >> no, 12-18 months. it could be sooner than that. we don't know what enter mating technology is or what the capability of the warhead is. 12-18 months, it sounds very scary. >> within that time frame, if a

missile were launched, does the u.s. have capabilities to knock it out of the sky before it does any knowledge or is that just a science fiction fantasy. >> it is neither science fiction nor is it a definitive capability. we are working on it. we are close to being able to defend against it. against one warhead, we do have the capability. against multiple warheads, not so much. that argument we have to continue to develop this and we are sending some over to south korea which is scaring the heck out of china. we need to persist. >> here is what former secretary of defense, bill cohen, told my colleague, andrea mitchell, that he thinks it means. >> our goal is to squeeze and squeeze and squeeze until the regime says, let's make a deal. we have restrained that for fear that we might be really

aggravating the situation. i think now may be a different situation. >> colonel, do you think he is right? >> we have procrass ttinated foo long and that's the principle reason we are in this difficult situation now. we have to keep in mind that the north korean regime is a continuing criminal enterprise. the only way you are going to be able to bring them to heel now is to do a deal with them. that's going to require the come policity of china. we are going to have to convince china it is in enter best interest for us and china to work together to squeeze north korea further. they are going to be reluctant in any case. in the end, it is going to have to be a situation where the united states and china guarantee the existence of this continuing criminal enterprise in exchange for north korea giving up its weapons. >> great to have you on in
