disruption that transgender would cause? >> i think more disruption was just the tweets and the way he did it. general dunford put out that memo saying this is what's going on. that looks like pretty big disruption to me. there are disruptions with everything that we do, every walk and live. will there's religious disruption in the country. those are overcome by leadership. so leadership is the problem, not transskrgender people. >> how about morale? >> if you're a good leader, morale will be high because you lead from the front and by example as the president does. look at the future generation of kids growing up. i walk down the high school to give a speech and all those kids are like whatever.

i've worked with advocates, police chiefs, with police officers over many years on this very issue. it can take decade to actually build trust between the police and the communities that they serve, particularly communities of color and in one statement the president of the united states can actually undermine all of that. he undermines it not only for the communities he purports to represent but also for the police officers, the police chiefs and police officers trying to do the right thing. he's making their job more difficult. that's why you saw the long island police department come out and want to distance themselves from the statement they made. >> i have that. this is from the suffolk county police department, that and the international association of police chiefs. "law enforcement officers are trained to treat all individuals whether they are a complainant, suspect or defendant with dignity and respect."

as a department we do not and will not tolerate roughing up of prisoners. but then what was disturbing, the cops behind the event were cheering and laughing and applauding. >> and you even have seen some people suggest that, oh, he was just joking. but police brutality is not a joke. state-sanctioned violence is not a joke. you look at the story of someone like freddie gray who was arrested, thrown in the back of a van, his neck was snapped and he died. i mean, there are families that are still grieving because of incidents like this and it really is disgraceful to see the president of the united states using his platform and also just really not having any understanding of -- or regard for these incidences and the tragedies and the loss for families that have experienced this violence. >> do you think there's a sense

that this administration has felt it was unsupported and so by doing this they were sort of building a bridge further to law enforcement? >> but donald trump had law enforcement support during the campaign. they endorsed him and here he is now going and speaking to law enforcement. ian p think, look, law enforcement do very difficult, important jobs for all of us and they keep all of our communities safe but the statements that he's making, they actually undermine those very jobs and in some way it's not surprising because when you look at his justice department. his justice department has already already a bandoned and the communities that they serve come together to collaborate, to build trust, to build accountability and his justice department is retreating even on voluntary efforts that police chiefs and cities have wanted to

undertake because they know at that they will make their community safer they actually have trust between their department, the officers on the beat and the very residence that they serve. >> i'm thinking about the timing of all this. it comes on the heels of the boy scouts of america speech. i should let viewers know you and i were talking yesterday about the tone, the political tone, the rhetoric coming out of the white house right now. do you this i this -- do you think this is changing overall what people find to be acceptable? >> i find the presidency is cheapening, is bringing down the public dialogue in this country. we tell our kids they can grow up to of the i wouldn't want my children or any children to grow up to emulate this president.

and focus to have 7% of the gdp like health care so i would have liked to see more from the white house, but with regard to the reince priebus and the shake up -- this happens. there is an author who wrote a book on white house chiefs of staff and to have someone who really understands what the president is thinking and has that kind of present whisperer status and has the ability to tap into what the president wants, i don't think that reince priebus understood that and i think it has to do with the fact he is from washington, a creature of washington and understands politics, but we didn't see that connect between what was happening on capitol hill and the white house and reince priebus wasn't doing that sufficiently. i think around the board, you had everyone from the left, democrats and eugene robinson from the washington post praising general kelly for his ability to run administration or organizations and i think this is a great transition here. so, yes, i would like to see more on health care but to be honest, the republicans in the senate, that is where the failure happened. >> so bill, we go way back.

scaramucci used in his tirade against reince priebus, is that acceptable anywhere. do you as a conservative condemn this language. do you think he should be fired. >> i don't think he should be fired. i've known him for several years up here in manhattan. and there is a new york versus a democrat vocabulary. and i'm the type of person who is very up front and i tell you exactly what i think and in d.c. they stab you in the back and pretend to be your friend up front. i used to work at goldman sachs and i don't like it and i am conservative and i would prefer and i have five brothers and i know this language happens, i would love to see more civility and that sort of thing. but to be honest, i think anthony is a better channeler of who donald trump is and the message that the 60 million plus voters -- >> that may be. but quickly, kerry, does it concern you that he was talking on the record and was not aware this would have this kind of
