with tinted windows plows through the stream of counterprotesters on foot causing multiple injuries in a chain reaction of hitting other cars. people are scream, panicking this this chaos. the car reverses and gets away from the bloody scene, injurying more as it escapes. police are on the scene a. multiple injuries reported. some more severe than others. again, the mayor tweeted rl earlier about a death. we are now able to confirm there is one death involved in what happened, that accident scene there with the car ramming into protesters. officials are investigating exactly the intention of the driver of that vehicle. the vehicle did flee. we are working on information about the driver of that car. there are people on site who said that the vehicle did not have license plates on it. obviously criminal charges would apply in this matter. this is most recent development and potentially deadly

development in a series of violent crashes that broke out. now, sticks were used as weapons. bottles were flying back and forth. armed militia men showed up defending the white nationalists. virginia is an open carry state. president trump just responded from new jersey with this. >> we condemn in the strongest possible terms this display of hate, bigotry and violence on many sides. it's been going on for a long time in our country. not donald trump, not barack obama. it's been going on for a long, long time. there's no place in america what is vital now is a swift restoration of law and order and the protection of innocent li s lives. no citizen should ever fear for their safety. and security.

injuries and one fatality. so confirming what the mayor of shafrlcharlottesville already s a tweet that someone had lost their life in this incident. as you can see behind me, this is still an active crime scene. police are here, tape is up. there are investigators going through several vehicles because there were several vehicles involved in this accident. they've been kind of going around the scene, checking inside the vehicles, trying to figure out which vehicles b might have been innocent bystanders, victim, if you will, in this entire incident, now, when we got out here, people were saying they were shocked at what they saw. they saw the car plow into the crowd, reverse back out and run over more people. these people were in shock. there had been violence at the ratlll clashes had broken out. water bottles being thrown, but nothing to this level, which es

escalated throughout the day. >> what have we heard from police about the investigation into this charger? it is a gray charger. i understand that there were eyewitnesses saying that it did not have license plates. tinted windows on this vehicle. have they said anything more about the man hunt? >> you know, police have remained pretty tight lipped here on the scene. in fact, they worked hard to clear everybody out from this scene. we were brought back to this area. originally, we were able to walk up pretty much to the corner. that's not the case anymore. they have put up barricades and police tape. clearly, a sign this investigation is just beginning and they don't want anyone over there either interfere iing or around that particular area. but they have remained very tight lipped about what happened here. >> all right, maya rodriguez on the scene for us. keep us posted if you get new information about the upday dates on those that have survived and new information on who this driver could be. thank you. i want to bring in jim cavanaugh

now, nbc analyst, law enforcement expert. know, this was captured on tape, there were protesters on foot. many recording that scene then more people broke out their phones in action as it happened. but i know virginia is a capital punishment state and an act of terrorism would be considered one of those aggrevating factors that would achieve a person getting a sentence like this. is is this the that type of case? >> it looks like a murder case, thomas, you're right. i just watched some video from the "huffington post" that posted from a different angle. just what you're describing. all the citizens with their video cell phones out. and it shows the charger coming back down the hill from the rear and you can clearly see it if you stop the video on that one i'm sure you guys will have it up shortly, but about three seconds in, there you go. if you stop it, you can see how
1:07 pm
far back the driver sees it's just a street with pedestrians. and if you slow it down, which i did to watch it, the pedestrians are all reacting so much to this vehicle, some even try to throw stuff at it, so they realize it's speeding into the crowd. of course, the other video you showed shows the pedestrians flown in the air. the car backs out. has a lot of damage. bumpers are hanging off the front as the video rolls through. they film it backing all the way up. t bumpers dragging. it's hard to see, doesn't look like there's a rear tag on it. i couldn't see a front tag on it and the windows were tinted, be but you know, it looks like a deliberate and now, as you've reported, cold-blooded murder. so, the question is does the state troopers or charlottesville pd, do they have this kriiller in custody becaus with all these injuries and one death, where is he? >> the incident commander for the police force there captain
1:08 pm
mitchell, had said a couple of days ago via their local newspaper, they were prepped for all scenarios. when it came to what was going to take place this weekend. knowing that this event was going to take place, knowing there would be those countervoices out there enforced as well. is this a failure in terms of police enforcement for being able to protect people that wanted to be out both sides though in terms of freedom of speech because the violence broke out. why wasn't there more effort to get control of this situation? >> well, they had a lot of officers there. unless they disperse the crowd, they don't have control of every citizen. they have a lot of officers around. in fact, there was officers who witnessed this vehicle striking pedestrians, so short of blocking off every street in the city with cement barriers, which
1:09 pm
i don't think would have been practical, the police were there. what's underestimated by some citizens is how violent these neonazis are. i worked my whole career chasing these guys. they can be very violent, very deadly. shoot people, kill people. maybe today ran over somebody. i mean, there's a lot of, a lot of violence in these guys and people maybe don't see it. they see the hate, but there's a lot of violence behind that hate. and when their plans were sort of disrupted, you know, by the police, by making everybody b disperse, the plans might have changed, these guys could get unbelievable energy from that torch light ceremony last night that mimics nazi germany in the '30s. they would get unbelievable energy from that. if you're around these guys and know what they're like. it affects them deeply because they're so radical and ek treem. so there's a lot of bad power in charlottesville right now and sit senns got to work with
1:10 pm
police to understand that. >> in reaction to the president's statement, david duke, who had given remarks prior to this accident happening, talking this is about taking america back. but he says i would recommend you take a good look in the mirror and remember it was white americans who put you in the presidency. not radical leftists. the statement from the president, jim, in terms of your opinion from the law enforcement community, was the president effective, forceful enough in light of the circumstances? >> it's pretty vanilla. i think it's weak. i don't think he's standing up strong against these people. he needs to stand up stronger and condemn this more. he's got people close to him that are sympathizers that have you know, been involved with these people. you can't have that in the white house. that's why these people are empowered. and they feel they have a friend in trump. look, here's the ku klux klan notorious leader calling out the president.
1:11 pm
we supported you and you know it. he's got to take more bigger steps. he needs to meet with civil rights leaders and the leaders in congress that know what they're doing, hatch's statement today. there's great leaders in congress. he should sit down with them and get a plan to really put a stop this this because if his is what he's saying today, he's got to change his messaging and change what he's doing because these guys are em bolden by the president. we've never seen a torch light rally like this. in all the years we chase these guys for their crime, not in a city like this, a torch light parade at night, hundreds of them on a university campus. thomas, that is reminiscent of how strong these groups, the klan and neonazis were in the '60s. when i first started, they were wearing the full uniform, the george lincoln rockwell crowd.
1:12 pm
it's changed. put a lot of enforcement on them because of their violence, but they're back now. they're strong and they got, they're having rallies and meetings an trying to clean up their act and change their name to alt rig, but it's all the same ilk. it's ko ales to that today. it's really sad for america. >> just because it's a tiki torch from bed, bath and beyond doesn't mean it's just as insind yar in terms of what it represents. also, gorka wearing that type of nazi pin and the rest of the dog whistle flurry iing that happen from this administration that even though president has disavowed david duke, it doesn't seem to stick. jim, i'm going to ask you to stay with me here. i want to bring in "new york times" national reporter, and the president has disajou vowed duke after the interview on cnn where he did not do enough to
1:13 pm
distance himself of that endorsement, has had to do that consistently ever since, but it's as if all of these people don't believe it. i think it comes to give lincoln a nod. i believe it comes with a wink and a nod. this is a president whose career began with pushing out the idea that the president of the united states at the time, barack obama, was not born in this country and was pushing out birther conspiracies, then he today did not utter even the words kkk or white nationalists, so i've talked to plenty of people including some white nationalists who tell me they see themselves in president trump and understand he can't overtly say i support white nationalism, kind of this the idea of founding stock of america being white people, but you understand that i'm in your corner. those are the people that i've talked to personally who told me they see that this president as pushing an agenda.
1:14 pm
it benefits the plans of white nationalists, everything from targeting affirmative action in colleges, to this idea and this rhetoric of law and order. so while president trump might not believe those things, while he might not himself be a racist, and might not be a white nationalist, he people want him to really utter those words and say i'm not okay with this and the fact he disavowed david duke came only after people pushed him to really say something that was more stronger than what he was saying before, so even with that, dooifd duke was saying they kind of pushed him into saying he doesn't like me, but we know we have the same agenda. >> when it comes to thinking about leadership, when we think b b about what we've bwitnessed and covereded over the years and know the types of police presence or military forces that can show up at things, with terry mccull la and others in
1:15 pm
virginia, are they going to look back and think that the charlottesville police department did not do enough in terms of insulation on the front end to make sure something like this, you can't flush out all scenarios, this is a deadly one, but they could have done more. >> i'm sure that the police there are wondering how they could have protected those protesters because they knew this was going to be a volatile crowd. those -- if you're at a health care or abortion rights rally. but that was a kkk white nationalist gathering, so if you understand what that means, you understand what the counterprotesters are up against, you know that that's going to be a place where police presence is going to have to be to keep people safe. now, b of course, i don't think police could have imagined that someone would have been plowing a car through, but reporting in
1:16 pm
ferguson, where they overpoliced, police officers around the country had the look at that situation and say how can we do better. so i don't think that just the police in virginia are going to be looking at this. i think police in ferguson, police in baltimore, in washington and other places are going to say how can we do these things better. >> when i was this baltimore reporting with the militarized vehicles rolling in, the gas going off, the lines, brigades of police enforcement, not only for maryland, we're also shipped in from pennsylvania and surrounding states. to actually help with nighttime enforcement there, but when we think about this happening in broad daylight, this went down in the middle of the day in virginia, i think that's what's ooem even more startle ling. certainly from eyewitnesses. i want to hear about this. take a listen. >> this was a terrorist attack. it's what happens in france when
1:17 pm
people get plowed into automobiles intentionally. this is a terrorist attack. for the white nationalist cause on american soil. >> i think maya rodriguez interviewed that gentleman earlier and he explained the white substance on him. being caught in the middle of all this. mike, if you can confirm, it was maya who talked to him about what was on him. yes. but -- a terrorist attack. we know that virginia is you know, they have the death penalty in that state and this might exactly fall under the definition for these aggregating, aggrevating factors for it. with the president having spoken just a short time ago, do you think that they are going to have to return to the podium in
1:18 pm
bedminister to deal with in a more straight fforward fashion d not in a glib way where there's this moment with the president going over to shake hands of any moment of levity. this is not a time for levity. >> i think of this as a communications department and a general kelly has been empowered to change the way that this white house communicates with the american people, that they're going to have another moment at the podium where the president says more about what he thinks about this incident, about what he thinks this is domestic terrorism. as someone who has covered race and studied race in college, i wrote papers about the fact that lynching in the south was dm domestic terrorism. we in america don't really think of thing that is happened to us, americans against americans as terrorism, but thout our history in this country, african-americans have been terrorized. other racial groups were terrorized. when you had people going into people's homes, dragging them out, a 14-year-old boy in
1:19 pm
mississippi named em it till, being dragged out of his bed and getting killed, that was terrorism, so i think americans need to understand what we're witnessing here, it's okay to call it terrorism. >> thank you very much. stay with with us. we're going to continue with our kovrnl here, but if you're just joining us, our breaking news coverage continues as we've been following now from charlot charlottesville with one killed and 19 others injured after a car plowed throw a street of protesters on foot. these were counterprotesters showing up they were there in reaction to a white nationalist group that had shown up. the group was trying to protest what was approved to be the removal of the robert e. lee statue from emancipation park. this was something decided earlier in the year by a 3-2 vote on the charlottesville city council to have that statue removed. we've seen images all afternoon long of the violence that took place with police, the

which has people that have retransmitted messages into the mainstream and some of these folks, gorka, simon and bannon are in the white house. that's why it is so disappointing that the president did not take this opportunity today to condemn euro nationalism, this white nationalism, not just here in america, but in europe as well. indeed, greek bigots tweeted their support for this rally today. and i think what we're seeing is this is the biggest rally of white nationalists and others including neonazis and clansmen we've seen in decades. we look at things like back in '64 where crosses were lit in mississippi. two people killed. greensboro massacre in '79. five people were killed. this is now historic marker for
1:47 pm
this group, which is so imboldened that people like david duke who were there are tweeting to the president saying we put you in office. it's important for him to o condemn this white nationalism root and branch. >> i would recommend you take a good look in the mirror and remember it was white americans who put you in the presidency, not radical leftists. that from david duke. we know the president had the to disavow any type of endorsement from david duke early in the primaries and into the general election of itself. david duke on scene today was saying that they you know, thanked president trump, that he is helping them realize their agenda. but when we see what's going on with this, brian, and you said that there's fear of change, this was over a statue of robert e. lee being taken down. the city council voted to have
1:48 pm
that statue remooued. what is changing? we are beyond a country that would celebrate slavery. why would white national iss wt do these groups feel like they're lieuing? >> look at what they've done. there was some nazi symbol ji and confederate, but a lot of this is shrouded to those loose ch cherries of fearful disenfran whites who out of everybody in europe and north america are the one with aascending mortality rate and they're playing on the fears of these people to expand their base, but to be sure, they're using nazi terms. blood and soil. something from the third right. this is a terrible day for america. and my hearts go out to those injured and the family of that person killed. but what we have here is basically a confederate homecoming for white nationalism
1:49 pm
who have now coalessed into a vibrant social movement beyond just merely one clan group here and there. what we saw was a convergence of the white nationalists alt right and it's time for leadership to matter. words matter. we did a study showed that after president trump made his muslim ban proposal, in the five days after that, we saw an 87.5 increase in hate crime. >> because of what this group was representing, the white nationalist group, there's a fine line between free speech and hate speech and how things can be deleanuated and separated and vilified, but how do we try to balance that fine line in what was going on today in charlottesville between what is the right of free speech and what would be considered hate
1:50 pm
speech? >> hate speech, even under our institution, is constitutionally protected and while i abhor the message of these bigot, they have the right to peaceably a constitutional right to asemble but in california we've seep 24 violent confrontations since december 2015 and the largest white nationalist gatherings have taken place just in the last two years. we have to go back decades to see gatherings of this size. so the bottom line is, while they have free speech, we have free speech to condemn their hate speech. and we have to do it from the bully pulpit. president trump has to do more. the republican party of john mccain and bob dole, the wonderful people who have done things for our country, would not have allowed this. and indeed, the alt right said as part of their movement, they
1:51 pm
had two goals, one, white nationalism and disrupt the obstacles put in their way. they appear to have been runned down, if you will. and don't mean to use that in a -- >> in light of today's tragedy. >> in light of today's tragedy. but we've seen these mechanisms which prevented these hardened bigots from entering mainstream politics have come down and we've even seen people like gorka and miller and bannon enter the white house. this is abhorrent to the conservative ideology to folks like john mccain who spoke so eloquently in his concession speech and we need leadership, and the bully pulpit matters and to have the sustained stereotypes that enter the policy debate when we talk about immigration and criminal justice embolden -- >> brian, i want to say real
1:52 pm
fast, as you dedicate yourself to the study of hate and extremism and while we need strong leadership, i mean, bottom line, as americans, the rest of us are complicit, if we don't do something. if we don't take a stand or allow this to happen. because white nationalists who want to take up the -- this type of mantra of all white people, they don't represent all white people just like certain minority groups don't represent all minority groups in a broad brush. >> absolutely. and with regard to anti-semitic incidents which went up last year aand in our own research for 2016, we saw mostest cities that we look at either had a increase or multi-year highs even though they are off the previous highs of 2001 and our research shows that in half a dozen cities that we looked at increases significantly in major
1:53 pm
cities throughout the united states. so we have to approach this at the community level. you are absolutely right. but it starts from the bully pulpit, from the top down. what do they say -- the fish rots from the head first. we have to have our president condemn white supremacy and while nationalism and root and branch and he has not done it. he is too tepid. >> scaramucci brought back the phrase we've become familiar with over the last 20 days or so. >> unfortunately, thank you. >> brian levin, thank you. our coverage will continue dedicated to the events in charlottesville today. a special edition of joy reid tonight, a report of hate and violence in virginia at 7:00 p.m. eastern here on msnbc.
