possible terms this egregious display of hatred, bigotry and violence on many sides. on many sides. it has been going on for a long time in our country. not donald trump, not barack obama. this has been going on for a long, long time. it has no place in america, what is vital now is a swift restoration of law and order and the protection of innocent lives. good evening. i'm joy reid live from washington, d.c. with a special report on the events today in charlottesville, virginia. where a white nationalist rally
4:01 pm
erupted in violence late this morning. white nationalists groups attending a scheduled unite the right rally to protest the removal of a confederate statue clashes with counter-protesters including clergy and ant fascist groups and members of the black lives matter movement. the rally ended before it began when the governor and officials declared a state of emergency. before 11:00 a.m. but clashes continued into the early afternoon. the most serious violence happened when a driver plowed a car into a crowd of peacefully marching counter-protesters. killing one person and injuring 19 others. several witnesses say they believe it was intentional. police have arrested one person in connection with the crash. it is being investigated as a criminal homicide. police say in addition to the crash, another 15 people were injured at today's protests. let's go right to nbc news
4:02 pm
correspondent mia rodriguez who has been in the crowd in charlottesville all day. mia, give us an update on where we stand now, clueing on those injured. >> reporter: well, for right now, we know that 35 people were injured total. we have three deaths here. of course you mentioned the one woman who was runned down during that incident where the car plowed into the crowd and then we have those two virginia state police officers who died when the helicopter crashed about 7 miles southwest of here near a golf course. now behind me, we still have the investigation going on. keep in mind, it is hours since this scene began unfolding here. we have had forensics out here, police have been combing through several vehicles that were also involved in all of this that were swiped and hit during this incident. we know for a fact that a lot of people were taken to the hospital. i, for one, saw at least a half dozen people loaded on to stretchers, put into ambulances and you had paramedics on the sidewalk right here working on
4:03 pm
people when we first came upon the scene. i can tell you that this is a city that has been in a state of tension for weeks. this all started back on july 8th when there was a kkk march here near the robert e. lee statue near the park and the city was looking to remove the statue from the park. fast forward a couple of weeks and we come to this point on friday, law enforcement learned lessons from the july 8th rally where you did see counter-protesters and some of the people attending the rally kind of getting into it. they said they learned some lessons from that, they were going to apply them here today, but of course, it is hard to have foreseen everything that we have seen unfold today. from the clashes that started this morning, to the ins didn't that happened here with the car, to the crash involving the virginia state police. joy. >> and mia, you are saying that the police said they learned lessons from that july march but what we saw when we spoke with you and we saw you out there on
4:04 pm
the streets and dealing with what we're seeing right now which were physical confrontations between the white nationalist marchers and counter-protesters was a light police presence. there didn't seem to be a lot of police on the street. there didn't seem to be a show of force the way we've seen in other incidents whether in ferguson or baltimore. have the police officials explained why the presence seemed to be so light and so restrained. >> reporter: well, in fact, when they had the news conference just a short time ago, a lot of reporters were asking whethers whether they felt there was any mistakes made here and how this was handled. when the rally was initially supposed to start, virginia state police were there and they did not get involved immediately when the confrontation started between the protesters and the counter-protesters. they sort of held back. when things really began to escalate, at that point they did step in, they did clear the park. they did clear the area. which is how everybody sort of went their separate ways.
4:05 pm
and the counter-protesters ended up over here in it area. we're actually one block off from a pedestrian mall. there is a lot of shops here and restaurants, cafes and people were here in this area. it was quite packed. now when that incident happened as of car plowed into the crowd, there was quite a force seen here. there were all sorts of first responders, police, everyone descended on the area. number one, to treat those people injured and number two, to sort of clear out of the area and begin the investigation which is really just in the initial stages at this point. >> nbc mia rodriguez, correspondent out there. stay safe. thank you very much. we appreciate the information you've been able to bring us today. thank you. now there was another notable piece of donald trump's statement this afternoon, let's listen to that. >> above all else, we must remember this truth. no matter our color, creed, religion, or police ctical parte
4:06 pm
are all americans first. we love our country, we love our god, we love our flag, we're proud of our country. we're proud of who we are. so we want to get the situation straightened out in charlottesville and we want to study it. >> joining me now to unpack that is democratic congressional candidate roger dean hoff steader. thank you for your time. >> thank you for having me. >> thank you very much. i want to take people back to when a lot of us first heard about this event and myself, i heard about it last night. when reverend dr. william barber gave me a call to say there is something happening in charlottesville in side of a church where counter-protesters
4:07 pm
had gathered to prepare to confront the white nationalist marchers today, could you take us inside of the church. i understand you were there. tell us how this unfolded last night. >> reporter: yes, ma'am. we were at the st. paul memorial church last night. just joining together as a community. the local leaders were there and many different pastors from different churches here in charlottesville. there was an uplifting and inclusive message about how to counter the protests and talking about the inclusive nature of america and i left that meeting and i was so uplifted by the experience and the folks in there and unfortunately, just 100 yards from where that was, we had some white supremacists gathering. but the purpose of that event was really just to make sure that people in the community were warned to take -- tackle the assignment today which is to try to be positive and inclusive in what is otherwise a terrible day here in charlottesville. >> and just for our viewers who may not be aware of it and not paying attention to it.
4:08 pm
this is the scene last night that unfolded as mr. hoffstetler was saying a hundred yards from the church. a group of hundreds as it was described to me last night by a pastor who was also inside of that church, of marchers, white supremacist marchers who marched and converged on this park where the report e lee statue is located with torched chanting slogans. and if we could have some of the slogans. and cut seven for my producers so you could get a sense of what you could hear from inside of the church. let's listen to them chanting. this is the protesters last night. we may not have that yet. so let me just ask you, then, sir. when you were inside of that church and you could hear these protests and understood there were people with torches outside, what was your reaction? were people inside of the church afraid? >> yes, it was quite an in tim dating experience to be honest with you. they are just folks across the way there that really chanting the opposite of what was coming
4:09 pm
from inside of the church. we have -- i left before the order was given to stay in the church. but at one point there was concern for folks' safety in the church. and there was a community event to bring positivity to what was happening and there was no way to know the folks might be across the street so it was very disoccurring. >> and i will tell the viewers, we don't have the piece of video, but they planting blood and soil. >> that is right. >> and are you aware of what that means? >> i wasn't at the time. but apparently it is something to do with nazi germany and that something like that would occur just in earshot of the church where people are gathering together in and across races and across faiths, it is just very disturbing that something like that could happen in america, joy, and we have to stand up and speak out against this hatred and bigotry that is happening right now. >> and we there for the march today that turned violent. do you feel that the president's statement in which he talked
4:10 pm
about everyone coming together, do you feel that was sufficient, sir. >> i think it it is -- it is a accept in the right direction. i was disappointed it wasn't more forth right but there is only one side in america and the side is we're against bigotry and hatred, and every leader from the lowest level to the highest office in the land need to speak up aggressively against the hatred in our country. it is not something we will stand for and something we have to be aggressive against. >> roger dean hoffstetler, a candidate for congress. i appreciate you taking some time for us today. >> thank you. >> sorry for the problem with the mic. >> it was just fine and you were loud and clear. >> thank you. and now let me bring in lieutenant general russell honeri and best known for his work as the commander of the joint task force for the hurricane katrina catastrophe. general, thank you for being here. i want to talk about the response on the ground, what we saw taking place today in
4:11 pm
charlottesville where it looked like chaos from where we were standing. do you feel that police officials in charlottesville, virginia, had an adequate response to what you saw today? >> initially, it looked good. the police were well -- had the right uniform on, there seemed to be playing an observer role. but when the demonstrators showed up with helmets, sticks, bats, rifles, this is not a civil disobedience march against a policy or a rule at a local or federal law that people are disagreeing with. we have a conflict here between the first amendment and the second amendment. the fear that these people showing up with helmets an guns and sticks with the intent of doing what? followed by a terrorist type attack using a car. >> if it is directly related to
4:12 pm
them, and the investigation is yet to come, but this idea of white nationalism being used on the street in points of conversation and now acting with armed inside of the united states is way beyond what our police have been trained for and cities like charlottesville would have to create ordinance, you cannot peach with weapons an guns -- march with weapons and agains and stakes that could hurt people. >> and virginia is an open carry state. it is a state that is known to be quite -- one of the easier states in which to acquire a firearm. we did see people with long guns that you could see them visibly as you are watching this unfold on tv. how could a local police force stop people from carrying guns to this kind of rally, given that it is an open carry state? >> look u. can't go to a football game with a gun. we've figured out how to two it in the s.e.c. we have to figure out how to do
4:13 pm
in our cities so people could exercise their first amendment right to be able to assemble and disagree with policies or grievances. this is not the way of king and gandhi. the two people who showed us the way of how to use civil disobedience and assemble to change a law or a rule. this is hatred. by hate groups that have to be called out, the governor couldn't give a better speech. the mayor couldn't give a better speech. now all of virginia, all of america must denounce these two groups as hate groups and they are not welcome. we've got to make it very uncomfortable for them to operate, arm and with aggression inside of our cities in assembly. this must stop. we need even federal law, the attorney general needs to look at this and was in a hate crime. and all that is yet to come. but this hatred openly demonstrated in america, i didn't serve 37 years in the army to come here and see this in america. i faced 30,000 dome on
