james clapper interrupted the speech in phoenix with great concerns to the president's fitness. take a listen. >> having some understanding of the levers that a president can exercise, i worry about, frankly, you know, access to nuclear codes. in a fit of peak, he decides to do something about it, there's actually very little to stop him. there's very little in the way of controls over, you know, exercising a nuclear option. which is pretty damn scary. >> pretty sobering to hear that from somebody like james clapper. also how much more is the country going to, quote, endure this nightmare. >> and secretary of state rex tillerson is works to flesh out president trump's plans in the 16-year in afghanistan.

speaking yesterday, tillerson said after an effective military effort, a political settlement would be the next step in the process. but the second also undercut the president's assurance, that the u.s. will win this war, adding that talks with the taliban may be key to that process. >> this entire effort is intended to put pressure on the taliban to have the taliban understand you will not win a battlefield victory. we may not win one, but neither will you. so, at some point, we have to come to the negotiating table and find a way to bring this to hand. pakistan and the u.s. historically had very good relationships but over the last few years there's been a real erosion of confidence between our two governments. there's been an erosion in trust. because we have witnessed terrorist organizations given safe havenen outside of pakistan to carry out attacks against u.s. servicemen, u.s. officials, disrupting peace efforts outside of afghanistan.

actually attend that rally. >> no. >> and he spent over a minute taunting both of them, particularly mccain's vote on the health care. saying there's only one vote. and that vote was the difference. how will going after john mccain, do you think on his home state, home ground, affect the republican community back in washington, d.c.? >> well, i think that actually remains to be seen. because even though president trump did go after mccain and, to a certain extent, flake, he didn't mention them by name which is huge. because, i mean that was a 76-minute speech. and it was kind of exhausting. and he could have gone after them even more. he could have gone after mentit mcconnell. he did say certain things in reference to mitch mcconnell but he really didn't mention them by name. which is interesting because this would have been one of those places where -- i mean, it's been reported that some close to trump, the ones who want to sort of shake things up and blow things up in d.c. are saying, hey, the president needs to go in and kick out some of

these republicans and get more conservative candidates in, take out, say, jeff flake. but, really, you know, it's unclear if trump's going to do that. and he could have completely blown things up last night if he wanted to and just gone after jeff flake. but he did. it's interesting because tomorrow -- well, today, he'll be going to reno, reno, nevada,y dean heller who representing nevada, we'll see what he says in remarks there. >> molly, in regards to mitch mcconnell there, the president's sort of main public complaint is that he's failing the gop. i want to take a listen to the president from last night. and then we'll talk. >> and for our friends in the senate, oh, boy -- we have to get rid of the filibuster rule. right now, we need 60 votes and we have 52 republicans. that means that eight democrats are controlling all of this

legislation, we have over 200 bills. and we have to speak to mitch and we have to speak to everybody. >> all right. >> oh, boy. >> of course, molly, you know, six weeks is a lot of things in the docket that need to get passed in the six weeks coming up in the august recess. how does this affect things there? does it have a major impact or does it blow over? >> again, this is donald trump on the stump. he's speaking out against a lot of things he doesn't like, obviously, the 60-vote threshold is key to passing the budget and keeping the government funded. however when it comes to tax reform, the republicans want to do that which requires a majority of the senate. with 52 votes, that's a majority of the senate. it's a matter of president trump understanding how to work with and get votes from his members. something reports in that "the

new york times" article is that lisa murkowski, the senate from alaska, basically the "times" reports that murkowski wouldn't vote against this health care bill when she was threatened with the project from the interior department secretary brian zinke. now, that actually didn't work on the house side, where trump had mick mulvaney go to mark sanford, the south carolina senator to vote on the health care bill with basically the same threats. and those things aren't working and the president needs to figure out how to win over and get backing and support for these measures, as opposed to threatening to take away chairmanships which is something that he mentions and makes mitch mcconnell, i can just see him shaking his head back in kentucky. >> around wondering if this is a tactic that's going to work instead of trying to build the

welcome back, everybody. hong kong is at a standstill this morning as residents there ride out a massive typhoon. the storm bringing a combination of destructive winds and waves. but so far have uprooted trees and caused massive flooding. maximum winds near the storm center have been recorded at 95 mile aass an hour. and officials warning that sea levels could rise up to 15 feet in some places before the storm arrived. more than 400 flights were cancelled. financial sites were cancelled and schools closed. and a brush fire forced residents to evacuate. crews are battling the blaze about 35 miles east of san francisco. in fact, at one point, the fire

grew to 200 acres and threatened nearby homes an an army reser reservist training facilities. the blaze is 90% contained and residents are allowed to return to their homes. let's get a quick check of weather with nbc's bill karins. all eyes on texas, right, bill? >> yeah, texas, possibly, louisiana. doesn't look like we're dealing were a high major hurricane, category 3 or 4 or 5 or anything like that. but this is a huge rainfall effect to texas and louisiana. the worst case scenario, you get a tropical system that just stalls and dumps torrential rain. the colder cloud tops are colored in. and that's where the thunderstorms are. there's no clear circulation, and we could have a tropical storm. this was harvey, and it dissipated but when if reforms it will be harvey again. and tcomputer model towards the

texas coast. the next 48 hours, and then stalls out here, friday, saturday and drifts towards louisiana on saturday. if it did come up that would be the worst case for the houston area. houston gets summertime thunderstorms and they have bad flooding concerns. all of the computer models showing the significance for flash flooding. every in pink, seven inches of ryan over the next five days. isolated totals could easily get up to 10 inches possibly a foot of rain. in the texas coast of louisiana, great weather, those thunderstorms are gone from last night. they left their mark. lots of cleanup in places like pennsylvania and new york. and the blue shows you where they're actually unseasonably cool. a little relief from the heat in areas of st. louis and ohio valley. it's the story we told you
