good morning. it's thursday, august 24th. it has been a week of whiplash from the president of the united states. yesterday he delivered a measured speech from teleprompters to the american legion in reno, nevada. it came one day after his whield and free-wheeling performance in arizona in which he stewed his grievances over charlottesville and shifted blame for his administration's dysfunction, blame being the immediate opposition in washington. that came after another state speech on his afghanistan policy monday night creating a jarring contrast in style and disposition. take a look. >> we cannot remain a force for peace in the world if we are not at peace with each other. >> believe me, we have plenty of anarchists. >> a wound inflicted upon a single member of our community.

for us to heal. >> there is no challenge too great for us to conquer. >> the only people giving a platform to these hate groups is the media itself. >> again, if you are wondering, that is president trump just over the past few days. not even weeks. in a poll taken over the last week, 29% of voters say the president is level-headed. 68% feel he is not. >> all would appear to be fine between the president and the most powerful man in the senate, mitch mcconnell, but the latest reporting shows ongoing strain between donald trump and the man who can help him achieve his agenda. a report in the "new york times" described a profanity-laced shouting match on the phone between the two men. yesterday both the white house and mcconnell put out separate yet similar statements touting their shared goals, inclusion u including tax reform and infrastructure legislation, but did not deny the content of the article. from mcconnell's office, "we

have a lot of work ahead of us, and we are committed to advancing our shared agenda together, and anyone who suggests otherwise is clearly not part of the conversation." it also comes a day after the president needled the majority leader over the filibuster rule just like he did the night before in phoenix. >> and for our friends in the senate, oh, boy. we have to get rid of the filibuster rule right now. we need 60 votes, and we have 52 republicans. that means that eight democrats are controlling all of this legislation. we have over 200 bills. we have to speak to mitch, and we have to speak to everybody. >> and the president singling out of the two republican arizona senators tuesday night is said to have helped solidify support among senate republicans behind the majority leader.

>> now, at the same time house speaker paul ryan is dismissing president trump's threat to shut down the government over one of his pet projects, border wall funding. >> and we are building a wall on the southern border, which is absolutely necessary. now, the obstructionist democrats would like us not to do it, but, believe me, we have to close down our government. we're building that wall. >> i don't think a government shutdown is necessary, and i don't think most people want to see a government shutdown. ourselves included. i don't think anyone is interested in having a shutdown. i don't think it's in our interest to do so. while we work on doing what we actually said we would do, what we've done already in the house, and we need to do, which is to control our borders, so i don't think you have to choose between the two. >> ryan also pushed back on president trump's criticism of arizona senators john mccain and jeff flake. >> i think it's important that we all stay unified as republicans to complete our

agenda. those two gentlemen are people i respect, know, like, and are friends with, and we just -- we disagree on certain issues. i can think of a couple with those gentlemen, but nevertheless, we have a very good working relationship, and i think it's important for us to stay unified, but i think the president is employing a strategy that he thinks is effective for him. >> joining us now from washington d.c. is politico's daniel lipman, co-author of the political playbook. good morning to you and good to have you with us. >> goom. >> we talked about the intense phone call between the president and the majority leader about russia despite like what they're trying to at least put out in public, but now i understand politico as even more reporting about the president and that heated phone call and other republican senators about russia sanctions and even the mueller probe. what more can you tell us about? >> earlier this month president trump talked with senator bob corker from tennessee and also tom tillis from north carolina, and they are both about russia. for corker it was about trump

trying to press him, who is the senate foreign relations committee chairman to not go forward with the russia sanctions bill. corker told him, frankly, it has bipartisan support. this bill is going to get passed and trump was very, you know, angry that this power -- it would crimp his power because he wants to be able to set the agenda with russia. >> for a guy who penned a book titled "the art of the deal" the president has been criticized for not doing enough, for not getting out there, for not arm-twisting, for not making phone calls in regards to getting legislation passed in the last six or seven months or so, in the beginning of his presidency. it seems as if, daniel, when it comes to the russia investigation,ing wh inwhen it bob mueller, that's when he is willing to make the phone call and willing to make deals and do some arm-fwtwisting there. >> it doesn't seem like he is actually bringing in lots of senators into the oval office to

forge a personal relationship with them so that they can, you know, carry out his agenda. he only seems to call senators and congressmen when something is happening on the russia front. a lot of republican senators don't feel like they can work with this white house because it's also just consumed by chaos. trump doesn't seem to get many of these deals. where is his deal-making power right now? a lot of republicans also feel like with the white house at historic polling unpopularity, it's not in their interest to cooperate with him either. >> what's your take on whether or not we're going to see a government shutdown. we've heard paul ryan saying it's not necessary. the border wall funding issue is not something anybody wants to see be the reason for a government shutdown, but donald trump as well was very entrenched in his position saying even if i have to shut down the government, i will get that border wall.

>> i think -- you know, you're not going to see this huge fight, i think, that will lead to a no border wall, you know, and the government shutdown. i think they're going to resolve this by the end of september. >> sometime you actually take a step back and say this is a republican-led congress and a republican president. when you talk about what it was like last year -- the infighting. hard to imagine that it's everyone from the same party. >> you remember the conversation that was revealed between the president of mexico and president trump at the time saying, look, just say it. just say that you'll do it just so i can have, you know, people looking at me and saying you're going to get the border wall up, you're going to get it done just so that my base believes me, really. president trump escalating his criticism of arizona senator jeff flake. president trump held a private meeting with some of flake's potential primary opponents on tuesday night ahead of his rally

in phoenix, where the president reportedly huddled with state treasurer jeff dewitt and gop chairman robert brant who are both considering a run against flake. kelly ward who has officially launched a bid against him. the president went after flake without mentioning him by name. take a listen. >> and nobody wants me to talk about your other senator, who is weak on borders, weak on crime. so i won't talk about him. nobody wants me to talk him. no one knows who the hell he is. >> he tweeted "phoenix crowd last night was amazing. a packed house. i love the great state of arizona. not a fan of jeff flake, weak on crime and border." senator flake is responding to the continued attacks from the president. >> you know, the president is going to do what the president

wants to do. for me i just focus on, one, my day job, and, two, building a winning campaign. i can't control what goes on the other side, but all i know is i'll have a strong campaign. we knew all along that we would have a challenging environment in arizona. >> all right. staying in arizona former arizona sheriff joe arpajjo was humbled about the president's remarks about him on tuesday nooilt night. many are wondering if the president would use the rally to announce a pardon for the law n lawman. instead of announcing a pardon right then and there, the president had this to say. >> was sheriff joe convicted for doing his job? that's what -- [ cheering ] >> he should have had a jury, but, you know what, i'll make a prediction. i think he is going to be just

[ cheering ] >> but i won't do it tonight because i don't want to cause any controversy. is that okay? sheriff joe can feel good. >> all right. arpaio's sentencing is -- he plans to appeal the conviction. he tells nbc news that he hasn't spoken to the president saying, "i have no insight into what's going on." >> the white house is expected to give the details of a controversial ban. the "wall street journal" is reporting that guidance for trump's ban on transgender people serving in the military will soon be sent to the pentagon. sources seen by u.s. officials is expected to deny future admission to the military for transgender individuals and also allow defense secretary jim mattis to remove current service members based on their "deployability." deployability, according to the report, is defined as the ability to serve in a war zone, participate in exercises or live on a ship.

gabe gutierrez tells us why many are choosing a new venue instead of mar-a-lago. >> reporter: long known is the epitome of high society. >> they don't want to be sobered with the president's remarks. >> at least 17 charities have pulled their annual fundraising events from the so-called southern white house. many after the controversial comments after charlottesville. >> the zoo and conservation society. others include the red cross, the american cancer society, and the salvation army. >> well, the decision was made because the whole conversation had become a distraction to the mission of the salvation army. >> reporter: tax records show rental fees at mar-a-lago run up to $276,000 per event. the departures could cost the trump organization more than $1 million. profit from mar-a-lago are placed in a trust for the

and intensify quickly. that's one of the concerns we have. it was very disorganized yesterday. overnight look at all the bright red just popping up. it's starting to grow in size and intensity. hurricane under aircraft. our men and women are out there flying through the center. they're actually finding the pressure is dropping, which means the storm is strengthening. the new update from hurricane center came out about ten minutes ago, and now we have hurricane warnings here from port mansfield northfield and the corpus christi area, and just to the east of victoria. we have tropical storm warnings that are now up around galveston and galveston bay and also all the way down here towards port isabelle in the brownsville area. still only a 45-mile-per-hour wind. what happens with these storms is the pressure drops first, and then it still takes the storms a while to spin up and the winds to increase. we'll expect the winds to go up during the day today. right now it's relocated to the center to the north at 10. it will resume that northwest motion. it's still about 500 miles away, so we delayed the landfall a little bit. it was looking like it was going to be friday night yesterday. now it's a little bit slower progress. now we're thinking overnight

into saturday early morning. we had the winds at 75 miles per hour yesterday. now they've upped it to 85. now we're getting into the category of strong enough winds that we can get wind damage out of this, and the stronger the winds, the worse it will be with the storm surge. then look what happens. this is tuesday. this thing goes in here saturday morning, and then through tuesday it lingers on the south texas coast. that is the potential for horrific rainfall amounts. historical rainfall amounts. one of our long range computers. this is 15 inches of rain. look how widespread that is from louisiana through houston, all the way almost to san antonio. if we get that much rain, guys, in this area, it's already a an area prone to flooding. we're talking four or five days with people getting homes flooded, water rescued. there are problems they haven't seen in over 20 years. >> it's going to be a scary few days for the folks that hopefully everyone will take those warnings seriously and do what they have to do to protect themselves. >> the authorities there are

welcome back. it is the bottom of the hour. here are the morning's top stories. >> the city of charlottesville has covered the robert e. lee statue. it followed a city council vote to shroud that monument and two other confederate statues. a man tried to cut away the tarp, but he was stopped by police. the covering was a symbol of the morning of the people killed against -- >> the white nationalist featured on a vice documentary on the violence in charlottesville has turned himself in just days after warrants were issued for his arrest. christopher cantwell was charged with using tear gas and for bodily injury linked with clashes with those opposing the racist rally. last week he told the "new york times" that he was caught on camera pepperspraying a guy

straight in the face, but he said he was acting in self-defense. >> voters continue to be overwhelmingly opposed to the president's response on charlottesville. 32% approving in the poll conducted over the last weekend. 60% disapproving. the president gets about an equal rating for his handling of race relations. 31% approve. 63% disapprove. his approval rating has dropped four points down to 35%. 59% disapprove. only 31% of voters feel president trump is doing more to unite the country. down five points from after his first 100 days in april. 62% say he is doing more to divide, and the gap is growing wider in how voters perceive the type of change the president is bringing. 45% say trump is bringing the wrong type of change. up two points from april. 30% feel it is the right type of change. down four points.

southern border with mexico. he has really dug deep on that one, as we heard earlier, saying he is willing to shut down the government. we've also heard from people like paul ryan saying that won't be necessary. that's not a fight anybody particularly wants to have. is there a sense on the hill of how serious this collision course is going to be? >> i think there's a sense on the hill that republicans and democrats are pretty united on this issue. they don't want to see the national parks and other necessary parts of the government shut down just to fulfill a campaign promise of president trump. if president trump had more support on capitol hill for this position where he is linking the budget with the wall, then you might see that a shutdown would happen. it doesn't seem like there's much support on the republican side for president trump's position. >> let's go on this sort of unity stream that you just talked about there.

is there a scenario that we could see republicans and democrats, gasp, coming together over this and making sure there's no government shutdown and sort of bucking the president on the wall funding? >> yeah. i think, you know, they see that their constituents aren't really calling them in record numbers like when they did on health care. you know, to put a wall and stop the government from getting funded and so this may be one of those, like, you know, the hell freezes over moments in washington where you get republicans and democrats saying let's just fund the government. then let's work on tax reform. the government -- if we actually want to fund a wall, let's do it as part of the regular order. not tie it to something that must pass. >> yeah. may have been a campaign promise. as you mentioned earlier, the campaign promise was that mexico was going to pay for the wall. daniel, one more for you. politico is reporting another high profile departure to report at the white house. what more can you tell us about

that? >> sure. there's a guy named andy hemming, the director of rapid response at the white house. a talented guy. he is departing the white house. we're breaking that in "playbook" this morning. sources say there was a mutually agreed upon departure, and this comes as a lot of white house staffers look at their futures and say, you know, do i want to continue working for a president where there doesn't seem to be a lot of support in the public and, you know, it's a really tough work environment where the president undercuts senior staffers on a regular basis. >> almost seven months into this administration you can saferly say the administration has not settled down yet. daniel lipman live for us in washington d.c. thank you. >> thank you. some of hillary clinton's closest aides are weighing in on the excerpts her book first shared on i on morni"morning jo yesterday. here is what she was thinking during the town hall debate where donald trump was seen lurking behind her. >> well, what would you do?

watching myself pretending to be creepy is creepy. part of the book where it comes up is not about strategy or tactics. she's not saying that she's second guessing herself. she's trying to let you into her head about just how strange that is. even under the best circumstances. two people debating for 90 minutes in front of maybe 100 million people have got to be nerve racking. >> as we now know clinton obviously chose option a, admitting that maybe she "overlearned the lesson of staying cool." her 2016 communications director tells msnbc stood by her advice to show strength against trump as opposed to showing her emotions. now for business news, despite geopolitical tensions. the world's marge economies are growing in sync for the first time in ten years. a discouraging indicator this morning, new home sales in the u.s. have dipped to a seven-month low in july. for those stories and more,

cnbc's caroline roth joins us live from london. let's start with the factors behind the uptick in global economies. what's at play there? >> look, there are many factors. i guess central bankers will want to take some of the credit, and they'll say it's because we implemented the record low interest rates and threw all that stimulus at the economies. the bottom line is we're in low inflation, moderate growth environment, which we call goldilocks scenario. we're seeing that commodity prices are rising. we've gotten over the financial crisis and the euro zone debt crisis and the imf sees the economy growing by some 3.5% in 2017. as we said, not such great news for the u.s. housing market. yesterday u.s. new home sales hit a seven-month low unexpectedly dropping some 9% in the month of july. partly to blame? higher prices. new house prices increase in some 6.3% from a year ago. increasingly, there are fears that this housing market recovery is stalling quite

ask your hep c specialist about harvoni. let's get to the other big stories we're following this morning. tropical storm harvey makes its way to the gulf coast. >> the big concern, of course, here is the flooding. a hurricane watch was already -- has already been issued for parts of the texas coast. bill karins is, of course, tracking the storm for us and telling us everything that we need to know. how is it looking so far? >> looks worse. things look worse this morning. if are you just waking up when you went to bed last night, the storm is looking more organized. we're going to deal with a stronger storm. we know we're going to have horrific rainfall problems all the way to next week. what we wanted to avoid was really bad storm surge and strong winds that do damage too. now that's looking even more possible. the brighter the red, the colder they are, and that means the stronger the thunderstorms are. they're shooting clouds up into

the atmosphere, and now it's starting to look almost like a tropical storm even a a hurricane. in the 5:00 a.m. advisory we we want from hurricane watches to hurricane warnings. that wasn't really a surprise. we are under a tropical storm warning for areas around galveston and then it's a hurricane warning once we get down to corpus christi. this is the area where we take the greatest chance of landfall and the strongest wind. they're starting tore -- storm surge kills a lot of people. now we have a storm surge warning for the galveston area all the way to corpus christi. now we're saying five to seven feet of storm surge. this area is very shallow in here, and storms can easily push the water up in a hurry. a lot of these homes, they know that. they're required to build them up on stilts for this exact reason. when we're talking about wave action and the high tide cycle, we're starting to get close to

some of the homes. we will have to deal with structural damage to a lot of the properties on the coastal area. that will be a story to watch in the days ahead. here's the newest information from the hurricane center. we get these in every six hours. 5:00 a.m. east coast time, and then 11:00 a.m. east coast time, and then 5:00 p.m. every six hours we'll get a new update. the last one had only a 45-mile-per-hour wind. the winds aren't that strong yet. it's starting to strengthen. the winds will pick up during the day today, and they think it will be 70-mile-per-hour winds by later this evening and early tomorrow morning. they have been making landfall as an 85-mile-per-hour category one hurricane, but with the looks of the storm now, we can't rule out a category two at landfall. i haven't even ruled out a possibility of a category three. the chances of that are low, but we can't -- the fact that we're this close to a landfall and can't rule it out shows you how serious of a situation. after we're done with the landfall, as you would expect, the winds will come down. it will weaken. that is just a huge rainfall problem.

that's seven days from now we're going to be talking about this storm. that's where one of our long range computer models says 10 to 15 inches. that's in the reddish pink. we're thinking somewhere in between victoria and houston we could end up with 20 inches of rain in the next seven days. that will cause historic flooding problems. our forecast models are all pinpointing on landfall sometime around 7:00 a.m. just south of corpus christi. that's where preparing for the worst winds should be the corpus christi area. the remember are storm surge goes all the way up the texas coast. the situation is getting more serious by the hour. >> let's hope the people of texas heed those warnings. >> evacuations will probably be ordered and mandatory during the day today. i'm sheer they are. >> thanks so much for that, bill. now to the big powerball drawing.
