and faces its own challenges. you can find examples just outside downtown. at the county jail. while some of the men and women incarcerated here had been convicted. most are only charged with crimes and are awaiting child and the resolutions of their cases. william bernard mercedes agree. this is his first extended stay in jail. bernard says his four months here have caused him panic attacks and worsen his stuttering. >> i would stutt sometimes when the anxiety level wouldet real high on the outside but nothing like on a daily basis where the guys in the unit would make fun of me because that's the way i talk everyday.

i guess some people look at you for some reason and they just target in on you and a lot of them have been in there for ten or twelve months. they are already, basically, all settled in and you know i am basically new. . bernard is charged with threatened to kill and unlawful used of a firearm. during the course of his arrest, he picked up additional charges on assaulting officers. he pled guilty to all. >> if i think about the future and being contained and not able to see my family and just be way overwhelming. >> adding to bernard's stress is the fact that he's housed in a maximum security unit. he says he spends most of his

time in the cell and trust no one, not even the inmate cutter that used to cut his hair. >> my barber, he stabs people, he bailed out in there and he got into a fight with a police officer and got into a fight couple times. >> he was doing all kinds of drugs and robberies. you just don't know who you are sleeping with. one of the times he does sleep in his cell is to perform duties as a maintenance worker. he said that got in trouble when another inmate got angry. >> he came up behind me and smacked me and smacked all the stuff out of my happenends. because of his fear of being a snitch, h does not report the

stop. i have been here what -- seven months? enough is enough. william bernard would no longer have to worry about defending in jail. his judge found him not guilty by reasons of insanity. the judge says he was competence to stand trial but not in the proper state of mind on the night that he had a conflict with his father that led him to arrest. he will be monitored and report to the court for every six months for the same period of time he would have gotten in prison had he been convicted. in bernard's case, that's 20 years.
