we begin with the latest in the increasingly volatile situation in the korean peninsula where north korea claims that it successfully tested a hydrogen bomb on sunday. it is pyongyang's sixth nuclear test. the first during the trump administration and appears to be their most powerful to date. north korean state media says the bomb is meant to be fitted atop an intercontinental ballistic missile. south korea has responded by conducting live fire ballistic missile drills simulating an attack on the north's main nuclear test site. a south korean military official tells nbc news they will soon install four additional thad anti-missile systems. president trump initially responded to it by a series of tweets going after north korea while continuing to blame china and now, strangely, south korea, saying, "north korea has conducted a major nuclear test. their words and actions continue to be hostile and dangerous to the united states. north korea is a rogue nation, which has become a great threat and embarrassment to china, which is treeing to help, but with little success.

south korea, as i have told them, their tack of appeasement with north korea will not work. they only understand one thing. then several hours later he said this. i will be meeting general kelly, general mattis, and other military leaders. at the white house to discuss north korea. thank you. he also had this to say about one possible option on the table. >> mr. president, will you attack north korea? >> we'll see. >> later, defense secretary jim mattis standing along side joint chiefs of staff general joseph dunford and said this. >> we have many military options, and the president wanted to be briefed on each one of them. any threat to the united states or its territories, including guam or our allies, will be met with a massive military response. a response both effective and overwhelming.

we are not looking to the total annihilation of a country, namely north korea, but, as i said, we have many options to do so. let's go to gauging, china, where nbc news correspondent janice is joining us. janice, good morning. nice to talk to you today. china, along with russia, has condemned this test, while u.n. ambassador nikki haley saying north korea is, begging for war." some pretty strong words there. where does the situation go from here? >> well, there are still reverberations from the test on the weekend, and now there are new reports that north korea may be preparing to launch another ballistic missile. it is a possibility at this point given the schedule that they've been on over the last six months or so and trying to not only send political mess ajtz, but also to perfect their

technical capabilities. south korea has been preparing itself militarily conducting drills yesterday. more live fire drills today with its warships. also, a conversation with u.s. president trump yielded a promise from the u.s. that south korea would be able to acquire bigger missile warheads. as well, they agreed in principle to an arms and equipment deal worth billions of dollars. this is also the u.s. trying to give some security assurances to its ally, special after the tweets that you mentioned from president trump that seem to take swipes at south korea. the big question, of course, china. china holds the key. you cut off the oil, and you effectively shut down the north korean economy. the problem, of course, is that beijing does not want regime collapse. they don't want refugees across

the word border. they don't want a reunified korean peninsula that puts an american ally at china's doorstep. there is definitely a conflicted position here, and people wondering what the next move by china will be. >> that certainly is what people are wondering. all eye on that situation. talk to you a little bit later on in the show. thank you. meanwhile, as the situation with north korea reaches a crisis point, president trump reportedly preparing to withdraw the united states from its free trade deal with south korea. the move is apparently opposed by some of his top aides, including defense secretary jim mattis and national economic council director gary cohen, who argued it would slow economic growth and strain ties, but that vital ally. the move is reportedly so far long it could be announced this week back in april trump said the agreement left america "destroyed." the decision is drawing harsh backlash, including from nebraska's new york t senator been sass who in a turs

statement says the president and nebraska have a basic disagreement about trade. his administration holds 18th century views of trade as a zero sum game. i side with farmers and ranchers who are feeding the world now. meanwhile, many south koreans are starting to wonder why the president of the united states is seemingly against them. especially at such a critical time with one former state department official telling the washington post south koreans worry he is kind of nuts. this morning all eyes are on hurricane irma as the storm becomes a growing threat to the continental united states. irma has strengthened a category four hurricane, and warnings have been issued for puerto rico and the virgin islands. in an advisory last night, the national hurricane center said the chances of irma affecting parts of florida later this week are increasing. florida governor rick scott declared a state of emergency yesterday and tweeted last night "just spoke to the president. he offered the full resources much the federal government as floridians prepare for hurricane

irma." congress returns today with a huge and challenging to do list. the house and senate will be in session at the same time for 12 days this month as republicans try to rescue their stalled agenda. as the president huddles with the administration and republican congressional leaders about tax reformulator today and discusses harvey aid, health care, and border wall funding in a bipartisan leadership meeting tomorrow, the looming fiscal deadline of a debt limit on september 29th in government funding by october 1st will decide whether the most basic obligations can actually be met. the deadline is the end of the month. funding expires for the children's health insurance program, which provided care to more than eight million children back in 2015, and the national flood insurance program which underbrights five million flood insurance policies across the country. the house of representatives is set to vote on a hurricane harvey relief bill tomorrow. the house appropriations committee released texts of the legislation on sunday. right now it's a stand-alone measure, though the treasury

secretary steve mnuchin said harvey aides should be combined with raising the u.s. debt ceiling. >> the president and i believe that it should be tied to the harvey funding. that our first priority is to make sure that the state gets money. it is critical. to do that we need to make sure we raise the debt limit. >> axios reported over the weekend that republican leaders plan to pass a clean harvey aid package through the house. then the senate will attach a debt ceiling raise before sending it back. meanwhile, the death toll from harvey stands at 48 as floodwaters recede. some are beginning to return home. mandatory evacuations remain in place for certain areas as the army corps of engineers release more water to manage the overwhelmed reservoirs. the associated press is reporting that several of houston's super fund sites are also flooded. the sites are designated by the e.p.a. is being among america's most intensely contaminated places. it's raising concerns that toxic materials could pose a danger to the public. the e.p.a. tells the a.p. that

to help perp suede the president to terminate the program and punt the issue to congress. the decision marking a shift for president trump who just in april told the a.p. that young undocumented immigrants could rest easy saying they would not be the targets for deportation under his immigration policies. trump added that his administration is "not after the dreamers." we are after the criminals despite promising to roll back daca as a presidential candidate. the president is facing pushback from within his own party. speaking in a series of interviews in his home state of wisconsin friday house speaker paul ryan has said that the president should not end daca. ryan stressed there needs to be

what he calls a humane legislative solution to the issue, adding that congress needs the time to figure out what the solution actually is. meanwhile, republican senator tom tillis of north carolina is leading a group of republican lawmakers as they craft what they're calling a kv dream act. that would allow the president to satisfy his permanent desire to let these immigrants remain in the country. >> president trump's pending announce am on the future of daca is shedding new light on the warring camps. according to the "new york times," the main pressure to end the program has come from attorney general sessions along with policy advisor steven miller and former chief strategist steve bannon. "the times" says that bannon has stressed that nothing short of end the program would fulfill the president's campaign pledges to his base. all three have stressed that immediate action is required. one of the article's authors

located in washington, new york, and san francisco and that it is planning to "secure and maintain those properties. that decision coming in response to russia forcing staff cuts in the u.s. diplomaticed amission in russia skblienchts let's go to steve salzman. you are being traing irma and its path over the next couple of days. >> the news not good here this morning, and you can tell that by these images. look at this eye here that has developed overnight. almost a double eye wall structure which really just shows the intensity and health of this hurricane and on the latest advisory we do have a stronger hurricane, and i'll show you that in a second. first, hopefully everyone in the u.s. and british virgin islands, antigua, barbuda, time is running out. the effects of this will come in here later on today. hurricane warnings now in effect. that means within 24 hours we'll be expecting hurricane force winds and this enit moves on to

areas like puerto rico where they are under a warning as well. here are the latest stats. as of 5:00 a.m. winds up to 150 now. we're not far from category five. if winds go up above 155 here this afternoon, which is a possibility, we'll be dealing with our first category five storm of the season. here's the much anticipated projected path. unfortunately, it's not good news here. it's where does the storm start to make the northward turn here. looks like it's going to happen at least just north of puerto rico, but we have to watch this closely. that can change. then the storm progresses off to the west and northwest. areas like the bahamas, the full impact will be coming in here. it looks like late on friday into the day saturday. then the potential for a u.s. landfall. where does it happen here? a few wild cards in the picture here. these mountains here may weaken the storm a little bit, but if the storm tracks just north of there over this warm water, the storm will ma intaken a category four staltus. something we'll be watching and

korea carried out this latest nuclear test. vladimir putin is saying that he condemns the test, that it was very provocative by the regime, but he said that there is no good to be had in it trying toh. he said that could only lead to global catastrophe, and dialogue is the only road to some sort of resolution. he said that it's important to understand the mindset of north korea, the degree that it will go to to try and insure its safety. he fell short of saying that more sanctions are part of the solution saying that north korea would "rather eat grass than give up its nuclear ambitions." still, south korea is quite rattled by what has happened. they've been conducting live fire drills. today there are warships at sea. they will be again tomorrow. also, in discussions with the united states to be able to have bigger missile warheads as part of their arsenal. as well, there will be a

multi-billion dollar arms and equipment deal that they will try and see through down the road. there is still a very high degree of tension in the region and no clear direction on where it's going to go next. >> we're hearing from nikki haley yesterday saying that north korea was begging for war, but many people wondering if this, in fact, is what they want. they just want a seat at the table. we'll have to wait and see how things transpire from here. thanks so much. all right. as special counsel bob mueller investigates possible obstruction of justice by president trump's firing of fbi director jim comey, the president's attorney confirmed reports that mueller has a draft letter describing trump's reasons which unlike the final letter included the russia investigation in his rationale. multiple outlets reported that the president's thoughts were put in writing after discussion with aides jared kushner and steven miller at the president's new jersey golf course over a weekend in early may. little more than 48 hours after comey testified before congress. the "new york times" reporting that trump ordered miller to draft a letter and dictated his

unfettered thoughts and that several people who saw miller's multi-page draft and described it as a screen, and an official pa paraphrased the letter to the "wall street journal" and saying that he wanted this message sent. you told me three times i'm not under investigation, but you won't tell the world, and it's hampering the country. "the times" and the washington post report that in a white house meeting on the day before comey's firing, the president read aloud from the letter to vice president pence, whies counsel done mcgann and others. mcgann was alarmed that the president had decided to fire comey after consulting only ivanka trump, kushner, and miller, and that mcgann gave miller a marked up copy of the letter highlighting several sections that he believed needed to be removed. later, deputy attorney general rod rosenstein was reportedly given a copy of the original letter and agreed to write a separate memo for trump about why comey should be fired. that centered on his handling of the clinton e-mail investigation

and became the administration's public rationale until the president undercut it days later. take a listen. >> regardless of recommendation, i was going to fire comey, knowing there was no good time to do it. in fact, when i decided to just do it, i said to myself -- i said, you know, this russia thing with trump and russia is a made up story. it's an excuse by the democrats for having lost an election that they should have won. >> responding to another report about the draft, white house special counsel ty cobb said the letter which, in fact, contained detailed views which the president presented for comment from senior staff was the president's is wholly exonerating and has been with the special counsel for some time. its existence was long known to them and to the department of justice, which has had a copy since the day it was first discussed within the white house." president trump heads to friendly turf tomorrow to push for tax reform delivering a speech in north dakota. according to politico, the so-called big six negotiators

frommeth bo the administration and congress are making progress and shaping the tax overhaul. so far the consensus includes capping the deduction for home mortgage interest, which is popular among the middle class, and doing away with the ability to deduct state and local tacks and essentially penalizing those in states with higher taxes. something also being discussed according to politico, taxing workers' 401k plans, something budget hawks will have a hard time supporting. >> meanwhile, tax reform is at the center of a new ad from a coalition of progressive groups targeting democratic congressman tim ryan. it comes after the ohio democrat made news on "morning joe" late last month when he broke with the party and endorsed the idea of cutting corporate taxes. >> i think we need to simplify the tax code. i think we need to lower the corporate tax rate. we can't just be the party of redistribution of wealth. we've got to be the party of creation of wealth.

>> tim ryan is the first democrat targeted by the progressive coalition, you may remember he challenged nancy pelosi for her seat as house minority leader last fall making the argument that democrats need a new direction. let's turn to business where two major playmakers have agreed a historic mega deal. an iconic new york newspaper is sold to a major publisher. let's start with what's looking to be one of the largest deals in aerospace industry history. what can you tell us about this deal? >> well, this is being closely watched in that sector. united technologies making a bid $30 billion worth for rockwell collins.

it's an aircraft parts manufacturer. around $7 billion of that will be debt. it prices its shares that were trading about a month ago when rumors of the acquisition first surfaced. the company says they're really going to expand their aerospace business and they've save about half a billion dollars by 2021. another big deal looking at the big apple's most iconic daily tabloid. the daily news. they are going to be bought by the company that owns both the l.a. times and the "chicago tribune." it sounds like a bit of a bargain for a paper that last year won a pulitzerer for reporting on nypd abuses. it's going to be just one single dollar. they're buying it for mark zuckerman, who has owned it for 24 years. big news for those that enjoy it, i guess. >> let's talk about bit coin for a second. a few weeks ago it was experiencing an all-time high, but a new ruling made its value drop by 20%. what does this mean for the future of that crypto currency anders on like it? >> just a couple of weeks ago

calmer eye of the storm. the series of warnings, watches, and states of emergency have been declared ahead of the storm's arrival, anding with that let's get a check on the storm and its path with nbc meteorologist steve salzman. what can we expect in the coming days from hurricane irma? >> irma, not going away. in fact, only becoming more the threat here as we go through the next couple of days. the reason why the hurricane intensified overnight, and there's really nothing to weaken it right now. the latest stats have winds at 150 miles per hour. it's a strong force right now. borderline five. by looking at the satellite image, this is what we call a classic buzz saw. it's barrelling towards areas of the u.s. virgin islands, up through antigua and anguilla. the all-important path of the storm, the cone has narrowed, which means the confidence in this cone is greater now. it looks like the storm will pass just north of puerto rico

during the day tomorrow, and then as we head through thursday into thursday night, north of the island of hispaniola and then eventually the path projected to move over areas of very warm water here between the bahamas and the north shore of cuba. now, the storm does hit areas of cuba, then it will weaken the storm. there are some very tall mountains in southeastern cuba. over 6,000 feet. that's something to watch as we get a better idea of the path. this is what we call our spaghetti plot. usually it looks like a cooked pot of spaghetti here, but notice when it straightens out like this, the confidence is definitely higher. that confidence is great through areas of the bahamas through southern florida again. the timeline for that will be over the weekend. again, we'll continue to give you updates here as we go through the week. >> i think so that, steve. i got some exciting news, actually, for some of you royal family watchers out there. i know amman is at home, so he is probably excited about this news as well. prince william and his wife, kate, have announced they're expecting their third kpooild child. officials made the announcesment after the duchess of cambridge

welcome back. senator john mccain returning to washington this week after begins chemotherapy last month. there is an op-ed calling for an end to washington dysfunction as congress comes back to work after its recess. it called for congress to come to regular order and says the institution is not set up to govern the way it currently. he implored his fellow legislators to stand up to president trump saying they are not his subordinates.
