good morning, everyone, it's wednesday, september 6th, i'm ayman mohyeldin along with yasmin vossoughian. while there's backlash and uncertain for young people around the country as the trump announced an end to daca. the daca 2012 deferred for childhood arrivals order has 800,000 people brought into the country illegally. now, the trump administration says they're shoring up a policy president trump put into place illegally. as of today, new applications for daca will no longer be considered though pending permits are under consideration. they have a month to apply for a two-year extension. march 5, 2018 is the latest date

for the applications to expire. a talking points memo from the department of homeland security suggests mass deportations could be on the horizon. quote, dhs urges daca recipientses to use the time remaining on their work authorizations to prepare for and arrange for their departure from the united states. including proactively seeking travel documentation or to apply for other immigration benefits for which did she may be eligible. >> it does seen that president trump decided a change. he began a day by tweeting congress get ready to do your job. daca. and then sending jeff sessions how to make the announcement instead of making it himself. >> why did the president not come out and make this announcement himself today, why did he leave it to his attorney general? >> it's a large part of the illegal process. this was deemed illegal by i

think just about every legal expert that you can find in the country including many of obama's own attorneys said this was not a lawful program. and therefore, it would be the department of justice to make a legal recommendation and that's what they did. >> and later in the afternoon, the president answered questions about his promise to handle daca recipients, the dreamers with, quote -- >> mr. president -- >> well, i have a great heart. folks we're talking about, a great love for them. people think in terms of children, but they're really young adults. i have a love for these people, hopefully, now congress will be able to help them and do it properly. and i can tell you speaking to members of congress, they want to do something and do it right. really, we have no choice, we have to be able to do something. and i think it's going to work out really well. and long term, it's going to be

the right solution. he followed up with a tweet, i look forward to works with ds and rs in a way working with the country then last night, the president seemed to waiver, congress now has six months to legalize daca something the obama administration was unable to do. if they can't, i will revisit this issue. >> as you can imagine, some members of congress are trying to cobble together and preserve daca. republican house speaker paul ryan said in part he hopes that the house and senate with the president's leadership will be able to find consensus on a permanent legislative solution. that includes ensuring that those who have done nothing wrong can still contribute as a valued part of this great country. while in the senate, democratic-mile-an-hour nort leader chuck schumer pledged protection for the d.r.e.a.m.ers and collided the president over

his decision. >> it's telling that jeff sessions not president trump made the add announcement that the administration would be ended daca. and he did it without taking a single question. it shows that president trump is not proud of what the administration has done today, otherwise, he would have come forward himself. it shows that he is probably ashamed. of his decision. >> republican majority leader mitch mcconnell also spoke from the senate floor yesterday about his legislative priorities and daca was not among them. >> are many goals with share with the administration. a lot we want to get done. and we have three critically important things before us right now that we need to do quickly, pass disaster relief, prevent a default so that those emergency resources can actually get to americans who need them. and keep the government funded. those are the three important things before us now. >> all right. so, let's get into this, joining

us from washington is political daniel litman, co-author of the "political playbook." we heard from done. we saw what happened with repeal and replace obamacare, it didn't necessarily work out, did it? do you think people on capitol hill are up to figuring out what to do with daca over the next six months? >> there's kind of a lack of strategy in terms of saving these young kids and young adults. we should note that congress does have six months to revisit, or work on this issue. but trump's tweet saying last night he will fix this problem if congress doesn't act, that undercuts the pressure on congress to do something. because that's basically lets them say, you know, if they can't actually figure out a legislative way to help these kids, then trump will just -- it

doesn't matter. >> daniel, we showed you that president's trump's sweet last night where some shows a slight change in his position. that he's going to revisit this if congress does not act. and that came after this report. i'll put it up on the screen. it came earlier in the day from the "the new york times." said, as late as one hour before the decision was to be announced administration officials privately expressed concern that mr. trump might not fully grasp the details of the steps he was about to take, and when he discovered their full impact would change his mind. again that is t"the new york times" reports. i'm curious, is washington getting used to operating this way on decisions that impact so many people, shoot first and ask questions later so to speak? >> i don't think washington will ever get used to how president trump acts. it's hard to understand some of these issues until you get a full day of reporting.

i'm sure he was watch something of the cable news networks yesterday. talking about -- hearing from d.r.e.a.m.ers who are worried about the effects of his decision. i think it was really driven by jeff sessions, if there was no jeff sessions in the government then i think trump would have probably have said let's save these kids. it's kind of interesting to see how his relationship with sessions has changed. i remember a few months ago, trump was criticizing him. and now, he's letting sessions roll out a very key decision on trump's part. >> yeah, some are saying that he led attorney general sessions become the face of that announcement as opposed to doing it himself. daniel litman, thank you. president obama slammed the president's decision to cut daca and in fact the former president says he urged congress to send him a bill to pull the roughly 1 million d.r.e.a.m.ers out of the shadows but when the bill never came, he said he and his

administration acted based on the, quote, well established legal prosecutorial discretion used by both parties. now, he said that action isn't legally required. he called it a political decision, a moral question, cruel and self-defeating. the former president saids, quote, c shg, contrary to our s an and common sense. obama did not mention president trump by name but instead used references like the administration and the white house. and adviser tells politico that was intentional, saying, quote, we are mindful of the dynamic that we're in which is the risk of backlash. coming up on "morning joe," a tv

the storm is going and ripped through the i would of barbuda earlier this morning. and the virgin islands are going to really get hit hard. the movement to the north-northwest at 16. notice the category 5 as we go into the beginning of the weekend. and we mentioned that right turn, we're getting a better idea where that's likely to occur, somewhere between saturday and sunday. keep in mind, the cone of uncertainty is still fairly wide. looking at this map, it does look like florida will receive quite an impact. we do have our watches posted for most of the islands. including cuba and we're watching as well the steering mechanisms for the storm as we get closer to the weekend. yasmin and ayman. >> any idea what category it will be if it hit flit hits flo? >> it looks like a category 4.

we're looking at that and nothing to slow it down or deintensify it. and as one part of the country recovers from hurricane harvey, fema is set to run out of disaster relief money by the end of the week the house of representatives is expected to vote on say hurricane harvey aid package today. the $7.8 billion relief bill is expected to pass overwhelmingly. but when it gets to the senate, gop leaders are expected to add legislation to increase the debt ceiling. >> fema literally is running out of funds at the end of this week. unless we raise the debt ceiling, there will not be any way that congress can actually appropriate that emergency funding and get it, the federal emergency management agency to help those in so much need. >> now, a growing number of conservatives have reservations about that plan. texas senator ted cruz, for example, he told reporters yesterday, quote, i think the best way to have a relief

welcome back. we're going to turn now to the ongoing crisis in korea. south korean officials say they're expecting another long-range missile test from pyongyang, perhaps on saturday to align with a national holiday in the north. north korea has already test-fired 18 missiles this year

in addition to last week's test offed a hydrogen bomb. north korea says the missile tests are directed sole at the united states. and that the united states should expect, quote, more gift packages. >> joining us, janis mackey, good to have you with us this morning. this all comes agency the u.s. embassy in seoul has issued a new warning for u.s. citizens regarding, quote, emergency preparedness. what more can you tell us about what that actually means? >> reporter: ayman, this is what they call a security message. it's not to glimply that there' an alert or anything to be ov overly concerned about. they say they've just had so many calls, and effectively, they just wanted to assure americans in south korea that it's business as usual for the embassy there. they say they're operating as

they should. activities are normal. and that includes ongoing emergency preparedness. and they just wanted to take the opportunity to remind people that they should be making their own plans as well. meanwhile, there is the sense that this is only going to grow more tense. with this expectation that north korea could launch another ballistic missile in the coming days. south korea's leader has been meeting with russian president vladimir putin. both a agreed that dialogue is the way to go. putin saying that sanctions or increased sanctions would be ineffective at this point because the regime is so set on having nuclear weapons they would, quote, rather eat glass than give up their nuclear wells program. >> yeah, you can clearly see this issue has divided countries like russia and south korea and china and the united states. tough talk coming out of washington. we'll see how it plays out, january miss macke fraher live

for us. thank you. we're tracking the hurricane. likely to do a lot of damage. i want to check with our meteorologist bon neill snyder standing by for us. >> yes, yasmin and ayman, we're definitely looking at new information because the 5:00 information and track and come in and keep in mind we're still days away if the u.s. were impacted. let's take a look at the current situation, as irma is a category 5, the storm is bearing down on st. martin in the latter part of the afternoon, already worked its way near barbuda where we saw the force of the storm. that locations 35 east-southeast of st. martin. holding on to that cat 5 status unfortunately. here's a look at the track later on thursday. keep in mind by this evening, we are expecting the storm to pass north of puerto rico if not getting close to land there.

and north of cuba, notice the track has shifted a bit. we do still see florida in that cone of uncertainty for the weekend. i want to show you the computer models just to let you know it's a variable and changing situation. it's called the spaghetti model. this is the american version. remember, these water temperatures are in the upper 80s but then notice the guidance for the bulk shifting a little farther to the east. in our discussion at 5:00 a.m., the national hurricane center did recognize this and they said for now, this is the track that they're keeping, but it may change again as we look towards the next advisory, because a lot of the models are trending eastward. it's a changing situation. we've been talking about that turn to the north. and still not hour how that will occur or how it will impact florida. >> bonnie, is there a possibility it will completely miss the u.s. mainland? >> i don't want to say that for sure. most of the models are showing some impact. but yes, we do see some heading in that direction. but that is not the forecast of the national hurricane center by

welcome back, everybody, i'm yasmin vossoughian alongside ayman mohyeldin. it is the bottom of the hour. let's start with the morning's top stories. the house is set to vote today on an aid package to help with the recovery from hurricane harvey. the $7.8 billion relief bill is expected to was overwhelmingly. and it comes as fema is said to run out of the disaster leaf funds by the end of the week. the bill will end senate leaders next to tap on administration to increase the debt ceiling which may cause problems with a number of conservative senators. and in the wake of hurricane harvey, the most powerful hurricane reported in the atlantic ocean is set to make landfall later today. president trump has urd declared a state of emergency, along with florida and the virgin islands. we'll have the latest on irma's path in a few minutes.

and opening statements are scheduled in the corruption you trial of democratic senator bob menendez. new jersey. the senator is charged with taking $1 million of personal difficults and cash from a longtime friend allegedly in return for political favors. menendez has denied any wrongdoing. president trump is facing major backlash from the public and lawmakers over his decision to move to end the obama era immigration program known as daca. the president has punted the program's future to congress, giving them six months to come up with a replacement. nbc's news kristen welker has more from the white house. good morning. >> reporter: ayman, good morning, the president is taking heat from the left and the right. immigration advocates say his move to end daca is cold-hearted but accusing mr. trump of punting on a campaign promise. all as the fate of 800,000 young immigrants remains uncertain.

>> reporter: sound and fury, with protesters storming major cities all across the country. outraged after the trump administration announced it's rescinding daca, giving congress six months to come up with a fix. daca protects d.r.e.a.m.ers, young undocumented immigrants brought here illegally as children. the president who once vowed to treat dre.r.e.a.m.ers with a grt heart. >> well, i have a great heart. i have a love for these people. hopefully, congress will be able to help them. >> reporter: instead of making the announcement himself, the president sending out his attorney general. >> nation must set and enforce a limit on how many immigrants we admit each year. and that mean all cannot be accepted. >> reporter: now daca benefits will expire on a rolling basis. no new requests will be processed. d.r.e.a.m.ers will be treated just like any other undocumented immigrant.

>> i'm scared that my life might change. >> reporter: former president obama who enacted daca said in a statement to target these young people is wrong because they have done nothing wrong and it is cruel. >> it makes absolutely no sense from an economic standpoint. never mind the fact that this is america, this is a place where we should welcome people like this. >> reporter: the president's own party is deeply divided. members of his base say daca should end now. but more moderate republicans believe d.r.e.a.m.ers should be protected. >> the question is, can we come together? the answer is we have no other case. >> thanks to kristen welker for that report. according to a new political poll voters overwhelmingly support letting d.r.e.a.m.ers stay. 58% think they should be allowed to stay and become citizens if they meet requirements. 18 b 18% say they should stay and not become citizens. and 15% say d.r.e.a.m.ers should be removed or deported.

let's get into this, politico's daniel litman, co-author of "the political playbook." daniel, i want to start with you and the announcement made yesterday. let's play a sound bite. then we'll talk. >> what i'd suggest they do they go back to their home country, get in line with thousands of people from their home country who are trying to do it legally. >> so, it seems as if this is sort of the rhetoric that trump based supporters want to hear. let's look ahead. 2018 midterm elections. 20 twe 2020 yet another presidential see election. do you think this is going to help? >> i don't think so because a lot of these d.r.e.a.m.ers don't view mexico or el salvador as their home country anyway. this document is not popular with republicans southwest moderates and independents. so, this makes trump assess

re-election harder in terms of persuading swing voters. so, maybe it will help him with his base. you need a lot of moderates voting for trump if he's to win re-election and this does nothing to help him as well. >> i wanted to ask you, daniel, the white house pushing back on suggestions that the administration is pretty much handing congress another controversial issue to solve. take a listen to press secretary sarah huckabee sanders getting a question in yesterday's briefing. >> there are many republicans who believe that getting something on the republican side is not going to be easy with the divisions that we see between senators on the right and the republican party are getting only deeper. what gives you confidence -- >> with all can due respect, i don't think the american people elected congress to do things that were easy. they elected them to make a government that works to work properly and for the american people. and that's their job. if they can't do it, they need to get out of the way and let somebody get on with a heavy

lift. >> given his tweets, the president seems to be avoiding a firm position on this particular issue. how is that going to shape up with what congress does? >> that's a can good point. you know, his tweets seem to equivocate between, you know, saying this is an illegal program, but also saying that we should make congress legalize it. i think, for trump's press secretary to say that, you know, congress should do its job, it's sometimes hard to believe that because the trump white house and the administration has been in a state of chaos since they took office. and so, both sides of capitol hill and the white house don't seem to be getting a lot of things done. >> daniel, let's take a look at the harvey aid bill for a second. on the ultra right, we have people that say we don't want to raise the debt ceiling here. we don't want to attack the harvey aid bill to sort of the debt limit. we want a clean bill. then we have those whose cities

were affected by hurricane harvey like al green who say they support attaching a harvey aid bill to the debt ceiling. talk to me about the white house's efforts here, what position are they taking? >> so, the white house is saying -- it's very clear that they have to attach the debt ceiling increase to the harvey relief bill. and that's because fema's running out of money to pay these claims. and so the debt ceiling, you know, deadline of september 29th is raptly coming. ands, you know, all of that hundreds of millions of dollars that fema has to pay for the storm victims, that's making that deadline come very -- up closer. and so, it looks like congress will pass this debt ceiling of harvey increase in terms of aid this week. you know, there's just overwhelming support on little for getting that done. even though there's opposition among cove serve tinservatives. the cultural fault lines in the country are exposed in a new

nbc news/"wall street journal" poll. the poll is asking how comfortable people are with changes in society. 55% say they're okay with changes of late. compare that with self-described liberals and clinton voters. more than 80% say they're comfortable with change. conservatives and trump voters, though, say 30% comfortable with the change. the split is reflected among younger americans and older americans as well. and there's a geographical divide in cities more comfortable with the trend lines than those living in rural america. and the senate judiciary committee will reportedly meet with donald trump jr. to discuss contacts the trump campaign had with russia. this is according to "the washington post" who sent in three democratic members of t s committee. trump junior will be the first to meet with the committee. senate intelligence committee chair richard burr said he hoped they would release the findings

by the end of this year. he also added that he intends to release an unclassified finding of the vote, which he did not think would require a committee vote. take a listen. >> so, the committee's function is to try to assemble the facts as best we can, and then to lay it out for the american people to come to their own conclusions. you know, i'm not sure we've done anything like this since watergate. and i'm not sure they voted on that. >> the committee still aims to interview former campaign chair paul manafort and jared kushner as well. the president is bound for north dakota, like a stop in missouri last week, senior officials tell nbc news that the president won't offer any specifics on the proposal. on this trip, he'll be accompanied by democratic

senator heidi heitkamp to her hometown. and they bashed senator claire mccaskill. heitkamp who is considered as part next year's elections, is the first to join the president. much as he did with senator mccaskill, the president is expected to use the event to pressure senator heitkamp into supporting his tax agenda. let's turn to business where some of the top businesses in the country are raeshgtsing to president trump's decision to top the applications for the daca program. cnbc joins us live from london. good to have you with us this morning. how are american companies reacting to the president's daca decision? >> well, ayman, just to give you context on this, business founder of facebook mark

zuckerberg said of the top fortune 500 countries in the u.s., they've got daca workers working in 25 states. no splice that tim cook is urging them. jouthed boy jamie dimon from jpmorg jpmorgan. they're saying the u.s. labor force needs to stay younger. this is moving in the wrong direction, this decision, even though some economists say it will not be a negative short-term impact on the economy. north korea does seem to be impacting the markets negatively. we saw the s&p 500, dow jones, nasdaq yesterday, clearly, this is the worst single day loss in the last three weeks since the barcelona attack and the dissolution of the country. and lego saw profits dip as

it's certainly not over by any means. we have a new map to show you, 15 to 20 feet, imagine all of that water coming through the bahamas, and tuesdrks and caico maximum sustained winds of 185 miles per hour. the intensity has not movement fr changed the movement now north-northwest, 16 miles per hour. we'll continue to watch it as it works its way in this direction, maintaining that intensity, until we get to about sad. but still, a powerful category 4 by saturday morning toward sunday morning. you see this cone of uncertainty covering most of the florida peninsula. keep in mind, we're still days away. even though we're getting a better idea when that turn will occur, sometimes over the weekend that turn to the north. but commuter models continue to change in the early morning hours. in fact, many of them have shifted farther to the east. so the national hurricane center

in size, spreading to 10,000 acres. more than 30 miles off of interstate 84 have been shut down as thick smoke blankets the area. officials say the fire was started saturday evening unfortunately with a teaming aer playing with a fireworks. and congress 'sheriff david clarke has a new gig. clarke is joining the trump-aligned super pac of america first action as a senior adviser and spokesman. and saying it is an honor to join the group because it allows him to do what he loves most, quote, promote donald trump's agenda. clarke who resigned as milwaukee's sheriff last thursday is an avid supporter of president trump. clarke also sought a job at the department of homeland security earlier this year but also was reportedly blocked by kelly who was running the agency at the time. all right. the city council of charlottesville, virginia is one step closer to removing a
