good to be with you. live from msnbc headquarters in new york. right now protesters are converging on the nation's capitol. protrump supporters are demonstrating with the goal of boosting president trump's america first agenda. it comes after outrage over negotiations with top democratic leaders. the commander in chief meeting with chuck schumer and nancy pelosi over a possible daca deal. also, protests taking place at the lincoln memorial as part of the march on washington.

fans of the hip hop duo insane clown positives see speaking out about their classification as a gang by the justice department. mike, looking peaceful so far. >> reporter: well, that's absolutely right, frances and as a matter of fact the speaker behind me right now is citing the fact that there were counter proefrs, some that identified themselves as antifa that were on the fringes of this just off to the side here in the heart of the nation's capitol on the national mall. there were some confrontations, but mostly, oddly enough, there was discourse, long conversations that got to be frankly a little bit boring at some points. frances, we are here on the national mall, the heart of american democracy. i could probably hit a golf ball to the african-american museum. and race relations are at the top of peoples minds. in a sense this is a reaction to what happened in charlottesville from trump supporters who feel as though it was ugly and misrepresented them. i spoke to a number of them

before the speakers took the podium earlier today. >> a lot of people will try and associate it with charlottesville and white supremacy, but actually, we want to come out and say that's not who we are. >> i'm here against the continued corruption of the political system that takes the government away from the people. >> what happened in charlottesville was race-based. this event is not race-based, and that's a huge difference and distinction between this event and the unite the right rally. >> reporter: make no mistake, frances, these are the hard core trump supporters. they still believe despite everything that's happened in the last couple of weeks in president trump and what he is doing. but they are going out of their way to say this is neither an alt-right nor alt-left or any kind of classification. they're rejecting this. they say this is unity behind the president. >> all right. thank you for the update there from d.c. want to bring in now bloomberg

political's national political reporter, also republican strategist and washington examiner geeian notice called well. to all of you, welcome. good to have you with us this afternoon as we are going to jump in and cover a whole lot. i want to start with what's happening there in richmond as we saw president trump sienl a congressional resolution this past week condemning white supremacists in the wake of last month's violence in charlottesville. how far does this go to calming public outrage over his public remarks after that violence? >> it doesn't go nearly far enough. you know, it is say one thing, do the other. this is a pattern of the president saying one thing and then doing the other. and it's a flip flopping. look, if you look at the course of trump's rise from, you know, mexicans are rapists and murderers to blacks don't have anything to lose. there is a pattern hereel. there's a reason why people

think that donald trump has white nationalist sentiments. and when you look at the people, in fact, bannon, mueller, sets, who are in fact white nationalists he put in the white house, there's a reason why people of color think that this president is a little too close and a little too kolgdsly with white nationalists. so he has a long way to go to sooth this, but it's awfully important right now that we sooth it because if you look at the protests going on and hopefully we'll talk about the protests in missouri right now, we are at a very pivotal point in our country, particularly as we begin to see a nation where we are growing more and more diverse and sometime in the next decade and a half, you know, we're close to a majority minority country. these are issues that we have to solve for and we need solutions from the president and from the congress. >> you're saying long way to go. i want to get your take on this.

if trump wants to be the uniter in chief that he claimed to be on the campaign trail, it's time for him to establish a real dialogue directly from the white house. what is he doing? what is he not doing? >> you know, that's a good question. i thank you for reading that there. i've always said that this charlottesville issue would be donald trump's akill lee's heel. we've seen throughout the entire election psychel, general, primary and even in the white house there's not been an issue that's stuck around like this has. the president could be the uniter in chief. he hasn't put in a lot of work doing that, but as of this past week i was glad to see that he met with senator tim scott to talk about these issues. this is a situation, a dynamic in our country that has very historical perspective, the marginization of african americans in this country is very real. systematic racism continues in this country. obviously we've made great, great progress. i think that speaks to the progress in which we've made in

our country. but president trump has a very unique role here and one in which he has to legitimately present himself as being open to that candid conversation and obviously having the conversation with tim scott was a good first step, but certainly not the last. >> well, i need to ask you very quick because i'm sure you heard our conversation earlier about espn and the president, the back and forth with that. very quickly, what is your thought on the conversation especially given your stance? >> well, inl that the comment i didn't necessarily agree with. i don't think that president trump is a white supremacist. certainly he's given a comfort blanket to those who are white supremacists, so we can be very clear and honest about that. i think when you're a sports figure or analyst on that kind of channel, sometimes politics should stay out of it and that's just personal viewel. she has ray right to say whatever she wants to say, but considering the platform in which she hold it might not have been the smartest of moves in my view. >> i want to turn now to the republican out ramg over the deal, no deal, the level of a deal we are at when it comes

with d.r.e.a.m.ers, daca, the debt ceiling and all of that. you've got funding from the government. so, joel, your take as a democrat and where we are here. >> well, i don't think any republican should be surprised. i mean, this president has treated every relationship he has as disposable. go back to the primary. go back to his career in business. look at his career in politics. look at how he's governed from the white house. everyone is disposable kwl it's staff or cabinet members, supporters in the past. i mean, chris christy was one of his most fervent supporters. he threw him over. so no republican should really be surprised that president trump has decided, hey, my numbers are really down, people don't like the way i'm governing, what's the best way for me to get a quick win, let me go and cut a deal with chuck schumer and nancy pelosi. >> speaking of that and in your words these disposable relationships, so would that help democrats suddenly feel more emboldened to work with him on other issues, infrastructure reforms, for example? >> sure. well, democrats are certainly trying to take advantage of the fact that trump seems to be

frustrated with his own republican party leadership. he's annoyed with the fact that speaker ryan and senator mcconnell have not been able to land a bill on his desk to repeal the affordable care act. he cuts a deal with as he calls them chuck and nancy and two days later he signs a bill. he's gotten a lot of favorable coverage for the bipartisanship. without a doubt schumer and pelosi are trying to take advantage of this to cut a deal to codify the daca program. some version of the d.r.e.a.m. act that protects people who came here as minors. where this goes remains unclear. this is a very, very explosive issue for republicans. i've spoken to leadership aides in the house and the senate who say the president needs to lead on this. he needs to put out a proposal, own it and give political coverage to republicans in order for tell me to feel comfortable with this. most of the republican base supports letting these people stay here, but the opposition r it's small. it's ont about 15% that wants them to go.

those are the energy i'd, passionate people. >> talk about explosive, passionate and everything. you've got his base, but then you also have other -- these republicans who are just furious. tweeted to a piece that she wrote -- >> if he breaks a major campaign promise his supporters will turn on him with a blind ferocity, dwaving their rage towards jeb because trump is more exkwis it con. elnever ever get them back. is that the case or is there just -- are they so anchored to donald trump that this is just going to be another blip and they'll move on and still stick with him? >> well, you know, this is a tf one because this is actually what i feel is at the core of donald trump's brand, right. all these other attacks on him, you know, just bounce off of him. but at the core of his brand is this nationalism. so i think -- some of the

critics might be right here, right, where this is all this resentment and by the way the march that's going on right now, the protrump march is, let me see, the protection for fra dishl american culture march, right. which we by the way that has nothing to do with razor immigration, right. so this is at the core of his brand. so i do think this is a little different than other issues, right. i think when he -- if he undermines what is at the core of his brand, it does become problematic. i don't think any other issue -- he could flip-flop on almost any other issue, but on these issues that have to do with immigration and diversity in this country and what some people feel is traditional culture in this country, this becomes problematic because it undermines his brand. >> well, exactly. and you have senate majority whip john cornyn who told "the new york times" this week. you've got an unconventional president who is not limited to what the conventions of political behavior are among officials holders. he is shaking things up.

is that what his supporters wanted? is this what they're ultimately saying we wanted and we're seeing it? >> you know, what's interesting to me. i know a lot of my fellow conservatives have begun to feel that democrats lost the general election but they won the presidency. >> yeah. >> and that's what it's beginning to look like when you see president trump excluding republicans out of the deal making process. i'm just saying that there may be some frustration felt, but when i started seeing congressional democrats and political democratic political pundits on television praising trump as a dealmaker, hide your keys, hide your wife because there's something really going on and it's problematic on many, many levels. if you look at the tweets from ann caughter and you begin to look at some of the commentary that's coming from her 1 plus million followers, you notice some of them are still highy in the trump base. i think this is an issue in which he won the election am obviously immigration is one of the biggest issues. i think it's something that he

should have handed off to congress because they are the ones that create immigration policy in this country, but his continuation of leaving republicans out of the fold is going to cross them and there's no question about that in my mind. >> we all read as congressman steve king of iowa is saying trump base is destroyed, blown up, irreparable and disillusioned beyond repar you. i wish we could go on and go on. great conversation, guys. all of you, thank you. we want to turn now to the protests in washington and also the protests in st. louis where police have arrested more than 30 people since yesterday when a judge acquitted a former police officer charged with murder in the death of a black man. lesson law enforcement officers were also mutter in those clashes. the protesters target today a popular mall about 15 miles outside of the city limits. nbc's scott cone has been following these protesters all day and he joins us from that mall. thank you for being with us. >> reporter: sure, frances. this is the west county center

in did he pair, missouri, as you said, about 15 miles outside of st. louis. pretty typical suburban regional shopping mall. the protesters vowed to shut it down and for a brief time they did, which we'll show you in a moment. here is how it unfolded. they gathered at a local park this morning with really not much of an agenda specified. a couple hundred of them in all, fairly peaceful to that point. and then left quickly, saying we're going to shut down the mall and on to the mall they went. entering the mall with chants of no justice, no profits. necessity they stieded that they want to make this an economic issue. they did shut down the mall for a time, but a very heavy police presence brought it back. one of the protesters or a supporter of the protesters we spoke to who showed up at the park ask approximate decided not to go onto the mall said that this is a start, but the important thing now is follow

through. >> some of the same people who are in the protest group are going to go out later and have a bite to eat at a restaurant, you know. what are -- what are those optics? where is the money from that restaurant going. we need to be attentive and more responsible with our spending. i mean, we have to do better than just screaming and yelling and protesting. >> this is the second full day of protests after the acquittal yesterday morning of former st. louis police officer jason stockley. he was accused in the 2011 shooting death of anthony lamar smith, who was shot five times. stock lee claimed that he was acting in self-defense. prosecutors claimed that it was a premed indicated murder and that stock lee planted a weapon in smith's car, but he was acquitted of those charges. and it just continues to fuel the tensions between particularly minority communities and the police that have been going on here for years. we don't know where the protesters are necessarily headed next, but they have

caused quite a bit of disruption. chief among that disruption, the cancellation of a u 2 concert that was scheduled for tonight in st. louis. police could not provide the full contingent of security and so u 2 and the supporters said they could not in good conscious go on with the show. the protesters are planning more of this economic protest to come. frances. >> high hopes they stay peaceful. just outside of st. louis. thank you for the update. now to push back on the president's response about terrorists in the u.k. what britain's prime minister is saying about president trump's tweet and the latest on the investigation overseas. and will the dream be over for the nearly 800,000 immigrants in the daca program? this week's back and forth didn't provide much of an answer. we'll dive in with a road ahead to citizenship could like like in the future. this is your new name. this is your new house. and a perfectly inconspicuous suv.

is a very significant arrest, but as i said, we're open-minded. if there are other people responsible, it's our job to find them, and that is part of the reason why we are remaining at critical at the moment. >> that was scotland yard announcing minutes ago the arrest of one mind in its ongoing investigation in a london subway attack friday. 30 people were injured in the blast blamed on terrorists. president trump denounced them as losers yesterday, tweeting these are sick and did he meant people who are in the sights of scotland yard. well, the comment angered some british officials and it's not the first tweet to rile our allies. earlier this year trump ignited a firestorm when he appeared to criticize london's mayor following a terror attack that killed seven. what more did they say in the briefing? >> a number of interesting details coming out.

police confirmed the early reports that this morning an 18-year-old man was arrested in the departure area of the port of dover in connection to yesterday's attack, and that's an important detail there, the fact that he was arrested in the departure of the port suggests that he may have planned to escape to mainland europe because dover is a major port of departure for fer riz to france. now, the police also confirmed that later in the day they cordoned off a whole neighborhood in surry, a countryside area about an hour drive from london while they carried out a search in-house still in connection with yesterday's attack, an operation that is still ongoing, we believe. they said they'll keep an open mind on whether there is more than one person involved you saw in that sound bite you run. even though there was no suggestion that police were aware prior to the attack which is what president trump suggested yesterday, saying that the attackers who were in the sight of scotland yard. now, that didn't go down well

with british authorities including prime minister theresa may, who is rarely critical of donald trump and yet last night she gave an interview in which she openly rebuked his claim. let's listen. >> i never think it's helpful for anybody to speculate on what is an ongoing investigationment as i've just said, the police and security services are working to discover the full circumstances of this cowardly attack and to identify all those responsible. >> what is also unclear whether the claim by the president that the attackers was based on intelligence he may have received in this case it was probably confidential or it was just an assumption, but as you mentioned, this is not the first time trump's tweets infewer 80 british authorities especially after an attack like this one. back in june he criticized the mayor of london for saying that there was no reason to be alarmed or the tweets caused an outrage back then as well but that didn't seem to deter the president from causing another tweet storm, frances. >> all right. thank you for the update.

you'll never be ready for. your little girl getting married being one of them. ♪ ♪ the trump administration has refused to release the full visit or logs from the president's visits to his mar-a-lago club in florida. that's despite a federal court order. watchdog groups who filed a freedom of information act were given two documents this week. the frs a letter from the doj stating that the government believes that presidential schedule information is not subject to freedom of information act. now, to the second document. a list of only 22 names turned over by the department of homeland security. well, since taking office president trump has spent 25 days of his presidency at the place known as the winter white

house. joining me now is richard painter, chief white house ethics lawyer under george w. bush. appreciate your time here. so we're talking the 22 people as far as this document that was released while visiting mar-a-lago. why wouldn't you release more? is the president hiding something here? >> well, i don't know. we asked him to release it. i'm the vice chair of citizens for responsible ethics in washington. we are the plaintiffs in that lawsuit. and we believe that the judge ordered that this information be released. the american taxpayers are paying for the president to go back and forth from mar-a-lago. we are paying for $500 a night hotel rooms for united states government employees. we have a lot of ours that's spent down there in that so-called winter white house and we have a right to know who is coming in and out of there, who is talking to the president, who is lobbying the president, which hedge fund guys and whoever else is it is and all we were given is the names of 22 people such as who the butler was for the

japanese prime minister. that's not the essential information. so we're going to go back to the judge and we're going to have to get another court order and make him comply with this one. >> all right. so talking about the judge and the court order all the names of the visitors since trump took office be released by noon yesterday. so that deadline as you know was already extended by a weeb. then you've got the names that were turned over at the last minute here. just for the sake of transparency in this administration, just for optics overall, why wouldn't this administration not see the importance of just releasing these visit or logs? >> what transparency of this administration? i mean, the same prance patterns we're getting on the tax returns and everything else? we've had very little transparency. >> in that sense it would be a bone to throw. if you're not going to give us the taxes, hey, just give us these names and just shut us up? >> well, i don't know what they're hiding, but we're going to have to go back to the judge and get them to give us the

names, because we're entitled to that under the freedom of information act. the american people are entitled to that information. who is lobbying the president. and i can assure you it's not your average trump voter who is getting invited to mar-a-lago. >> so what can we expect when it comes to this in court. you're going to go back and ask for another order from the judge and then how is that going to play out. >> well or ask the judge to enforce this order. we don't think the president has complied with this order. and they're claiming all sorts of exceptions and we're going to have to have the judge take a look at those. and it's up to the judge to make a decision. >> all right. i want to ask you about treasury secretary steve mnuchin. this is post the whole, you know, wife walking down the staircase of the private jet just to watch the eclipse all decked out in designers. now he's being accused of requesting a government plane to take his wife to europe for their honeymoon this summer. of course, you've got the backlash with that. the request was withdrawn but listen to what he told plit quo here. >> let me be clear. i'm very sensitive to the use of

government funds. >> sure. >> i've never asked the government it pay for my personal travel. and this was purely about alternatives of how i'd be able to be involved for national security. >> right. >> what are alternatives and do you just buy it? do you buy that defense? >> i don't understand what the alternative is here. >> yeah. >> he's going on his honeymoon and he's going to pay for his own honeymoon and if he can't get the secure communications he needs trawling over in europe, he could stay right here in the united states and travel here like the rest of us do. you know, i'm the taxpayer. i've she would out a lot of money to support this government and these planes cost $20,000 an hour operate and i'm not paying for a $20,000 an hour mile high club for the treasury secretary. it's ridiculous. the trip out to fort knox to inspect the gold during the eclipse, that was a farce as well. these people are supposed to be fiscal conservatives and they're

welcome back. at the half-hour here is what we're monitoring. unrest in st. louis friday where huge crowds took to the streets to protest the aquilts of a white police officer in the deadly shooting of a black man. police in london have arrested an 18-year-old man in connection with friday's subway bombing. terror level has been raised to critical indicating another attack may be possible. and tropical storm watches go into effect later today as hurricane jose moves closer to the u.s. mainland. the storm is more directed towards the northeast, but tropical force winds are possible from north carolina northbound beginning as early as monday. now to the confusion that continues to cloud the discussion when it comes to the trump administration and a resolution for more than 800,000 so-called d.r.e.a.m.ers. this following the president's meeting earlier this week with

top congressional democrats. afterwards both sides telling a very different tale over the future of daca. >> i do believe that there is an understanding that down the road there is an eventual path to citizenship and the d.r.e.a.m. act and that overwhelmingly the american people support that. >> well, the president maintains he's working on getting a deal done with certain conditions, though. >> relief for -- >> at some point they're going to have to -- they cannot obstruct -- the wall to me is -- if i don't get the wall, then we will become -- >> all right. joining us now is msnbc contributor. thank you for your time. as always, great having you with me. okay. so let's start from this point here. you have the president who says citizenship is something not being looked at as part of the deal, but different side when it comes to nancy pelosi, who says,

yeah, it is. disconnect there when it comes to that. so what does she have to gain from that and what does she get out of it? >> well, she's got to keep pushing the envelope forward, frances. and citizenship is the stickiest point of all when it comes to immigration. i think folks who aren't very warm and fuzzy toward immigration are okay with a temporary work permit or maybe even just with a permanent, long-term resident permit. but when we start talking citizenship, which is the base of the democratic platform when it comes to immigrants, you know, they are fighting the fight that their base wants. what's going to happen in the interim and the president and congress negotiating, that we will see. i mean, if i were a betting woman i would say that there's a path to citizenship, but it's going to be a very narrow path. and i say this -- i know you may think i'm being overly optimistic, but the first time in a long time we have both branches, the examine ef and the congressional branch, both parties, even though there's some did he tractors in the

republican party, and the majority of public opinion across both parties saying we want to do something for d.r.e.a.m.ers. so i think that there is a slight path forward. >> you say that slight path, a very, very narrow path. you've got some republicans who say any path, that equals am necessaryty. so how do president trump and the republicans in the house get through this debate without granting what some would say is am necessaryty? >> yeah. and remember, frances, that in the campaign he said that he would take away daca, which was an illegal amnesty program. so now he's walking that back. he has to sell this first it's good for the economy. and second, he says in his support for the raise act that was recently submitted into congress that what he wants is a certain type of immigrant in the united states, that he wants the good immigrant. he wants the immigrant that can speak english, that has job skills, that's assimilated. and these d.r.e.a.m.ers, these daca kids are exactly that.

the scene there right now. it seems pretty peaceful. >> reporter: well, frances, they're targeting now not just one mall but multiple malls. they've moved on from here, the west county center to another mall in chester field about seven miles away which is also the site of the annual taste of st. louis event. it's one of the few big events this weekend that has not been canceled in light of all of this. the protesters, and it's really a couple hundred in the core group that started out this morning have said they want to make this an economic protest and so that's what this is all about. very briefly they were able to shut down the west county center, entering the mall with chants of no justice, no profits. and that's the theme that they're carrying through beyond and on to this next mall. and they say they're going to continue with, meanwhile, month's governor says his priority, the state's priority is to maintain order. >> our mission from day one has

been extraordinarily that we are going to protect people that are peacefully protesting. people who are out there protesting with dignity and discipline they also should not have their protests disrupted by people who are coming in to be violent. >> reporter: it did not go so well last night. there were 11 police officers from three different agencies that were injured. at least 32 people arrested in the protests that also targeted a popular business district, the central west and also targeted, as you said earlier, frances, the mayor's house. this is all over the acquittal of jason stock lee, a former st. louis police officer who was accused in the fatal shooting in 2011 of anthony lamar smith. stock ley claimed that he was firing his gun five times in self-defense. a judge who heard this case, it was not a jury trial said he was not convinced beyond a reasonable doubt and all of this bringing up all of the tensions that we saw several years ago with the shooting of that

unarmed teen michael brown in ferg sop, missouri, and a lot of questions now here in st. louis about what we've learned and what we've not learned since that. frances. >> a lot of people hoping we'll have to see what happens tonight. thank you. with us now is tamara miller an attorney who used to work in the criminal section of the justice department's civil rights division. thank you for being with me here. >> thank you. >> many my last hour i had two panel members who just flat oud agreed saying this was just predictable, the out come here. based on the facts of this case, are you surprised of the acquittal? >> well, certainly there are a number of troubling facts in this case that i have reviewed based on the judge's order, the judge's decision that was issued yesterday. this is the kind of case that leads to very trouble facts. it may very well lead to certainly potentially criminal charges being brought by the justice department in light of

potential, potential evidence of planted evidence, intent to use more force than reasonable. these are all troubling facts to me. >> well, talk to me a little bit about the judge. and when you have, and i'm paraphrasing here saying that you have an urban heroin dealer here who is unarmed, which is an anomaly and then you have this kind of outcome. your take on that in the sense where the city and state were prepared for this in the days to come, but then there was the uncertainty as far as what happened. >> well, i think the language that you've quoted from the judge's decision reflects his interpretation of the evidence that he had before him. i can assure you that in a federal investigation of this case in my time in the justice department, this is exactly the kind of case that we would be investigating and seriously considering, impaneling a federal grand jury to conduct an even more thorough investigation using all of our resources. so this is the kind of case that

it cries out for another independent and federal review. >> now, do you think that this would add to that in your saying calling for an independent review that the statement from jason stock ley insisting that he was acting in self-defense, here is what he told the "st. louis post-dispatch" here, take a listen to that. >> what you have to separate are the optics from the facts. and if a pesh is unwilling to do that, then they've already made up their mind and the facts just don't matter. >> all right. your take on how that may come into play. >> in federal justice department review, which i certainly was responsible for leading as a deputy chief there for many years, i will tell you that our job is to evaluate all of the facts and not just the facts as described by a person who is accused of a crime which we would imagine may not be the whole and complete fact necessarily. here there are a number of witnesses that were present,

including other police officers. in fact, there was a police officer partner, at least two, in fact, that testified before the judge and gave testimony that appears to shed question on whether or not this was a shoot shooting really in self-defense. >> all right. yesterday i want to ask you about this before we go the justice department announced a major shift in the collaborative reform doctrine. it was so important in the federal response when it came to michael brown's shooting death in ferguson, missouri three years ago. tell us more about that policy change and what we can expect. >> well, when we are unable to bring federal criminal charges based on a review of all the evidence as it happened in that case, then in this particular instance there is an ability in the justice department to conduct a civil investigation where we look for patterns and practices of violations of police policy. we know violations of police policy happened in this most instant, recent shooting here of

brewing in the atlanta. the national hurricane weather center says jose is back up. with sustained up to 180 miles an hour. jose could bring rain and wind to the northeast later this week. and we're also finding out more on the president's pledge to donate $1 million to relief charities in the wake of hurricane harvey. nbc news has confirmed that the commander has written out checks to hurricane relief. they will contribute $1 million to the recovery efforts along a portion of texas. contributions were divided to reach out america and the american red cross. the couple made two stops in the lone star state. the first to austin and corpus christi where he and melania surveyed the devastation. the second to houston where he met face-to-face with first responders. keep it right here.
