cancelled as a result because demonstrators promising to rally for a second night. >> jason stockley said he was going to kill somebody. he killed that man. why don't the courts believe that's premeditated murder. they believe everything else the cops say. >> you don't get the right to kill an innocent person. you just don't get that right. >> we'll turn first for you there. the national mall in washington, d.c. where supporters of president trump have gathered to take part in what organizers call the mother of all rallies. now the website for the event says, quote, rally participants will demand protection for traditional american culture, while they express their love for the united states and the america first agenda. this event started at 10:00 a.m. eastern. it is scheduled to wrap up in a little less than an hour from now. we're watching that. but this demonstration from pro-trump supporters and members of the alt-right is being paralleled by anti-trump protesters gathered just a short

distance away who are calling on president trump to take a strong action on russia in response to the meddling in the 2016 race. standing by at the scene of the demonstrations. mike, tell us more about the purpose of the rally for pro-trumpers, if you will, and what you've seen so far. >> reporter: right. well, richard, the first thing you have to know about this rally here, this is the hardest the ha the hard core supporters. as i asked them if their support was wavering for president trump has it has for a lot of prominent conservative pundit it's around the country. after the caving as some phrase it on daca and the administration, not on the least. the interpretation from these supporters of president trump, again, these are stout supporters of the president. is that he's a master negotiator. this is the art of the deal and everybody that opposes him it a

rya rhino. there's a lot of red meat thrown from the stage. a lot of the rhetoric is familiar, build a wall, drain the swamp. one of the subtexts here this is sort of an anti-charlottesville rally. and the organizers banned any flag that wasn't an american flag. no confederate flags or other flags were permitted at this rally. and i asked several of the rallygoers this morning, as they were coming here for this rally, to make a comparison between what happened that charlottesville, and the ugliness there and what they expected to happen here. >> a lot of people will try and associate it with charlottesville/white supremacicy. actually, we want to come out and say that's not who we are. >> i'm here against the continued corruption of the political system that takes the government away from the people. >> what happened in charlottesville was race-based. this event is not race-based.

and that's a huge difference and distinction between this event and the unite the right rally. >> reporter: there have been angry voices here, there's no question. there was a counterprotester here with a bull horn. she was set upon rhetorically by the trump supporters and rallygoers. richard, there's something funny going on here. these organizers are trying very consciously not to have any confrontations, much less physical confrontations with protesters here. there's been a lot of reasoned discussion on the sides and perimeter, around the perimeter of this rally where i am right now. so, it's sort of a different feel than what a lot of people may have expected. make no mistake, these folks still four yeah behind president trump here on the national mall. >> if you can expand on this possibility here. the discussion of the founder or discussion of the term alt-right who you imtim mated who said if

i were there i'd be protesting against donald trump. have you seen any sort of that conversation happening on the side? >> reporter: quite the opposite. again, these folks, donald trump can do no wrong in the eyes of these folks. these rally was organized for the express purpose of supporting the president and his agenda. and one gets the feeling again, richard, in talking to many supporters here, i asked him specifically, several of them, whether his support was wavering. >> yeah. >> reporter: they're sort of a reverse engineer of rhetoric and what's happening on immigration and tweets of the president that many people have been critical of, many conseb tifrs have been critical of. these are the hardest of the hard core. there's no question. it's hard to see their support wavering understand any circumstances though there are relatively few out here today. >> richard. >> nbc's mike viqueira. thank you for that. the turmoil is not just taking

place on the national mall. there's also been tough time at the white house for president trump. conservatives like laura ingraham, rush limbaugh and steve king voicing their frustrations as mike was talking about, their frustrations with the president. this after congressional democrats announced yesterday they are working with donald trump to close in on a deal to close in on daca recipients. during the 2016 president trump campaigned, you remember this, he campaigned heavily on tough immigration reform. and to prevented people coming to the united states illegal from other countries. let's bring in huffing post reporter lara bassett. and chief correspondent for bloomberg news. kevin cirilli.laura, i was alluo mike viqueira on this. part of that group was alt right which we've used the term much

now. and the very founder of that movement, that idea, is saying because of these deals with democrats, deals, agreements, i would be protesting against him. >> right. what i think is the most interesting we have steve king who is on the far right who in many ways represents the far right especially in terms of immigration issues because he's been the most outspoken on them. and he came out right when trump was making the deal with democrats and he said this is causing irreparable harm. trump's base is completely destroyed. what did he do, he turned around and said just because we disagree on one thing doesn't mean we can't go along. i think what's going to happen, trump's base is going to fall in line just like steve king did. >> kevin, what's your thought on washington, d.c. as you know, the videos become viral. were hats being burnt, the make america great again. this is that video from one donald trump supporter now burning his hat because of the

two agreement discussions wednesday after wednesday. what will you be seeing what will you be watching to see if there really is in whittling away of donald trump alt-right support base? >> richard, i think what's more interesting what i'll be looking for, house speaker paul ryan and whether or not leadership includingmen mcconnell are going to be able to work with president trump in their deal with democrats. i think there's this feeling in washington that republican leadership was essentially telling the white house we're going to go it alone. if you'd like to work with us, great. if not, we'll put bills on your desk. what we saw, the president said, hey, wait a minute, the buck stops here. if you're not going to negotiate for some policy to get through, i'm going to democrats. that dimension is still unfolding and fascinating to watch. >> it's a couple decades and we're seeing in headlines the

words tri s triangulation. and i want to play a little bit and get your reaction. >> i think something is going to have to be reversed here with the president's policy or it will just blow up in his face. >> is he this tone-deaf? is he this ignorant? does he not know what got him elected? does he not -- i'm tell you, having of the staunchest trump supporters are out there and they've jumped ship. >> establishment republicans here. not happy, that i mentioned some of those -- like, laura ingraham and she was saying, ann coulter saying impeach, laura. >> right. she was coming out very obvious in his face. let's turn this around. how do they make this into a win. establishment republicans those who are now against donald

trump? >> right, it's very embarrassing that trump has to go around them to the democrats. he's absolutely desperate for legislative victory at this point because it's actually establishment republicans who have been thwarting him up until this point. it's not democrats who are the problem which is why he ended up going around them and to the democrats. i think what paul ryan and the establishment will do is let's go around him for some kind of victory. if they can't control the senate and white house, it's very embarrassing for the party. >> let's think of this glass half full, kevin. is this -- >> i like this optimism. >> that's who we are all, all three of us. half glass full, does this give then republicans in congress the fig leaf they need for 2018? it was the democrats that did this, it was the president that did this, it wasn't us? >> yeah. hey, look, i think many americans outside of the beltway, outside of washington are really saying, look, we almost had a government

shutdown. we've got to pay our debt on time. we got to raise the debt limit. and yeah, those hurricane victims in texas, louisiana and florida deserve aid. and they don't deserve political theater. and so what the president essentially did was cut his mini deal until december 8th when all of these political obstacles such as raising the debt limit and averting a possible government shutdown are still going to be very much on congress and president's to-do list. so, i think when we catch our breath a little bit, when we get into december, i think that a lot of these folks are going to fall in line. let's just also remember that several of the people that you just played, they were not original donald trump supporters during that very busy republican presidential primary that now seems like a decade along but not that long ago. >> it was a cascade over time. laura, does the alt-right do the critics up against the president because of two that he made in a week, do they gain more energy

in 2018? do they pick up steam here because they can say, look, we're standing strong to what we stand for here? >> i don't think so, if you look at historically, a presidential election is on an off-presidential year, the party that's not in power tends to come out in stronger force. really what we're seeing here, there are races put to democrats in blood red districts. i think it's going to the distance that comes out longer in 2018. >> kevin, as a longtime washington watcher as laura as well were the last two deals consistent with being good deals being made by a good deal maker? >> i think the folks outside of washington, they want the bills paid on time. they want the government open. i think the president really looked at the political realities and looked at the horrific hurricanes that impacted the country and said that let's make sure that those folks get aid. i think if you're just watching from outside of washington, look, most people who aren't partisan, idealog actual like

i think a deal will be made -- >> no relief for daca to get the wall? >> at some point, they're going to have to. they cannot obstruct the wall. the wall to me is vital. if i don't get the wall, then we will be the on instrubstructer. >> that was telling, president trump saying he might be able to back down on another big move. joining us representative henry cuellar.

representative, it's been a week of words as you've been listening with me through the tv and in person. you did talk with the president, did you talk with him on tax reform. i want to start with what he said on daca and the wall. what did he tell you? >> basically, on daca, he said that he wanted to get it done as soon as possible. he didn't want to wait six months. he said, hey, it's been six days since i make my announcement. nothing has moved. so, he wanted to move on this quickly. then he said we wanted border security. then he said, at the same time, but on the wall, we can talk about the wall on a later time. it can be a different legislation. he never linked a wall to the daca, except he wanted stronger border security which we're okay. we just don't support the 14th century solution called the wall. >> as a part of this, were you not incredulous because of the president not too long ago saying i am going to remove what

president obama put in place, in protecting these young people? and did you question him on that? how could you do that and then say this? >> well, you know, i think by now, we're -- i don't want to say we're immune or numb. but i think we know now that the president will stay one thing and then turn around and tweet out a different position. we've seen the president go from one decision, shifting over. >> right. >> we're seeing what's happening. it's just like him working with the democrats. we know this is just temporary. he's working with us because he needs us. we know he's going to change and shift around. the strategy that the republicans had about running over the democrats because they controlled the white house, the senate and the house -- >> well, representative -- >> -- isn't going to have any concrete results so now they're working with us. >> that merry-go-round is going

to keep on moving. and therefore, daca could go away again and come back. what makes you think he's on your side and won't change his mind in the future? there are many saying on your side of the aisle, don't work with president trump, this is not a good idea? >> well, because it's worth giving it a shot to help the d.r.e.a.m.ers. i want to make sure we help the d.r.e.a.m.ers, we got a temporary, i understand it's only temporary relationship. we know it's built on sand. i understand is that. but i'm going to try to do everything i can to protect the d.r.e.a.m.ers. >> tax reform that is ostensibly one of the main topics meeting with the president. what did he say, i was somewhat joking since things come in three, we might get something on wednesday. since it's a wednesday, wednesday, and we have another wednesday in front of us. what did you learn about tax reform? >> he wants to do tax reform, he

basically said he wanted to focus on the middle class, he did say the rich, they're not going to get a tax cut. in fact, i remember looking at him. he looked up and he said, they might even get a little bit of an increase. and what's interesting his legislative director came back a little bit after that meeting and said, well, that's not really -- you know, the president is not talking about raising the rates for the rich. he's just saying that maybe we take away some of the deductions then they might pay a little bit more. so, he was saying some things that was interesting to the room but, again, i know kevin brady who is the chairman of ways and means. we go back to the old days at the state legislature. at the end of the day, it's going to come up to the house, senate, republicans, democrats sitting down, trying to work something that works for everybody. >> you talked about the state legislature. where you come from, what you've done. let's go there. with hurricane harvey and what you're trying to do to move

forward. and recover from that hurricane. tell me about the congressional relief task force. you're work with, i know, republican representative joe barton. what sort of things are you doing together here? >> well, you know, first of all, i asked joe barton, hey, can we sit down as democrats and republicans, we haven't done this -- in fact, officially, we haven't done this in the last 12 years i've been in congress. he agreed. we put everybody together. everybody was there, both senators cornyn and cruz, we sat down with sylvester turnen, the mayor of houston. we talked to him with governor abbott. what we're trying to do, we're trying to get them to assess what's the damage, the recovery part of it. and then we got to talk about how we're going to pay for it because it does become a little expensive. it's something that we got to do. the bipartisan tank force will be working with john sharpe who is the chairman of this rebuild

texas. and we're got a lot of work to do. and finding out what the damages are, assessments, and look at resources. >> well, we hope for the best for your state, certainly, representative. we know that the estimates are hitting the triple digit billion yar mark. and of course, an entire country hoping that texas makes it out from underneath this. texas congressman henry cuellar, thank you. next, outraged protesters clashing with police in st. louis, after a white former police officer is acquitted of killing a black man. now cummings the word. and a major concert is cancelled after a night of violence.

former st. louis police officer. a judge found jason stockley not guilty in the fatal shooting of a black motorist anthony lamar smith. it happened in 2011. and now nine officers were injured in the riots and more injured. now the irish rock band u2 announced they're going to cancel the concert tonight because police informed them they would not be able to provided adequate protection for what's happening in the city. scott, are the police there prepared for the possibility of more protests there. and really, what's the mood on the ground that you've been watching over the last 48 hours? >> reporter: well, as you might expect, richard, it's tense. people on edge. when the protests got rough, it was after nightfall yesterday. so, here's what's been going on today. this kind of core of protesters

is trying to turn this into an economic message. trying to, you know, hit the community basically where it lives economically. they vowed to shut down a mall. and they did shut down this one. the west county center, albeit very, very briefly today. entering the mall and chanting slogans, until police came in very quickly. and they left. on to 84 mall, and also to the taste of st. louis food festival with the message all along, no justice, no profits. >> economically, we have been excluded in education and everything else. i know -- you know better than i. we're -- we are where we have been. we can't get jobs. >> reporter: now, the protests today, really peaceful, again, during the day. that's in mark contrast to the

situation last night. at least two dozen arrests. several police officers injured. authorities are saying, including the governor of missouri that they will not tolerate violence. >> you assault a law enforcement officer, we're going to arrest you. violence and vandalism is not protest, it is a crime. and people who are out there throwing bricks and bottles are going to be thrown in jail. we're not going to tolerate this kind of violence in the state of missouri. >> reporter: again, the protests today has been peaceful, disruptive, but peaceful. there is another rally scheduled for about is 90 minute sfrs now. but then the true test begins, again, after nightfall. that's when things got dicey last night. and that's what they're bracing for tonight. richard. >> no doubt, in that town, they cannot do that without remembering michael brown. his death as well, as in the protests that happened night after night, so close by to this

thanks for staying with us. the president reached across party lines to work on raising the debt ceiling. that, again, was his first move across the aisle. and he would also like to continue protections by dividing president obama's daca program for the so-called d.r.e.a.m.ers brought to the united states illegal as children. he would also like to see them move forward, that would be the second reach across the aisle. but the decision has caused frustration on both sides of the aisle with some republicans urging the president not to do that. don't work with democrats.

and some democrats warn their colleagues about cooperating with trump, that they should be doing the very same. let's bring in steve murphy. and former congresswoman from new york nan hayworth. thank you both. representative, tell me what your thought is. what is happening and is this good? we have two reachings across the aisle? >> sure. right. richard, i think it's always good when we see republicans and democrats working together. >> if you're republicans? >> well, i think it's good for the country to see republicans and democrats working together. now, i think -- i do have specific legislative goals in mind as a republican that i think will benefit the entire country so when i do things or say things that -- >> well, you're on the hill. and you hear that the president unbeknownst to you has reached across to democratic leaders.

you're sitting there going did i get that invite? no, you didn't. >> well, the president is responding very forcefully to the fact that the senate majority could not get health care done. at that point, it became clear that they were going to have to put a fair amount of influence in this process to the democratic minority. and i think the president has said, and i agree with him, i think it is time for the snoot relinquish their filibuster legislation. because if they don't do, that it's going to be very difficult to get a legislative agenda passed. i don't think senator schumer has a lot of intention. i think he intends to block tax reform and health care reform in significant ways. daca is an issue that definitely across the across a broad spectrum of the country. and i think the president will turn to senator schumer and former speaker pelosi when the senate majority couldn't get things done. and daca is an issue on which the president has a lot of sympathy for the d.r.e.a.m.ers.

>> steve, is it because senator schumer, as well as leader pelosi, they're just easier to get along with maybe for this president, and perhaps the speaker, as well as mitch mcconnell aren't the sort of folks that would get along with and that's why we're seeing these deals? >> well, chuck schumer is from brooklyn and donald trump is from queens. maybe there's kinship with that. but, no, i think we're getting carried away with what has supposedly been agreed to. the fiscal agreement was just pushed off -- that whole issue. >> yeah. until december, that's all still to be dealt with. as far as daca goes the idea of throwing the d.r.e.a.m.ers out is completely inept to the american people. i think the president's decision was, you have six months here, and he clearly is not -- doesn't

want to take the political hit. and republicans in congress don't want to take the political hit for throwing out the d.r.e.a.m.ers. so, i don't think there's any great agreement that's been made here. of course, when he comes to chuck schumer and nancy pelosi and says, hey, i want a deal on the d.r.e.a.m.ers, that's just being irresponsible. >> as was said by representative cuellar, representative hayworth, i see it blowing our way, the wind is blowing our way but so far, we'll take it. only halfway into the president's administration, do you see him turning again, he's turning this way, but 2018 starts in the fall here? >> you know what, richard. i think the president, he's not an ideologue. he's not dogmatic about republican policy. he's pragmatic. he does seem to move forward and negotiate and make deals. he said that. he promised that along along the way in his candidacy. i think what he wants to see is

forward movement that will benefit the desperate americans, democrats and republicans who need better jobs. better economy and more opportunity. >> sure. what does your party do, though, they're sort of sitting there with both leaders, i'm not too sure? >> well, you know what, i think they should act with confidence. i think they should move to pass legislation. and honestly, the biggest thing they can do and the president has tweeted it. directed at it over and over again. this like a football game. they've got to play this quarter in the senate. they've got to relinquish that filibuster. >> the filibuster, that's a whole other topic, representative hayworth that we're not going to get into. quickly, steve, i'll read, let's not fool ourselves, he is the person that we i know and i just think there are must be both political and moral limitations with how far we're able to cooperate. that was from representative

conley. do you believe that? they don't believe he can be trusted? >> well, in terms of trusting him, absolutely, chuck schumer and nancy pelosi know he's broken any deal he's ever gotten away making. whether it's all of his bankruptcies or not paying his venders. that's the way the guy rolls and they know that. but they haven't agreed to anything here. they haven't given anything away. and they're driving a wedge between the congress and the president, a wedge between the far right and more moderate republicans. and the republicans need absolute unity to pass any of their far right legislation. i think it's a brilliant legislative package from chuck schumer and nancy pelosi. >> steve murray and former congresswoman hayworth, thank you both. a terror attack on a packed london subway station. an 18-year-old man was taken into custody today.

british police making an arrest today in connection to friday's terror attack in a london subway that injured at least 30 people. a big breakthrough there. an 18-year-old man was arrested in the port city of dover today. officials say police were searching a home in a london suburb and evacuating neighbors as a precaution. meanwhile, transportation officials have reopened the scene of the attack, the parsons green station. all of this after an emergency cabinet meeting to face the crisis facing the country. joining me now is claudio la g lavagnia. this is why they were gathering there in london. >> yes, that's correct. the police held a press conference a couple hours ago, richard. they said they're keeping that

out -- my heart is breaking for the relatives of these folks who lost their lives. it sounds to me like the nursing home was in touch with the governor's office, the nursing home was in touch with 911, the nursing home was in touch with florida power & light. it sounds to me like florida power and light it promised to come out and get the air conditioning going and it didn't happen. the governor had given out his cell phone number to the various individuals impacted and they said, call him you in need something. evidently, according to the reports that's what the nursing home did. and they didn't get any relief. so my caution is for everybody to just relax, let's figure out what happened, let's not start politicizing this, and let's not start destroying the presumption of innocence that everybody should have in this case. >> james, as more details are found and that's what you're saying we should wait for and we

should look into here, one of the details is over a hundred were evacuated. some of them were injured. how do you deal, how do you talk with those who are the survivors from such situations where you did see some fatalities? >> it's very hard -- look, it's a hurricane. stuff happens in a hurricane. people put into place plans and emergency contingency plans and what to do in a certain situation. but ultimately, when the storm hits, everything goes to heck in a hand basket, okay? everybody needs to be on board with doing the very best that kay can to protect the most vulnerable around us, and those are the folks in nursing homes. and i can assure you that the employees at the unursing home cared for and loved these folks and are devastated. >> the state regulators visited

the facility in february, revealing a host of violations at that time. r there standards that help alleviate the situations that are in place at nursing homes? 60 seconds. >> sure, sure. nursing homes are incredibly regulated and inspected. there's no nursing home in america that an inspector can go into and inspect and not find a deficiency. they always have deficiencies. but the state regulators tell the nursing home, here's the deficiency, correct it within a certain period of time. the agency comes back and determines it was corrected. so something that was a deficiency in february was long since krektded and was probably a deficiency in documentation, not relating to the backup power, et cetera. >> we'll wait for more details and hopefully put in preventative measures for the next situation. james cobb, attorney, thanks so
