good morning. i'm dara brown in new york ats in nbc world headquarters. it's 7:00 in the east, 4:00 out west. breaking news in britain, a new arrest in the london subway attack. what police have learned about the two men now in custody. march on the mall. a second night of protests in st. louis after police officer is acquitted in the deadly shooting of a black man. and heading home after irma's destruction. what residents of florida's lower keys are finding as they return after the storm. breaking news out of london, where police are announcing a second arrest linked to friday's subway bomb attack. nbc's in london with the latest. claudio what are you learning today?

>> well, dara, good morning. it looks like this investigation is moving rapidly. just before midnight the police arrested a 21-year-old man in west london, and he's now in police custody. this follows yesterday's arrest of another 18-year-old man in dover in the south of england, confirming what the police suspected yesterday that this was not a lone wolf attack. and more than one person may be behind it. now the police did not say the manhunt is over. nor did they lower the terror threat level, which remains at its highest, meaning that they may still be looking for other accomplices. now, more details in the meantime are also emerging on the house that was raided yesterday in a small countryside town in surrey about an hour's drive from london. itn is reporting that the house belongs to a respectable elderly couple known in the community for fostering hundreds of children since the 1970s. including refugees. in 2010 the couple even received an mbe, an award given by the queen in person to individuals

for their outstanding service to the community. now the police did not say they are suspects, and will not say if either of the two young men arrested in the last 24 hours were cared for by the couple. we also have a little update on the row caused by a tweet on friday. in which president trump appeared to claim that those behind the attack were known to british police. now the interior minister this morning here in britain said that in an interview that the comment was not based on any intelligence he may have received from britain, and that this was pure speculation. dara? >> claudio are you noticing if there's any anxiety on the streets of london since the terror threat is still high? >> not at all. i mean, people are just going by their everyday life. today is sunday, it is particularly quiet. but since i've been here, arrived here in london on friday night, only hours after the attack it seemed like londoners, i wouldn't say they're getting used to this, but they are reacting in defiance by just

going by their life as if nothing happened. of course, they are paying a lot more attention than usual. but, these attacks are not stopping them from living their lives, dara. >> claudio, live for us in london. thank you. now to st. louis. racked by a second night of protests after a white former police officer was acquitted in the 2011 killing of a black man. nbc's scott cohn is there. scott, good morning. can you catch us up on what happened overnight? >> sure, dara. this is a neighborhood called the delmar loop just outside of the st. louis city limits near the campus of washington university, and you can see the boarded up windows. this is the remnants of what happened last night. after a day of largely peaceful protests around 10:00 things started to get tense. and things started to get violent. a lot of store fronts have windows broken here, and nine people arrested. no word on any injuries from last night's protesting, but it

did get pretty intense with bottles thrown, and tear gas used, and the like. the first night of violence on friday night, they actually targeted the mayor's house, and she spoke about that at a news conference yesterday evening. >> it's irritating. i admit it's irritating to have your windows broken and paint thrown inside your house. but that's really not what this is about. this story is not about whether i got my windows broken or not. this is about coming together to have a better st. louis for all of us. >> and coming together is the elusive part here. the protesters have said they're going to continue with this, and continue trying to -- trying to put forth their message about economic inequality along with everything else. all of this triggered by the acquittal on friday morning of jason stockly the stormer st. louis police officer who was accused in the 2011 shooting of anthony lamar smith.

the mayor said people should go about their business. but already a u2 concert last need was canceled, an ed sheeran concert tonight is canceled. the st. louis symphony has canceled their concerts. so it's quite a bit of disruption, even as they try to get back to business as usual. that may not come very quickly. dara? >> scott you mentioned that the protester said that they're going to continue with this message. are there any more demonstrations planned for today? >> well, there are. and yet they're kind of keeping it close to the vest. one of the things that they seem to want to do is trying to have an element of surprise here. there's talk about what they're calling a die-in in front of the police headquarters today. we'll see if that happens and we'll see where things go from there. we've had a couple of instances where there's sort of an appointed meeting place, one yesterday morning and again yesterday evening where it's sort of build as a rally but it turns out to be more of a strategy session and then they go off and do what they're going to do. and of course this is the result here in the delmar loop. >> scott cohn live for us in st.

louis. thank you for that report. to politics now and the white house pushing back on a new "wall street journal" report that the trump administration is no longer seeking to withdraw from the paris climate accord. "the wall street journal" says a european official told reporters at a global warming summit in canada yesterday that trump officials appeared to be signal the change. in a statement to nbc a white house official says there has been no change in the united states' position on the paris agreement. that the president has made abundantly clear the united states is withdrawing unless we can re-enter on terms that are more favorable to our country. the report coming a day before president trump make his united nations debut before the general assembly. meanwhile, the president is standing by his decision to endorse mitch mcconnell's back senator luther strange in a highly contested u.s. senate runoff election, tweeting his plan to visit alabama on saturday. let's go to somerset, new jersey not far from the president's bedminster estate.

kelly o'donnell is scandaling by there. good morning. >> good morning, dara. president trump is heading in to a high profile week on the world stage. spending part of his weekend here in new jersey, getting ready for some big events. his first address to the united nations general assembly. and in new york city, his hometown, more than 120 world leaders will convene. he'll be spending several days talking about all the hot issues. it is expected that north korea and the provocations from kim jong-un, will be a frequent topic. although there is no specific event set up for those world leaders to decide how to try to stop him from saber rattling with nuclear weapons. what the president intends to do is to talk about that this is a global issue and not one only for the u.s. to solve. he will also reach tout to partners like japan and south korea, hosting a lunch for their leaders to shine a brighter light on this issue, and to press other partners around the world to try to do something to stop kim jong-un. there will be another topics, of

course, from iran to climate change. that presents another challenge for president trump, because one of his friends on the world stage, french president emmanuel macron, will also be making his first appearance before the u.n. general assembly and he plans to host events urging nations to begin to spur the implementation of the climate change accord which was signed in paris by president obama. that climate change pact is something president trump says the u.s. will not participate in unless there are new terms. new things negotiated that would be more beneficial to american workers. but there is no indication that any other nation is prepared to renegotiate. so there will be a tension on climate change at a time when president trump will be in the spotlight putting more pressure on him to find some way to participate. >> nbc's kelly o'donnell, thank you. north korean state television airing video of its latest missile launch. next what u.s. troops are doing to prepare for the worst case scenario. president trump gets ready to make his united nations debut this week at a time when his previous decision to back out of the paris climate accord is in question. the white house telling nbc there has been no change in the united states' position on the paris agreement. despite reporting by "the wall street journal," suggesting the trump administration was softening its position on it. joining me now, chief washington correspondent for bloomberg tv, and jonathan allen, columnist and co-author of shattered inside hillary clinton's doomed campaign. thank you both for joining me this morning. >> good morning. >> i want to start with you, how do you suppose this european official who said to reporters that they might have misled signals from the trump administration on this paris accord? >> well, i think it's interesting to see how exactly

the administration has responded to this because we all remember, i was at the white house when president trump announced they were going to get out of the paris agreement, and the paris accord, and really this was lambasted not just by democrats, but by also key constituencies, yes within the republican party, but also most notably within the business community. i mean ceos, top ceos around the country were organizing outside of the administration to keep on working with the international community on this. so, that said, i mean, look, press secretary sarah huckabee sanders saying that this is not a shift in policy at all, that they had said that if the terms of the agreement, the whole time, weren't right for the united states, that they would then walk away from it. i think this is part of a broader trend. and how he has negotiated not just with the international community but also in congress as we all remember there's deals with the democrats. it is interesting the timing of these reports.

most notably since the u.n. general assembly is just about to begin under way. >> and jonathan, let's talk about that. because french president' manual macron will host events focused on the paris accord during this week and he's making his united nations debut. what kind of challenges do these events by macron pose for trump and might he try to compete for attention on the issue? >> i think certainly there's a possibility of trump trying to compete for attention. but these two things are not inconsistent. number one, the united nations could be having conversations in which it says we're interested in seeing if we can avoid getting out of this deal, or, you know, withdrawing from this deal. and at the same time, as sarah huckabee sanders says, there's an opportunity potentially to get the conditions that the united states wants. that's one level. it's been reported that the white house has said that folks want to meet with president trump before this -- before this -- you know, the real activities get under way. they're going to kind of have to

sign on to some of his u.n. reforms. so i don't think president trump is going to be overshadowed by emmanuel macron or anybody else. >> and kevin, also at the u.n. the north korean delegation will be seated in the front row when president trump delivers his speech on tuesday. do you know how he's preparing to tackle their recent provocations? >> the white house is keeping this very close to the vest. as is expected. but, you know, just in terms of the relationship that the president has with u.n. ambassador nikki haley, who has been working with the u.n. security council to fast a series of sanctions against the north koreans, and we should note that a lot of the u.s. sanctions in particular separate from the u.n. have really focused on the relationship that north korea has with russia, and china, and the financial ties, especially between china and russia. you will remember that more than 80 to 90% of both exports, and imports, passing through north korea are directly tied to china. so, there is a lot of stakes.

the stakes cannot be higher on the geopolitical stage with regards to north korea. and quite frankly, i think that is why you're going to be seeing president trump perhaps taking yes a critical tone of the united nations as we saw him do on the campaign trail, but also perhaps working with the united nations to again pressure north korea for its brazen, putting it mildly, nuclear military ambitions. >> kevin you bring up tone, and jonathan, that might be a big point because is there a sense for how the president is preparing for his u.n. debut since his last meeting with world leaders? >> i mean, if we've come to expect anything from president trump, it's that he's not a shrinking violet. i would be shocked if he went and gave a speech before the united nations where he didn't call out people he thought were behaving badly, including the north koreans. so you know, i don't sense any big shift coming there. that would be truly unexpected, if he came in, and soft pedalled

his point of view about other world actors. >> and kevin, turning to the russia investigation, what is next for facebook? amid its revelation that it sold ads to fake russian groups during the presidential election? >> you know, this is a bombshell report. i mean, and i think we should take a step back here, because, look, i mean, the -- with the advent of social media, especially within the last decade, and its impact on cultural societies, in particular, i mean, i think you're going to really be seeing pressure on san francisco and silicon valley, especially mark zuckerberg, and facebook, because you know, this is something that transcends politics, and so i think that as this continues, i can tell you that sources that i've spoken with in the past couple months on the senate intelligence committee have definitely been meeting with folks in silicon valley, definitely meeting with their communicative and lobbying apparatuses here inside the beltway. and i think that there's a lot

of questions that transcend politics. that transcend the administration about just exactly how these big businesses in san francisco are impacting the lives of americans not just in politics, but the data that they have, on so many different people. that's a story line that quite candidly is bipartisan. >> well, jonathan, i want to ask you about hoillary clinton because you obviously wrote a book about mrs. clinton and her book, her tour, the media blitz for this past week, what are your takeaways from what you've been hearing? >> let me say something about facebook. my sources told me the clinton campaign went to facebook and to twitter during the campaign and asked them to do something about the fake news and asked them to do something about this interference and they were basically told to buzz off. so -- >> wow. >> so it's interesting -- it's interesting to see that coming out. but in terms of her book tour,

and in terms of the book itself, this is a different type of book from hillary clinton. it does a couple of things. it puts out her point of view on what happened in the election. there's a lot of blame on jim comey, the former fbi director for reopening his investigation and announcing the reopening of the investigation right before the election. also on the election. she says that a few places she takes responsibility, but there are a lot fewer lines about that. on the other hand, there's a really, i think, interesting discussion of what it's like to run for office as a woman in the united states, and an analysis of where we are in our politics and our culture on sexism, and misogyny. so i think this is a more interesting book than their previous memoirs. >> we always have so much more to talk about. jonathan allen, keviner islely, thank you so much for being here this morning. >> thank you, dara. now to north korea, where state-run television aired video saturday of its latest missile launch. kim jong-un declaring he will achieve his goal of building a nuclear weapons arsenal while

the international community tries to stop him. nbc's ron allen went to an air base in south korea where american troops are preparing for what might come next. >> reporter: north korea threatening to test two more weapons of mass destruction after a beaming kim jong-un watched the latest missile launch. he's vowing to create a military equilibrium with the u.s. the air base just 50 miles from the border, home to many of the 28,000 u.s. military personnel in south korea. remains on a constant state of alert. that bright light piercing the cloud? a top secret u2 spy plane returning to base. we're in the chase vehicle. the driver on the radio, guiding the pilot down. nicknamed the dragon lady, first used to spy on the old soviet union. able to soar at some 70,000 feet sending realtime pictures and sound from the ground back to base. now, taking on one of america's toughest challenges here, trying to gather intelligence about what kim jong-un will do next.

how is it different now than under normal circumstances? >> we're busier now than we've ever been. >> you get calls from family, friends -- >> yeah, especially family back home in the states who are seeing kind of what's going on in the media, they all concerns. but for us really our daily operation, our daily job is just to be ready. >> captain drew taylor of newtown, connecticut, who flies the supersonic f-16 fighter jet would be among the first to respond to an attack. he says he can get from his bunk into the sky in less than five minutes. >> we're constantly training that every single sortie that we do could be our last training sortie. and we may be going to war after that. >> and you really feel that? >> we do. >> occasionally, a break from the intensity. every returning pilot gets a hero's welcome after the standard, gruelling, ten-hour solo mission. how was it? >> great. >> our conversation interrupted. the pilot off to a confidential debriefing. while across the sprawling base,

happening now in the florida keys, residents are returning home to the lower keys for the first time since hurricane irma a week ago. that's where nbc's lucy kafanov is right now. you've been down there in the area for the past few days. what's it been like? >> dara, good morning. as you can imagine, thousands of anxious residents who had evacuated have been desperate to get back this morning. they are finally being allowed back to their homes for the very first time. this does not, however, mean that things are back to normal. far from it. power still out across much of the keys. water, too. very little commerce here. no drugstores or supermarkets. and limited access to medical care. patients are not being admitted to hospital in the lower or

middle keys. there's only one emergency room open here in key west. and authorities are saying folks have to be self-sufficient. this is going to be a long, hard slog. we spent most of the day, dara, in marathon yesterday, which reopened to residents on saturday. we met one man who lost not just his property, but the loss of life. he lived with his mother in their trailer home. he returned yesterday for the first time. marcy, his mom, decided to stay back to ride out the storm with their pets and she tragically did not make it. he told us about the very last phone conversation the two had. take a listen. >> and, she said, i can't get out. there's already a foot of water from, you know, from the marina, the storm surge. and she said i'm going to have to ride it out. and then i just told her i loved her, and i wished her the best. [ indiscernible ] now i don't have much.
