as you say his speech is likely to focus on north korea being the biggest foreign policy issue facing him and administration. to this point, president trump's strategy has been to outsource responsibility for the north korea problem to china. we could see an expansion on that where trump will call to global leaders to safe guard own security, but also to take collective action against north korea and not make this solely a u.s. problem. what some people are calling burden sharing. it's not expected -- it's not expected to be the sort of crowd that president trump is used to show. he's used to very ruckus rallies he can make jokes and speak with kn nuance. that sort of thing. it will be an opportunity to hear perhaps the most decisive terms yet. what the u.s. plan is for north korea. if there is a plan for north korea. what is a very crucial juncture.

from cat one to cat five. the island in dominica is crying out for help. they got nailed by 160-mile-per-hour winds. all of the reports i've heard is that structures are destroyed. report of the hospital roof has been knocked off. the generators is not operational. you can imagine the pain that is going on there. slowly get today break here in dominica. direct hit. only the second time in recorded history we've had two cat fives in the same hurricane season make land fall. a lot of times the storms stay out to sea. not this year, barbuda and dominica go down in the history books dealing with cat five storms just two weeks apart. they're in the north eastern quadrant of the storm. cat four now. the high elevation of dominica did weaken it slightly. still a hurricane warnings up for many areas here. nieves, puerto rico, virgin

islands, see the devastation that we're going have if we get this going through puerto rico or the virgin islands. let me take you to the latest. updated path from the hurricane center. they do have it being a cat four. wednesday at about 2:00 p.m. near saint you. less than 24 thours away from the possibility of going right over. then to dominican republic and brushing the turks and caicos and then further north. here's saint you. not a good position. croix. not a good position. that's positioned just outside of san juan. where third of the population is. this would be horrible. even saint thomas would be on

the dirty side of the storm. and northeast quadrant of puerto rico. that's about as bad as you get. as far as impact would go with the storm. two concerns, one would be the extreme winds of course. also the rainfall up to two feet. mountains in puerto rico. that would cause extreme mud slides and also some flooding on the rivers too. pretty scary stuff. when we see the pictures of what happened in dominica, it's going to be devastating. look like irma all over again. that possibly could be heading for areas of san juan. it's a lot of people that live in that region. this could be a humanitarian disaster in 24 hours. >> a lot of people living on dominica as well. if it has been obliterated. how to you protect against that considering it ramped up so fast. >> that makes it worse. that's the fear of every emergency manager, every county on the east coast of the united states and gulf and florida. rapidly intensifying storm that moves in one day. you don't have a lot of time to

the morning. here's the latest. hurricane went back in. originally when it came off dominicale was category four. ramped rightca was category fou ramped right back up. it will greatest concern right now is this island right here. saint croix in the southern virgin islands and then as we cross over the top of puerto rico, probably the northeast corner of puerto rico. and then we take the storm dangerously close to dmin republic and bend it out to sea after that. we start to focus on center line. 2:00 a.m. near category four or five strength. doesn't make a difference. going to be devastating. right over the top of saint croix. 50,000 people live on saint

croix. go throughout the early morning hours. possible land fall in the eastern half of puerto rico. 145-mile-an-hour winds. it could be a cat five at land fall here in areas east of puerto rico. the population of puerto rico is about 3.7 million. roughly about 1 million people live in the greater san juan area. if that center line holds true, category four, category five right over the top of san juan. if this happens as forecasted right now, this would be one of the worst hurricane disasters we've ever seen in the world. i mean, miami has a population of about 500,000 people. this would be equivalent of a cat four of five going straight into miami. i imagine the infrastructure is better in miami. this is a very fearful forecast for the residents of puerto rico. it's a worst-case scenario if it takes that center line. it's going to hit someone.
