that does it for us tonight. msnbc live is next. good morning, everyone. i'm in new york at msnbc world head quarter. it's 7:00 in the east on day 247 of the trump administration. president trump visits alabama and talks about the importance of loyalty while taking aim at members of his own party. ten months after the election, the federal government tells 21 states their voting system were targeted. a dam fails in puerto rico after hurricane maria. now most of the island is under water and under pressure to get help. but first we begin with breaking news out of north korea. experts and military officials are trying to determine whether

the regime has conducted another nuclear test after an earthquake was detected near the same location as a previous nuclear destination. lucy kafanov is following the latest developments from our london bureau. what do we know so far? >> very limited information at this stage. they detected a 3.0 earthquake in an area in north eastern north korea 12 miles away from where the north conducted its sixth and most powerful nuclear test. the likely cause of the quake could have been an explosion but the south korean weather agency says they believe this was a natural earthquake. one of the officials told nbc news this morning that even if the chinese rortsd otherwise, our findings show that is a natural earthquake. the u.s. geological survey weighing in saying they cannot

say at this time the nature of the event. the size of the tremor is smaller than usually detected when north korea tested weapons in the past. but this comes at a difficult time when the relations are a tense as ever. there's an escalating war of words between president trump and kim i don't think un. and mr. trump called him a madman. so a lot of fear that this name calling could escalate into something more than words. >> thank you for following that story for us. joining me now, steve clemmons of the atlantic. an msnbc contributor. good morning. >> good morning. >> let's talk about north korea. reports in china says the earthquake was caused by a suspected explosion or maybe it's just a natural occurrence and reports in south korea say it could be a natural occurrence. could this be residual fallout

from a blast? >> it sure could. it's ironic right now because china is the one saying it's most likely a blast where south korea which is in directly harm's way saying it looks like a natural incident. there aren't many earthquakes in north korea. they were seeing after the september 3rd incident that the land looks unstable and there were a lot of lands sides and falls but that would be a big landslide to create a 3 hadn't 4 incident. we've seen the war of the words and he may have been, we're speculating but he may have been trying to send another signal that he's not being cows to step down and this would be their seventh nuclear test. >> i want to ask you about the new report in the los angeles times saying that aides warned president trump not to attack the north korean leader himself personally. trump's description of kim jong-un as a rocketman on a suicide mission and the threat

to totally troy north korea were not in a draft speech by officials. what the you make of this in. >> we saw the handwriting of that when we looked at john kelly sitting in the wings listening to the speech and john kelly basically bowed his head down and put his forehead in his hands clearly showing exacerbation with what the president has done. what this does is it creates a situation, in a way a show person, p.t. barnum for the skashest show on earth right now. you're getting into a track where the president has to have a show. we're seeing a war of words and personal jibes between the two people that are about, you know, are so consequential that basically millions of people could consequently suffer as a result of the personal enmity between these two people which is a different issue than what north korea is going to escalate

its nuclear capacity and ballistic missile capacity which are true threats and do need to be managed and do need to be curtailed. the question is, is president trump's temperament helping to achieve that goal or not. and we saw in johnly's own behavior and those around him that they don't think the president is helping with the diplomacy that they do need. >> the white house said that john kelly was just tired. that was their correction with him. >> that may be, but still. >> does this rhetoric help close the door on diplomatic talks w now? >> no. you've had rex tillerson, nikki haley and others trying to create a serious diplomatic tone. we've had cooperation with china with regard to suspending -- telling chinese banks the that if they do business with north korea, they will be cut off. it's useful and helpful but not

enough. north korea has learned to operate without banking. it's a thuggish regime that brings in from lots of ill lisist activities. the notion of what would cripple north korea in all of this is mistaken on our end. but right now the diplomacy matters. and if you want to bring a diplomatic hand that is going to be effective. we need to work closely and cooperatively with china, joerk, much like barack obama did with a couple of these same countries with iran. crippling iran and getting iran to move forward. right now the president is under mining the ability to make russia and china and other potential partners look like we're a sal vent partner in dealing with north korea. and they're not investing much in any view and that is a big mistake. >> thank you so much for joining me. >> thanks. >> nbc news confirms that iran has test fired a medium range

ballistic missile. news comes a day after iran showed off a new ballistic missile. it also follows president trump's railing against iran's missile program during the speech at the u.n. this week. president trump ramping up his attacks against senator john mccain for his opposition for a new effort to repeal obamacare. the president taking to twitter 20 minutes ago saying john mccain never had any intention of voting for this bill which his governor loves. the tweet comes 12 hours after that stump speech in alabama when he lashed out against mccain. >> you know, john mccain come in and he went thumb's down at 3:00 in the morning. everybody. it was sad. and we had a couple of other senators. but you know, at least we knew where we stood there. that was really a horrible

thing. honestly, that was a horrible, horrible thing that happened to the republican party. that was a horrible thing. >> meanwhile, just a day after north korea threatened to test a hydrog hydrogen bomb in the pacific ocean, prurch escalated his attacks against the north korean leader. >> we can't have mad men out there shooting rockets all over the place. by the way, rocketman should have been handled a long time ago. maybe something gets worked out and maybe it doesn't. personally i'm not sure that it will. >> the president ams lashing out at democrats over the russia investigation. >> and by the way, folks, just in case you were curious, no, russia did not help me. okay? russ russia. i call it the russia hoax. they did a rotten job of running. but to convince people about this hoax, that was probably the thing that they did best.

but it is one great hoax. yesterday the department of homeland security notified 21 states that hackers targeted their voting system during the 2016 election although the attempting were not successful. among the 21 states confirming to the states are florida, ohio, pennsylvania and wisconsin. joining me now. chief washington correspondent for bloomberg and jonathan alan, national political reporter. and coauthor. jonathan, i want to start with you. are this week's details about mueller's investigation and facebook coming clean getting to president trump? >> i think they are. he wants to talk about russia a little bit and defend himself. it's difficult to do because of the legal complications. but this investigation rolls guard in multiple places, not only the mueller investigation but also what's going on in the senate and to a lesser degree

the house. this is going to continue for the foreseeable future. >> kevin, as special counsel robert mueller puts the squeeze on paul manafort, do you get the sense it's bringing us closer to evidence of collusion and possibly trump's knowledge of that collusion? >> i think that there's no question that the questioning surrounding former trump campaign manager paul manafort are going to continue. i think that that has been a clear focus. as of now there's no evidence of collusion, no evidence that president trump himself knew of any. but there is a lot of questions and controversy surrounding paul manafo manafort. paul manafort has been a clear focus of the investigation and quite frankly will continue to be so. he's been silent in the past couple of months as well. >> jonathan, how are you reading into the timing of these notify sayings, especially since it comes a year after they announced that the russians hackers were likely behind the

hacking efforts? >> it's interesting. there was some of this reporting much closer to the 2016 election about some of these efforts to compromise election systems or really to you know, sort of voter files, things like that. this isn't terribly surprising. i think it's taken a while to get there, to get the notifications to states. but i'm not sure that there's anything particularly suspicious about the timing other than it took a little while. >> kevin, i want to get to the personal element of the health care fight between president trump open john mccain. we just heard him talking about it before. is his tis dislike for trump stronger than his bond with lindsey graham here? >> this is fascinating because senator mccain of course has been best buds with lindsey graham for years. you can't get two more close political allies on capitol

hill. but this really sinks the administration's efforts to trying to get health care reform passed next week. senator majority leader mitch mcconnell wants to bring this to a vote at the second half of next week but with senator mccain's opposition and senator rand paul's opposition, that this is essentially dead on arrival. the administration also pivoting somewhat to try to push for some type of tax reform. we're going to get new details on that monday or tuesday of next week. the administration wants a big win. and the president, i think you heard this the other night, the base wants there to be health care reform as well. and what they're trying to do, which is interesting, is essentially say graham-cassidy or you're going to get bernie sanders' health care. and there are a lot of republican strategists who i talked to who tell me that that's a comparison that they're willing to make. >> interesting. jonathan, do you want to quickly comment on that in. >> i would say it's a false

choice because you could do neither of those things and have what you still have. >> good point. >> i want to turn to another part of the president's speech last night calling on people to boycott nfl games over colin kaepernick and others taking a knee during the games. let's listen. >> wouldn't you love to see one of these nfl owners, when somebody disrespects our flag to say get that son of a bitch off the field right now. he's fired. >> when people like yourselves turn on television and you see those people taking the knee when they're playing our great national anthem -- >> jonathan, just like espn was a target a couple of weeks ago, why would president trump take on an issue at a political rally? >> look, i think he's speaking to his base i think at a time when he's been dealing with chuck schumer and nancy pelosi of late when the health care bill looks like it's going to fail again.

and an effort to move thousands 0 people to higher ground before a dam breaks. tammy leitner is in san juan this morning. what is the latest on the evacuation effort? >> reporter: good morning. some 70,000 people are being evacuated from that area. they're loading them up on to buses and moving them to higher ground. other evacuations are taking place across the island. we got a chance to go out yesterday, wading through chest high water as people were rescued. now back here where we are in san juan, people have been lining up since 3 a.m. to get gas. this gas station doesn't open until 8 a.m. and they will only be allowed to get to of gas. which shows you how limited they are to the basic necessities. >> tammy, i do want to ask you a question, because you're talking about the long lines at the gas

stations. what other kind of help do people need down there right now? >> reporter: everything at this point. the entire island is without power. 95% of the island has no cell phone service. people are starting to run short on food if you go into the grocery stores and if you're able to find groceries, you'll see lines that are three and four hours long. the there is no running water on the island. basically everything pipt's becoming a desperate situation here. >> we see the crews cleaning up. have you seen efforts of them coming in and bringing the supplies? >> reporter: absolutely. it's strange. in one sense you'll drive down the street seeing people out cleaning up, chopping down trees, trying to clean up their homes that are destroyed but in other neighborhoods people are

still being rescued. we saw people on their roofs yesterday because they couldn't go anywhere. >> thank you so much for that report. heart ache and hope, the search in mexico for survivors. a live report straight ahead. before we go to break, it appears that north korea's kim jong-un is not only an international outlaw, he's a parking ticket scoff law. the nbc station in new york shows that he's racked up $146,000 of tickets and fines in the city. some going back to the '90s. >> why haven't north korea paid its park tickets? >> it's not true. >> north korea is not alone. the total tab of parking tickets given to diplomats of foreign countries almosts to $16 million. time to play it. 1,200 workers are starting their day building on over a hundred years of heritage,

rescuers are holding out hope that more of those still missing after tuesday's 7.1 quake can will saved. our reporter is there with the latest on the efforts. what are you hearing about the likelihood of finding more survivors at this point? >> reporter: good morning. there's still hope of finding survivors especially at this employment center behind me where authorities confirm they could have possibly found six people still alive underneath the rubble here. that information was confirmed by an l.a. rescue team to our nbc's ron mott. and you seen the crane behind me. it was brought in an hour and a half ago. it is trying to lift the top layer of the building to reach these people as soon as possible. because it is quite literally day five, a race for life and death at this point. here at this employment center, 46 people are believed to be missing. according to government officials, 200 people are still unaccounted for nationwide.

the death toll nearing 300. and to put this into perspective, only 69 rescues have happened in addition wise. but at this employment center they think they can get to these people. they're doing everything they can do reach them. and just to give you some local context, this is a neighborhood called colonial romo. it's popular among young people, several nightclubs, restaurants here. and this employment center is at the heart of it. and today it is the site of the last fran tatic effort to save lives here in mexico city. >> let's hope that's good news. thank you so much. tens of thousands are expected today at the global citizen festival in new york. the event features performers from some of the biggest in the country. nbc's phillip manna is in central park where the event kicks off later this afternoon. what are the argue niez organiz
