this sunday, race, free speech and patriotism. trump takes on nfl players that take a knee in the national anthem. >> wouldn't you love to see one of these nfl owners, when somebody disrespects our flag to say get that son of a bitch off of the field right now, he's fired. he's fired! >> dozens respond with anger and disappointment. >> this guy that we put in charge has tried to divide us once again. >> and the golden state warriors cancel their white house trip. i'll talk to mike at nbc sports. plus, repeal and replace or rinse and repeat? once again, republicans trying to get rid of obama care. >> tremendous at work from
11:01 am
republicans. certainly 47 or 48 senators. >> and once again there may be just enough republican opposition to kill the effort. >> i obviously have very serious reservations about the bill. >> are you ready to support it? >> nope. >> my guest this morning is senator rand paul of kentucky who says he is a no for now, and mark short. and can chuck and nancy do business with president trump, or were their immigration talks a one-time only deal. i'll ask nancy pelosi if she trusts the president. joining me is rich lowry high pressure eliana johnson, stephen henderson, and former obama deputy campaign manager stephanie cutter. welcome to sunday, it's "meet the press."
11:02 am
announcer: from nbc news in washington, the longest running show in television history, celebrating its 70th year. this is "meet the press" with chuck todd. good sunday morning. there are two big stories we're watching this morning, but first is president trump's attack on nfl players that refuse to stand for the national anthem. it began friday night with a speech in alabama with mr. trump saying he wishes an nfl owner would say the following -- >> get that son of a bitch off the field right now. he is fired. he is fired! >> countless people have pressed back, steph curry and the golden state warriors said they would not come to the white house, and lebron james weighed in calling the president a bum. more on that back and forth coming up. the other big story here in washington is the graham/cassidy health care bill. the republicans last chance,
11:03 am
this time we really, really, mean it, effort to once and for all end obamacare. once again it is john mccain that came into save or ruin the day depending on your point of view. eight weeks ago, mccain gave his now famous middle of the night thumbs down to a previous repeal and replace plan. this time it came in a more dramatic fashion. >> i cannot in good conscientious vote for the graham-cassidy bill. i think we can work together with the democrats and republicans and we have not tried. the bill is unpopular with voters and it is opposed by a who is who of medical organizations. with democrats united, 48 no votes. with two republicans already opposed and it will take just one more republican vote to kill the bill, but president trump is not giving up. the president went after mccain as the latest repeal effort appears on the edge of failure yet again. >> it's tougher without mccain. i'll be honest, it's a little
11:04 am
tougher. >> even president trump is acknowledging the latest republican effort to dismantle obama care is very likely dead >> we're going back. we're a boxer, you get knocked down, get up, knocked down, get up. >> in alabama on friday night, the president lashed out at senator john mccain, hours after mccain announced his opposition to the bill, backed by republican senators lindsey graham and bill cassidy. >> john mccain's list. his last campaign was z all about repeal and replace. repeal and replace. he decided to do something different, that's fine. >> saturday, the president continued to attack mccain tweeting john mccain never had any intention of voting for this bill, which his governor loves. he campaigned on repeal and replace, let arizona down. just days ago, president trump was optimistic about getting legislative points on the board. >> tremendous support from republicans.
11:05 am
certainly we're at 47 or 48 senators already. a lot of others looking at it very positively. >> but, by friday rushing it through to take advantage of a deadline to pass a bill with just 50 votes looked doomed. with mcclain and rand paul declared noes and more senators signaling they were not ready to support the bill. >> i have very serious reservations about the bill. >> are you ready to support it? >> nope. >> the bill attracted opposition from all corners of the health care industry as well as from comedian jimmy kimmel who bill cassidy hoped to win over. >> this guy, bill cassidy, just lived right to my face. coverage for all, no. it will take about 30 million americans off of insurance. pre-existing conditions, nope. >> realizing that repeal and replace is doomed, the president turned his base's attention to
11:06 am
other targets lashing out at nfl players that protest in the national anthem. >> wouldn't you love to see one of these nfl owners, when someone disrespects our flag, get that son of a bitch off of the field right now, he is fired. he's fired! >> nba star lebron james weighed in calling the president a bum. >> we know how much sports brings us together. the passion, the love, the care, the friendships and everything that it creates. for him to try to use this platform to divide us even more is not something i can stand for or be quiet about. >> joining me now is republican senator rand paul of kentucky, he said he is a no vote on the graham/cassidy bill. welcome back to "meet the press. >> good morning, thanks for having me. >> i want to start with the president didn't just single out
11:07 am
john mccain, but you. let me play it. >> rand paul voted twice, yes. okay? he was very good. and i have not given up on him. i think he may come around, okay? >> all right, senator, in the president's words, are you going to come around? >> i have always been a yes for repeal, but the bill unfortunately, the graham/cassidy bill keeps most of the obamacare spending, almost all of it and just reshuffling it and block grants it to the states. i don't think block granting it makes it go away, it just makes the money you're spending still in obama care. reshuffle it, take the money from democrat states and giving it to republican states. it sets up a food fight over the formula. what happens when the democrats win? they are going to try to claw back that money. this is a bad idea, not repeal.
11:08 am
however, all that being said, if they narrow the focus to all the things we agree on, expanding health savings account, giving more freedom through waivers, slowing down the rate of growth of an outrageous entitlement spending, sure, i would be for that, but just not for this block granding concept because it is affirmative that i have agreed to keep obama care. >> if you can't accept the block grant concept, then you will never support this bill. is that fair to say? that's the centerpiece of the bill. >> they could remove it and then we could vote on what we all agree on. >> wasn't that skinny repeal? >> i think there is more in this bill than skinny repeal, but i started my political career campaigning against obama care. i went to rally after rally saying that we would repeal it. i can't in good conscience agree
11:09 am
to keep it. once we do, the republican name is on health care. it won't work. we'll have republicans absorb the blame for a terrible health care system. >> so if block grant is in there, you're a no. there is no room for you to move? >> i would block grant at preobama levels. if you want to look at 2009 say do you want to block grant medicaid, i would say say yes. after you have doubled the spending on the entitlement programs, we have a $700 trillion deficit this year. we can't keep piling on money. we have to have some that are for repealing obamacare. >> you probably heard the speculation, but the national review put it this way about you. there has been widespread speculation that paul is blaing a game on obamacare. he does not wish to really see major changes to it and he will find libertarian sounding problems with the bill.
11:10 am
the implication that you don't really want to change the kentucky system. there's a lot of people in kentucky that like the system, but you can't get caught saying that. >> i think what that is is a personal insult to my character. coming from the pro-war national review, i don't doubt they would say that. this is neocons that don't like libertarians. they insult me and say it is a charade. most people that follow me know there has not been a more consistent voice for repealing obama care. i put forth replacement ideas. right now i'm still working with the president on letting people buy across state lines in groups, health care associations and the president assured me that is coming by executive action in the next couple weeks. he believes he can do this. the secretary of labor believes he can do this, and it will get
11:11 am
millions of peek access to inexpensive insurance. i keep working for free market solutions but not for blockgranting obama care, calling it a day, saying we're keeping it but we're going to divy it up. >> i have to ask you your reaction. there's been a lot of back and forth between the president and the leadership in north korea, the rhetoric has been, shall we say, not hi, it's been a little low. the president tweeting kim jong-un of north korea who is a madman who doesn't mind starving his people will be tested like never before. if he echoes threats of rocketman, he won't be around much longer. then you have the leader of north korea call out him. are you concerned we're going down a road we can't pull back from? >> yeah, i think there is a problem. if i were going to be sending messages to north korea. i would say we don't plan on invading, we don't plan on regime change, or occupying north korea. we don't plan on being the one
11:12 am
to have an offensive military strike for any reason. i would also say there is no good military option for us, but also for them, and they need to realize that in no uncertain terms, that there is no option for them to use military weapons. the results would be catastrophic for them. the results would be catastrophic for everyone on the korean peninsula. i hope that we can ratchet down the rhetoric, but i'm still a believer that china can be coaxed into this. one thing i have offered that no one else has, i would say to north korea, if you will dismantle your nuclear weapons, i would invite chin to be a part of the international force to help keep the peace in there and that will help them know that we will not come in here. the problem started with barack obama bombing libya that sent a terrible message to north korea. >> you brought up your

libertarian ideology. i'm curious, what do you make of what many nfl players have been doing in their protests and the president's criticism of them. appropriate? >> you know, i have been outspoken saying there is racial injustice that comes from the war on drugs. there's an impact on minorities in our country, we should speak out about that and do something about that. i have been outspoken and unhappy that we fight wars in undeclared lands. if you ask me if i'm proud of our country, yes. am i proud, yes. do i think america is the best place to live? my reaction would be that i don't hesitate to criticize polly, but i stands and say the pledge. and i think that people should. that would be my advice. if a kid asked me, still complain, have your focus, but i think this is the greatest country on the planet, and we
11:14 am
need to be proud of our country and, at the same time, make it a better place. >> so you think it was appropriate that the president criticized these players that do this? >> i think people have the right to protest. i understand their protests and join some of the things they're unhappy with, personally i stand and say the pledge and i think that is the better way to do it. take your complaint in a different venue. >> i understand that, but you didn't address my question. >> if i was the president i would probably not get involved in this. the thing is, i think that the nfl makes money off their fans and the one thing you could hear from president trump saying that the crowd is tens of thousands of people. they don't understand disrespecting the flag or the country. i can stand up in my state and have real serious complaints about fighting an unconstitutional war in a

foreign land, but at the same time show that i'm very hopeful and patriotic. and i think you can do both at the same time. >> senator paul, thank you i will leave it there. >> i spoke with mark short this morning, and started by asking him what president is trying to accomplish with his attacks on colin kaepernick and other nfl players. >> chuck, i think it's simple. the reality is there are coaches, high school coaches across america punished for leading their players in prayer. yet, when an nfl player takes a knee, that player is presumed to be a martyr for a social cause. there are ways to express it but there are generations of americans that fought and died for the freedoms that we enji. and i think the president is saying yeah, the players have a first amendment right but nfl owners have a right. these players represent their teams and if the owners want to get rid of them, they should.
11:16 am
>> what does the president think about a vast majority of owners have come out and think he created more divisiveness, not less. >> i think the president is standing with vast majority of people who think our flag should be respected. >> why did he bring it up then. is it because two hours earlier, he found out that john mccain was voting no on health care? >> i think the president has felt this way for awhile and friday night he expressed it, i don't think it has anything to do with the health care vote coming up. >> i want to ask you something in the wall street journal poll having to do with race relations. it was the one thing that unified the country. 26% thought they were good. 70% thought race relations were bad in america. this is across party lines, across the spectrum. does the president have a plan
11:17 am
try to play a role in this? >> i think he has a role, but it is also important to note that we had an historic election in 2008, electing the first african-american president. it didn't improve under him either. >> does picking fights on twitter with steph curry getting in back and forths, does it help it? >> steph curry is an amazing story, he is an ion for a lot of young children. my middle schooler idolizes him he has his jersey and wears it often. it is a great story of a guy who was overlooked by a basketball program. ended up in davison and the best basketball player in the nba. he has an amazing shot. what is umpt is when they politicize an invitation to come to the white house.
11:18 am
it's not necessary to make this into a political argument. he is trying to invite them to acknowledge their terrific season and steph curry is amazing athlete. why they chose to politicize it is unfortunate. >> you were hoping the warriors would take the high road, why not the president? >> i think the warriors were the ones that first went out and began criticizing the president. >> does who -- two wrongs make a right? >> the white house is special. if they don't want to come to the white house, the president says don't come. >> let's move to health care. are the votes going to happen? if the votes are there, is this the only way for the vote to happen or make sure it happens regardless of whether he has the 50 >> we're planning to have the vote, we think it will probably be wednesday. >> do you believe you will get the votes and who is in place in do you think you request get -- think you can get rand paul? >> let's step back and look at

it is a bill that we will take forward and it is the bill that we all support. what was to be determined is if and what there would be in terms of border security. but the essence of the bill is what the president committed. we trust him to honor. >> he committed to a pathway to citizenship for these daca recipients? sz mind you, the path to citizenship is an earned pathway that is way down the road. >> some people think there should be no path at all, permanently cut off. you believe, the president agreed to a pathway to citizen zip with the d.r.e.a.m. act? >> that is what is contained in it, yes. >> you think he will keep his word on this? >> that's what he said. >> what makes you trust him? >> we'll see. we'll see. i trust him on it. i'm concerned about what he might come up with in terms of
11:44 am
border security and the rest of that, but we have said no wall, the d.r.e.a.m. act, no wall and as long as we understand it's the d.r.e.a.m. act and no wall -- >> speaking of the wall, the president, on friday, started describing the wall as the following. there are some parts that are already there. sometimes there will be natural barriers, you don't need a full wall and, oh, by the way, it's see through. if you gave me that definition, i would say it's a fence. does that make you feel better about the wall that is outlining a fence that won't be 2,000 miles? >> no, but i'm more concerned about what they do in terms of enforcement. you know, we have said to them, when we protect the d.r.e.a.m.ers, we don't use them as a target to go after their parents. we want to say the discretion
11:45 am
that you might use in terms of deportation does not use status as a crime. and, if somebody commits a felony or this or that, those are the issues that are more of a concern than his backing off of a wall. we are not supporting a wall. >> okay. if this daca deal does happen the way you describe it -- >> it will. >> what is the next item you think is realistic that you can work with the president on? >> within the immigration piece? >> no. any piece. is it health care? is it tax reform? is there some other thing, infrastructure, what is next. >> i would say infrastructure right from the start. it has never been a bipartisan issue. we always worked together, we worked regionally in terms of people coming together in re regions for different things and
11:46 am
it is absolutely necessary. it creates good paying jobs. we need infrastructure improvement in that way. he's talked about it during the campaign. we don't want it to be a tax break for some friends disguised as an infrastructure. >> that is something you're going to the table with him on this for, too? >> i think we have a great deal of common ground there. >> daca before the end of the calendar year? before christmas? >> we have to. i think so, we have that path. i would like to see it in the next few weeks but certainly before we leave. >> democratic leader, nancy pelosi, thanks for coming in. >> my pleasure, appreciate it. >> the national anthem has been played at the first nfl game of the day, it's in london , by the way. we'll show you what the players did. the at ally, we're doing digital financial services right. but if that's not enough, we have 7500 allys looking out for one thing, you. call in the next ten minutes to save on... and if that's not enough, we'll look after your every dollar. put down the phone. and if that's not enough, we'll look after your every cent.

end game brought to you by boeing. continuing our mission to connect, protect, and inspire. >> back to "end game." i don't think it's a coincidence that two hours after mccain said no the president went on an nfl ramp, meaning he viewed that issue as dead. is graham-cassidy dead or alive. >> it's not totally clear. my instincts say don't bet against it, but for as many self inflicted wounds as the president has, this bill has been the talk of the town until yesterday.
11:53 am
there has been no time for it to really amass public support. the same thing happened with the last bill. no one owned it, no one was amassing support for it. this is not a way to pass a bill that needs major support. >> you're trying to reflect your community as editorial page editor, are people -- i'm outraged about obamacare, don't get rid of obamacare. is that what we have come to, don't change it, it's like the public is sending mixed signals. >> in michigan, we were a state that embraced the medicaid expansion. 700,000 people have signed up, and that raises the cost, considerably. a lot of those people will say i'm against obamacare. there is a lot of misunderstanding for people
11:54 am
about how it works. then you have middle class people in mitigating circumstances whose premiums have gone up or they cannot afford coverage anymore saying this made it worse for me. so you have people all over the map, and i feel like congress is sort of manipulating that for political purposes as opposed to coming up for a solution that does not walk us off of the clip. it also deals with the rise in premiums. >> and rand paul came after you and national review. first, his ask to become a yes vote seems unrealistic. isn't it the entire point? >> it's a centerpiece of the bill. for me his reaction was a good sign that editorial landed. one of the great ironies is the
11:55 am
election of rand paul was one of the best things to happen to the cause of preserving obamacare. he will find a way to vote against anything that is plausible. the process has been terrible, it would have been better to start at the beginning of the year and say it will go to the end of the year or longer. work out the various kinks and problems rather than this rush and stop, rush and stop, and it makes it impossible to build any support for the bill. >> i think the irony is they will take an entire year anyway to get nothing done. >> one of the chief criticisms of your boss who took on health care is it gobbled up his two terms politically to defend it, now it is gobbling up president trump's first year. >> it has gobbled up everything.
11:56 am
we always knew -- it took us 18 months, almost two years, to get it done through a very public process. politically that was very difficult. but we always knew when it passed it would be difficult to undo it. there are very few good options on health care. >> i think your point is being proven. >> we also knew that once people were on it, and polling shows this, are fixes needed? absolutely. but they don't want to throw it out or start over. they want us to come together and find ways to make it better. >> unfortunately we're so way out of time. we didn't even get to the alabama senate. but finally we spent a lot of time last week in the u.s. virgin islands talking about the damage of hurricane irma, now this week, hurricane maria has happened. if you want to help your fellow americans in puerto rico, these are the four charities that have a top four star rating to aid
