"hardball" with chris matthews starts right now. bad deal, let's play "hardball." good evening, i'm chris matthews in washington. he promised to fight for the middle class against the elites. as president trump just released a tax plan that benefits the elites. in other words, the plan directly helps people like donald trump and his family. today the president and top aids insisted that wasn't the case. >> who is your tax plan intended to help? >> really the working people. we say the working people,

middle class, the people that really haven't been treated right and have been treated wrong for a long time. >> our tax plan is purely aimed at middle-class families. a typical family of four earning $55,000 is going to have a substantial tax decrease. >> it's not a tax cut for the rich. as the president has said, he's focused on income taxes and the wealthy not going down. this is about giving people a middle income tax cut. >> the reality is the tax plan will help the wealthy in a number of ways from 39.6 down to 35%. about 5-point drop. tends the estate tax and a benefit that will save the wealthiest families. those couples with over $11 million to leave their children. tends the alternative minimum tax, which has prevented people like donald trump from using deductions to get out of paying taxes. while it does that for the wealthy, quote, the end result would likely be close to a wash

for many low and moderate income families. "the new york times" reports while it would be a huge win for the wealthiest americans, it would not directly benefit the bottom third of the population. as for the middle class, the benefits appear to be modest. according to the exit polls, donald trump had his highest r margin of victory. those making between $50,000 and $100,000 a year. this plan doesn't amount fto anything. and the congresswoman of ohio, i want to start with stephanie. it just seems to me that these big sparkling diamonds of tax cuts are out there for people with a lot of diamonds. i mean, first of all, the es indicate tax. it means nothing to people that have less than $3 million to leave their kids. why does he want to get rid of that? why get rid of the minimum tax that stops people like him escaping? why bring down the top rate and

bring up the bottom rate and still claim you're robin hood. he's the opposite. >> if you're going to do all these things, make the argument that that is somehow going to help the economy. instead the president is straight up lying when he says he's photo going to benefit from this. if he is worth $10 billion like he says he is is, don't you think that's going to be a massive win if there's no debt facts. that's going to be $4 million in his kids pockets. if you get rid of the amt, the one year we saw a couple pages of his taxes, if you didn't have the amt, that could have helped him to $31 million. so spare me the president tell ing us this isn't going to help him. and they say america doesn't care. they do care about their own pocketbook and care about leadership lying. >> let me go do the congresswoman from ohio. what do you make of this bill?

>> everything i have been a able to decipher up to now, half the benefits go to the top 1%. i have been in congress a long time. i remember another president who was able to railroad a tax code through the congress during the 1980s. and the wall street bankers the corporate presidents took that money and outsourced our jobs from the region of the country that i represent. so there's no requirement that money be invested in america. even if they get it. so it's a really lopsided to the top to the same class that is has cause sod many of the problems we're facing today in regions like i represented. frankly, as a member of the defense committee, i have to say we're a nation at war and for any president who be sort of hanging out at a tax cut to the very wealthy at a time we're at war, there isn't a veteran in his family. i think it's really dangerous

position for the country to be in. we're the infrastructure bill? >> i'm waiting for it. >> where's the nafta deal. where's the steel deal that was supposed to be announced at the end of june. it didn't happen. >> yesterday about his tax plan and what it would mean for him? let's watch. >> hour framework includes an explicit commitment that tax reform will protect households. not the wealthy and well connected. they can call me all they want. it's not going to help. i'm going the right ting. it's not good for me. believe me. >> the director of council was pressed on that today. let's watch him. >> how can you say this is not a plan to help? >> the american people are concerned about their financial position. >> z as it stands now it will benefit the president and his family. why not be candid about that. >> it will benefit the middle

clasp. i think that's what american taxpayers care about what they take home. they care about what they have to spend. >> there's a guy having to be knows it will help the president. here's the way it will benefit from his own tax plan he put out. end iing the estate tax. the estate tax is 40%. trump has claim ed in the past he's worth $10 billion. if his children inherit that $10 billion they would save $4 billion of that in taxes. $4 billion. that's a good tax cut. second ending the minimum tax. according to "the new york times," the minimum tax has been unkind to mr. trump. in 2005 it forced him to pay $31 million in additional taxes he would have voided. let's talk about trump and his benefits. why what is it about republicans

and no matter who they are, trump or the establishment character like mitch mcconnell, they are obsessed with the estate tax. they call it the death tax. they are obsessed with building plantations that go on for generation after generation of wealth. why do they want to have wealth go on and on and on in their families. it seems to be a big obsession. >> it's the continuation of and it's coming back to america if this were to pass. i would add one thing to your list. which has not been noted as much today. which is one part of the tax plan also includes what's called a pass through tax for corporation ps. donald trump has more many personal corporations. he would not be taxed 35% rate that everybody else is taxed at because most of the money is in

such corporations and past through entities and he would be taxed at 25%, a rate that he has offered up as being benefit to small businesses, but. it's probably one of the greatest giveaways of this plan for the wealthy. >> when think about this, they include massive hedge funds, law firms and to andrew's point president trump's businesses. so 90% of the pass throughs that exist in this country are held by the top 1% of the population. so spare me this argument that we're making it look like it's these little mom and pop shops. >> it seems like trump, the president looks like a chump here because he's offering up these delicacies to his rich friends. everybody knows he's called for a reduction in the corporate rate.

getting rid of the minimum tax. everything is is a big thing for him out there. why is he stupid to display his unfairness to clearly? >> i think because he's proven to be a president who says one thing and does anything another. and you have to pay attention because he promises everything and it doesn't happen. he keeps diverting the public's attention and they so want to believe that he is going to drape b the swamp. when you have a tax bill. you have every lobbyist come out of the swamp and all kinds of deals are being cut far above the knowledge of the american people. between now and next year's election, you're going to see the worst in washington because of what this might promise to certain interest groups and they

are going to be contributing to those campaigns and to his favorite candidates. so it's kind of a call to arms for those who want to influence elections. i think they intend to do that. >> this is a battle between red states and blue states. they are talking about the state and local tax te ddeduction. if you're in a blue state like new york, like california, they will pay more. they will pay a lot more. even with the 35% rate. not all the issues we just talked about. we'll pay more. if you're being paid $75,000 a househo household, you're going to pay more. this you could talk about whether he's trying to the rich or not. this is about soaking blue states relative to e red states. >> it seems to me that gary is

an honest man. he was offered several chances to say that trump and his crowd are not benefitting for the tax bill that's written here. and it seems to me he wasn't willing to bs and said i'm going to talk about the individual. this is a calculation that trump mepeople have made. as long as the average joe and jane gets a few crumbs, they b don't care. >> except people don't mind if you win too. but it is a massive insult to the american people to say i'm going to win and i'm going to lie to you about it. so this is the first time he's been shining in the light because after charlottesville, he was banished. you haven't heard his name as a possible choice in weeks. this is his moment.

the situation in puerto rico is growing truly dire tonight. is enough being done to help the people of that part of the united states recover from the devastation of the biggest disaster in u.s. history. and president trump sounds more and more like baghdad bob. he has the votes to repeal obamacare. but his latest false excuses that one republican vote is in the hospital. is trump oblivious or think his people are. finally let me finish with trump watch. this is "hardball." is essential to the health of our communities. which is why we're helping to replenish the mighty rio grande as well as over 30 watersheds across the country. we're also leading water projects in more than 100 communities. and for every drop we use... we're working to give one back. because our products rely on the same thing as we all do... clean water. and we care about it like our business depends on it.

ask attempts to sew dissex continues even to this day. most recently to deepen the divisions over the nfl protests during the national anthem. a network of twitter accounts suspected of links to russia seized on both sides of the issue with hash tags such as "boycottnfl andtakeaknee. the house committees met behind closed doors with representatives from twitter. while they have taken steps, they called the efforts inadequate. >> the presentation that the team made to the senate intel staff today was deeply disappointing. their response was frankly ed adequate on almost every level. you think this is an occurrence

that only took place during the 2016 election i would point to the front page of the "new york times" today. >> i'm joined by adam schiff of california, he's the ranking democrat on the house intelligence committee. and also is the national security reporter in the "new york times." let me ask you about kushner. does he candor with the committee about the l use of his e e-mail? >> we're looking through the documents he produced. we had questions about whether that production was complete. we're looking to see whether he produced any from this new private e-mail. >> did you know he had a private e-mail? >> i did not know while he was a part of the administration. but again, that depends on whether he used that account to discuss things that were pertinent to our investigation. we generally ask the witnesses to come before us what e-mail accounts they use, what applications they use, encrypted

apps. we're going to scrutinize that testimony and we may need to bring him back. >> this investigation was your responsible for pursuing so effectively has grown. e we used to talk about people coming back from florida. next thing there's an alligator roaming the sewer system. it just growing and grows. the proliferation of russian activity, doesn't it stun you that using twitter and they seem to understand our map of red and blue states and the states that could be swung over to the trump said. thap seem to understand all our issues right up to today over the fight over the take a knee display at the nfl game. s during the national anthem. they seem to know everything there is about us and they manipulate to getting trump like that. >> it's true that they are incredibly manipulative. what's so striking is how cynical it is. how exploitive of the divisions of our society they are. and this isn't just happening here. this is what they are doing in

other democracies. they want to weaken the whole idea of democracy and set us against each other. i think one of the best ant dotes is exposure. during our open hearing, i want to show these ads. i want the american people to see them and see how they view these divisions as a vulnerability. and a lesson to us this is a vulnerability. >> that's our problem. when they came here to bomb back in 2001, they came here for flying lessons. americans gave them flying lessons in florida and the guy said i thought they were from germany. come on, a little sophistication about who is coming to get the bomb iing lessons. now they just casually take twitter. they exploit it. it's free. they exploit facebook. and these numb nuts they treat the platforms like they are open to anybody. come on, the banks open. doesn't it amaze you that they act like they are so neutral on

the fight. are they neutralists? >> i think certainly it has taken the social media companies a long time to addition to all the good they do, bad actors -- >> you think they are not open to this because it keeps the door wide open for money. >> this is going to be part of our oversight. how do they discover how platforms are being used. what step ds they take. were they willing to do the analysis or not really want to see what was there. we have a lot of unanswered questions. we have even more after our briefing today with twitter. it was an important beginning of the discussion. but a lot of twitter's work was derivative of what facebook did. so basically if you present twitter with look at these accounts, they may be able to say they are russia linked. can they reach these conclusions on their own without being told which can accounts they need to scrutinize or do they not have enough information because they don't require it of users and can it be sustain ed if it's

going to result in this use of their platform. >> what about the political knowledge. the way the sense of our psyche, what makes us fight with each other. are there american experts over there or spotters on the ground. >> they have absolutely experts in politics and parties and divisions. i'm sure they get plenty of advice from americans. some may be unwitting in terms of information they give the russians about how issues play out in the united states. >> were they hired hands or are they trump people or people that just look for some bucks. there's an allegation we need to get to the bottom of that for example, manafort was communicating with the russians saying i offered you information on the campaign at the same time

the russians were offering them information on hillary clinton. so all this we need to investigate. but you're right. the russians can gnow do the luxury of the l kremlin the organizing of rallies and organizing of protests in america. the provoking conflict between americans. it's breathtaking what they can do. and unfortunately, the web has made that very possible, easy, low cost, denial. >> you believe they had an influence in who won the election? >> they certainly had an influence. but the social media stuff is only one element of their active measures. the fact that hillary had to constantly be on the defensive with these daily dumps of information. in an election that was win or loss, you can't say that wasn't influential. >> how long would it take us --

we have heard a year and a half or more. before or after the election, will they have a clear idea of the role that the russians played a clear idea what they played in this whole venn dan go. >> investigations have a natural rhythm of their own. we're in the expansionary phase. we continue to learn more. we learn more about the meeting at trump tower. and the investigation starts to constrict b when we fully identified the issues that are most fruitful,ive, concerning. i think we're closer to the beginning than the end. but mueller's investigation may take longer because that may involve criminal proceedings against some that lead to others if that's where the evidence leads. >> thank you so much.

give us a sense. you have listened to this conversation. where are we at in terms of discovering an awful lot about the proliferation of russian involvement through twitter and facebook and knowledge of the states getting involved in our red, blue, swinging situations. they seem to know where the fault lines are. they are -- is this ever going to stop? i wonder whether we stop at 18 or 20 and going on the way it's heading wp. >> what's interesting about what we have learned about russian influence campaign. it's experimental nature and it's many different arms. there's good evidence that it was the russian government behind the hacking and leaking of democratic e-mails and documents for example. we could see the open propaganda on outlets like rt and now we're learning more and more about how the russians used in a covert way facebook and twitter.

we still don't know the whole story with google and other platforms. but i'm assuming we'll find their fingerprints there as well. i think we only really have begun to ubs even when they did on facebook and twitter. facebook has said that they don't know if there were other russian entities active on facebook and they are still looking into that. . they don't know if they were working through third parties in eastern europe. twitter has not addressed a lot of suspected russian activity that other researchers had already documented and pointed to. instead twitter looked only at accounts linked to the russia

$500,000. julia louis-dreyfus has breast cancer. and a a tragedy at yosemite. a couple was struck by a massive bolder as they rock climbed. back to "hardball." welcome back to "hardball." it's been over a week since hurricane maria devastated the territory of puerto rico. in the eight days since, the island has gone without power and limited access to water and nearly out of cash. the atm machines are broke. puerto rico is in the midst of a catastrophic humanitarian crisis and struggling to get help. >> what we're seeing now is the big. est event of devastation in the maryland earn history of puerto rico. it's a perfect storm, if you will. >> these to response has been

inexcuse bli slow and ineffective. >> this is katrina 201. let's have no misunderstand iin about it. >> all the islands 1.6 million electricity customers are still without power. and since maria's landfall the small island off the coast of puerto rico has become comple completely isolated desperate for federal aid. the trump administration is facing intense criticism it has not done enough and u.s. officials privately acknowledged to nbc news that the trump administration was too slow to involve the military in the the puerto rico response. publicly in the face of that criticism, the administration is ratcheting up its response. let's listen. >> we're not going to be able to move as fast as everybody would like us or i would like. we're pushing everything that we have. >> the people of puerto rico have every bit of support from president trump. >> the relief effort is under control. it is proceeding very well

considering the devastation that took place. >> the administration granted the island a temporary waiver from the jones act that requires goods shipped from one port be transported on u.s. ships. it's expected to. help with the immediate disaster relief. but some are saying it's a little late pr. the latest, i'm joined by gadi schwartz. >> you start to see what the big problem is. that is a lack of infrastructure. just to fwif you an example, we went down that road. it's a mountainous area and found a road block just past that there was an area where there was a washout. there are more landslides that you can count. there was a crew that was trying to reopen that road. there was a a stream of people. some people had been walking seven miles carrying gas cans.

these people knew they had to get back to work, but have been digging out. one of the homes we saw, everything inside has been thrown to all directions. and that man was a truck driver. there was a truck sitting next to the house. and that profession is what the island needs the most right now. people that can restore the infrastructure. and so less than 20% of truck drivers have reported back to work. there was a on to of aid at the ports waiting to get out to the rest of puerto rico. without truck drivers able to drive the trucks, it's going to be quite some time to get aid out to the hard to reach areas. those truck drivers many of them have had their homes completely destroyed. those who have not are having trouble getting gas, walking miles to gas station, carrying

gas cans and that's the situation for basically a lot of people out in those rural areas. so it almost seems as though the people that puerto rico needs the most right now, road crews, electricians, truck drivers are some of the people that are in the most need. >> thank you. that amazing report. as i medical examinered earlier the island miles off the coast has been e destroyed by hurricane maria. supplies are running low. director for the conservation and historic trust. thank you. tell us what it's like right now. >> right now maria was among those.

we felt e we had no thank god, but we were able to survive. >> we had support, but very limited resources. we see a response and it's bye-bye here throughout and help is too slow. it's like a big hurricane that we got that has everybody reeling. we have no water. we just received the first shipments of drinking water. we have no electricity coming in the next month. we have a problem with the community in general.

the state of california has just moved up its presidential primary for 2020 to the beginning of march. that gives the country's largest and most-diverse state a right-sized role in the presidential nominating process. the move could benefit california senator kamala harris, one of the candidates who could be in the mix in 2020. in 2016, californians went to the polls in june after hillary clinton and donald trump had all but won their parties' nominations. ...my 3-month old business... plus...what if this happened again? i was given warfarin in the hospital, but wondered, was this the best treatment for me?

so i made a point to talk to my doctor. he told me about eliquis. eliquis treats dvt and pe blood clots and reduces the risk of them happening again. not only does eliquis treat dvt and pe blood clots. eliquis also had significantly less major bleeding than the standard treatment. eliquis had both... ...and that turned around my thinking. don't stop eliquis unless your doctor tells you to. eliquis can cause serious and in rare cases fatal bleeding. don't take eliquis if you have an artificial heart valve or abnormal bleeding. if you had a spinal injection while on eliquis call your doctor right away if you have tingling, numbness, or muscle weakness. while taking eliquis, you may bruise more easily... and it may take longer than usual for bleeding to stop. seek immediate medical care for sudden signs of bleeding, like unusual bruising. eliquis may increase your bleeding risk if you take certain medicines. tell your doctor about all planned medical or dental procedures. eliquis treats dvt and pe blood clots. plus had less major bleeding. both made eliquis right for me. ask your doctor if switching to eliquis is right for you.

level. but yesterday i watched and heard the president of the united states say something that was obviously untrue. as obviously untrue as that iraqi spokesman we nicknamed baghdad bob who kept denying that 2003 u.s. invasion, even as we all watched it on television. trump said that he had the votes for that bill to repeal and replace obamacare. he had a total of 50 republicans, all set to give him the big victory he'd been touting. he said the only reason he didn't have the senate pass its vote is because of a senator he said was in the hospital. none of this was true. the reason republican health care bill failed is three republican senators out of 52 declared their intention to vote no on the bill. that left 49. one senator short of passage. given the expected tie-breaking vote of vice president pence. why did the president insist again and again yesterday it was only some senator in a hospital that was keeping him from killing obamacare? you have to wonder about this kind of behavior because there are only two explanations for it. this president was either caught mentally off base, which is
