good morning, everyone. it's friday, september 29. i'm ayman mohyeldin. alongside jasmine and lewis b g burgdo burgdorf. the u.s. has announced it's sending a three star general to the island to help direct the recovery efforts. the white house was asked why it took so long to make that move. >> why has it taken eight days to get a three star general on the ground to start organizing this. we know the island's situation et cetera, why eight days. >> because it didn't require a three star general eight days ago. >> president trump has also weight of the evidence the jones act which restricts foreign ships from carrying cargo between u.s. ports. only lasts for ten days. senators mike lee and john mccain areal pushing a measure to permanently exempt puerto rico from the jones act. meanwhile president trump continues to defend the

government's response. tweeting fema and first responders are doing a great job in puerto rico. massive food and water delivered. electrical grid dead. many have lost homes. military is on site. i will be there tuesday. wish press would treat fairly. also wrote. puerto rico is devastated. phone system, electric grid, many roads gone. fema and first responders are amazing. on the island, locals say help scarce. >> reporter: thousands of shipping containers, many filled with supplies sit at san juan's main port. distribution bottle neck stifling the relief effort. >> it's heart breaking.

until people can communicate, this recovery is at a virtual stand still. ayman. the revelations about expensive noncommercial travel keep coming from tom price. latest report, price accompanied by wife and top aide, toork militatook military jets around the cities and world. a flight to geneva that cost $16,000. in context, kathleen told us she never took a military jet and always flew commercially overseas. noncommercial air travel tops $1 million since may. in white house officials with the nbc news that trips aboard military jets were approved because price had no deputy to handle matters while overseas and needed access to secure communications. >> he will take no more private

charter flights, no exceptions. price avoided an outright apology and said all my political career i fought for the taxpayer. it is clear to me in this case i was not sensitive enough to my concern for the taxpayer. price promised to write a personal check to the u.s. treasury for the expenses of his private travel, quote, the taxpayers won't pay a dime for my seat on those planes and price appears to have literally meant seat. paying back just a fraction of the actual cost. price was asked about that last night. >> you say in a statement the taxpayers won't pay a dime for my seat on those planes, but you're writing a check for $51,000. the total cost is estimated at more than $400,000 for the 26 flights since may. is that okay? >> well, as i said, there's an ongoing review being done by the inspector general and i think it's important that we wait for

that review. all of the trips as i mentioned had been approved. been approved by the legal department. been approved by the administration department. been deemed to be appropriate official travel. and so we need to let the inspector general go ahead and act. >> after president trump's comments on wednesday, the question of whether tom price can keep his cabinet position remained up in the air with the trump administration. >> i am going to see. i'm looking at that very closely. i'm not happy with it. i will tell you, i'm not happy with it. >> could you possibly fire him? would your fire him sir? >> we'll see. >> do you think you still have the president's confidence. >> i think so, yeah. we're going to work through this and i think we've still got the confidence of the president and continue to work on important issues. >> secretary price expect to keep his job in this

administrati administration. >> i think the president addressed this yesterday. we're going flu the process. we're going to conduct a full review and see what happens. >> he's talking about it and as he has said publically, he wasn't happy. he expressed that to me very clearly. >> how so. >> just that way. i won't divulge any personal conversations i've had with the president, but he wasn't happy. >> now fourth senior member of the trump cabinet is acknowledging flights on expensive private and military planes. interior secretary ryan zinke has taken several flights. including to hometown of montana. flights to two caribbean islands. the trips were precleared by the ethics office. battle on capitol hill to overhaul the tax code has begun. $2.2 trillion price tag raises questions how it will be paid

for. little noise from the deficit hawks that railroad against the deficit that grew under president obama. it's a great talking point when you have an administration that's democratic led. it's a little different now that republicans have both houses and the administration. treasury secretary steve mnuchin said yesterday it would more than offset cost. not only will this tax plan pay for itself, it will pay down debt. with details scarce, there are doubts whether the final bill will live up to the administration promises. even officials like national director gary cohen, take a listen. if i'm hearing you correctly, you can't guarantee no middle class family will get an increase. there will be middle class families get a tax increase under your plan. correct. >> george, there's an exception to every rule. >> that's a yes. >> i can't guarantee anything. you can always find a unique family somewhere.

only going to push the regime so far. they don't want outright collapse. this is also schism bollic visit on the part of cemetery tillerson. coming to set the stage for trump that will happen in november. they need some sort of calm reason to revail in the situation with north korea. meanwhile secretary tillerson is dealing with the crisis in korea across the globe, closer to home facing the situation involving the u.s. embassy in cuba. at least 21 personnel have been wounded following strange incidents at the embassy since late last year. multiple reports announce the u.s. will withdraw staff and families in havana. only essential personal will remain. this after foreign minister met

with tillerson vowing his country is not behind the attack. nor did it permit a third-party to conduct such an operation. cuba's president told the u.s. diplomat in a rare face-to-face meeting he is equally confused and concerned by the situation. even taking the unprecedented move into havana to investigate. however while the white house reportedly doesn't believe the cuban government is behind the attacks, officials don't think the cuban government is doing enough to protect american workers there in the country. let's get a check on the weather with bill karins. despite a tropical depression that's forming near florida, looks like the rest of the country is gearing up for nice fall weekend. >> most states are going to have one gorgeous day, some will have two, florida is the exception. still locked in the possibly of the tropical depression. in other words, it's either going to form in the next two

copitchlation to iran, but has not abandon it yet. we have not heard any specific reaction from the white house or state department to the iranian foreign minister's comments. that is something the u.s. has been pushing for. russia has been pushing back. we saw nikki haley the ambassador slam russia for shielding iran from additional inspections. we are likely to keep hearing the escalated rhetoric ahead of the recertification of the deal. if the white house does not recertify by october 16, congress does have 60 days to decide whether to reimpose sanctions suspended under that accord. at this stage, a lot of tough

talk. >> thank you. asking for the inspection at military sights wasn't part of the original deal. this is consistent with what iran has been saying. if the u.s. pulls out, we have the option to pull out. >> that's the keyword. they're describing this as an international agreement. backed by u.n. security counsel resolutions. not just up to the u.s. to pull out of it. keep siting the fact the nuclear watch arm of the united nations continues to certify iran is in compliance on one nuclear issue. there are still other problems across the region involving iran and that's why they say they may be technically following the agreement, but the spirit of what they're doing in the region remains trouble as masometroubl >> and, in fact, that could further isolate the u.s. in the situation. we're going to have to wait and see what happens. still ahead, a string of
