the president tweeted, "we've done a great job" but the federal response remains under scrutiny by the mayor of san juan and also by members of congress. well, first of all, the president, instead of tweeting against the mayor of san juan who is watching her people die, should roll-up his sleeves and get to work here. the bottom line is, at least for the first week and a half, the effort has been slow-footed, disorganized and not adequate and that's not just me saying it. >> so back on social media, with the president taking to twitter saying that he is assessing the situation in puerto rico, praising what he called the amazing work being done there to help, and also, as you just heard chuck schumer say, taking these shots at not only the mayor but fake news and those who will be politically motivated ingrites.

and the juice is on the loose. it happens fast. there it is. o.j. simpson released from prison early this morning. will the embattled football star return to public life? first, we head to puerto rico and give you the latest information that we have with the top general touring the u.s. territory for the first time after maria's destructive path was shocked by what he finds. take a look. >> sometimes we don't know what is going to happen until the storm actually hits and this is the worst i've ever seen. i'm not a republican. i'm not a democrat. i'm not a member of the blue party. i'm not a party of the green party. i'm a soldier. and i'm here to help people. the people here need help. >> so pretty amazing right there to get that raw reaction of the man that is now going to be in charge, the three-star general on the ground who is going to help puerto rico get back on track. if we could give you an update, this is what the numbers look like so far.

721 out of the 1100 gas stations across the u.s. territory of puerto rico are opened and functioning but there are still very long lines and people are eager to get fuel because they are running generators and so they are having to wait in these lines. the governor of puerto rico says 36% of the telecommunications has been restored. it's the southeastern portion of the island that remains without cell service. the department of defense is increasing the number from 4600 to 6400 members of the military. and we have been getting an eyewitness account of what people are dealing with there. mariana, you took a tour with the coast guard. we heard from the three-star general about the shock that he has taken in, being an eyewitness to the devastation himself. what did the coast guard say about what they are doing and how they are trying to help puerto rico get back on track?

>> reporter: thomas, i actually took a tour with the lieutenant general jeffrey buchanan assigned by the president to lead the relief effort. the governor puerto rico was there and we were able to tour these two satellite islands and surveyed them by air and then both these gentlemen were on the ground to speak with the mayors of these two islands to hear specifically from them about their most immediate needs. from the air, we could see just how the vegetation of these islands was just completely decimated. and we could sense the isolation from above that these 20,000 or so u.s. citizens on both these islands are feeling and i was on the ground with the lieutenant general and asked about the needed supplies and said that

the supplies are not where he'd like them to be. >> we're working it. we're not -- the people don't have everything that they need yet and it's going to take work. >> reporter: what's the biggest challenge two weeks after the storm, sir? >> i think from our perspective, the municipalities are strong. it's communications throughout the island. >> we need generators, gas, the water they got finally turned on but services, i don't see any. i see ships out there but nothing is coming in here. >> so that last gentleman actually interrupted my conversation with lieutenant general. he was just a local. he saw our cameras and felt the need to communicate to us about the real needs on these satellite islands. as you heard, they need gas, they need food. they have running water but no electricity and especially with the mayors directly and police on site, they need security because a lot of the supplies

that are slowly starting to trickle in, the gas that is coming from the air and on boats is getting looted in some cases. so some real concern for these 20,000 and almost two weeks into this storm and the aftermath. thomas? >> mariana reporting for us, thank you. we really appreciate it. great work. we have the president refusing to back down over his comments against the mayor of san juan. in addition to his morning tweet, top white house officials made the rounds. take a look. >> i think when the president gets attacked, he attacks back and i think the mayor's comments were unfair, given what the federal government has done. >> we'd love to have the mayor

on the team as we all pull in the same direction. my understanding is that as of yesterday she had not even been to the fema operations center in her own city so we need to get her involved. >> reporter: kelly o'donnell is joining me now near the president's golf resort in branchburg. the president is scheduled to go to san juan on tuesday. >> reporter: on tuesday, the president and first lady will be going to puerto rico but they have not said where they will visit or specifically with whom they'll meet and they are reluctant to get too of indication and they don't want to disrupt the obvious work that is going on there. so we expect typically, thomas, that the governor and leaders would be meeting the president

and certainly the fema people on the ground there. she has not indicated one way or another if she would be interested in meeting with the president. she has been asked about this. she has been rather open. i'm referring to mayor cruz of san juan about wanting to get on with the work. will the president want to reach out to her with the twitter battle, we'll have to wait and see. after the kind of abrasive back and forth that has happened with the president sending out a series of tweets, obviously the mayor talked about needs that she has. can they come together, do they even need to come together at this point, that's part of what we'll watch play out. the president, as you saw through his senior officials, saying this is sort of the counterpunch. it really is different than other kinds of times when the president has pushed back against a public official because typically happens when there's not a real crisis.

this is different, feels different. the president going at it in a way very typical for him but not typical for this kind of humanitarian need. thomas? >> it's also hard to make up a bad first impression. the president tried to do that. pardoning joe arpaio during hurricane harvey. going into puerto rico like this with the amount of public animosity that has happened back and forth, when do you think that trump wants to go visit there as well. >> reporter: well, because of the security possibility, the governor of puerto rico who has been on the phone with the president, other leaders there, the congressional delegate, the u.s. virgin islands governor,

they have been talking, so who will meet and where they meet is one of the last things we learn about because of the nature of an unusual circumstance for a visit like this where they don't want to pull away security in order to accommodate the president. but he will be covered wherever he goes and it will be a very limited number of reporters and cameras that are permitted to go with, not the typical white house press corps because of the nature of the disaster. but there will be high expectations for his visit. thomas? >> kelly, thank you so much. real quickly, eyes on the president this week? did he play gol? do we know? >> reporter: we are never told about his playing golf personally. we know that the president, because he's serving his honary chair of the presidents golf tournament, he is at that tournament right now. we saw earlier in the week where former presidents clinton and bush and obama also attended. it's a ceremonial role that the presidents have. we know he did that.

that's a public event today. he has spent time on the grounds here at his new jersey golf course but they haven't told us, even though we asked, if he actually played himself. >> kelly o'donnell soon to get her own new jersey driver's license because she spent so much time there. kelly, thank you very much. i want to welcome my panel, noelle and former deputy campaign manager for the obama campaign. we have a lot to talk about with what is going on in puerto rico and i want to update everybody at home because i didn't get a chance to talk to kelly about this. the president has tweeted this today which undercuts the message of the secretary of state rex tillerson who had said that there were backchannels of communication up and the president tweeted earlier today about rocket man and said, rex, don't waste your time anymore.

noelle, is diplomacy dead? >> this is a bad place to be in. number one, donald trump made a promise to the american people that if he got elected, that he would be more presidential. and the bad thing is, we're now numb to it. look what he did to sessions and now he's undermining rex tillerson. it's on and on and on. where's general kelly in all of this? i thought things were going to be making a difference. >> as we think about what noelle is saying there and the fact that rex tillerson is being undercut, a public battle with the mayor of san juan saying that these are political

ingrates, this isn't normal and with are we getting numb to the fact that we're beginning to think that this is just a way of normal operation, that everyone is a foe unless they agree with president trump? >> i'm not numb to it at all. i'm hurting. and i think millions of americans and people all over the world are hurting by the crap that donald trump opinions to put out there. millions of people of lives of puerto rico, american citizens, are at stake. he's having a twitter fight with elected officials there. it's 11 days into this response. it's a joke that the american response to help american citizens in this island of devastation is like none other before it, has been this slow.

lives are at stake. people are dying. and he needs to take full responsibility for this. he is the president, by the way. he is at a golf resort with his billionaire friends. what a shame this is for this time in the american world. what's going on in north korea? we have a secretary of state that president trump put his faith in to help negotiate challenges at the international level and now he's undermining him. this guy does not have a clue as to how to be a president and a leader of this country. >> noelle, do you think rex tillerson should resign? tom price out on friday. >> look, if you are doing that on the taxpayers' back, private planes, i think that's in your face and i think trump did the right thing by asking for his resignation or maybe hinted, whatever the case. but that's wrong. that's in your face and that was

gone, quick, quick. out. rex tillerson, no. he's getting these relationships solidified and the worst thing you can do is split and run it's already locking like that but the last thing we need to do is have trump say, you're in, you're out. it's a bad way to run a business with turnover and a white house. >> steve, did we make a mistake by covering the president's tweets that sends us down these different rabbit holes, whether it's taking on the mayor of san ju juan, taking on the nfl with the democrats trying to say that it's not what he says it is, great. do we make a mistake there? >> no, not at all. i think the american people need to know what any president is saying. in particular, this one. he has chosen incredibly strange

and unhelpful fight. you know, we just went through devastating storms and hurricanes in texas and in florida and in puerto rico, virgin islands. here we have a president who is fighting with nfl players. it is so unimportant but i think it's important for us to know what he's doing. so keep covering him. the president needs to -- >> noelle, do you think it's a distraction? >> i think if we ignored them and didn't pay so much attention, and also, he could use humility and maybe somebody needs to teach him how to meditate so he can calm down and not turn to twitter and put whatever is on his mind at the time. this guy has no personal restraints. boom, boom, boom, he's on it.

>> both msnbc and nbc had segments about the nfl and then a fundraising text on top of that because the quarter was closing for the president's co fc coffirs. thank you both. while the nation is focusing more on the effort to help puerto rico and the u.s. virgin islands, they have been forgotten about with st. thomas and st. john. this is where americans and citizens were devastated by hurricane maria and had problems with irma and harvey and two weeks after irma knocked out electricity on both islands, that's when maria came on shore. the president tweeted that he would be hopefully be able to stop in the u.s. virgin islands and joining me is stacy who

serves the virgin islands. congresswoman, thank you for joining us. the president was talking about the awesome job that's been happening in puerto rico. excuse me, for the u.s. virgin islands and would not comment on puerto rico because admitted that cell service is bad and was not able to keep up on national headlines. update us from what you're hearing. >> thanks so much for having me. yeah, what i do know is that i've been on the ground and have talked to many of the citizens there, many of the residents on all three islands, spent quite a bit of time on the island of st. croix this week. irma struck st. thomas and john as a category 5 and we've had two direct hits from two category 5 hurricanes. the federal government was

prepositioned before the storm, very involved in what is happening on the ground in the virgin islands. but i have to say that there is some disconnect somewhere because as i talk to residents, they are without water and unable to put tarps on top of their homes in a timely fashion and the devastation is massive. while we have the private sector, nonprofits and even just citizens clearing the roads, it's unclear to me whether the federal government is getting the information they need to get the supplies and get the support in the right places in the community. >> so congresswoman, on friday, you sent a letter to the house oversight committee asking for this emergency hearing. with homeland security, defense and hhs, what are you hoping comes out of that? >> well, the hope that i have for this hearing is for congress to recognize all of the territories are their

responsibility under the constitution, the territories are supposed to be administered and cared for by congress. it's congress' responsibility to find out what is happening on the ground to speak not only to the federal agencies but to speak to the experts that are there, to speak to residents, to find out why is it that people are not receiving water. just as an example, when i talked to the army corps, they were excited about the fact that they were able to get water running again. but what they were unaware of is that most of there residents do not receive water from the main waterways. they receive it from rain water and it's been compromised because of the storm. there's a disconnect somewhere and i hope that this hearing will be able to solve that and say what are the best practices that should be utilized as your guests have said, on isolated yashs su areas such as islands where they

are getting goods and services on the ground. >> do you think the biggest issue, though, is that infrastructure was a problem and that they've been in island territory in debt, almost kind of negating what responsibility the u.s. has for them. but because for the u.s. virgin islands and residents there, they don't have a say in the presidential selection. >> i don't know what is in the mind of the president when he said what he said. i know our governor and the people of the virgin islands would be grateful for the president to come down and see firsthand what is happening and not happening on there. you know, the debt of puerto rico as well as the financial crisis that the u.s. virgin islands faced is in large part due to the neglect of congress. formulas are different, we do not receive the same funding as the rest of the states do and we have to do so much more with so little. we have infrastructure and energy issues very unique to

president trump is reigniting his twitter war with north korean leader kim jong-un and tweeting a short time ago that rex tillerson is wasting his time trying to negotiate with little rocket man.

so for the past week, the commander in chief has not been able to get a single political win. jared kushner revealed using private e-mail accounts for official business, the latest attempt by republicans to repeal obamacare failed. the administration's tax plan rollout was met with a lot of critics falsely claiming that americans would not benefit from the forms because they do and the white house was forced to defend its response to hurricane maria, or lack thereof. tom price left because of his spending on private jet travel working on the public's behalf. so as president trump's week been the worst yet or is this just a regular old week? joining me to discuss, john harwood and andrew. great to have you here, gentlemen. john, with the president undermining his own secretary of

state rex tillerson and going after little rocket man saying, rex, don't waste your time, why would he do that? >> it is impossible to understand some of the things that the president does in terms other than the needs of his own ego in the moment and trying to look tough and successful. look, the administration, as that litany you've discussed is a mess, when things are going badly, the president tends to lash out and all of this really starts at the top. it's not about his cabinet, it's not about his aides. it's about him. solid majority of the american people believe president trump is not honest and does not care about those people and what the president does day in and day out does not seem to prove that they are right. >> andrew, we have the second tweet saying that we'll do what has to be done.

why would it work now, clinton failed, bush failed, obama failed. i won't fail. in some ways, we're waiting for defense and pentagon officials to react to this but do you think, andrew, that the president is trying to lessen expectations about the type of communications that had been active between the u.s. and north korea? >> i think it's certainly possible. but i think it was pretty remarkable that you had secretary of tillerson's spokesperson responding to the president almost in realtime with a tit for tat. and then another tweet from the president and then another sfons so i thi response so i think he's undermining secretary tillerson's trip to beijing. >> when we went through that litany, we didn't even get into alabama and the fact that luther strange lost to roy moore and

the backlash with the nfl. as we talk about taxes and so many people thought the administration should have started out of the gate with doing something about taxes, but they didn't. they went after health care and now we have the negative headlines about this, explain how they're trying to get through the weeds on this about what it means for the real estate, death tax, for where they want to put corporations and also the fact that they are trying to deny that the trumps would benefit majorly from this type of new bracket restructure. >> thomas, they've got a tax plan that the tax policy center respected, think tank, analyzed and said that by 2027, 8 o0% of the benefits would go to the alternative minimum tax has been a big benefit for trump in the past, lower the top rate and

held out the possibility of raising that rate but they haven't proposed it. their attempt to get past those facts, which are difficult politically, is to say that we care about the middle class and we're focused on the middle class. they can say that over and over but they are not showing in the actual plan that they propose that the middle class and many things that the president does are annoying or offensive to some people and could be seriously dangerous to the country. when i talk to foreign policy experts, they say the foreign policy team for president trump is doing the right things in response to this crisis. the wildcard, the thing that raises the possibility of a dangerous miscalculation is the

things that president trump himself does. that's extraordinary explanation. >> after a major disaster, now we have the headlines about jared kushner and the use of private e-mail by serving officialing in t officially in the white house. how bad is that moving forward? >> it's another ripple in the administration. the senate committee met with mr. kushner over the summer and this past week met with representatives of twitter and senator mark warner said that he was deeply dissatisfied with what twitter had given him. the chairman of the committee is holding a press conference and we'll hear much more from both

based on all of that, mr. simpson, i do vote to grant parole when eligible. and that will conclude this hearing. >> thank you. thank you. [ applause ] >> all right. so a big moment from july and about 2 1/2 months after being granted parole in that hearing, o.j. simpson is out of prison, released early today in the early-morning hours. he was serving a 33-year sentence in a nevada prison when he was granted parole over the

summer. there's the brief video clip that we have. it lasted about six or seven seconds that demonstrates him leaving a free man. he landed behind bars nearly a decade ago for armed robbery and kidnapping charges after he was busted stealing his own personal and career memorabilia from an infamous simpson collector. today, pam bondi reacted to simpson returning to his state and here she is with my colleague alex witt. >> folks, wherever he is, use your cell phone, if you see him misbehaving, you let us know. in florida, our law enforcement officers, our department of corrections, we're going to hold his feet to the fire and he's going to have to abide by our laws. >> when it comes to the travel of o.j. simpson out of the state where he was being held, he hasn't filed the paperwork to

technically even go to florida, correct? >> that's right. it's completely up in the air right now where he's going to end up. it probably is going to be florida. he has children that live in tampa and his best friend for years lives in naples on the west coast of florida. if you had to be a guessing man or betting man, i'd put my money on florida. >> he got out of l.a. because of the civil conviction of murder for the goldmans getting attached to his financial earnings. florida protected him from that settlement, from that conviction. >> reporter: yeah. so florida has been known as being a debtor haven. it's a debtor protected state. the goldman judgment is estimated to be approximately $140 million with interest but his estimated $25,000 a month nfl pension is protected by federal law and so when he comes to florida, for example, if he tries to get a job, if he tries

to earn any money, maybe selling memorabilia, maybe signing autographs, any of that money is subject to garnishment and attachment by the goldman family. >> so in nevada, it's parole. in florida it's considered probation and there are different technicalities. we have pam bondi encouraging people to stalk o.j. and take photos of him if you think or see him doing something that is going to be considered inappropriate or in violation. >> he has a larger than life personality. he's never been one to shy away from the public and we've heard from his lawyer and spokespeople that he's not going to do so, that he's going to re-enter society. you heard from pam bondi, he's going to be a moving target and that's the phrase that i would use for him. everybody is going to be keeping an eye on him. he has infamy and notoriety. he has to mind his ps and qs

because he's going to be on probation if he comes to florida. >> well, i think he's flirted with danger before and a 70-year-old man just now getting out of jail, we'll see how it goes but i think there is interest for him to try to earn a living or cash in on what it means to be o.j. in 2017 and the find of platform he can give his first big interview to. do you have any information on that, any leads on the payday he wants for his first big interview? >> apparently there are rumors that he wants 2 to $3 million if he gives his first interview. he's been in prison and doesn't really know about social media. we'll see what kind of platform he decides to use. the goldman family is going to be watching him like a hawk. >> traditional broadcast services will be competing with streaming services. thank you very much. appreciate it. the president made it clear that he thinks nfl players should stand during the national

the battle between the president and nfl rages on. earlier this morning, we had the president -- or during a game between the dolphins and saints in london, players kneeled before the u.s. anthem was played and then stood and locked arms while the star spaanthem w playing. nfl players continue to express their first amendment rights on the sidelines. republican senator bob corker of tennessee gave his thoughts on the controversial topic which continues to divide the nation. earlier today he was on "meet

the press." >> i would not have weighed in. i know it plays well to the base. probably it's best for us to stay with the things that we have control over and let the private sector, let the people involved in ticket sales and with athletes, let them make decisions about what needs to happen on the field. >> all right. so a more moderate tone there. mike is joining us from baltimore, maryland, where the ravens squared off with the steelers earlier today. the reaction to the fans, to the players, was very interesting and the players took a knee before the anthem and still got booed, right? >> reporter: right. and it's a mix bag. you have people who stand four square behind the players and their first amendment right, as they say it, to raise these issues in this venue at this time during the national anthem which was, of course, written

right here in baltimore in charm city. you have others whose reactions vary between i just want to see a game. i don't want to think and talk about politics to people who are ang groo angry and think it's the wrong thing to do. if you live here in baltimore and pittsburgh, you can get hard core about your fat ball football teams. today they walked into the game and trump versus everything who said i smell some alcohol around here somewhere. and -- >> cold drinks down here. >> reporter: anyway, president trump stirring the pot over the course of the last 24 hours and going back to this when everything happening in puerto rico and north korea tweeting very important that nfl players

stand tomorrow and always for playing of our "national anthem," respect for our flag and country. as a matter of fact, a few minutes ago i saw a tweet from donald trump jr.this week it was only 11 players taking a knee during the anthem in london earlier today. truth be told, i think a lot of nfl players, owners, management, coaches are trying to figure out the right way to do this and just haven't settled on one solution. >> the steelers last week, they remained in their own locker room. they didn't come out because they didn't want to get caught in the fray of all of this. in baltimore, i grew up there, when the colts left and went to indianapolis, you couldn't use a mayflower truck anymore because

they took them. these are leftover colts fans and they take this seriously. this is a reminder to americans that they need to do something potentially and then maybe they don't want to fess up to it. >> reporter: the colts absconded in the middle of the night. who could forget that. probably still bear the scar. in all seriousness, there's no -- baltimore is not a stranger to social unrest. freddie gray died in police custody here. and so it's very much on the minds of people here. i saw people walking in with american flags as sort of a counterprotest and we are here on russell boulevard next the stadi stadium shaking the hands of the people helping them cross the street. again, a lot of mixed feelings. one thing is for sure, emotions are still running high.

against the mayor of san juan, puerto rico. so he tweeted praise for what he called the amazing work that has been done so far for the impossible situation in puerto rico outside of the fake news or politically motivated ingrates. right now by the numbers, 721 gas stations out of the 1,100 across the u.s. territory of puerto rico are open and functioning. the governor of puerto rico says 36% of the island's telecommunications has been restored. now the southeastern portion of the island where maria made landfall that remains without phone service. the pentagon has now said it has doubled the number of personnel deployed. puerto rico now has 6,400 members instead of 4,600 that were there. and we have more from marianna, and you went on a tour with the new three star general who is in charge of the relief efforts. what did he tell you today about what he's seen firsthand? >> reporter:
