whether that drove that person at a young age into an elementary school to kill people or a movie theater or here, this person was stark raifrimad by te he was looking out the window. >> don't go anywhere. lawrence will be here right back in one hour to host a live edition of "the last word." that is "all in" for this evening and rachel maddow starts this evening with joy reid in for rachel. >> thank you very much. thanks to you at home for joining us. rachel is off tonight. we have a lot to get to this hour, we're awaiting a press conference out of las vegas where authorities will give an update in the latest into the investigation into the deadliest mass shooting in the nation's history. that's about to start any moment and we'll bring it to you as soon as it does. we have the latest on the recovery effort in puerto rico in the wake of hurricane maria. donald trump visited the island with members of the cabinet to assess the impact of the hurricane and meet with

residents. the u.s. territory coping with the devastation with many in need of the basic necessities like food, water and electricity. and there has been a lot of frustration over the emergency response from the federal government. mayor of san juan will join us to talk about the president's visit and to update us on what the territory needs and wants to see done. we're now approaching the 48 hour mark since the mass shooting that took place on sunday night and today las vegas police, the las vegas police department revived the number of injured upward to 530. that's in addition to the 59 people so far who have died. clark county sheriff joe c confirmed the search warrant is over saying police obtained numerous electronic, shotguns and ammunition. they said paddock set up cameras inside and outside his hotel
6:02 pm
room during the attack. nbc obtained photos outside the gunman's hotel room. that the all we know about stephen paddock, the gunman that shot more than 600 people in las vegas and that's unusual. typically by this point we've learned a lot more about the shooter and have some idea of the motive behind the attack. that was the case with the new town massacre in 2012. the shooting of coeds at u.c. santa barbara and the workplace mas massacre in san bernardino. information from relatives or co-workers about their state of mind. that's not the case with stephen paddock who from what law enforcement told us so far had no social media profile. he either took measures to scrub it or never had any in the first place. the only information we have are his age, 64, he seemed to be well off, owned more than one property, one home and owned a lot of guns.
6:03 pm
the only people to come forward so far have been his brother, who expressed complete consten nation and the local owner of a starbucks would berate his girlfriend in front of them but again, nothing so far in terms of a motive for the mass shooting. at this point, we actually know more about paddock's father, a bank robber that spent time on the fbi's most wanted list than we do about the person whose committed the deadliest mass shooting in modern american history. joining us now is nbc news intelligence and national -- actually, we'll hold off just a little bit. that press conference is beginning and we're going to take you to that right now. >> the las vegas metropolitan police department. i'm going to provide you the final briefing for today. as promised in our last briefing, we now have the site up and running. it's a page listing resources available to our victims, family representatives of victims
6:04 pm
involved in the route 91 harvest festival shooting. information on the site includes instructions how to report information if you're a witness. important phone numbers on how to provide photo and video evidence as soon as we have information how to retrieve lost property as the sheriff told you previously, we'll post that on the page, as well. after this incident, one of the most striking visuals in addition to the absolute carnage was the sheer amount of personal items left behind as people fled from the terror. one of the biggest items left were vehicles of the concert goers. so for those people that are waiting to get that property returned to them, i have an update. there is a dirt lot on the corner of guiiles street betwee mandalay road. there is 150 vehicles citizens have not been able to recover. those cars can now be picked up
6:05 pm
by the registered owner by meeting officers at the corner of reno and coval. we'll have officers there to escort you to your vehicle. so again, we ask the owners of those vehicles that have patiently waited to get them back to meet our officers at reno and coval to match you to your vehicle. the sheriff in the previous press conference was asked a number of questions by you and i understand in the appetite of the media that you want some answers. i'm going to try to answer a couple of those questions that you asked but i'm also going to just make it very clear to you that i need some patience from you. this investigation is a long time from being concluded. we verecently went down to mandalay bay. we're days away from completion
6:06 pm
of the processing of that room. we're getting very close to the completion of the processing of the site. we have significant amount of time left there, as well. however, the southbound portion of las vegas boulevard is now completely open. we are also working diligently as we speak, i believe, we just opened up two of the northbound lanes and the completion of the northbound lanes should occur sometime this evening. so bearing in mind the investigation is dynamic, on going, continuing and i don't have a lot of answers for you yet and clearly understanding that nobody wants answers to why more than the police and the victims' families. we have a responsibility to get it right and so that's why it's going to take time and that's why we're going to take that time. however, there is some, i guess, at best interesting reporting about how long the shooting lasted and how long it took us to get into the room.
6:07 pm
first question is how long did the actual shooting last? i'm prepared to give you information on that. the first call came in at 10:08 p.m. about shots being fired. the suspect, i can tell you that we know now he fired off and on for somewhere between nine and 11 minutes. we know that the suspect fired over a dozen or so volleys and the firing by the suspect seized at 10:19. so i want you to think about that. the minute -- the first minute the police are aware of shots being fired at 10:08 and it stops at 10:19. that's a remarkable response by this police department. also, another question that came up how long was it before the swat team entered the suspect's room? somebody said 72 minutes and if why so long? as i just mentioned to you, as
6:08 pm
the sheriff mentioned previously in the briefing, we had patrol officers actually working another event at the mandalay bay who heard the shooting and took it upon themselves to form up into a team, enter the stairwell, begin assecending th floors and also evacuating hotel guests. the swat team had to arrive first at the mandalay bay before they could take action. there was a very heroic security guard who was shot during the search for that suspect. that security guard went up to the room. he was advancing towards the room when the suspect fired through the door at the security guard and struck him. he was able to additional information to the police on exactly which room we were looking at. however, at that time, it's important to note the shooting had stopped. we're considering it barricaded at that point because it's no longer an active shooter. we're not hearing further shots. the floors had been evacuated of
6:09 pm
the guests. the suspect was isolated and contained within a room. at the point the swat team made their decision based on when it was appropriate to enter. i want to make it clear again to you that while there was that slight delay, the suspect was no longer firing into the crowd. it was a question about the validity of the crime scene photo somebody leaked. i can confirm those are in fact, photos from inside of the room. they are, in fact, photos of our suspect and as the sheriff mentioned previously, we have all opened up an internal investigation to determine the source of the leaks of those photos to the public. you asked what we found in the sheriffs -- or in the suspect's room and the sheriff spoke about cameras being located. to clarify, there were two cameras located in the hallway so that the suspect could watch as law enforcement or security approached his room.
6:10 pm
and there was another camera placed inside the hotel room door peephole so that he could see down the hallway. at this point, you had a number of questions about the weapons and the sac from the atf to my right jill snider will answer or provide a statement to you but not take any questions. >> good evening. i'm special agent in charge jill snider of atf san francisco field division. special agents from the san francisco field divisions las vegas field office responded to the shoot that occurred on sunday. additional agents from locations within the san francisco field division as well as agents from atfs los angeles, dallas, phoenix and boston field divisions have been working on this investigation. we know that you have many questions regarding the firearms in this case. there is also a lot of
6:11 pm
unofficial information being recorded -- reported regarding the guns. we'd like to clear up any conflicting information regarding the number of firearms and the current status of the trace information. please understand that this investigation is on going and i won't be taking questions at this time because we're still working through our investigative findings but i'll give you the facts that we have as of this time. currently, 47 firearms have been recovered. these firearms were recovered from three different locations. those locations consisted of the hotel room as well as verde and mesquite, nevada. they were purchased in nevada, utah, california, and texas. the gunman purchased rifles, shotguns and pistols. at this time none of the guns recovered appear to be home made. there were 12 bump fire stocks
6:12 pm
identified on the firearms in the hotel room. the atf firearms and ammunition technology division provides determinations on devices such as bump fire stocks and their legality. the classification of these devices depends on whether they mechanically alter the function of the firearm to fire fully automatic. bump fire stocks while simulating automatic fire do not actually alter the firearm to fire automatically making them legal under current federal law. it is still being determined which firearms were used in the shooting. all of the firearms have been traced. we are still awaiting results from some of the firearms that were located at the mesquite residence. as the investigation proceeds, atf will continue to conduct interviews and conduct interviews and sheriff and local
6:13 pm
l law enforcement partners. thank you. >> thank you. as this investigation continues on, we continue to hear stories of heroics by police officers, first responders and average zit z -- citizens alike. they showed immense courage in the face of extreme danger. i want to mention one of those brave people was a las vegas police officer charleston heart field. he was at the route 91 concert with his wife when shots rang out. even though officer hartfield was a civilian at the concert, he took action to save lives. in that moment, he was acting as a police officer. he ultimately gave his life protecting others. officer hartfield was an 11-member of the p.d. and we'ves

-- leaves behind a wife and two children. we're very grateful for his sacrifice. there will be a vigil to remember the officer this thursday, october 5th at the police memorial park at 6:00 p.m. as you-all know that's 3250 metro academy way being hosted by our police protective association. as this community has become accustomed when we do provide information in regards to our critical incidents, we release body worn camera footage to you. there is a significant amount of body worn camera footage that we're going through. however, i'm going to play a clip on our new very large monitor for you of a compilation of a number of those body worn cameras. you'll see that the officers were dealing with some uncorporative citizens at times but at all times trying to
6:15 pm
locate the source of the gunfire as well as evacuate those citizens that were in the line of fire. i think the video will speak for itself. so if you'd like to, i'll try to narrate just a little bit as we go through but carlos, if you could play that for me, please. that wall faces mandalay bay and they are hunkered down behind that wall after initial volley of shots. >> get down! go that way! get out of here! they are coming from over there! go that way! go that way!
6:16 pm
[ gunshots ]. >> at this point they are still trying to figure out where the rounds are coming from. [ gunshots ]. >> stay down! stay down! >> coming out of a window. [ inaudible ] >> a couple officers hunkered down next to the patrol vehicle on las vegas boulevard. one of our officers gets shot. >> go back!
6:17 pm
go back! get back! get back! get back! [ inaudible ] >> this video is obscured. you notice the officers were wearing yellow reflective vests. that's what you're actually seeing. >> get down! get down! get down! get down! [ gunshots ]. >> very difficult to tell from that video but the officer is actually standing over a woman. [ gunshots ]. >> get down! get down! get down! >> did you hear him say i have a
6:18 pm
vest on? >> go. >> this way, this way, this way. go, go, go, go. that way. that way. that way. >> so before i take some questions, i understand that the coroner is here now. i'm sorry, i was looking right past you, john. this is the clark county coroner. >> thank you, sheriff. again, i'd like to start by saying my condolences go out to all those involved in this incident and specifically the family and friends that lost loved ones in this incident. i would like to provide you some updated information what is happening at the family assistance center at the convention center. we're fully operational all evening all through the night and tomorrow at noon we'll make a determination whether or not we'll be open 24 hours going
6:19 pm
forward but at minimum, we will be open from present time to 5:00 p.m. tomorrow. we're still fully operational to answer any questions the families may have, friends of the families. i would also like to clarify, we're not releasing property at the family assistance center. that is as the sheriff mentioned, that will be released -- they are developing a plan currently to release that property in the future and i'm certain that will be put out through one of these press conferences. i'd like to also discuss some of the numbers that we've been dealing with over there. i had that kwer question earlie. it's estimated we've served well over 1,000 family members and friends there at the family assistance center. we're providing all sorts of services to include bereavement services and our staff at the clark county coroner's office is meeting with every family that comes in there and i would like
6:20 pm
to thank th the reason the families may not because if they are waiting one minute longer for us to provide information, that's too long. so they have been very patient. i appreciate that and i just want to send a message to them that we are doing everything we can to communicate with them and get them the information that they need. if they want to come down to the family assistance center, we're there to receive them and communicate with them. if they are not able to attend the family assistance center, i'd like to provide you with a phone number previously published within the state of nevada, 211. outside of the state of nevada that's 1866-535-5654. we have call takers standing by to take missing persons reports.
6:21 pm
i believe that's tailored off quite a bit. to date we have received over 3,000 missing persons reports and i'd like to clarify what that means so people don't misreport the intent of that number or the intent of me giving you that number. that by no means means that we have 3,000 people missing. we don't -- we believe that all 59 of the deceased are identified tentatively. we're working on positively identifying the rest of them. and we believe that will happen by the end of this evening. we estimate in between 9:00 and 10:00 p.m. that's very normal for us to receive an excessive amount of missing persons reports following an incident like that. again, by no means we have outstanding missing persons. we have very detailed manifest and we believe that everybody involved in the incident from the decedents are accounted for
6:22 pm
and waiting to communicate that with their families. i'm available to answer any questions. i have limited time so i'll take a few. go ahead. >> [ indiscernible question ] >> excuse me? >> everybody who died, did they die of gunshot wounds? >> yes, the majority did. i'm not at liberty to tell you if all of them died as a result of gunshot wounds simply because i don't know at this point. >> how long until a list of names are released? >> i'm working with the metropolitan police department to develop that list and will make that public. i would imagine that won't happen until at the earliest, tomorrow morning. >> the victims shot have not been identified, is that because the families have not been able to come or a reason why? >> as i spoke earlier, we have tentatively identified them but we're working on confirmation issues and i'm confident they
6:23 pm
will all be identified. we believe we know who every single one of them is. it's a matter of confirming. we don't have the liberty to make mistakes. we got to get it right. we got to get this right so we need your patience and we're going to work through the night to get that right and i'm hopeful that we'll have all of those confirmed by tomorrow morning and the families notified. yes, sir? >> you said the majority died of gunshot wounds, will we get the totals and everything and cause? are we going to find some who did not die of gunshot wounds? >> i don't believe so but i can't confirm that right now. >> an autopsy -- [ indiscernible question ] >> i'm not going to speak to the details of the examinations at this point. >> [ indiscernible question ] >> excuse me? again, i'm not going to speak to the details of the examinations at this point primarily out of respect to the families. i hope you can understand that.
6:24 pm
yes? did you have a question? >> have you started the process of getting victims back to their home states if they didn't live here? ? that's a lengthy process. in a nutshell, the families of the dee scedents will make arrangements with morgues and they will provide transportation back to the home states. >> do you have a percentage of how many were local and how many were not? >> i don't have that estimation but putting that together and we should have that by the time that list is finalized and confirmed. it does not. excuse me? could you re -- i'm not sure i understood that and i want to give you accurate information. >> include the shooter -- >> no, no, we have 58 dead plus the shooter for a total of 59.
6:25 pm
>> are you going to post the list online at the same time here? >> this is the last question. i don't know. but that will be announced through one of these press conferences probably later today or most likely tomorrow at some point that's all the questions i'm going to take. thank you very much for your time. i can clarify the 59. we have confirmed 59 dead in our office. yes. 58 plus the shooter for a total ofconfirmed. thank you. >> [ indiscernible question ] >> i didn't call on you first, kid, but go ahead. >> is there another death somewhere else? we were told previously 59 plus one. >> yeah, but remember, we also told you that the numbers of dead and wounded will continue to fluctuate so the answer that the coroner provided you is the most recent and relevant number
6:26 pm
that we have. >> is there any indication he was planning something else a couple weeks before hand? have you seen that? >> no, i'm not prepared to speak about that but that is part of our investigation. >> with the knowledge of the pi philippines and he sent money to the pill phohilippines, have yo out terrorism? >> we haven't ruled out anything. >> i can be -- listen, i'm not trying to be coy, right? i can confirm to you we have not ruled anything out. >> i mentioned -- >> i can also confirm we have not ruled that in so we have a lot more questions than we have answers today. >> obviously -- >> i understand that. we're very well aware of that. i'm sorry, go ahead, sir. >> can we get an update on the electronics that have been investigated. >> i'll give that to you when we
6:27 pm
have it. it's not a simple process. it takes time. the fbi is working on that for us. let me finish before he asks. go ahead. >> is there information the shooter trained himself on these weapons? did he visit any gun ranges? how did he train himself? >> the question is do we have information the suspect trained himself in firearms. i'm aware of the online reporting, as well. we have not been able to confirm any of that information yet. >> is there a theory on why the gunman stopped shooting? did he see officers outside or is there a time frame? >> the investigation will reveal that. i believe personally the security guard's presence to the room and the police response that followed on. >> tell me about what you're hoping to learn from his family when investigators speak with them and how will that interview help us answer the
6:28 pm
investigation? >> great question. i don't reveal that because i don't know. we got a lot of questions, i can tell you that. >> on the time, the swat team entered around what time and what point did the shooter stop shooting? >> can i give you the exact time swat enter d? i was hoping to provide that today or the sheriff will provide that in the next briefing. there is ade delay because he's not firing anymore. we treat that situation as a barricade. >> at 11:00 p.m., is that correct? >> i'm trying to verify that information about when swat actually made entry via both r5 radio communication and body worn communication. >> [ indiscernible question ] >> the swat team is not your normal swat team. it was made up of both swat officers, patrol officers and a k-9 unit. >> information that paddock may have checked in days before he
6:29 pm
checked into mandalay bay. is that accurate? >> i can't confirm we but we he the same allegation. >> miss gihis girlfriend is in l philippines, has she expressed willingness to answer questions. >> is she coming back to the country? we're aware of information but not prepared to release that at this point in the investigation two. more. back here? >> can you confirm that he wired $100,000 to an account in her name. >> can we confirm that $100,000 was wired to the philippines. the answer is no. we have financial subpoenas the fbi put out. remains an active part of the investigation. we want to know. >> can you confirm what time the security officer was shot? >> you know, just moments prior
6:30 pm
to our initial officer's responding up there so we'll add that to the questions that we can answer again tomorrow. with that i'm going to say this to you, i apologize. i forgot to introduce the special agent in charge of the las vegas field office aaron. we've been joined at the hip from the very beginning as well. i'd like you to make sure to pay attention to the elected officials from across this great state and here locally. congressman and general was here and of course the chair and organization throughout this. we need -- there is a lot more questions than answers and we will provide those to you as soon as we can. thank you. >> all right. that was under sheriff kevin.
6:31 pm
59 total dead including the shooter. 57 firearms recovered from three different locations. two different houses in nevada in nevada. he talked about a security guard shot by the suspect as he approached the room that he was staying at at the mandalay bay hotel. the total at time that he lapsed between the beginning of the shooting and the end, nine to 111 minu11 111 -- 11 minutes. it was first called in at 10:08 and over 11 1 minutes later. he said there was some delay because by the time. the under sheriff played body camera footage that took place
6:32 pm
on the night where you could hear the incredible volley of gunshots and see police trying to clear people away as they responded to the shooting. your take away from this press conference. >> my biggest take away was the revolution the shooter had 12 stocks. these are devices that modify a semiautomatic weapon. i have one to show you. looks like the stock of a rifle. this would go on an ak-47 and harnesses the recoil of the rifle to press the trigger. to the point where you heard on that body camera video, sounds like a machine gun. i haven't heard fire like that since it was embedded. that sounded like a war zone.
6:33 pm
that is a really important aspect. weaponry, so many people, i mean, this man assembled an arsenal. he had video cameras warning him of approaching officers. he was going to war essentially. he had a firing position that was l ll lly completely. he wouldn't have been able to hit as many people but these allowed him to pour fire down on the crowd. today the senator diane feinstein proposed banning this technology and that will be a debate in washington going forward. >> absolutely. as you pointed out, the atf says they are legal because as they
6:34 pm
simulate rapid firing, we appreciate your time tonight. >> thank you. we got more to get to. more ahead from las vegas and the mayor of san juan puerto rico will join us live hours after the president visited hurricane ravished puerto rico. stay with us. ook in the mirror everyday. everyday, i think how fortunate i am. i think is today going to be the day, that we find a cure? i think how much i can do to help change people's lives. i may not benefit from those breakthroughs, but i'm sure going to... i'm bringing forward a treatment for alzheimer's disease, yes, in my lifetime, i will make sure.
6:35 pm
6:36 pm
6:37 pm
6:38 pm
democrats tried yet again to put gun control legislation on the agenda and republicans offered a mixed big of responses. >> senator feinstein is taking a piece of the assault weapons pan that allows you to convert semiautomatic guns to automatic guns and abolishing it, it's legislation that the vast majority of us in the democratic caucus support, maybe everybody. >> it's particularly inappropriate to poll lit sitizn event like this. it just happened within the last day and a half. entirely m lly premature. >> listen, the hunting culture is a big deal in my state. i don't know anybody that goes to your hunting that needs to retro fit a gun to fire hundreds of rounds a minute. it's to slaughter people. >> it's to manipulate a semiautomatic rifle and turn it into a fully automatic rifle. that the a discussion we'll have
6:39 pm
going forward. >> and joining us from las vegas is the congress woman that represents that part of the city. d dena titus and jim heinz. congresswoman, senator mitch mcconnell says now is not the time to discuss legislative solutions but given congress is in the business of writing and passing legislation, that's the function of the congress, do you believe it time for congress to talk about issues, particularly the one that came up in the press conference tonight. the shooter had 12 of these bump fire stocks in his hotel room which allowed him to simulate automatic gunfire. is that something that congress can and should address right now? >> well, absolutely. congressman from rhode island and i are coming with a bill to do that. i'm glad to hear senator feinstein is going to approach it on the senate side. for is it time to do it, they never want to do it. you'll recall after every incident, we have a minute of
6:40 pm
silence on the floor. well, that's just not enough. we had a sit in. i sat with john lewis that said bring a bill to the floor. one thing that's interesting is they backed off a couple bills they were proposing to introduce this week so they know that's not timely. they wanted to do away with silencers and allow reciprocity for concealed weapons. now they aren't going to do that because think maybe the optics aren't so great. >> what do you make of because the other bill -- there was a bill on the floor supported by the son of the president of the united states to legalize silences and legislation that would have legalized cop-killer armor piercing bullets. do you think that legislation is also now not going to go forward? >> i would like to think it's gone for good. i would think they want to wait for the news to die down and will come with it again. we're playing with offense and trying to get background check loopholes closed and trying to get those converters out lawed
6:41 pm
but we're also playing defense. >> and congress woman, we know that nevada is a state where people do enjoy guns. they enjoy hunting. it's a state where i would assume the second amendment is quite popular. do you hear from constituents after this horrific incident that maybe people changed their mind some on whether or not there should be some sort of gun reform legislation? >> well, you're right. this is still the wild west. a lot of people like to go out hunting. they like their guns for recreational purposes but you remember in the last election, a gun initiative passed in nevada to close the loophole check for those sold at swat meets and things. our attorney general has put a stop to it but the public sentiment was in favor of it. we've gotten hundreds of calls saying do something. yes, we should make this political. now is the time. so i don't back away from that one bit, even though we took a day to mourn and we continue to have hearts broken, we also have
6:42 pm
to take action. >> and congresswoman heinz, i'll turn to you because i've seen posted several times today on my twitter feed and i think i associate myself with the comments. if we didn't do anything after new town, if we didn't do anything then when little kids were slaughtered at school, maybe we just don't have the political will or maybe the nra is too much in control of congress to ever do anything. do you agree with that? >> let's be clear. yes, when 20 babies are slaughtered in tu tonew town, w is the district next to mine and steve scalise is is nearly killed on a baseball diamond a couple months ago now when 59 people lie dead. they roll out and not political will. this say very deliberate well rehearsed series of things that the republicans who are doing the work of the nra rollout. you heard mitch mcconnell say this is way, way too early. it not. when people flew an airplane into a building in new york, we didn't wait three days to figure
6:43 pm
out what went wrong. when americans die in weather vents or houston or miami, we mobilize. that's a trick. stand by for this, along with well, background checks wouldn't have stopped this las vegas shooter. well, there is -- it's -- what happens is you get discouraged over a period of time and move on to other things. the immediate violence goes away until of kourts, two weeks from now when we see another one of these. >> explain to those who are dumbfounded including people in the international community who look at the united states and think this is rational country that would allow one person to have an orsenal to tote a dozen maybe suitcases full of firearm sbas s into a hotel and set up cameras in his hotel room and nobody pays attention and to have a dozen bump stocks to make his firearms react like machine guns, tommy guns essentially. what -- preview what would be
6:44 pm
the argument against regulating at least that part of it? arguments would the nra lobbyists be making in the halls of congress? >> the argument they make is is not an argument. they say if you don't allow silencers because stand by. we'll see legislation sometime in the next four or five weeks to allow people to buy silencers more easily than today. it's not an argument. what they say is if you don't make everything available, eventually you're getting to a place where they will take away your guns. that's where the insanity is. i think i speak for dena and myself. i support the second amendment. americans should have the right to keep and bear arms but should be subject to being balanced by the safety of other citizens. universal background check that enjoys 90% of support among the american public. banning weaponry and modifications of weaponry that turn what may be a hunting gun into a really an assault rifle, the design to kill people. there is dramatic support for
6:45 pm
these things and yet, they will not be brought before the house of representatives, that word representative being key because we ought to be doing what constituents want because too many of my colleagues worry if they don't have a perfect score with the nra what that might mean at home. people die day in and out. >> i can't believe the people would believe they would not be reelected for trying to stop people from buying cop-killer armor piercing bullets. that is shocking and a sign the nra might have too much power. congressman and congresswoman, wish you well in your district. congre congresswoman, we're certainly thinking of you guys out there. all right. by now you've probably seen the images of donald trump throwing paper thoowels into a crowd in puerto rico but you haven't heard from the mayor of san juan. that will change shortly, however. the mayor of san juan will join us live in just a bit. stay right there.
6:49 pm
in addition to managing a city on the verge of a humanitarian crisis, the mayor of san juan puerto rico found herself subject to insummits from the president of the united states who used his twitter account to complain she wasn't being complementary enough of the federal response but today donald trump was in her city and mayor carmen cruz met him

face-to-face. >> it's about saving lives. it's not about politics. >> it's unclear whether the president heard or really tried to listen to the mayor in that moment, she tweeted today her meeting with white house staff was productive. quote, they really understood the really understood the disconnect between how things are supposed to happen and how they really happen. hopefully, the newly open channels of communication with the white house staff will put in motion what is needed to accomplish our goal -- save lives. and joining us now is san juan mayor carmen yulin cruz. mayor, thank you for your time tonight. i really appreciate talking with you. >> thank you for having me. >> the most important question, how is your city doing? how is the response progressing? >> well, ever since last thursday, things started picking up a lot because of private donations. people have overcome with solidarity. and chicago, illinois, miami

beach, los angeles, new york, boston, private organizations and nongovernmental organizations like operation blessing have just been bringing loads and loads of food and water. and i have to say that now having the fema supplies been brought directly into the municipality has helped a lot. so we have been able to use the fema supplies to help other municipalities that have not received anything. the town of comerio, we're going to do the same with different towns. so these are places in the inner side of the island nation of puerto rico where no one has been able to pretty much get -- they've been there to assess. they've been there to talk. they've been there to figure out what is going on. but the people keep just lacking water, lacking food, lacking medical attention. there are simple and basic things that we all know and need.

but i really felt that the second part of the meetings today with the white house staff were conducive to just sort of bridging the gap between the disconnect of what they say is happening. by the way, the pentagon does not agree with their assessment. and what really is happening. and i think that disconnect is really that gap got closed a lot more by talking to five mayors that were there. and we were able to also propose solutions to some of the logistical problems and issues that have been brought up. in terms of san juan, the flooding that we had has receded mostly. we are using the ongs and our churches, faith-based organizations and the community leaders promoting that they start having community kitchens and cooking for 400, 500 people at a time. and we are now because of the private donations that we've been getting, mixed with some of the fema donations, we have been

able to provide people with boxes for one week worth of food. it makes it a lot more efficient. and the tentacles of all these organizations, these grassroots organizations are a big help to the municipality. >> and it sounds like all of these additional sort of additions to the federal response have really been helpful. but i'm wondering what you make of the president's sort of response to you today. he assembled this sort of strange round table situation where we went around the room and had people praise the federal response. he did not call on you. there was this moment when the two of you interacted, and i think what you said to him and i'll let you repeat what you said to him, that it's not about politics. but he didn't even seem to respond to you or react to it. what did you make of that? >> well, i said to him it's about saving lives, it's not about politics. and he didn't respond. but this was a pr 17-minute

meeting there was no exchange with anybody, with none of the mayors. and in fact this terrible and abominable view of him throwing paper towels and throwing provisions at people, it's really -- it does not embody the spirit of the american nation, you know. that is not the land of the free and the home of the brave that the beacon of democracy that people have learned to look up to, you know. across the world. he was insulting to the people of puerto rico. he said something like puerto rico, you really have taken our budget out of whack because of all the money we've thrown here. he kind of minimized our suffering here by saying that katrina was a real disaster, sort of implying that this was not a real disaster, because not many people have died here. well, you know what? they're dying. they don't have the medical resources. they can't get to their dialysis.

their oxygen tanks are starting not to work because they don't have generators. hospitals are just collapsing because of the generator situation. the diesel doesn't get to where it's supposed to get. a lot of people are being caged, especially the elderly. and the pictures there, the news have been witness to everything that we are saying. mayors now are starting to talk a lot more about what they are encountering. so, you know, i said this morning that he really has a communication issue. >> yeah. >> you know, he's sort of like miscommunicator in chief, really. you don't go to another place when people are in peril and are suffering and you just kind of hover around in a helicopter without having some kind words to say. this is common courtesy. but his staff, on the other hand, seemed to want to approach this a different way. >> one more quick question.
6:56 pm
because it -- when you talk to other mayors in puerto rico, do you get the sense that they fear that if they don't -- that they have to praise donald trump in order to get the full aid and attention that they deserve? >> yes. to those that are able to talk to. and the reason is simply one. most of the people in puerto rico do not have any access to a phone. >> yeah. >> even if they have a phone in their pocket, it doesn't work. so this lack of interconnectivity is one of the main and primary reasons why things have not been able to picked up but by god, you go to timbuktu, you put in a satellite dish and you make communications happen. these are not logistical things that cannot be resolved. >> right. >> we know they're there. people shouldn't be waiting for somebody to write a forum to make it happen. >> san juan mayor carmin yulin cruz. thank you so much for your time tonight. we really appreciate it.

you're looking at live pictures of a vigil tonight for the 58 people killed by a gunman in mass shooting in las vegas. tonight we heard from the undersheriff of the las vegas metropolitan police department who talked about the 47 firearms that the gunman had in three different locations, the fact that he set up cameras in the

holloway and in the peephole of his hotel room. the fact that he had 12 of these bump fire stocks that allowed him to spray that crowd of concertgoers with what appeared to be machine gun type gunfire. it's been a pretty heady night of learning what happened in that case and what we do not know that. does indeed do it for us tonight. now it's time for "the last word with lawrence o'donnell." lawrence is live in las vegas. good evening, lawrence. >> good evening, joy. thank you. as joy said we are live again tonight in las vegas. we have new information about the victims and the massive amount of firepower that the shooter was able to get into that hotel suite. and in the last hour, police released video from police body cameras taken as they responded to that shooting. >> there is a significant amount of body-worn camera footage that we're going through. >> go, go,
