an emergency declaration. in a speech in the east room, president called the crisis a national shame and declared a public health emergency. >> this epidemic is a national health emergency. it is time to liberate our communities from this scorch of drug addiction, never been this way. we can be the generation that ends the opioid epidemic. we can do it. effective today, my administration is officially declaring the opioid crisis a national public health emergency under federal law. >> yet, that announcement by the president is drawing concern from some public health advocates. visiti critics claim it fell short of what he claimed in august. >> the opioid crisis is an emergency and i'm saying officially right now sit an emergency. it's a national emergency.

we're going to draw it up and make it a national emergency. >> so the president there called it a national emergency. yesterday he declared a public health emergency. a public health emergency provides no additional money to combat the property, but allows existing brands to be redirected. also needs to be renewed every 90 days. national emergency would have come with greater executive power and prompted rapid allocation of funding. the white house is defending the move. some democrats are pushing for more funds. >> what the president did today was historic. and it is an extraordinary beginning set of steps to dealing with this problem. >> what i would say to the president on that is show me the money. declaring an emergency means he can have access to the funds. the funds in that account are like 57, 5800 dollars. >> the funds nancy pelosi was

referring to is the public health emergency fund. currently stands at $57,000. the white house is working with congress to find additional funding. later this morning, new jersey governor chris christie will be a guest on "morning joe." congressional republicans cleared a major hurdle to passing fax reform. narrowly approving a $4 trillion budget with two votes to spare. eliminating of state and local tax deductions. republicans said wednesday as the deadline introduced tax reform bill with the goal of passing it by thanksgiving, just 27 days from today. division remain over the impact across the wealth spectrum. capping of tax breaks for class and corporate tax code. ever since president trump abruptly and publicly ruled out 401(k) retirement accounts on twitter, addressed the social

heavy lift. even though they haven't -- even though the republicans have been talking to members of the conference about this. it's still once you see the details, once those final details come out, that's when people start putting up their nose and opposing it. because this wasn't raefeally dt with in a committee like setting, it will be interesting to see how the republican leaders navigate it. steve closcalice, interesting t see him. he's been out after having been shot on the baseball field. shot in the hip. i was watching him on the house floor yesterday. he stood the entire time on crutches. signaling to people, you got to the vote. you got to vote. it's a very big deal. he says the house republicans are going to be meeting through the weekend and talking through the weekend. some of these issues are just difficult to see how they will

come to some kind of reconciliation. >> let me switch gears and ask about the big headline making event last night. the opioid declaration coming out. the president doing something a lot of lawmakers wanted him to do, declaring a public health emergency. break that down for us. what's been the reaction on the hill. we played sound clips from both sides. what are you hearing from behind the scene? is this enough. >> reporter: it's a bit unclear because the opioid crisis is so massive, and you've talked to senators in states particularly affected by it including rob portman at the event yesterday. ohio, west virginia senators. and really what the president did was yes, he's drawing a lot of attention to it, however, he doesn't have the money to implement any sort of proposals that come forward and how to deal with that crisis. federal money, that becomes a

problem for people in those states because by what he did yesterday, essentially, he basically frees up money that the states and local governments kl spe can spend on the opioid crisis. sort of moving money around, if you will. using money that would have gone towards something else for the opioid, but until the frederal money is behind him like nancy pelosi said, it's unclear how they will get in there and tackle the issue. you listen to senator from texas, the number two republican senate. the actually need a plan first. one thing to throw money at something. it's another thing entirely to make sure that money is spent correctly and given how money has been spent in the past around washington, republicans up on capitol hill particularly focused on getting a plan in place before delegating those resources. >> live for us on the hill this morning, molly, we'll check back with you later on in the hour.

meanwhile, house speaker paul ryan revealed yesterday that the fbi will provide documents related to the dossier after accusing the agency of stonewalling congressional investigations in an interview earlier this week. >> we're so frustrated to have learned through the media aspects about this investigation that we've been asking for documents from the fbi for months. the fbi got in touch with us yesterday afternoon and they have informed us they will comply with our document request. and that they will provide the documents congress has been asking for by next week and may expect the fbi to honor that equipment. >> the chairman of one of the congressional committees investigating russia's role in the election said that the fact that the dossier was initially funded by an unknown republican is a stretch. former gop contender says he would have used that information

against mr. trump. >> all this talk about a republican, supposed republican that paid to start this. i don't know that that's true. if you look at the -- i mean, i don't doubt that republicans would hire a fusion gps to do research, but if you believe "the washington post" story on this, this goes back to the spring of 2016 when hillary campaigned and the dnc began to pay -- so i don't know that any republican has anything to do with the actual dossier. as far as my campaign, it wasn't i'll tell you why. i was running for president. i was trying to win. if i had anything against donald trump relevant and credible and damaging, i would have used it. i didn't have it. >> special counsel robert mueller's probe into alleged ties for russia are reportedly

getting new ammunition in the form of mueller's budget. members haven't seen the spending report. certain lawmakers are preparing to argue over how much the probe is costing taxpayers with no end in sight. that report which is expected to contain only top line figures covering broad categories must go through a justice department review before being made public. politico adds that mueller is required to produce expense reports every six months giving opponents repeated opportunities to paint him in a negative light. meanwhile, sara huckabee sanders says she believes mueller's probe is getting closer to wrapping up. >> we're seeing more and more evidence that shows what they've been working on this and investigating this for well over a year. every day we find out more and more details about why the president has been right all along and why the democrats have been wrong all along. each day we're getting closer and closer to closing the loop

it was really house speaker paul ryan made the joke well the president is going to be in asia and typically doesn't tweet when he's on these big trips. he kept saying well, i'm joking, sort of. that was kind of a joke. there's so many moving parts of this. especially tax reform. lobbyist on every single line item the people can tax exempt that are up on capitol hill trying to rally these guys to protect this one portion of the tax code. my father is a cpa, i know the tax code is just voluminous. keeps him busy every year, all year. they're all fighting to preserve those for the clients. >> let me ask you about the

russia probe. very little progress in the ten months it's been going on. seems to be splitting into offshoot investigations. obviously the stuff that's taken place on capitol hill. you also have robert mueller's investigation. what are you hearing from lawmakers about how the investigation is going. >> there's frustration among house republicans who want this thing done. they've been having -- doing this investigation for about a year. i think we are starting to see some movement in terms of where the committees could be going next week, i believe it is, or the week after. this is going to be an open hearing. the house intelligence committee with members of the social media platforms, facebook, twitter to discuss you know what kind of influence russia could have had on this election. and i think that there -- what they're looking at now is perhaps correlation between the ad buys that the companies are allowing. that russia was making and perhaps the trump
