good morning, everybody. it's friday. november 10. there's new pressure on the gop this morning after troubling allegations against republican senate roy moore of alabama. followed a "washington post" report where a woman claimed in 1979, moore, then a 32-year-old assistant, da had a sexual encounter with her when she was 14 years oled. she and her mother sitting outside the courtroom and struck up a conversation. offered to watch the girl while her mother went inside for a child custody hearing. one of the reporters who broke the story tells what happened next. >> after the mother went in. he got her phone number and subsequently picked her up around the corner from her house. drove her about 30 minutes away to his home in the woods twice. did that. the first time there was kissing and then the second time he took

off her clothes. he took off his own clothes. he touched her over her bra and underwear and guided her hand to touch him over his underwear. >> some pretty startling allegations there. nbc news hasn't verified the allegations. did not file a civil suit. also three other women between the ages of 16 and 18 at the time tell the post they too were pursued by moore. never coerced them into any sexual act. the women did not seek them out. the paper contacted the women individually. the senate candidate now 70 years old denies the allegations calling the report completely falls and a desperate political attack. moore's campaign says it is no surprise with just over four weeks remaining in the senate

fabrication of this kind. breitbart news accomplished ahead of "the washington post" story indicating it's a smear. steve bannon who endorsed moore, executive chairman of breitbart. luther strange responding to allegations. white house said like most americans, the president believes we cannot allow a mere allegation in this case, one from many years ago to destroy a person's life. however, the president also believes that if these allegations are true, judge moore will do the right thing and step aside. here's what we've been hearing from capitol hill. including senate majority leader mitch mcconnell. >> if these allegations are true, roy moore should step aside for all the obvious reasons. very disturbing allegations. >> it's a devastating nasty story. if that's true, i don't believe

there will be anyplace for him in the u.s. senate. >> very disturbing kwhag ing wh about. >> if they're true, step aside. >> what i heard, very serious. >> if there is any sled of truth to these stories he ought to step aside. >> would he be fit to serve in the senate if this were true. >> no, if there's any shred of truth, he ought to step aside immediately. >> most republican officials couch the statement with if these are true. senator john mccain was much more forceful saying the allegations against roy moore are deeply disturbing and disqualifying. he should immediately step aside and allow the people of alabama to elect a candidate they can be proud of.

right now moore appears to have a single digit lead over jones. luther strange, moore defeated in the the primary, is not ruling on potential write in campaign. lisa murkowski says she has spoken to strange about that possibility. when asked if strange should run as a write in candidate, fellow senator richard shelby said he would support him. strange responded thank you. a top priority for president trump and gop after several failed attempts to pass legislation. the senate proposals differs in key ways. first, it would delay a cut of the corporate tax rate until the year of 2019 while the house version would institute the change immediately. the bill would double the estate

exemption. leave the current 40% in place for any estate exceeding that amount. third the senate bill 7 bracts. house speaker ryan has this to say about the differences in the plans. >> yes, the senate bill is going to be different than the house bill. that's the legislative process. what encouraging in all of this, just as we discussed at the front end of this process, we have a framework we established with the white house and the senate and these bills are being written within that fame work. the house will pass its bill. the senate will pass the bill. and then reconcile differences. that's how the process will continue. >> house republicans moved their bill out of the committee yesterday. planning a vote on tax plan next weeks. on the senate side, gop can lose only two votes to secure the majority needed. meanwhile, white house adviser are both touting the gop plan to

cut taxes. >> you i imagine are the point person of the white house for big ceos because you come from their world. they know you. what are you hearing from them right now. >> the most excited group out there are big ceos. they all tell me how excited they are to get a tax plan that makes the united states competitive. >> do you still believe in triple down economics. >> i do. one of the big incentives on the corporate rate is at a 20% rate, companies are going to be insenteded to reinvest those profits as opposed to dividending them out. >> people believe in that. a little bit of a differing are with regards to timeline. yesterday reported thanksgiving. now it's looking more like christmas. what's the likelihood that house and senate republicans are going to be able to hammer this thing out.

one comprehensive overall tax reform bill by the christmas holiday. >> reporter: it's a bold act. we've seen with the plan that came out, there are key differences. there's a lot that core republicans disagree with on this. i think that christmas is a very precarious deadline. mnuchin has said the deadline isn't fixed. may take longer than that. unclear whether they'll be able to get it done when they want to get it done. >> see what happens there. certainly a lot of eyes on the timeline. republicans banking on this. they want the get it pushed there. you've been following the latest in health care. despite the president and republicans criticism of obamacare and their effort to repeal it. enrollment is up. how many people have actually signed up on this latest round and how does that campaign to this time last year. right. over 600,000 people signed up

this round. that was the first few days of enrollment. a really strong start. shows that republicans efforts to say that the affordable care act is dead is not just true. people are signing up in big numbers. showing it's probably going to continue. good amount of renewals. last year it was strong. showed over 1 million in the first two weeks. that was a much different plan. the final numbers aren't totally completely complete yet. strong start. >> overnight, president trump arrived in vietnam for asia pacific cooperation summit. also known as aipac. in a aippecapec.

russian president vladimir putin. whether it's an official meeting or a side meeting. what are we hearing about this? is it going to happen? >> reporter: well, at this point, sara huckabee sanders the president's press secretary say there is is no time and no plan for a formal meeting between president trump and president putin. the kremlin has suggested there was interest from the russian side. president trump himself said he could foresee sitting down with him again as he did at g20 in july. then secretary of state rex tillerson sailed there wasn't a specific set of objectives for the two leaders to accomplish so it seemed less likely. heading to vietnam, sarah sanders said no meeting could happen. at the same time, she pointed out this is the kind of conference where leaders are at the same sessions would be in attendance together. a chance encounter or impromptu meeting could still take place. high stakes involved in this because president trump had said

not only does he want china's help, but russia's help when it comes to north korea, and, of course, there is the domestic backdrop of russian interference in the 2016 election and ongoing investigation. here, in vietnam, this is a meeting of 21 nations part of an economic conference here in the asia pacific region and president trump brought the themes of trade for the united states that cared hried him thr the campaign trail. now repeating those important messages. at the same time trying to reassure partners here he doesn't expect those countries and the ceos he spoke to today and being a part of the gala event tonight that each individual leader has to look out for his on country. soften the blow of his demand there needs to be a fair review on behalf of trade agreements on behalf of the united states. first time in asia and first time in the apec summit where one of the highlights is where the leaders where a cultural

welcome back, everybody. i'm yasmin. bottom of the hour. start with top stories. comedian louis c.k. facing new allegations of sexual misconduct. five women come forward in a "new york times" report accusing the star of the instances dating back at least 15 years. nbc news has not verified the allegations in the wake of this though the new movie and late night appearance have been canceled. in the pastor of the texas church where a gunman killed 26 people earlier this week says he plans to demolish the building. spokeman for the southern baptist convention said the pastor hoped to knock down the building and turn the site into a memorial for the victims. meanwhile, viewing for some of those killed is set to be held this weekend. senate republicans unveil tax reform. introduced by the house last week. including delaying a cut of the corporate tax break until 2019.

there was an expectation that there would be some kind of exchange between president trump and putin. the press secretary say there were scheduling conflicts on both sides and a formal sit down meeting, the type where you see the pool of reporters and cameras going in and taking pictures, that would not happen. however, because both leaders are participating in the event here, it is still likely they will somehow encounter each other and perhaps have what's some describe as a pull aside meeting, but the expectations were high in part because president trump has spoken a great deal about meeting not only china buzz russia's help to resolve the conflict with north korea to get them to stop the nuclear weapons program. and, of course, the backdrop of the russian investigation back home. president trump is also trying to bring a message. tough talk about trade with the united states needing to renegotiate and work with

how big of a cloud is the mueller investigation right no. >> massive cloud. as we get further along with the russia investigation, we see members of inner circle being investigated. steven mueller came out he's been investigated and other people have been indicted. paul manafort. it's a big cloud. a huge distraction from the main policy goals. >> let's talk a little bit about tax reform. if the republicans were able to get tax reform pushed through, it could be huge for them. they really need this right now. especially after the election results we saw. what are the key sticking points to help this out. >> i think they really need to reconcile the differences between the house and the senate plan. there's a lot of uncertainty there. and they need to come together and agree on that first. like you said, they need this. i think that's a huge motivation for them moving forward. >> then quickly, want to look

ahead to 2018 midterms. that's the big talk. i keep referring back to that. a lot of major move there is and a lot of democrats happy about some of those results. how optimistic are democrats about taking back the house and maybe senate? midterms, 2018. may they feel like they have momentum and maintain it until then. >> the tuesday elections were maybe the first very positive signs they've seen of the presidential election last year. i think it has given them a lot of good momentum in the leadup. again, it's not a total surprise. a lot of places they won were more democratic. it's clear, but they're pretty positive moving towards the 2018 midterms. still ahead, more bad news for people in puerto rico in efforts to recover from hurricane maria. temperatures across the country. take you back.

to get that merger through. also interesting news from china overnight. they are relaxing foreign other than shrngs dropping ownership caps on banks, this comes a day after u.s. president trump once again replicated calls for china of having been in meetings with his chinese counterpart xi jinping. at the same time, you are seeing that china wants to position itself as a major global financial hub. >> let's talk tax reform, the republicans have been going over their version of the tax plan if this thing gets pushed through, it could be really good for the republicans. in there the an uptick in the market with regard to this tax plan, that could also look good for the republicans on an off tick level here. how that they responding to this new proposal? >> well the markets are not taking it good as well. the markets are concerned of a delay of the potential tax
