and none of you had a part in the trump campaign. and it was a brilliant campaign, i think, in many ways, but it was a form of chaos every day, from day one. attorney general jeff sessions in the hot seat again, he's denying that he ever gave false statements about the trump campaign in russia, but he's also changing his account about a meeting with george papadopoulos. plus, the republican national committee is cutting ties and senate's top republicans floating an idea for replacing it. and yet another shooting rampage in california, at least four people are dead after a gunman randomly opened fire in

several locations in a small california town. good morning, everyone. it's wednesday, november 15th, i'm ayman mohyeldin alongside yasmin vossoughian. in his latest round of capitol hill testimony, attorney general jeff sessions faced another grilling from lawmakers about the trump campaign and russia. but before the committee session began, sessions said he now met with george papadopoulos but that's before earlier testimony that he knew of no contact between trump surrogates and the russians. here's what sessions said just last month. take a listen. >> you don't believe that surrogates from the trump campaign had communications with the russians, is that what you're saying? >> i did not, and i'm not aware of anyone else that did. >> so, then yesterday, sessions told lawmakers he at first had no recollection of his march meeting with papadopoulos until

he saw news reports about it. >> i would like to address the false charges made about my previous testimony. my answers have not changed. i've always told the truth. and i have answered every question as i understood them to the best of my recollection as i will continue to do today. i do now recall that the march 2016 meeting at the trump hotel that mr. papadopoulos attended, but i have no clear recollection of the details of what he said at that meeting. after reading his account, and to best 6 my recollection, i believe that i wanted to make clear to him that he would not authorize to represent the campaign that the russian government or any other foreign government for that matter. but i did not recall this event which occurred 18 months before my testimony of a few weeks ago. >> all right. so, interesting flip-flop there. during his testimony, sessions

also said he did not recall an encounter with trump foreign policy adviser carter page who previously testified that he had told sessions about a planned trim to moscow. >> attorney general jeff sessions also said he would weigh recommendations on whether to appoint a special council to look into allegations between hillary clinton. with jim jordan, take a listen. >> what's it going to take to actually get a special counsel? >> it will take a facial basis that meets the standings of an appointment. >> and it sure looks like the fbi was paying the author of that document. and it sure looks like a major political party was working with the federal government to then turn an opposition research document the equivalent of a "national enquirer" story to take that to the fisa court to then get a twoornt spy on the

president's campaign. that's what it looks like. does that warrant -- all of the things we know about james comey in 2016, doesn't that warrant appointing a special council as member eggs wrote to you asking you to do. >> i would say that's not enough basis for appointing special counsel. >> switching bases there, the rnc has cut fund-raising ties and has in fact scrapped its field allegations in the state of alabama and the quid pro quo now considers the race a toss job. we get more from nbc news correspondent gabe gutierrez. >> reporter: amid a firing firestorm, the senate's top republican is publicly floating the idea of attorney general jeff sessions has a write-in to roy moore. >> alabama who would fit that standard would be the attorney general who is totally well-known and extremely popular in alabama. >> reporter: with a growing number of republicans urging moore to drop out, sessions said

he believes the accusers. >> i have no reason to doubt these young women. >> he said i am the district attorney of etowah county and if you tell anyone else about this no one will believe this. >> reporter: moore signed her yearbook, calling her a beautiful girl. >> i never said what she said i did, i didn't even know the woman. >> reporter: despite that signature looking similar to other signatures and other documents his campaign said it's fake. >> no, it's not his signatures. he did not sign the yearbook. we're doing our best to have that verified. >> reporter: with the district attorney, some say he hung around this local mall. he said moore had been banned from the mall and he remembers speaking to a local police officer about it.

>> he said if you see him, let me know. i questioned why. after i left, i asked the manager, and he said he had been bothering the girls in the mall. >> reporter: as moore's opponent doug jones ignored the comments he's more clearly with strong support. >> sometimes, you want a leader, you accept some -- some problems that they have. >> wow, you accept some problems. that's a powerful statement from that potential voter. our thanks to gabe gutierrez. >> let's go to ron, a lot of fallout for roy moore. what are you hearing from people? >> reporter: yeah, good morning, you guys. it's kind of tough to pass a sweeping judgment on where this race is headed at this point. over the last now six days of talking to voters across alabama from rural parts from montgomery

to birmingham. yesterday, in montgomery, walked up to a table of 14 men, i said anybody here going to vote for doug jones. just silence. not a single individualnot a si. all of them said they're standing by roy moore, that they don't buy the allegations coming forward from these women. but you talk to many others, many hesitant to go on camera, particularly women, longtime republicans who never voted for a democrat in their life. some don't even know whether they're going to vote. here's a couple of these individuals that we spoke with just yesterday afternoon. doug jones or roy moore and why? >> i don't know. i wanted to vote for moore but i'm not so sure anymore. >> sometimes, when you want a leader, you accept some -- some problems that they have. i mean, you want a leader who will lead you out, not necessarily be the best example for first in line. >> i'm kind of proud that roy

moore stands up for what he believes. but at this point, it's just hard to say. it's hard to say what you're going to do, you know.dealing he in alabama with real ramifications. you're talking about a u.s. senate seat. these are die-hard staunch republicans who haven't voted for a democrats in decades. they're tasked with having your party majority up over the fact of the sexual misconduct allegations. >> vaughn, let me ask you quickly. it's actually a two-parter. one, i know moore made an appearance at a church conference where you also were attending. give us a quick wrap of what he had to say. and really quickly, has this changed in the last couple of hours given some of his supporters and people like sean hannity have laid out the gauntlet saying if he doesn't come forward in the next 24 hours with evidence to refute these allegations, he'd be pulling his support from him?

>> reporter: ayman, to your point exactly, last night there was a show of defiance. he has support around him. there's about 250 in the crowd. this is a town of jackson, alabama. a small rural town, 12,000 people. he got up on the stage in the church. it was an event that brought people together. he was looking at the young people. he said you young people will face the same battles no matter in your schools or jobs, wherever you go, if you take a stand, you're going to come up against persecution. he said it's up up against the world. democrats, republicans, everybody else but in the room essentially. >> thanks, vaughn. we're learning more about what president trump's nominees to elect a federal judge in alabama in addition to never having tried a case and over three years receiving a not

qualified rating from the american bar association. writing a highly partisan blog. 36-year-old brett tally was also a member of the tuscaloosa research group from 2009 to 2011. the group searches for the truth, quote of the paranormal existence. tally has written books on the subject and whether charles goodwin received not qualified ratings. >> it comes in the diversity or lack thereof in trump nominations perhaps personified in this photo, attorney general jeff sessions welcoming in the newest batch of attorneys which are essentially all white men. of trump's nominations four judicial sent to the senate, 387

are men. roughly 81%. according to analysis by the daily beast. diving deeping, just 21% of trump's nominees for high-ranking cabinet positions are women. 19% are female. that's just 6%, three, out of 53 of trumble nominations for u.s. attorney are women. the rest all men. there have been no female nominations to the departments of agriculture. editor of "access" dave lawley. some backing away from roy moore. many calling for him to withdraw from the senate race. he still does have defenders we heard there from the state of alabama amongst voters. what is the current game plan for the gop leadership should roy moore win. >> well, mitch mcconnell is making no secret of what he

thinks of roy moore. he said if roy moore gets in, he'll face an ethics issue. he's sending a message to moore saying if you win, this is really not over for you. what we're waiting to see what president trump is going to say. he got back from asia last night. he's going to face questions about this. the next time he's in front of a camera, he's going to face questions on this. >> and we saw attorney general jeff sessions obviously testifying about the trump contacts with russia. what's the reaction in washington today? >> well, some of the reaction is, geez, there's a lot of stuff that jeff sessions cannot recall. that was a big theme of the hearing yesterday. the key thing that we honed in on was this idea of whether he would appoint a special council to investigate hillary clinton. he hedged yesterday, he said we

need a factual basis, we're not just going to do this because of pressure from the president, but he didn't rule it out. >> in particular, facebook and social media, there are companies coming under criticism, how are they specifically reacting to increased legislation over their content? >> well, they're hiring more lobbyists. that's what you do in this town, i guess. one person that they're hiring is the former chief of staff to mark warner on the intelligence committee. for companies as large as they are and as influential as they are, they have not faced a lot of scrutiny in d.c. in the past. so they're beefing up and getting ready for it looks like a long standing issue on this. dave lawler, thanks. we're learning what had a

welcome back, everybody. i'm yasmin vossoughian along with ayman mohyeldin. it is the bottom of the hour. let's start with the morning's top story. more top republicans are losing patience with alabama senate candidate roy moore in his defiance in the call to step aside. the rnc has now cut fund-raising ties. this is just some reaction from republicans yesterday. >> if he cares about the values and the people he claims to care about, then he should step aside. >> if the choice is between a democrat and roy moore, i'd choose a democrat. >> any message for roy moore? >> get out. >> why do you think they're giving me this trouble? why do you think i'm being harassed by the media and by people pushing forth allegations in the last 28 days of this election? after 40 something years of fighting this battle, i'm now

facing allegations. and that's all the press want to talk about. but i want to talk about the issues. i want to talk about where this country's going. >> and yesterday, ag jeff sessions says he believes roy moore's accusers while they floated jeff sessions options. and using lisa murkowski's successful write-in bid in become become as an example. >> why did they win? she was totally well-known and extremely popular. and the name being most often discussed may not be available. but the alabamaen who would fit that standard would be the attorney general who is totally well-known and extremely popular in alabama. >> the cook political report now considers the race a toss job. and there seems to be dirty tricks happening in alabama, "the washington post" reporting allegations involving roy moore on teenage girls.

listen to this voice message a pastor said he received. >> hi, this is bernie bernstein, i'm a reporter for "the washington post" calling to find out if anyone at this address is a female. between the ages of 54 to 57 years old willing to make damaging remarks about candidate roy moore for a reward of $5,000 or $7,000. >> not surprisingly, "the washington post" says the robocall is not real. and there's no relationship to reality. we're shocked and appalled that anyone would stoop to this level to discredit real journalism. >> that's troubling. and there's new reporting on the revelations from "the new yorker" who cited over a dozen people that they heard over the years that moore had actually been banned from a local mall because he, quote, repeatedly badgered teenage

girls. nbc news did not confirm that, but we did speak to a former employee of the mall. >> there was another employee there. >> another employee. >> i said don't forget about roy moore. and i said, what? he said he's banned. he said if you see him let me know, i'm take care of it. and i questioned why. and he -- the police officer would not tell me. but after he left, i asked my manager, he said he had been bothering the girls in the mall. and that mall at that time was the place in town to see and be seen. >> well, "the new yorker" says a request for comment from the moore campaign was not answered but the campaign is denying that this is roy moore's signature on the 1977 high school yearbook of the woman who now accuses him of sexually assaulting her when she was just 16 years old. moore claims he doesn't even know her despite the message

calling her a beautiful girl and containing the signature that looks like other documents he signed. >> no, that's not his signature. he did not sign that yearbook so we're doing our best to have that verified. >> and vaughn, we're going to talk to you again. as we saw earlier in the show, with alabama, is it roy moore, doug jones, a lot of mixed messages you were getting from people there. could doug jones here actually pull off a win in alabama? >> reporter: doug jones is a very legitimate candidate in the race. he's trying to be a radical moderate. he's say former u.s. attorney. not to make this cynical about this race or about politician, but you're looking at a republican party that suddenly sees an alabama senate seat as vulnerable. that's why 28 days out, you can make the strong case there is

concern. you have even jeff sessions making that case. yesterday, an ad was released by doug jones, a television ad with multiple republicans in this ad saying, quote, don't decency and integrity matter anymore? the line for each of them, i'm another republican for doug jones. >> vaughn, let me ask you quickly about the republican party in alabama. we know obviously, the gop on a national level. the rnc has pulled its operatives and resources out of the state. but tell us about the local gop. are they at all pulling their support away from roy moore at this stage? >> reporter: no, it's been pretty deafening silence. there has been no public outcry among the alabama gop apparatus. the governor, her last comments a couple days ago under the facts that she knew, she'd still vote for him. but among the party that has the opportunity to remove him as the candidate from individuals on that very committee, there's been no indication that they

have any intention to do such. roy moore, just a month and a half ago won by ten percentage points here in alabama. and having these conversations with different republicans across the state. essentially it comes down to the fact that there is no other alternative. other than potential inviting of jeff sessions but he'd have to step down as attorney general. and there's no other candidate. luther strange lost a month and a half ago. and there really is no republican in the state that they could put up that mitch mcconnell is saying, that has that name notoriety. >> i would be interested to hear what president trump thinks about sending attorney general jeff sessions back to the senate seat he occupied. >> vaughn, thank you. in another round of capitol hill testimony, attorney general jeff sessions went before the house judiciary committee yesterday to discussion the trump campaign and possible ties to russia.

nbc justice correspondent pete williams has all the details. >> reporter: the attorney general insisted that he's following his own path, despite repeated calls from president trump to investigate hillary clinton. >> should the president of the united states make public comments that might influence a pending criminal investigation? >> i president cannot make improperly influence an investigation. >> okay. >> can i respond? >> and i have not been improperly influenced and would not be improperly influenced. >> reporter: the justice department sent a letter to congress saying some of those investigations are being investigated and could lead to general council. >> i would say it looks like not enough basis to appoint a special council. >> reporter: sessions said he does remember now meeting with george papadopoulos in the 2016 meeting that he wanted to go to russia.

that's a revision of sessions' earlier testimony that he knew of no context between trump sergea surrogates and the russians. he responded angrily that he keeps changing his story. >> i don't think it's right to accuse me of doing something wrong. i had no participation in any participation with any wrongdoing with regard to influence in this campaign improperly. >> reporter: besides, he said, the campaign was largely a blur. >> it was a form of chaos every day from day one. >> that was pete williams reporting. >> republican leaders in the senate are looking tie repeal of a key component of obamacare to cut taxes. they announced they attempted to get a portion of the health law which requires most americans to buy health insurance or pay a fine. if the mandate were overturned, it would free up more than $300 billion in government funding over the next decade that

republicans could use to pay for the $1.5 trillion bill. as the congressional office points out the move would be seeing only 13 million people would have health insurance in 2027. senate majority leader mitch mcconnell offered an optimistic take on the move. >> yeah, we're optimistic that inserting the individual mandate repeal would be helpful. and that's obviously the view the senate finance committee republicans as well. >> senate republicans tried earlier this year to pass a skinnier repeal bill that failed with senators john mccain, sun collins and lisa murkowski voted against that. and in the quinnipiac poll conducted between november 7th

and the 13th only 35% of voters say they approved of trump's job performance, 58% disapproved. in the same poll, 40% say he's fit to serve as president. meanwhile, 57% say unfit to hold office. when it comes to personal qualities, 30% describe him as level-headed. 37%, honest, 38%, leader skills. and trump is down four points since last month. >> back to us, steve muller, good to talk to you once again. we mentioned senate republicans having added a repeal of obamacare individual mandate to the tax bill. how much of a difference could this be? >> well, this is a big deal, right? you're combining the politically toxic issue of health care with

tax cuts that are getting pushback. obviously for the republican base this could be a two birds with one stone thing. but you're going to see millions of people lose their health coverage if this moves forward. that might make it a tougher sale politically. and the big question is those three republican senators who voted against skinny repeal that's mccain, murkowski and collins, are they willing to vote for this bill which includes the biggest element of skinny repeal which is getting rid of the mandate. >> i want to ask you about the national conversation about sexual harassment which congress is weighing in on. jackie spear told chuck todd that $50 million had been spent to pay off claims of members of congress over the past ten to 15 years but are we likely to see congress do something beyond the new anti-harassment training that's being mandated? are we likely to see additional

comments on sexual harassment? >> i think one of the biggest thing we're asking for, do people name names. jackie spears and barbara collins talked about sitting members of congress who they say committed sexual harassment. that would be a game-changer. obviously, things changed in hollywood when they started to get actual names and figures. is that going to change in d.c. that will determine how far this push goes. >> they claim there are two members of congress that are currently sitting that have been accused of sexual misconduct in the past. let's talk the possibility of the hillary clinton probe. jeff sessions obviously being asked by republican lawmakers to appoint a special council to look into hillary clinton related to this. what's the reaction to this? >> this has been one of the key talking points to republicans on the hill. when they go home, people -- some of their constituents want to know what are you doing about hillary clinton.

i'm hearing the allegations about her, and it doesn't seem like congress or administration is doing anything about it. you see that in president trump's twitter feed. now taking that and translate it into what would have to be a quasi, or independent legislation, with real heft behind it. is it a difficult thing to do? democrats would, you know, go nuts if that were to happen. we'll see if it translates just from a talking point now into something more concrete. >> live in washington for us, dave lawler, good to have you with us. we want to let you know how a nightmare commute is, how one woman is doing just that. bill karins is back with us. he's going to have a check on the forecast for us. some wet weather in some sparts of the countr parts of the country. stay with us.
