good morning, everybody. it is wednesday, november 22nd. i'm yasmin vossoughian. we start with breaking overnight. another incident involving the u.s. navy. the navy says a navy aircraft crashed into the philippines seas southeast of okinawa, japan, at around 12:45 a.m. eastern time. the aircraft was carrying 11 crew and passengers and was en route to the "uss ronald reagan" participating in exercises in that area. search and rescue operations are under way. officials say they don't know what caused the crash. defense minister says eight on board have been found. although it's unclear of the status.

nbc's ali arouzi will be join its shortly. president trump finally broke his silence on roy moore. trump took questions from reporters and when asked about allegations of past sexual misconduct against moore, he had this to say. >> i can tell you one thing for sure, we don't need a liberal person in there, a democrat jones, i've looked at his record. it's terrible in crime. it's terrible in the border. it's terrible in the military. i can tell you for a fact we do not need somebody that's going to be bad on crime, bad on borders, bad on military, bad on the second amendment. >> mr. tread, is an accused child molester better than a democrat? >> well, he denys it. look, he denies it. if you look at what is really going on and if you look at all of the things that has happened

over the last 48 hours. he totally denys it. he says it didn't happen. you have to listen to him also. and i do have to say 40 years is a long time. he's run eight races and this has never come up. so 40 years is a long time. the women are trump voters. most of them are trump voters. you have to do is do what you have to do. >> sounds like an endorsement to me. meanwhile, moore's opponent doug jones had a press conference after a campaign stop answering questions about allegations against roy moore and responding to trump's earlier comments. >> do you believe roy moore was a sexual predator. >> i believe the women. i believe their stories have credibility and i believe them. >> how do you feel that donald

trump is going to? >> i'm going to let the people of alabama make my decision. i feel my record speaks for itself. >> let's go to huntsman, alabama, nbc's vaughan miller joining us from there. and how do you react when he says he doesn't admit any wrongdoing and we don't want a democrat? >> reporter: good morning, yasmin. it essentially comes down to these voters, staunch republicans and the same voters that knew what they were going to vote for a year ago. if after that "hollywood access" video, they voted for donald trump. for roy moore to receive the backing and endorsement of donald trump and the skepticism of these allegations made by these nine women are

significant. before his comments yesterday, we were talking with dozens of voters up here in huntville. this is more the affluent part of the state where doug jones the democrat is going to need to siphon off votes. in talking to voters we constant heard from one voter another. innocent until proven guilty and skepticism. i want to play you a couple of those bites and gives you an idea of the hurdle that doug jones faces here. are allegations giving you pause? >> yes. >> reporter: how do you think you'll decide in a few weeks from now? >> i'm not sure. >> reporter: you're definitely voting for doug jones? >> yes. >> reporter: would you vote for doug jones? >> probably not. >> reporter: what's your alternative? >> i would vote for roy moore -- yeah, i've been a life long

conservative. >> reporter: roy moore or doug jones? >> neither. >> reporter: why? >> don't like any candidate. >> reporter: do you usually vote republican? >> yeah. >> reporter: this time, though? >> neither. probably not going to vote. >> reporter: and yasmin, the issue here, too, is that if republicans voters simply stay home it has essentially half the effectiveness for doug jones. perhaps if you don't vote for the republican, doug jones doesn't gain a vote by then staying home. >> doll we have any idea from the moore camp talking about the trump administration at all since they reached out for trump's comments yesterday? and do you think this is the boost that roy moore needed? >> reporter: without having a direct knowledge, yasmin, the president seemed to know the talking points that we've been hearing from roy moore in the last few weeks. and i should say steve bannon is still backing roy moore in this race and we know he's continuing

to have communications with donald trump. in terms of whether or not it's the jolt that this campaign needs we're actually here in huntville. with doug jones who has press conferences. and roy moore has been missing since thursday. there's been nothing on the schedule. essentially, looks like he's running out the clock, besides sending out some surrogates to try to secure the vote. >> and on fox news yesterday as well. you feel like this is the at station's new stance on this and they're trying to send one unified message. vaughn hilliard, thanks. the investigation into congressman john conyers over settlement with a former staffer who accused him of sexual misconduct. nbc news capitol hill

correspondent casey kuhn has more on this. >> reporter: arguing he settled a claim of wrongful with a staff member. a woman was paid $27,000 after she claimed the congressman fired her after she refused to provide sexual favors. >> conyers said in a statement the mere making of a statement does not mean it's true. i expressly and vehemently deny the allegations and continue to do so. the house ethics committee has launched an investigation into conyers, the longest serving mechanic of the house. >> present system may have been okay in the dark ages, it is not appropriate for the 21st century. >> reporter: to make a harassment complaint in congress, a victim has to go to the office of compliance where they face up to 30 days of counseling. mandatory mediation and a mandatory 30-day cooling off period before they can file a

lawsuit. if they decide to settle they're typically forced to sign a nonclosure agreement. deborah katz is an attorney representing staffers facing harassment. >> the way it's written, we tell people never to speak about the incidents again and never to talk about the settlement again. never to disparage the member. >> reporter: it came and according to buzzfeed it came from the office not the compliance fun that's paid out $15 million in the last ten years. either way, you the taxpayer paid the bill for bad behavior. and in this case shows it's costing more than anyone knows. kasie hunt, nbc news, the capitol. in the wake of sexual harassment allegations longtime television journalist charlie rose is now out of a job. cbs news, pbs and bloomberg have all severed ties following a

report of the "washington post" where eight women about kud him of making unwanted advances. the claims against rose inclucoe lewd phone calls and rose walking around naked in front of women. in a statement, no one may be able to correct the past but should not have been acceptable. one of the "washington post" told msnbc yesterday that several other women have alleged inappropriate encounters with rose since the story published. >> even just hours after our story was published last night, my inbox was already flooded with e-mails from other women who have had inappropriate encounters with charlie rose. some going back decades. so we're currently working through those texts and reaching out to those who called us. >> let's go to washington capitol hill reporter molly hill. molly, good morning to you.

let's talk sexual misconduct first. you actually spoke to a gop lawmaker who is calling for a change that governs how congress deals with sexual harassment claims because they have very arcane rules when they talk about that. >> exactly. i spoke to bradley burn, a republican from alabama, his specialty in law, he practiced employment discrimination law, specifically sexual harassment over the past 20 years he's been advising companies how to comply with the current law. when i spoke to him, he said there's a big disconnect between congress and media companies and hollywood, essentially, deal with and follow the rules. it's like there's two worlds out there. and the american people have every right to expect these large institutions to follow the exact same rules that private businesses have to follow. the small to medium size businesses that he's consulted with. he said first of all for congress, we need to have mandatory sexual harassment

training and there needs to be uniform agreement what is sexual harassment. with congress and multiple different offices there's no uniform definition of what is sexual harassment and how, if you are a victim of that, you deal with that. >> wow. >> isn't that crazy? >> it's shocking. >> it is, it's wild. because each office represents a different district in a different state. he said that needs to be uniform. number three, they need to get this office of compliance that kasie hunt was referring to. jackie speier is working on a bill and to give the victims more rights. as it stands they really don't have it. and to give that office the same investigatory -- big words here -- and prosecutorial powers

that the eeoc currently has because right now, the office of compliance doesn't have that. you open an investigation, you can't subpoena, you can't investigate that normally you would under the eeoc. number four, he said the thing that really bothers him is the fact that members are having relationships with people they directly supervise. >> wow. >> he says, look, what we say in the private sector is, if you're a supervisor and you want to get fired, that's when you go out and have a relationship with somebody you're supervising. he's like, that's the quickest way to get fired. sexual relationships should not have a place in the workplace. >> i think it's taking something that's happening in the public sphere for these changes to happen. and why it needs to get to this point. why wasn't this dealt with before. i think that's really the major question going forward and the bigger part of the conversation here. president trump and russian president putin had a more than

one-hour long phone call yesterday. white house officials telling nbc news that topics including syria, in addition to ukraine, iran and afghanistan. trump discussed it with reporters just yesterday. take a listen. >> we had a great call with president putin. we're talking about peace in syria, very important. we're talking about north korea. we had a call that lasted almost an hour and a half. we just put out a release on the call. but we're talking very strongly about putting peace to syria. we're talking very strongly about north korea and ukraine. >> and it calls for the meeting with assad in sochi on monday. officials say secretary of state rex tillerson was also on the call and spoke to nikki haley's assessment from last week regarding russia's relationship and involvement in syria. >> i mean, we've all seen that picture where he's hugging bashar al assad, where president putin is that.

i think that hug is proof that vladimir putin bears a certain responsibility for trying to help out syria. >> all right. switching gears. some sad news out of hollywood this morning, david cassidy the 1970s teen idol and star of the "the partridge family" has died. a close friend said he had been hospitalized for organ failure and was in need of a transplant. he played in the sitcom for four seasons. the show built a legion of fans with hit songs like "i think i love you. welcome back, everybody. i'm yasmin vossoughian. it's the bottom of the hour. let's start with the morning's top story. president trump finally broke his silence and weighed in on the sexual misconduct scandal involving alabama senate candidate roy moore. the comments come after the moore continues to deny the allegations. white house correspondent kristen welker has more on this. >> he denys it, look, he denies it. >> reporter: about-face, president trump initially distanced himself from alabama's

embattled republican senate candidate roy moore -- >> mr. president is an accused child molester better than a democrat? >> he totally denies it. he said it didn't happen. you have to listen to him also. you're talking about he said 40 years ago this did not happen. >> reporter: president casting democrat doug jones as a threat to the trump agenda. >> we don't need a liberal person in there, a democrat jones, i've looked at his record. >> reporter: nine women have come forward, some accusing moore of sexual assault. leigh corfman told savannah moore sexually assaulted her when she was just 14. >> he removed my clothing. he left the room and came back in wearing his white underwear. and he touched me over my clothing, what was left of it. >> reporter: the president's daughter ivanka trump said she has no reason to doubt the accusers.

so does the president believe them? >> by the way, he gives a total denial. most of them are trump voters. all you can do is you have to do what you have to do. he totally denys it. >> reporter: when mr. trump was a candidate, more than a dozen women accused him of sexual assault on his conduct. >> every woman came forward have lied to hurt my campaign. >> reporter: and the president has stood by allies like roger ailes and bill o'reilly both came to face with million dollar settlements in the face of sexual harassment claims. mr. trump on o'reilly -- >> i think he shouldn't have settled. he's a good person. >> reporter: after a photo surfacing over franken seemingly groping a woman. what's the president's message now? >> women are very special. it's a very special time. a lot of things are coming out and i think it's very, very good

for women. >> let's go to huntsville, alabama, nbc's vaughn hillyard joining us from there. vaughn, about three months out from the election. what's the game plan from what you understand from the moore and jones camp? >> reporter: well from the roy moore camp there's very little evidence of a strategy, besides continuing to discredit these women and the stories around roy moore's place in gadsden, alabama. he appeared on an online radio show with a former state senator kind of unexpectedly showed under. tweeted out he was going to be appear on this. it was the first on camera interview since the allegations came out. he said in terms of where they're going with this. he said there will be more, more evidence against these accusers going forward to come out in the future that he can't talk about at this time. >> which he has said before and

yet we've seen no evidence of that so far. pretty skeptical we're going to see something this time around. as we remember, endorsing roy moore during the primary time. now, trump having this tie where he seems he's supporting roy moore. any idea if bannon is at all involved in this change of line coming out of the white house? >> reporter: well, the lines you heard from the president last night, it seemed to sound just like the lines that roy moore's been giving out these last two weeks. steve bannon has not dropped his support of roy moore in this race and stuck by him, you heard kellyanne conway yesterday morning suggesting also that a republican should be in the u.s. senate something that you have donald trump say. i will say doug jones, the democrat, is the only one on the campaign trail. we haven't seen roy moore since last thursday.

doug jones is up here in alabama holding multiple events last night. he's been calling on voters to really look at roy moore. this is something he told a church full of about 300 last night. >> twice the people of alabama elected roy moore to the state's highest judicial office. and twice, twice he violated his oath. he violated the rule of law. and he was removed from office. now, you know, down here, we have that saying, fool me once, shame on you. fool me twice, shame on me. i don't know about a third one. it never gets that far. >> reporter: yasmin, the roy moore campaign has nothing on their schedule. we're here in alabama waiting for the moment. we're 22 days away. >> vaughn hilliard, thank you. >> the house ethics committees has announced it's opened an investigation into the financial settlement of john conjures of after a former staffer accused

him of sexual misconduct. it comes hours after the congressman admitted to settlement. he stated i expressly and vehemently deny the allegations made against me and continue to do so. my office resolved the allegations with an express denial of liability, in order to save all involved from the rigors of protracted litigation. the congressman's statement comes in response to the buzzfeed story published monday that alleged he settled a wrongful dismissal complaint in 2015 of a former staffer who complained she'd been fired after refusing conyers' advances. the woman was paid $27,000 for a confidentiality agreement. conyers denied from the ap having settled any. house minority leader nancy

pelosi issued a statement that read in part, quote, as members of congress, we each have a responsibility to uphold the integrity of the house of representatives and to ensure a climate of dignity and respect, with zero tolerance for harassment, discrimination, bullying or abuse. and detroit free press with a head line that reads representative yawn conyers must resign. and according to "the wall street journal," the latest instance involved the december 2016 u.n. resolution that condemned israel for building settlements in disputed territories. then president-elect trump opposed the resolution posted on facebook that it should be vetoed. the very next day after the obama administration refused to block it. people briefed on the matter tell "wall street journal" that

israeli officials reached out. and also kushner attended with a kremlin lawyer and a december 26th meeting with the head of a russian-owned state-run bank sanctioned by the u.s. and then there were two other meetings with russian ambassador sergey kislyak. kushner has had to update the list three separate times, adding more than 100 people who had previously been left off. let's go to washington to talk to capitol hill reporter on the hill, molly hooper. i want to talk to you about the docket here. the deadline is approached. and congress has a lot on their plate there, one which includes daca. what's the status update on this? where are are they at? >> i think daca, it's kind of interesting. the dead line for daca will be

in march. but the thing is, the democrats have the most leverage when it comes to the funding bill that needs to be passed december 8th when the current funding expires. so democrats are putting a lot of pressure -- especially the folks on their base putting a lot of pressure on house minority leader nancy pelosi, chuck schumer and others in the leadership in order to push on an intention of daca with the government funding bill saying if it's not included then, you know what, we're going to vote against this funding bill. and keep in mind, republicans usually have a hard time passing these funding bills on their own, so, they need democratic support to pass it. and actually, it's interesting also because you have a number of republican lawmakers who represent states, or districts, especially like california and other states where, you know, this is a big issue. and they want to tackle the matter before getting to march, when congress could miss the deadline. and it could just end. daca could end.

so, they want to insist that this happens before the end of the year. >> so, the fate of these children as a bargaining chip. i want to talk about net neutrality also. the federal tracommunications commission said it plans to overturn the net neutrality on this. what are the implications? >> this has been a big fight on capitol hill. former president obama, you know, put forward these net neutrality rules. a lot of republicans took issue with it, they said that this net neutrality especially micromanages how internet providers, you know, handle website -- i guess website content to a certain extent, how quickly it's delivered to its customer. a lot of conservatives say that's ridiculous, we do not need to be micromanaging the internet. these companies are private

companies, they should be able to decide which websites, i guess, get priority or get to their customers faster. so, by getting rid of these net neutrality rules, essentially, the administration is throwing out these critical micromanaging rules. but still, you have lawmakers on capitol hill saying, okay, we're going to go back -- if we go back to essentially the end of net neutrality, something needs to be done to sort of govern the way the rules are -- to govern the way internets handled moving forward. the congress committees and house and senate will be dealing with. >> molly hooper. happy thanksgiving. >> happy thanksgiving. gobble, gobble. as is becoming common, a federal judge has blocked obama's orders. it comes after a federal judge in washington blocked parts of the ban weeks ago, you may

let's turn to business now, uber has revealed a massive data breach exposing personal information of nearly 60 million riders and customers around the world. one year after the incident actually happened. cnbc's karen cho joining us. this is just adding to a list of problems that has plagued the company for years. what can you tell us about the breach? >> yes, yasmin, it is a very long list against uber. cybercrime is nothing new, but uber's response is. first up, it sat on information for more than a year, it took a change of ceo for the information to come to light. when it comes to actual hacking uber covered up the hack with hacking. so it hired hackers.

and travis kalanick knew about the information a month after it happened. passengers had been told that they were safe because there was no forward. 600,000 or so in the drivers that are offered protection. >> that's certainly a cover-up to say the least. office uber's ceo suggested deranking sites to combat the spread of such information and weaponize content, of course that affected the elections here in particular. russia, though, they're not into it? >> well, we made a call, of course. but on that, there's been a huge pushback against fake news from the president himself and also to the administration. so, social media companies are under pressure to prove they're doing something about this. now, when it comes to these two, these are two of russia's biggest media organizations.

welcome back. we have overnight breaking news. the uss ronald reagan has been participating in that. talk to us about the latest. >> good morning. well, according to u.s. navy search and rescue operations recovered eight personnel following a fray hound crash. all the people were sent to ronal reagan for investigation. intense efforts for three personnel continue in conjunction with the nap knees navy and the vicinity. approximately 2:45 a.m. japan time, 11 passengers crashed into the ocean 1,000 miles southeast of okay fokinawa.
