a major challenge is ahead, another partisan standoff has escalated in washington, d.c. now despite the president's deal-making promises. before the year is out, congress aims to rewrite the tax code, fund the government before the december 8th deadline. forge a daca deal for undocumented brought to the u.s. as children. renew the children's health insurance program and much more. not even talking about the foreign policy stuff. but president trump derailed a bipartisan meeting with a tweet yesterday, quote, saying meeting with chuck and nancy today about keeping government open and working. problem is they want illegal immigrants flooding into our country unchecked, are weak on crime and want to substantially raise taxes. i don't see a deal. as a result, schumer and pelosi pulled out of the meeting. >> we had hoped to make progress with the administration on these issues in a meeting this afternoon. unfortunately, this morning,

instead of leading, the president tweeted a blatantly inaccurate statement and then concluded i don't see a deal. given that the president doesn't see a deal between democrats in the white house, leader pelosi and i believe the best path forward is to continue negotiate be with our republican counterparts in congress instead. >> we would like to sit down, right away, we'll be happy to sit down with the republican leadership, as we did six months ago. and we got this done, without the president being involved. >> in despite of the dems pulling out, president trump went on to convene his meeting with mitch mcconnell and house speaker paul ryan without the two chairs pelosi and schumer beside him. >> chuck schumer and nancy pelosi did not show up for our meeting today. i'm not really that surprised we have a lot of differences. they've decided to not show up.

they've been all talk and no action. and now it's even worse, now, it's not even talk. >> do you believe there will be a government shutdown? >> if that happens, we'll absolutely blame the democrats. if it happens it's going to be over illegally pouring into the country. crime pouring into the country. no border wall which everybody wants. i got elected partially because of the border wall. you look at the military, we want strong funding for the military. they don't. so many things. as an example, they want high taxes, we want cut taxes. >> all right. the president predicted that the missile launch in north korea would change the democrats' minds but nancy pelosi reacted on twitter, donald trump now knows that his verbal abuse will no longer be tolerated. his edge chair photo op showed he's more interested in stunts than addressing. poor ryan and mcconnell relegated as props.

sad. >> without paul ryan and mitch mcconnell backed trump in a statement, we have work to do, and democratic leaders have continually found new excuses not to meet with the administration to discuss the issues. governme democrats are putting government particularly on the battlefield by pulling these antics. mcconnell had this to say. >> i've been in this position under a couple previous presidents, i can't ever recall an opportunity to be at the white house. >> but former aides are quick to remind mcconnell he had snubbed president obama several years ago when he skipped a bipartisan meeting to attend a dinner. dan fiver added, mcconnell would also pretend to be busy to prevent a meeting from being scheduled because he didn't want to see his base see him with

obama. the dow posted its biggest gain since early september, closing at a record high. while the s&p 500 and nasdaq also hit new highs, this as the senate budget committee cleared the tax overall on a 12 to 11 party line vote. among those voting yes, was one of the declared no votes, ron johnson of wisconsin. he england demanded better trear small businesses. and bob corker also voted yes, despite concerns about adding for the deficit. >> i'm still working with the white house and leadership to make sure we fix this problem. they all agree with it. >> is there something absurd that we're talking about there's four hours left and there's high stakes negotiation. >> usually, that's when the best things happen. >> and there's still multiple that appear to be on the fence. but momentum seems to be bidding towards passage. president trump went to the hill yesterday to rally senate republicans which he spoke to

reporters about later. >> we had a good day today. we had a phenomenal meeting with the republican senators. we had -- it was very special, that meeting. in many respects i wish you could have been inside that room. it was very, very special. the camaraderie, it was somewhat of a lovefest, they want to see it happen. joining me here on set is daniel lippman. the gop, almost on a party line vote, but it's still hanging really by a very small thread, to say the least. what is likely to happen here? how do you thing this is going to play out? can it pass? what's holding it up? >> they still have to get votes from bob corker, james linkthorn and john mccain who has been a thorn on his side for years after since he was told he was

not a war hero. he's worried about the deficits. this will create a huge hole in the government's deficit and debt. so, they have to work through those concerned before they have a road to passage. >> let's talk pelosi and schumer not showing up yesterday besides that amazing photo op. with the empty chairs. strategically, how do you think it plays out? in the dems' favor or republicans' favor? >> i think it's an even score. both sides look pretty bad. trump, you can't go into a negotiating strategy by tweeting saying the democrats are going to let in all of the illegals because that just poisons, the water, poisons the well. and democrats have to be in a position where they're not going to shut down the government because of just a trump tweet. z a trump tweet outweigh the necessary reasons the government exists? with north korea doing their crazy things, that, you know,

democrats probably around going to shut down the government like republicans did a few years ago. that really hurt them. >> where do you put the odds of the government shutting down? >> i think we will see the government sustained, open through the holidays. it's in both sides' interests not to do this. it would be crazy. they have a deal workable. >> and we know that both sides are probably going to blame each other. >> absolutely. >> daniel good to see you. >> thank you. north korea has conducted a new test of an intercontinental ballistic missile, it comes roughly 2 1/2 months after the dprk's last missile launch. and north korea state media says the test was a new and significantly more powerful nuclear capable missile. it was launched from a base outside of pyongyang. and traveled about 620 miles before crashing as most of north korea's tests do, we should say, in the sea of japan. inside japan's exclusive economic zone. the missile is said to have a range that could potentially

reach all of the continental united states. after the test, president trump spoke with president moon and prime minister abe, and later addressed the tense situation during his meeting with congressional leaders, take a listen. >> a missile was launched a little while ago from north korea. i will only tell you that we will take care of it. we have general mattis in the room with us. and we've had a long discussion on it. it is a situation that we will handle. >> these missile launches today, does it change anything about your basic approach to dealing with it? >> nothing changed. nothing changed. we have a very serious approach and nothing changed. we take it very seriously. >> let's go to london, nbc's chapman bell joining us. good morning to you. as is routine after the north korean tests, u.s., south korea, japan calling for an emergency meeting of the u.n. security council. what's the reaction so far what

you're hearing overseas from the launch? >> condemnation all around leaders of japan and south korea, both spoke to the president. the president of japan agree with president trump that they further isolate north korea from the international community. no military options were discussed, we understand. president moon of south korea saying the situation on the korean peninsula can be aggravated and get out of control. the south korean military precision strike drills immediately after the test as a show of force to show what their response could be to a launch. lawmakers in south korea, one telling nbc news a member the national intelligence agency say they believe the launch targeted two goals, one, to show off their ability that strike the u.s. and to express their discontent to china. and second, the aims for a nationalistic goal really. they said there were signs that

the launch was going to take place. lindsey graham saying last night if we have to go to war to stop this, we will. if there's a war with north korea, it will be because north korea brought it on itself. if we're headed to war if things don't change. this comment coming for china to help stop escalating this issue. china nal expressing grave concern over the north korea missile test. i'm sure we'll learn more about a security council meeting later today. >> fact that this missile could hit the entire united states is pretty startling. >> and a bit of a game-changer for how officials calculate that risk. the white house has come out on top over the fight over who's in charge of the consumer financial bureau. the bureau's deputy director leandra english filed suit over the weekend arguing she had authority to serve as acting director. the president tweeted last night

just won the lawsuit on the leadership of the consumer financial protection bure re. meanwhile, senator elizabeth warren credited as a key architect of that agency rallied outside of headquarters yesterday in protests of mulvaney as chief. all right, still ahead -- steve bannon hitting the campaign trail for roy moore in alabama. but how will that impact uninsided voters in that state? we'll get a live report. plus new this morning, police make a series of arrests in what could be the work of a serial killer. the latest on the suspect now in custody. those stories and a check on weather when we come back.

tuesday. this comes as an open letter written by one of moore's accusers, leigh corfman. deciding to write the letter after calling the allegations against him, quote, completely false and malicious at a campaign event on monday. corfman wrote what you did to me when i was 14 years old, should be revolting to every person of morals but now you're attacking my morality. where does that end? meanwhile, the democrat in the race, doug jones is outspending moore 10 to 1 on the airwaves. jones' campaign has spent $5.4 million in the general election, comphaed e compared to $600,000 on the campaign. joining us is vaughn hillyard.

steve bannon announced he's going roy moore at a campaign rally next week. do you think his presence is likely to help sway some of those undecided republican voters? >> reporter: yeah, good morning, guys. we're going to get a look at this to steve bannon, going to fairhope next tuesday, december 5th, with roy moore after that special election. note, this is the second time with roy moore. the first time he came out here was the night before roy 3450r's runoff victory over senator luther strange. and in that race, it came down to steve bannon versus donald trump. donald trump was out there campaigning for luther strange. roy moore -- or steve bannon was with roy moore. but the interesting part, neither really changed the juxtaposition of the polls in that race. roy moore ended up winning that republican runoff by 10 percentage points. you're hearing much resonance with steve bannon have an impact in the race. i'll note a part of him coming

out and being with roy moore falls in line with what he's doing today. he's in a rural mart of mobile county speaking at a church in theodore tonight. and he's traveling to outside of birmingham. another church up there. he's homing in on the republican base. if he can pull out more of the steve bannon-type voters out to the polls that should be good enough to pull out the victory december 12th. >> seemingly, he's moving into the church community in alabama as well. let's talk about one of the accusers, leigh corfman. how is it being received, how is being resonated with voters in alabama? >> reporter: i don't want to begin to suggest that these allegations are falling on deaf ears, but, you know, it's been a while since we've heard that ninth allegation. those nine women to come forward. and leigh conferenrfman is now

speaking out again in that open letter saying she heard roy moore when he was in ft. payne when he suggested that he didn't even know these eye women, again, called thelmalicious attacks and called them part of a smear campaign. we stopped on the side of the road and talking with moore voters yesterday. and they continue to say the allegations don't line up in their minds. for those that are even suggesting that they are perhaps true, it's still a republican seat, and they look to back them. again, it's different between the rural communities and the southern communities and breaking it down. it leads me to not be willing to make a prediction. but i'm questioning an extent to which these allegations are making a difference right now. >> vaughn hillyard, good to talk to you. let's get a check of your weather with nbc meteorology bill karins. bill, the real forecast is the rockefeller center christmas tree lighting forecast. it's been bad in the last two

welcome back, everybody, i'm yasmin vossoughian alongside ayman mohyeldin and louis burgdorf. it's the bottom of the hour. let's start with the morning's top story. north korea as has conducteded a new test of a intercontinental ballistic missile. the dprk's first missile launch in roughly 2 1/2 months. launched at a base outside of pyongyang. traveled about 650 miles before crashing as most do in the sea, inside of japan's exclusive economic zone. president trump addressed the tense situation during his meeting with congressional leaders. take a listen. >> i missile was launched a little while ago from north korea. i will only tell you that we will take care of it. we have general mattis in the room with us. and we've had a long discussion on it. it is a situation that we will handle.

>> all right, joining us once again live from london with the very latest from nbc, chapman bell. chapman good to see you once again. north korea state media said this test was a new, much more powerful missile which reportedly has a range of the entire enter continental united states. what more can you tell us about this? >> well, president trump mentioning james mattis there, the defense secretary, saying about the launch went higher than any previous shot taken. they're calling it a research and development effort on their part to continue building ballistic missiles that can threaten everywhere on earth. for what it's worth, north korea has announced on state tv, it's a new type which is tipped with a warhead capable of striking the whole mainland of the united states. after the test launch, the south korean military conducted a precision-type drill as a show of force to show what their response will be to that location in north korea where the launch took place.

a lawmaker from south korea's national intelligence agency telling nbc they believe this launch was indeed a new icbm. and that it targeted two goals. one to show off their ability to strike the u.s. and express their discontent due to china due to sanctions. secondly, it seemed to strengthen their domestic front. a nationalistic goal, it seems. and they say there were signs this launch was going to take place after north korea was relisted as a state sponsor of terror. condemnation growing around the world. we'll see what happens more if there's a security council meeting today. >> especially as the united states is scrambling to make the appropriate response. chapman bell, thank you. meanwhile with the ongoing tensions with north korea, united states still does not have an ambassador to south korea. at the same time, there are reports of turmoil inside the state department at least surrounding secretary of state rex tillerson, quote, redesigned

plan. which among other things has consisted of dramatically diminishing the diplomatic staff. well, yesterday, the secretary responded. >> i don't want to have a layoff. i don't want to fire a bunch of people. i said, let's manager some of our staffing target which is is normal attrition. so, we're keeping the organization fully staffed. we're still learning foreign officers school. we've hired over 300 this year. so there is no hollowing out. these numbers that people are throwing around are just false. they're wrong. >> tillerson's remarks come one day after his top aide in charge of his overhaul program for the state department abruptly resigned after three months on the job. there's new developments on national security adviser michael flynn. "the washington post" cite unnamed sources saying within the first weeks flynn took steps

to promote a power plant. now, the private sector backers of the project include president reagan national security adviser bud mcfarland. moved to get federal approval including a draft that president trump could send to cabinet. and flynn forwarded the e-mail to national security council staff and instructsed them, quote, to essentially put it on white house letterhead and send to the white house for approval. the "wall street journal" indicates there's no indication that such a memo ever went to trump. and a white house told the post the nfc staff tamped down. declining to comment for both papers saying the power company did not make a specific request and was reading in response to mcfarlane being asked to prepare thoughts on the nfc process. all right. there's also ongoing pressure for congressman john conyers to

resign after yet another allegation of sexual harassment against the lawmaker. the detroit news yesterday detailed allegations from a woman who said that the congressman engaged in unwelcome sexual behavior towards her three times while she worked in the congressional office from 1997 to 2005. those allegations follow a similar one by another woman in admissions with conyers that he had reached a settlement with one of his accuser. >> and congress mmacongresswoma serves on the committee that conyers held a ranking position called for him to resign. the congressional black caucus which was co-founded by conyers is said to meet for its regularly scheduled meeting today. but in an unusual move, one

source tells nbc that caucus staff will not be allowed in the room. and conyers was not sent an invitation to attend the meeting. last night, the chairman of the caucus said that richmond commented on conyers' future. >> i have no idea. i think it's a personal decision. >> they are very serious allegations that have been made. and if they are true, they are awful. and they should have consequences that follow. but part of the process is determining that someone has to be the fact checker and fact decision maker in the whole process. and that's why we urge the congressman to cooperate with the ethics committee investigation. because we do need someone to fact-check everything. >> all right. a former spokesman for conyers suggested yesterday that some of the accusations of the congressman walking around his office in his underwear is, quote, no big deal.

bob weiner told congressional reporters that conyers changes clothes in his office. most of us have walked in to him changing his clothes and have seen him in his under way. >> joining us, daniel lippman from politico playbook. daniel, sexual misconduct clearly a problem on both sides of the aisle. when you hear it coming from a republican side, much more aggressive calls for resignation from the democrats, and you hear it from the democrat side, the roles are reversed. >> yeah, hypocrisy at work here. i think this hurts democrats because they need to get conyers off the headlines. they need to focus on what is a better issue for them which is driving home the point that the gop tax plan is a giveaway to the rip. if they're constantly talking about conyers, that hurts that messaging because it doesn't break through. so, i think democrats have an

opportunity to kind of push conyers out, but give him, you know, enough time where he, you know, doesn't drag other members of the party down. >> there's been criticism, of course, of the democrats in all of this that they've led on this. and they've failed to do so with regards to any source of claims on their side of the aisle. let's talk about something that pretty doe politico is reporting as well. the retirement announcement of congressman luis gutierrez. what can you tell us? >> sure. this is a 64-year-old democratic congressman who has led on immigration issues. he's not going to run for mayor or governor of illinois. but he wants to keep his options open for 2020. the issue for that is most americans don't know who this guy is. >> yeah. >> there's dozens of democrats who are going to run in 2020 who have much better chance than gutierrez. it's a long-shot bid. he wants to tour the country and

get his feeling what to do. >> give us a sneak peek of what's happening on playbook? >> so, we have a sneak peek of john mccain twho gave an interview to "people" magazine. he's battled cancer. meghan mccain, his daughter, just got married. evidence is pulling for him. you don't see many public servants who are at the statue of mccain who are rising right now. it seems everyone is instagraming and not thinking of public service as mccain. mccain is a legend. >> and his personal struggles as well with cancer, i think that's an eye-opening moment. >> it was incredible for him and his family watching his daughter get married over thanksgiving weekend. a very happy time for them. police in tampa have made an arrest in a series of murders

that have had residents on edge for almost two months. officials say they plan to charge 24-year-old howard donaldson iii in the shooting deaths of four people in the seminole heights community. the victims range from 20 to 60 years. addressing the community last night. >> 51 days ago i said this was a struggle between good and everybody. well tonight, goodness has won. tonight in the battle between darkness and light, light has won. we're bringing someone to justice who doesn't deserve the right to walk amongst us. tonight, is the beginning of when justice will be served. and then the process will occur when this individual rots in hell. >> now, police arrested the suspect after they say he asked a co-worker at mcdonald's to hold a gun for him.

>> reporter: the issue that is working with voters here are those social issues which he's getting to in that tweet about potentially getting a more liberal supreme court justice on the bench. but the interesting part of that is, he seems to ignore the fact that donald trump is the president of the united states. so roy moore must be taking into account that either donald trump will not be the president, or that donald trump would be nominating a more liberal judge to the bench, in which doug jones would be voting in affirmation of but to that point, i did have a chance to ask doug jones about the supreme court the other day. i said, would you have voted to confirm neil gorsuch, for instance, the conservative. a lot of republicans made the case they voted for donald trump despite his inda sessions. and he wasn't willing to comment

why we're seeing this warm weather pattern in october and november. it's what we call our weak la nina weather pattern. the ecuadorial pacific. that's cooler than average, that's why we know we're more in a la nina, in the brighter red, that would be el nino, we've had enough that we know how they inta impact us typically. in the ohio valley, we could be wetter than normal and this is actually what we're dealing with so far this november. we've been kind of stormy in the west. we haven't had a lot of snow. it's been warm. we haven't had a lot of wet weather. the november rainfall, we're actually above average in seattle, san francisco, billings, in areas southeast, we haven't had much rain if any. look at new orleans, only a couple drips in the bucket.

welcome back. let's turn to business. president trump's jerome powell went before the senate banking committee yesterday as a part of the banking process. what more did we learn about powell's testimony yesterday? >> reporter: well, he hinted at stopping short of confirming another rate hike of 25 basis points in the month of december. he also tried to re-assure senators the status quo will remain in place, even after he takes over from current fed chair janet yellin. then he also defended the need to lighten regulations for the banking sector. obviously loved in yesterday's trading session. the sector was up 2.6%.
