good morning. it's friday. november 1. i'm ayman mohyeldin. alongside yasmin vossoughian and louis burgdorf. trump administration is considering a plan to replace rex tillerson with cia director mike pompeo. tillerson has recently begun discussing a year end departure. also reports per senior administration officials developed a plan something state department spokeswoman responded to yesterday. >> he remains as i have been told committed to doing this job. he does serve at the pleasure of the president. this is a job that he enjoys. what i can tell you is that chief of staff kelly called our department this morning. and said that the rumors are not true. that those reports are not true. >> president and press secretary sarah huckabee sanders both addressed the reports. do you want rex tillerson on the job, mr. president. >> he's here. rex is here.

>> do you want him to stay in his job. >> as we've said many times before, when it comes to questions like this of senior staff and cabinet secretaries. when the president loses confidence in somebody, he'll no longer be here. i think the future right now is to continue working hard as secretary of state. continue working with the president to carry out his agenda. >> pompeo and trump have reportedly developed a close relationship. some of the community refer to pompeo as the trump whisperer. tillerson and trump reportedly bumped heads stemming from july when tillerson called trump a moron. before the end of the year, his ten your would be the shortest in nearly 120 years for secretary of state whose time did not end by change in voting presidents. this as the gop leadership hopes to pass the bill last

night after new analysis from a nonpartisan congressional joint committee said the bill's growth projections fall short of paying for itself by $1 trillion. a trigger mechanism to raise rates in response to the deficit ran afoul of parliamentary rules causing republicans to search for savings of $400 billion. the situation is complicated by senator ron johnson's demand for deeper cuts for small businesses and senator's bob corker and jeff blake's deficit concern. republicans are deciding whether to walk back the plan for a permanent reduction of the corporate tax rate to 20%. from 35%. there was consternation in the ranks. pat roberts said he'll probably call another meeting along with or people who won't be here very long to determine the fate of the rest of us. as the senate works on the tax bill, there are still some mystery as to what exactly is in

the bill and the impact it will have. this after treasury secretary departments office of tax policy said they were now working on an analysis of the bill. elizabeth warren asked the department general to investigate. the allies we know about will cut the corporate tax rate to 20%. reduce marginal rates for individuals. expanding the child tax credit. doubling the standard deduction. it will also eliminate popular deductions for student loans. state and local taxes and medical care. repeal it will individual maintain date which could mean higher premiums and 10 million fewer with health care. also trigger spending cuts to programs like medicare, subsidies and more. switching gears a moment away from taxes. america's special relationship with the uk. under increased strain after the president's decision to share the islamic videos from an

extremist group in britain. president trump was scheduled for a working visit to open the u.s. embassy in london next month. that is no longer happening. a senior u.s. diplomat tells the paper, quote, the idea of a visit has obviously been floated, but not december and not january. i would not expect a trump visit in january. there's also a report that the state department warned the white house that the president's own tweets could put u.s. embassies overseas at risk. in the face of all criticism from theresa may and other british leaders, the white house continues to dig in. >> the fact we work together does not mean we're afraid to say when we think the united states have got it wrong and we very clearly do and i'm very clear retweeting from britain first is the wrong thing do to. >> this is the president of the united states shares with millions inflammatory and

that he's retweeting and so it's a bit of frustration. >> there is the question as to why he was either following them or aware of them in order to retweet. no one has explained that at the white house. let's turn to taxes quick molly and ask you about the senate tax bill. how heavy of a lift to find the revenue to appease the deficit hawks on the republican side and nail down 52 republican senators on board. they didn't get it done yesterday. do you think they can get it done today. >> it's like doing crossfit for legislation. oh, my goodness. it's like trying to do these -- >> coming with the sinkers today. >> trying to find that much money in a period of less than 24 hours is going to be very difficult. one republican senator grumbled to our reporter that it's a pretty heavy lift and it's too much to promise to one or two

single senators who as pat roberts said will not be here next go round. basically putting the fate of a lot of the gop senators who are up for re-election in the hands of the people who again aren't running for re-election. so it is a big heavy lift. we can see this going next week. which would be okay, but again, there's that special election in alabama that they wanted to make sure was ironed out before it could get out. the murder trial that galvanized anti-immigration activists in the u.s. jose garcia a homeless mexican immigrant who had been deported multiple times was found guilty of murdering -- not guilty of murdering kate steinle an american would fatally shot in 2015. steinle was killed by a bullet that ricochetted off a concrete

walkway. garcia remained the shooting was an accident was found not guilty of being a possession in the firearm. president trump seized on the case during the 2016 election. people are siting at as a reason to implement stricter immigration policies and building a wall. trump tweeted the following. disgraceful verdict in the kate steinle case. no wonder the people in our country are so angry with immigration. >> we somehow or another amazingly got caught up in immigration and trump and we have our views on immigration and we have our views on trump, but this is the death of my daughter. using her death as impetuous for immigration review and sanctuary city. nothing has happened. nothing has changed except kate is not here.

first elected to congress in 1984. longest serving member of the texas delegation. al franken, ethics committee has formerly launched investigation. accusations mount against the minnesota democrat. an army veteran told cnn franken groped her as she posed with him for a photo after a uso show back in 2003. franken's office responded yesterday saying the senator has never intentionally engaged in this kind of conduct. is committed to cooperating with the ethics probe. earlier this week, he said he was embarrassed and ashamed by his behavior. he has vowed not to resign. at least two fellow democrats, congressman joe crowley and tim ryan are calling on franken to step down. in separate private conversations this year. trump urged the republicans to end the russia investigation.

according to burr, it was something along the lines as i hope you can conclude this as quickly as possible. burr said he replied it would end when the committee finished. lawmakers and aide said trump told senate majority leader mitch mcconnell to end the investigation quickly. aboard the air force one when he found himself being lobbied by the president to wrap up this investigation. according to republican official familiar with the conversation. though the official said the conversation did not bear a sinister motive. >> an anonymous republican senator said trump also called other lawmakers over the summer with request that push burr to finish the inquiry. told the times trump made several calls to senators without senior staff president. senators and other republicans familiar with the conversations said trump would begin to talk

on a different topic and eventually drift towards the russian investigation. >> the white house responding it has been cooperative and the president has at no point tried to put influence on committee members. say he reit rate ereiterated wh publicly. investigations must come to fair and appropriate completion. back again, capitol hill reporter for the hill, molly cooper. good to have you back with us. let's go back a moment and talk about the sexual harassment allegations against both john conyers and al franken. more allegations of inappropriate conduct against these two politicians. growing calls for them to resign. even within their own party. do you see either of them stepping down in the immediate future. >> reporter: they both seem to be sticking to their guns. part of the reason you'll see democrats wanting them to resign, now that the ethics process is started respectively on the house and senate side, the ethics committee is going to

gather background, going to do their own closed door investigation. once the reports come out that could recommend expulsion, that report goes to the house and senate floors for the entire senate and the house to vote on. so democrats could be put in a position, could be forced to be put in a position where they vote on a resolution recommending say john conyers is expelled. they want this to go away. they don't want this to be an issue. they don't want to vote on expelling their fellow colleague because of sexual harassment matters. the same for franken. just creates a huge problem in the senate. in addition to which, it takes away attention to what's going on in alabama with roy moore. the more of these allegations you have sitting out there and the longer that these congressman conniers and franken are in office, the more difficult it is for them to call for roy moore not to be seated. >> right. >> and that's part of the problems that democrats are facing.

>> let's talk about roy moore. it's looking more and more likely he could win this thing. let's say he does and he makes it to the senate. how are republicans preparing to deal with roy moore in the senate and b, sort of a theory i've heard being thrown around out there. would this be good for the republicans and go with me on this for one second in that it could sort of be a moral win for them. they decide to leave the charge on this and unseat him once he is elected to the senate. >> there goes and i hate to use this phrase. there's a slippery slope. if you're in the senate and a state elects a senator, sends them to washington, d.c. and you decide as a body not to seek that member or expel them, that doesn't create a lot of friends among the folks down in alabama. that ticks the off a lot of

people in the country who have problems going on in washington, d.c. the only thing you can get done is to expel members or senators that the citizens of the state send to washington, d.c. you can do that. that creates a political problem for the republican party. they don't want to deal with. there's other issues. in addition it's an election year next year. these issues will be front and center in terms of voters going to the ballots and casting votes on who to hire. >> molly hooper, live in washington, d.c., thank you. let's turn to business in the market rally in the u.s. keeps going. dow closing above 24,000 for the first time ever. s&p 500 also hitting new all-time high. cnbc joins us live from london. what are analysts crediting this latest surge in the markets? >> reporter: yes, another milestone for the dow jones.

24,000 certainly a big number. to be honest, analysts say because of optimism the tax reform bill would be passed by senate republicans. it looked good going into yesterday. this morning things are looking a little less rosy because senate republicans have hit a number of stumbling blocks. seeing futures pulling back a little bit. last i checked the dow was at 30 points at the start of trading session. major health care deal is in the offing. yes, nearing a deal to buy aetna for $66 billion in cash and stock. the companies are in advanced stages of negotiating a deal according to the journal. that deal could be announced as early as next monday. if it is, it will be the biggest deal signed so far this year. finally, interesting news coming out of south australia. yes, elon musk has been very busy once again. the state of south australia
