had i'm ayman mohyeldin alongside louis burgdorf. tax plan is facing uncertainty days before expected vote. senator marco rubio is threatening to oppose the bill. president trump said yesterday he believes rubio will eventually get to a yes vote. >> unless they figure out a way to increase the refundable part, higher than $1100. a way they figured out a way to give corporations an extra year of cuts. the way they figured out a way to lower the top rate for a family making a million. unless they can figure out a way to add to 1100 figure, i won't support the bill. >> i think he'll be there. he's been a great guy and supportive. i think senator rubio will be there. we have tremendous support. we have tremendous spirit. it will be the largest tax cut

in the history of our country. >> we're really proud of the work that we've done already up until this point with senator rubio already doubling the tax credit. taking it to $2,000 per child. continue working with the senator. we think we made great strides and frankly pretty historic movement in the terms of the child tax credit. we're proud of that work. going to keep working with them until we get the job done. we expect to happen before the end of the year. >> the senate bill that passed includes a $2,000 tax child credit. only maximum 1100 is refundable. making much of the credit inaccessible to lower and middle income families. meanwhile, republican senator mike lee who partnered with rubio on the tax child issue is currently undecided on the bill. republicans can only afford to lose two votes. senator bob corker previously voted no over deficit concerns. there is a complicating factor. john mccain and cochran have

missed votes this week. party leaders are counting on their votes next week. federal communications has voted to end obama era net neutrality. voted 3-2 to take away rules that prohibit internet providers from blocking competitors for charging for higher quality service. met with vocal opposition from a number of people in the tech industry, consumer advocacy groups and members of congress. advocates rallied outside the fcc building during the vote. facebook, amazon, netflix are among the tech companies that oppose the rule change. supporting the decision, broad band providers, including comcast who have said they do not plan to block or slow access to any legal websites. president trump celebrated the move as one of the many roll backs from previous administrations cutting symbolic strip of red tape in a ceremony at the white house.

brink of a landmark achievement. house speaker paul ryan is reportedly eyeing exit from congress. politico spoke to three dozen unnamed source who is know the wisconsin republican spanning from lobbyists to lawmakers. reports ryan has made it known to some of the closest con if i dans that this will in fact be final terms as speaker of the house. he would like to serve through 2018 and retire a ahead of the next congress. tie up things like social security, medicaid. something he spoke about at his weekly press conference. this as the white house reacted to the report he was leaving, take a listen. >> identify long said there are two things you need to do. reform the programs. auto pilot. grow the economy, people. this is going to be the new economic challenge for america. people. baby boomers are retiring.

if if he wants a job, he stumbled at his last go at trying to become speaker. and, you know, ryan took that job. the other person is steve scalice who recovered miraculously from the shooting. if mccarthy ones, scalice has a major decision to make, does he want to challenge his friend kevin mccarthy or maybe salaries should wait a couple of years. >> let's transition and talk about the tax bill. how heavy of a lift for the gop leadership to get these holdouts. we talked about marco rubio being a no. corker being a possible know. two senators with health issues that may actually make them absent from the vote on the senate floor. >> this is a big problem for republicans because rubio and trump don't have the best history. when trump was calling him little marco, that doesn't engender a lot of goodwill will

rubio world. rubio generally believes this bill does way too much for the rich and corporations and not enough for working class families. and so i think his concerns will probably get addressed. he's just going to play some hardball to get that child tax credit expanded, but the issue is, that would increase the bill's cost by a lot of money and you have to find revenue somewhere because this bill already cost about $1.5 trillion. >> when you think of the four names i mentioned, three of them have had personal beef with president trump at some point. mccain, bob corker, and marco rubio. >> no surprise there. let's talk about the possible shutdown. why are house republicans sending a bill to the senate they know will not pass. are they playing a game of chicken with democrats you think or what. >> i think house republicans, this small segment, the freedom caucus, they are driving the train on this. this is they're familiar gamut

ayman mohyeldin alongside louis burgdorf. let's start with top stories for you. white house says president trump spoke with vladimir putin by phone yesterday hours after putin once again sided with trump over the russia investigation. in his year end news conference, putin said the metaling investigation was invented by trump's opposition as a way to delegitimize trump's work. the white house thanked his counter part for acknowledging america's strong economic performance and the two discussed working together to solve the crisis with north korea. the chairman of the senate judiciary committee said he wants a special second counsel. not for the same reason as republican colleagues who is are trying to discredit robert mueller's investigation. senator chuck grassley has confidence in his ability to carry out the russia investigation, but advised the special counsel to be more transparent, adding, quote, when you have conflict of interest, there's going to be less embarrassment if you tell people right away. and new mandatory evacuations have been ordered in

representative tim ryan will be on morning joe later today. hear from him directly. he's coming up in just a little bit. senate republicans set a new record confirming president trump's 12th circuit court judge. vote gives trump the record for most circuit court judges confirmed in office. outpacing john f. kennedy and nixon who previously shared the record. chuck grassley celebrated the vote proud to say the judiciary and senate made history confirming the 12th circuit judge this year. the most in the first year of any president in the 228 year history of our country. now, trump however has a long road ahead with 144 judicial vacancies left to be filled. let's turn to business. rolled back net neutrality rules on a party line vote. dismantling regulations to treat all site traffic and speeds equally. cnbc joins us live from london. what does this mean for the internet and how soon will the

impact of this decision be felt. >> morning, louis. despite a lot of resistance. they did in fact end up repealing the net neutrality rules. rules put there in the first place to bar the servicers from blocking or slowing down access to certain content from particular users on the internet. and dismantling the rules is a move that says essentially this could lead to more control to the telecom and web service providers themselves. obviously many people were against it. democrats and people from hollywood and companies themselves such as google and alphabet very much against dismantling the rules. surveying "washington post" over the weekend shows even 75% of republicans were against dismantling the fcc and net neutrality rules. let me bring you to a new story. disney has made an agreement to buy the film, television and international businesses from the 21st century fox sports for

a $52 billion in stock. merger give disney digital assets to help it better compete against streaming networks such as amazon and netflix. shares reacted well to the news and traded up on the announcement yesterday. this is the largest deal that disney has done. of course add to mr. iger's legacy given he has done so much in acquiring other legacies such as pixar. now a major drug manufacturer has announced widespread job cuts on a global scale. what can you tell us about that. >> yes, so tee have a is the israeli pharmaceutical company. best known for making multiple sclerosis drug.

encounter until seven years after it occurred. two other women have come forward accusing hoffman of assault. called the allegations defamatory falsehoods. meanwhile the founder of deaf jams records, russell simmons has been accused of wide range sexual misconduct. "new york times" reports four more women have come forward accusing simmons of using vulgar language and assault. with three of the women alleging simmons raped them. according to the times. simmons denied the claims saying quote, these horrific accusations have shocked me to my core and all of my relationships have been consensual. new york police department now reviewing information regarding those allegations. and matt lauer is facing new sexual misconduct allegations after a former today show product assistant told variety she had a consensual sexual workplace relationship with him in july of 2000 when lauer -- when she was just 24 years old and lauer much older.
