we begin with what appears to be a major breakthrough in diplomacy between north korea. developments are moving fast. on new year's day, kim jong-un suggested talks to possibly send a delegation to the winter olympics in south korea and this morning, the south responded with a proposed date exactly one week from today. now that country's unification minister wants to meet january 9 at shared border village located in the joint security area. this would be the first formal talks between north and south career since december of 2015. south korean president moon jae-in favors dialogue with the north and could be a step to easing nuclear tension. suggested delaying joint military exercises with the united states until after the winter games. that is only part of the reason why the move could drive a wedge between washington and seoul. while kim struck a conciliatory tone with the south, blustery rhetoric against the united states remained. warning america his nuclear

weapons can reach the united states while claiming, quote, the nuclear button is always on my desk. president trump has yet to respond. however, we did hear from senator lindsey graham concerning the olympics. he tweeted out, allowing kim jong-un north korea to participate in the winter olympics would give legitimacy to the most ill legitimate regime on the planet. if north korea goes to the olympics, we do not. now to latest on ongoing mass of violent protest in iran. most dramatic since 2009 election in the green movement. ap is reporting that per iranian state media. nine more people were killed overnight. several of which apparently tried to break into a police station to steel weapons there. so far, at least 21 protesters are died. along with one police officer after that began late last week. a small localized rallies against the ongoing economic

problem spread too much of the country and morphed to encompass anger at the government and religious leaders as well. hundreds of people have been arrested. feared volunteer militia nor the revolutionary guard have been deployed. although the protest looks like a threat, we need to turn it into an opportunity and see what the problem is adding however that the government would crack down on lawbreakers. president trump weighed in via twitter yesterday tweeting iannetta is failing in every level despite the terrible deal made with them by the obama administration. the greet iranian people have been repressed for many years. hungry for food and freedom. along with human rights the wealth of iran is being looted. time for change. vice president pence foreshadowed the administrations response. tweeting the united states will not repeat the shameful mistake of our past while others stood by and ignored the iranian

people as they fought against their regime. we must not and will not let them down. joining us live from london. nbc news foreign correspondent matt bradley, good to have yo with us following this story. appears the trump administration lending its full throat backing to the protesters. let's talk a little bit about what kind of appetite there is among the public for trump's support. not just trump. heard from mike pence and nikki haley at the u.n. especially after the nuclear play in the deal after the conclusion of the trump's travel ban. >> you know, some of the experts that we've spoken to have said the u.s. president's tweets aren't likely to have any effect on the situation on the ground in iran. that's too bad that from the president's perspective because the iranian people are actually by middle eastern standards they're quite secular. a lot of them are quite sympathetic to the west because they've lived under what is a very religious dogmatic regime

for so many decades. if these tweets to anything, they would be to backfire against the protesters. donald trump is so reviled in iran for repeatedly insulting the iranian people. mentioned attempted travel ban. accusations of terrorism. he's repeatedly threatened to dismantle the 2015 nuclear deal. given vocal support to israel's right wing. list goes on and on. no love lost between trump and the iranian public. some of the iran experts we spoke with said the tweets from the president are likely to backfire if anything because most people won't listen to the president, but there is this risk that might actually turn them off. because like any middle eastern, many of the iranian regimes first moves when confronted with the protest was to blame foreign interlopers. trump and pence cheer leading on the sidelines could put pay and make it years for the iranian regime and powerful groups to accuse the protesters of being little more than traders.

everything ayman just talked about whether it be daca or people talking about wanting to get infrastructure legislation pushed through there. what in your opinion is going to be the most difficult stuff congress has to face. >> all tricky. another thing we're hearing about the welfare reform. agenda for the first half of the we're. they've said i think one thing we're still not moving past even though it's a new year is obamacare. president trump is continuing to bring up repeal and replace. now the individual mandate is gone and so there might be some impetus there. they lost a vote in the senate. likelihood of moving that forward is as low as it's been if not lower and it's something they're still going to have to try to move forward on in 2018. >> we know mitch mcconnell has kind of thrown some shade on the idea of obamacare being repealed in 2018. do you see any areas where there's a potential for bipartisan ship agreement and one that is often cited as infrastructure. do you think that infrastructure

is still possible? >> this is a really interesting case because the votes are probably there. a lot of democrats have made infrastructure priority dating back to obama administration. it didn't get done there. partially because republicans didn't want to work with president obama. now it's the flip side. there's really no political reason for democrats to work with president trump. he's very unpopular. going into 2018 midterms. talking about a wave against president trump. so can they put that aside and hammer out a infrastructure deal and can president trump get out of his own way in terms of working alongside them. seems unlikely to happen the way things are going right now. things can change. there's reason for optimism. >> i want to touch on north korea while we have you. maki making a blunt statement, if north korea participates in the olympics, u.s. will not. are we going to see more of

because it could elicit an even more forceful response from the regime. ayman just mentioned. we haven't yet seen the volunteer militia being deployed on the streets and we haven't seen the iranian revolutionary guard corps. two groups we can expect to see on the street. what the regime back in 2009 during the green movement. when they did that, we started to see real repression. we started to see a lot more fighting from the government. we started to see many, many more arrests and many more deaths. dozens of deaths and that debate is still going on about how many people were killed during the green movement uprising. again, if we're going to be comparing it back to 2009, these protests are quite different. quite a bit smaller. leadership of these protest is much more diffuse and genesis of the protest isn't in tehran and the capital. it's in the countryside. totally different demographic of people who have started this and continuing to sustain this.

they could very well peter out on their own. there isn't a political opposition leading the protest. it's anyone's guess where this goes from here in the next couple of days. yasmin. >> matt dradly for us. thank you. if the revolutionary guard were to be deployed. that would come from the top down. i think an interesting point bradley brings up is what's so different about this compared to 2009 is this is a working class protest. in 2009, it was very middle class. the middle class are very comfortable right now. they don't want to rock the boat. whereas the working class are most affected by the economic issues that are happening in iran right now. they're the ones really that can make their votes heard more so now than ever. for the most part, majority of iran is really working class in general. >> no doubt about it. keep in mind you had millions of people line up and go to the

votes. go to the polls a couple of months ago to re-elect. he still has support. that's what is making this story particularly challenging to find out what is the stamina of the protest. how large they are. the government has shutdown the internet and social media. making it hard for them to get that information out. still having a hard time of how big this is. >> i just want to say it's not president trump that iranians don't necessarily want intervention from. historically. >> it's westerners in general. >> if you think all the way back to the 50s when they overthrew in 53 fueled by the u.s. there's an inherent mistrust with any sort of intervention from the west. house chairman devin nunez is preparing to move past russian metaling. fbi and justice department. fox news reported in a thursday letter to deputy attorney rod

rosenstein. nunez wrote to dnj and failed to produce in subpoena related to dossier. doj fbi's intran gent is part of a prodder part of behavior that can no longer be tolerated. seems the doj and fbi need to be investigating themselves. by tomorrow, january 3, the justice department must provide all records and available dates for witnesses to testify. "the washington post" reported that republican negligence committee member trey gowdy of south carolina said his heart would be broken if follows through on a corruption expose about the fbi. gowdy suggested nunez has taken some of these steps without the express blessing of house speaker paul ryan. in october, speaker ryan

appeared to show frustration over the response to subpoenas about the dossier. take a listen. we have had document request with the fbi for a long time. they've been stonewalling. the fbi and justice department need to give congress the documents it's been requesting. they need to do so immediately. >> you used the word stonewalling. you think there's intentional stonewalling. >> we've had document requests out there for sometime. >> president trump pledged to shrink the federal government. would seem he's making good on that campaign promise. shows by the end of september, all cabinet positions with the exception of homeland security veteran affairs and interior shed hundreds of employees since trump took office. by the tend of last september, the number of permanent federal workers, 1.94 million was down nearly 16,000 since the beginning of last year. that compares to obama's first year in office in which 68,000 employees were added.

decline is result of exodus of career employees. few were political appointees and hiring freeze. warn to brace for deeper budget cuts in 2019 as part to pay for tax law. according to officials briefed on budgets for their agency. editor for axios. good to see you. looking at this sort of decline in the number of federal employees while fulfilling a campaign promise as i mentioned and very sort of thrilling, we could say for conservatives who want to sea a smaller government. isn't there a risk that too few workers at other agencies can hamper priorities. >> the things going on at the cabinet departments are really one of the most underdiscussed aspects of this presidency, i think. especially looking at staffing

levels. you have low moral at the staffing agencies. we're cutting spending. there's certainly a downside. something we might be feeling for years to come. >> switch gears for a moment and talking about the russia probe. particularly devin nunez seen stepping out into his own calling for the fbi to be investigated. appears to have at least some support from paul ryan. do you see broader support on capitol hill, maybe in particular among the republican party that this call for investigating the fbi and doj may gain some traction. >> the kind of things he's talking about are also the things other republicans have talked about. they've said this is an overreach by mueller in terms of his mandate. and also you know, the way that this investigation got started was murky. and maybe there was some as nunez would say corruption

there. so there's definitely some momentum on that front. the tricky things is nunez himself. he started this whole thing by recusing himself. now he sort of eased himself back into this role. he's kind of caught in the middle in a way that some republicans i would guess are feeling pretty uncomfortable with, but like you said, paul ryan has spoken more faifvorabl than unfavorably. >> george papadopoulos had a night fuelled bid alcohol when he talked to australian diplomat and spilled the beans on meetings and fact russians may have had attack on hillary clinton. for a while, washington thought that the russia probe was fueled by the sort of controversial dossier that came out. what is the reaction now in washington with this clang of gears that "new york times" reported on. this is one of the frustrating things about this story. both sides just cherry pick the pieces of information that they choose to believe and base their

analyses on. this papadopoulos information would seem to undermine a key claim that nunez and others have made which is that this dossier is what launched all of this. this was the first domino to fall. and now we're hearing that's not the case, but again, that's something that democrats will seize on and republicans seem more than happy to ignore. >> dave, live for us in washington, d.c. thanks for insights this morning. new report examining efforts by china to step up on the world stage in era of donald trump. making china great again examines how america first policy and reduction of u.s. commitment abroad has allowed china to peruse that larger role. country's leader predicted a time would come to predict value abroad. those leaders have expected that shift to happen midway through the century. article states in the the age of trump, that time has come far sooner than ever expected. it sites one example.

the talks would primarily be the olympic games, forth, kim jong-un, proposing that he sends a delegation here for the games if just a month's time. so how would that happen? what would be the logistics? will they come through the demilitarized zone, make a big deal of snit would they march with the south koreans in the opening ceremonies as moon has suggested in the past. moon is also talking about how this is potentially going to open the door for further talks. he says that, interestingly, those further talks would have to include a discussion of the nuclear program ayman and yasmin. >> kelly, help us understand what these talks could mean for the relations for u.s. and south korea? >> reporter: well, a lot of analysts have suggested that perhaps the north koreans see an opening and a possibility of
