i'm alex whit. it is 35 past the hour. seven hours plus since the government shutdown. congress heading back to capitol hill to try to end the standoff. president trump is taking to twitter wrapping up his attacks against democrats. in one tweet going so far as calling it an anniversary present from them. another tweet saying democrats are far more concerned. they could have easily made a deal but decided to play shutdown politics. let's bring in congressman from nebraska. i know you had a long day ahead here. this is the first time the government has shutdown with one party controlling both houses of congress as well as the white house. who do you think voters will hold responsible? >> it takes 60 votes in the

senate to get this continuing resolution passed and democrats voted against keeping the government open and republicans voted to keep the government open. i think in the end the voters see this as a schumer shutdown. i think just read twitter from like nancy pelosi. she said she was proud democrats stuck together and shutdown government. i think in the end people see democrats wanted the shutdown. i think this is a sign of dysfunction and i think our citizens deserve better. >> in terms of people having memories they may remember the president from back in may when he put out a tweet saying our country needs a good shutdown to fix this mess talking about the budget at that point. the "new york times" is reporting that the president met with democratic leader chuck schumer on a compromise on immigration that the democrats could need. the times is saying that schumer

floated the idea. he confirmed that, as well. fully funding the president's southern border wall. the president later telling mr. schumer that that concession was not conservative enough. what is your reaction to that? >> i wasn't in those discussions but i think we need to have a daca agreement. we should be sitting at the table. i know my constituents want to fix the problem and want to have border security. they don't want to-do daca this year and do daca again two years from now. they also do not want daca deported. i think we are close to being able to get a compromise that solves the problem and ensures that we do not deport daca. this should not be a reason to shutdown government because i think this is solvable. this is a tailor made issue for republicans and democrats to come together on and solve. >> i love hearing that kind of

rhetoric from you. the fact is that daca is what was the catalyst for this shutdown that seemed to be the final sticking point that could not be agreed upon. why did it get to this point? if you were right in saying that this is something that everybody wants to see a deal on to some degree -- 80%, vast majority. why was that not done by midnight last night? >> i think it should have been but we still have another month to go. i think it was wrong to shutdown the government now because we don't have a daca deal. we have four or five more weeks to do it. our troops are not going to get paid. federal employees are not going to get paid. we had a c.h.i.p. deal we could have passed. i think we should get a daca compromise and solve that but we should not have shutdown government last night. nancy pelosi said she was proud of this moment. i think that says it all.

that says who is at fault. they are proud of the shutdown. i don't like continuing resolutions, either. they are the wrong way to run government. we need to get a budget deal out of the senate and appropriations bill. shutting down the government was the wrong answer. >> i know you are a military veteran. you served on the armed services committee. senator mccaskill offered temporary measure to pay members of military but mitch mcconnell blocked the bill saying let's resolve the shutdown in his entirety. did he make the right call on that? >> i think it is unfortunate and wrong not to pay troops but all federal employees aren't getting paid. i think congress shouldn't get paid during shut downs. we are exempted and it is wrong. i think the part being with our military, we have done 36 continuing resolutions. we need to come to an appropriations bill agreement that funds our military. most folks on the left and right

agree on the numbers for defense right now. we don't agree on domestic issues. we have passed appropriation bills out of house and senate. in the senate they agree on how much to spend on defense but can't agree on domestics who are holding defense hostage. we are fighting wars in the middle east. half of our navy aircraft can't fly. we have 53 army brigades that cannot fight tonight. they are not ready to deploy. we have the oldest and smallest air force in the history of the service and yet we can't get appropriations bill on the senate. senate democrats refuse to vote on it. >> representative dawn bacon of nebraska, i welcome you back on the broadcast again. best of luck today getting things done. coming up next, we will talk about the article, the president saying the shutdown fight can make him miss his party. talk about the optics of that coming up.

eight hours into a government shutdown. joining me now democratic strategist who is chief speech writer for loretta lynch and jason johnson who worked on ted cruz's 2016 campaign. jason, how much do you see this as being politics? how much is policy? >> i'd say 100% politics. for people like me who do not support amnesty for daca recipients, we know the following, president trump has said that he would sign a daca bill. we know that the leadership in the senate, republican leadership and the republican leadership in the house will support amnesty for daca recipients. at the end of the day, if those are the facts and democrats have been told that why are they not supporting this continuing resolution to go forward? there is only one reason. their base is demanding it of them. >> you have republicans, they

have been pretty anxious to label this the schumer shutdown. are they right? >> no. republicans control the entirety of u.s. congress and the white house right now. it's a little ridiculous to say that this is somehow the democrats shutting down the government when democrats have less power. what democrats can do is stand up for vulnerable communities which is what they are doing. mitch mcconnell said yesterday democrats had to choose between protecting sick children covered under c.h.i.p. and protecting d.r.e.a.m.ers and families and communities. it's not only a false choice but a shameful choice and disgusting choice. democrats number one are making republicans commit to those promises to protect people who are here under daca and also sending a pretty clear message to not only people who are covered by c.h.i.p. and people covered by daca but to

vulnerable communities across the united states saying we see you, we will stand with you and we have your back. >> jason, you think this is mostly about politics. for many democrats daca is a core value, not a political position. do you think this shutdown is making republicans realize this and does that at all help to get a deal on daca moving forward? >> so i think jake and i can agree about the choice and back to the point made earlier. it is about politics and underlying politics are the policies. the reality is there is already bipartisan support for a daca deal. from a purely political perspective i think it is simple. i think he pretty much just said as much that it is important for the constituencies to see that democrats see you, hear you, are fighting for you, et cetera. i think that is the key here because at the end of the day i think the ultimate nightmare for

the democrat party is to have a president trump and a republican senate and a republican house get credit, if you will, for providing legal status to these daca recipients. so by forcing a shutdown, they can say they wouldn't have done it, they would not have provided you citizenship if we had to shut down the government. >> i want to ask you about a daily beast headline that suggests the president has been whining can help me miss my party. article sites different sources saying the president is concerned. what kind of optics does this put out there? the president concerned about a party amid the government shutdown? >> i don't think it surprises anybody. this is a president who tends to spend more time on the golf course than the office. at the end of the day i think what the american people care

about is getting this stuff done. democrats certainly care about protecting vulnerable communities here. that is what they are doing. that is what they were doing when they made deal on the d.r.e.a.m.ers with donald trump. that's what they have been doing since chip expired 120 days ago. they just want to protect the communities. republicans need to step up to the plate, even if it keeps donald trump from going to a party for a few days. >> what do you feel about that, the optics of the party and politics here, jason? >> i don't think it's breaking news or surprise to the majority of americans that donald trump likes to party. >> all right. we'll let that be the last word. thank you so much. >> thank you. signs of a government shutdown. what's open, what's closed. that's coming your way next. >> i believe a government shutdown is a loser proposition for both parties.

at 54 past, here's a live look at the capitol on this day one of the government shutdown. the president's favored method of publication, twitter, shutdown has been the topic trending overnight. as of midnight last night, most

federal agencies are shut down. hundreds of workers have been furloughed. what's open, what's closed and how this will affect you. we'll look at that. disaster recovery efforts stop. federal office buildings, smithsonian and the national zoo. courts will remain open, national parks with entrance fees only, post office, tsa, veterans hospitals. even though they remain open, not all will be paid for the shutdown. social security checks will still go out to retirees. if you have recently retired, you will not be able to begin your benefits until the shutdown ends. passport and visa services are not completely dependent on congress is. airports will remain open. there may be some delays because all nonessential employees will be furloughed. amtrak will stay open because it
